APPENDIX A: SPONSORSHIP, COMMUNICATION AND BEHAVIOURALOBJECTIVES
Objectives
Listed below are the sponsorship, communication and behavioural objectives specified by each
Department:
Sponsorship Objectives
The overall sponsorship objective is to instil a sense of pride for self/culture/country, including greater
understanding of Indigenous culture by non-Indigenous students interested in learning more about
Indigenous culture. A range of sponsorship objectives have been designated by the various
Departments:
Health
• To create an opportunity to deliver drug prevention and education messages;
• To promote healthy lifestyles.
Education
• To create an opportunity to improve attendance and bonding at school; and
• To connect learning outcomes from the Festivals to the world beyond the school environment;
Employment
• To create an opportunity to demonstrate a diverse range of potential career opportunities through
the careers market; and
• To promote a broad cross section of organisations promoting both Indigenous and non-Indigenous
employment opportunities
Crime Prevention
• To encourage the positive use of free time;
• To promote the prevention of violence in Indigenous communities;

• To encourage the development of responsible attitudes;
• To reduce the likelihood of rural and remote youth becoming involved in crime; and
• To reduce the fear of crime in Indigenous communities.
Top Watch Quarantine
• To demonstrate AQIS’s commitment to working with northern Australian communities, through its
campaign Top Watch Quarantine;
• To engender a sense of shared responsibility for quarantine between AQIS and the communities
of northern Australia;
• To communicate and reinforce the link between Top Watch Quarantine and respect for
self/culture/country;
• To help foster Respect for Country which in turn fosters community support for Top Watch
Quarantine and its objectives; and
• To assist in maintaining a high quarantine presence, through public awareness of the Top Watch
Quarantine brand and the quarantine message behind the brand (ie Keep a Top Watch
Quarantine for pests, report strange activities and pests to Quarantine or a parent or ranger,
respect your self/culture/country).
Youth Development
• To create a supportive and inclusive environment for young people (including strategies to prevent
bullying);
• To create opportunities for success and recognition of an achievement;
• To provide opportunities to meet positive role models; and
• To create an opportunity to contribute to a sense of social cohesion and pride in the community.
Social Justice and Reconciliation
• To encourage the development of cultural understanding and tolerance; and
• To contribute to the reconciliation process within Indigenous communities and between all
Australians.

Community Collaboration
• To facilitate the opportunity for community collaboration leading to positive outcomes among
young people in their communities.
Behavioural Objectives
A range of long term behavioural objectives have been designated by the various Departments:
• To reduce prevalence of smoking, drinking and other drug use in the community;
• To increase student attendance and retention in school;
• To increase the number of students entering the workforce after school;
• To reduce the incidence of domestic violence;
• To reduce the incidence of crime;
• To increase reporting of potential Quarantine threats; and
• To adhere to the Quarantine laws operating in the Torres Strait (residents of this region only, that
is, some of the Weipa Festival participants who have travelled from the Torres Strait).
Communication Objectives
A range of communication objectives have been designated by the various Departments:
Awareness
• To promote awareness of the sponsorship theme 'Respect Yourself, Respect Your Culture' and
the tagline 'Croc Festivals are a 100% Alcohol and Smoke-free celebration';
• To increase awareness that a healthy and enjoyable lifestyle requires positive choices and
personal decisions;
• To promote awareness of negative health consequences of smoking, excessive drinking and other
drug use;
• To promote awareness of the benefits of not smoking, not drinking excessively and not using other
drugs;
• To increase awareness of the benefits of staying in school;

• To increase awareness of potential career opportunities;
• To increase awareness of the negative consequences of violence in the community;
• To increase awareness of the connection between choices, consequences and being in control;
• To increase awareness of the critical role of quarantine in northern Australia; and
• To increase awareness of the connection between respect for self / culture / country and
quarantine.
Attitude
• To reduce antisocial norms and favourable attitudes toward alcohol, tobacco and other drug use;
• To promote and reinforce positive attitudes towards staying in school to increase opportunities;
• To increase confidence to pursue a range of career options;
• To reduce perceived acceptability of violence and crime in communities; and
• To promote and reinforce positive attitudes toward quarantine amongst communities of northern
Australia within the context of respect for self /culture / country.
Intention
• To promote and reinforce intentions to adopt strategies to avoid alcohol-related harm when
drinking and/or when in situations where others are drinking;
• To promote and reinforce attitudes to adopt strategies to avoid tobacco and other drug use;
• To generate and reinforce intention to stay at school to increase opportunities;
• To generate and reinforce intention to investigate different career options;
• To generate and reinforce intention to avoid becoming involved in criminal or violent activities; and
• To generate and reinforce intentions to keep a Top Watch for quarantine threats; protect one's
country from pests and disease; call quarantine if one sees pests and disease.
