first International Year of Youth (IYY), is a particularly important day for

youth around the world. This year is for the world to truly celebrate and

realise youth participation and to fully facilitate ‘Dialogue and Mutual

Understanding’, the theme for this year’s IYY. The official slogan, ‘Our Year.

Our Voice’, grew out of public consultation on the IYY facebook page.

Activities around the world are as a result of this.

ll children should be entitled to the basic rights to survival, protection,

development and participation, all vital to their healthy growth and

development.They should be provided with opportunities to freely

and fullyexpress themselveson topof theirentitlement toclean

water, food, basic education and a safe and secure environment.

Sincethe‘70s,internationaleffortshavebeenincreasinglyputontherealization

of children’s right to participation to call for a dedicated children’s commission in

Government.Overthepastdecade,around30countriesandregions,including

Norway,ScotlandandEngland,havesuccessfullysetupchildren’scommissioners

or ombudsmen within the government structure. In alliance with a number of

partners, the Hong Kong Committee for UNICEF (HKCU) is lobbying for the same

in Hong Kong.

Hallmarked by the theme of ‘Dialogue and Mutual Understanding’, this year

celebrates the International Year of Youth and children and adolescents are

encouraged to participate in society. HKCU capitalizes on this occasion and

createsanewplatform to listen tochildren’svoices. ThisSeptember,‘Voices

of Youth’, an online children’s radio station, will be pioneered in Hong Kong

with 16 professionally trained hosts speaking on behalf of children. This is an

internationalUNICEFinitiative,nowestablishedincountriesasdiverseasUSA,

Nepal and Brazil. Last year, the programme gained even further popularity,

spreading into certain European Union states.

In this issue we are pleased to present you with a new layout of our newsletter.

Adopting a sleek and clean style and integrating new sections such as ‘UNICEF’s

Feature’, ‘I Bet You Don’t Know’ and ‘Reports from the Field’, this issue aims to

portray a better understanding of the state of children worldwide and UNICEF’s

work in helping children in need. The title, Every Child, speaks for itself. It is our

strong belief that every child matters and that every single child should be cared

for. I do hope you enjoy reading it.

Truly realising the child right to participation is one of the main purposes of

IYY 2010. Jointly created by the Hong Kong Committee for UNICEF (HKCU)

andtheHongKongFederationofYouthGroups,‘VoicesofYouth’(VOY)will

bepioneeredthisSeptemberasapreludetoHongKong’syouthparticipation

in IYY. By opening up a platform for children in Hong Kong to speak out, we

can hopefully shed light on their problems, reveal the deepening conflicts in

our society and provide a way out for their negative energy.

IreneChan,theChiefExecutiveofHKCU,admittedthatyouthproblems

in Hong Kong such as drug abuse, wonjokyuje and suicide, have been

increasing in numbers over the past few years as well as seriousness.

The main reasons, as claimed by many of the youth, appear to be having

“nothing better to do”, feeling “not happy about life” and succumbing

to“peerpressure”.Ireneexplained,“Webelievethatwhenchildrenand

young people have no way to resolve their emotional conflicts, relationship

problems and discontentment towards society, the negative energy within

themwillaccumulate,makingthemresorttodrugs,sexandothermore

dangerous behaviour. These problems are always magnified by peer

pressure, intensifying any negative energy and resultant harm.”

In view of this, HKCU decided to import from Nepal the concept of a youth

radiostationcalled‘SaathiSangaMankaKura’ (SSMK).Visitedduringa

Young Envoys’ field trip last summer, this means ‘chatting with your best

friend’ inNepali.SSMKwasestablished in2001withfundsdonatedby

IYY2010: IYY Framework ApproachIn December 2009, the United Nations General Assembly adopted resolution

64/134proclaimingthe11thInternationalYouthDay(12August2010)toheraldthe

International Year of Youth. Accordingly, the United Nations has developed a Framework

Approachfocussingonthreekeyareas:

1. Create awareness (increase commitment to and investment in youth);

2. Mobilise and engage (increase youth participation and partnerships);

3.Connectandbuildbridges(increaseinter-culturalunderstandingamongsttheyouth).

Young people are the future of our society and we should

listen to and respect their voices. On 12 August, at the United

Nations headquarters in New York, International Youth Day

was celebrated in a global launch event of the International

Year of Youth. The event was a celebration of young peoples’

energy, imagination and initiative in recognition of their crucial

contribution to enhancing peace and development.

Third Forum of the Alliance of Civilizations

Throughout the International Year of Youth, in addition to the

global launch, celebrations all over the world are bringing

opportunities and challenges for young people across different

regions and countries. Singapore played host to the world’s

firstYouth Olympic Games between 14 to 26August. From

205 National Olympic Committees, 5,000 athletes aged 14

to18 competed in 26 sports and took part in the Culture and

EducationProgramme.Thispastmonthalsosawthehighlight

of the IYY,with theWorldYouthConferenceheld inMexico,

from 24 to 27 August. Young people from all over the world

debatedtheroleofyouthinachievingtheMDGsandthenew

development agenda to be set in 2015.

World’s first Youth Olympic Games in Singapore

The State of Your World: some youthful perspectivesA breakthrough has been made through incorporating

quotes and essays from adolescents in the State of

World’sChildren(SOWC),UNICEF’sflagshippublication

for 30 years. This year, alongside statistics and

information about the challenges and opportunities

facing adolescents around the world, the report also

includes a companion report written and edited by young

people themselves, drawing on their own perspectives

andlifeexperiences.Ateamofyoungpeoplewillreview,

select and edit contributions from all around the world,

compiling them into a report.

It has been2 years already since themost devastating Sichuan Earthquake in

China.SupportedbytheHongKongCommittee,UNICEFsetup40‘ChildFriendly

Spaces’,toprovideprofessionalpsychosocialsupport,socialworkandrecreation

activities, helping victims resume normalcy. To date, 100,816 children and over

5,000 parents have benefited. In addition, we have also helped children and

theirfamiliesthroughimprovedhealthcareservices,qualityschooling,sustainable

supplies of clean water and well-coordinated policies.

Intherestofthe3-yearrecoveryplan,UNICEFwillprovidecontinuoustraining

to volunteers, local counterparts and units, to ensure that facilities are operated

andmaintained ina sustainablemanner.Asof30April 2010, theHKCUhad

contributed HK$148 million, representing nearly half of the total donation

receivedforSichuanreliefwork.

UNICEF has responded promptly to the emergency situation in Kyrgyzstan and an

operations centre has also been established at the airport in Osh. Flights arrive

daily, delivering much needed supplies to this tense and divided southern city.

The latest supplies consist of eight obstetric kits

and emergency health medicines to treat 10,000

children with diarrhoeal diseases, as well as

vitaminsandmicronutrients.Nearly90School-In-

a-Box kits and other water and sanitation gear,

including 20,000 water containers, were also in

the convoy. More than 250 people are officially

confirmed dead and over 2,000 wounded as a

result of the violence.Media reports quoting the

country’s interim government suggest that the

actual number of casualties could be much higher.

prevent the nutritional status of children under 2 years old from deteriorating. In

addition, UNICEF has also provided tens of thousands of suffering children with

‘PlumpyDoz’,lipid-basednutritionalsupplements.Alarge-scalecommunication

campaigntopromoteexclusivematernalbreast-feedinguntil6monthshasbeen

launched. Breast-feeding is believed to be an infant’s only protection against

malnutrition and other illnesses.

After a rigorous screening process, 16VOY hosts were finally selected this summer. SinceMay, the hosts

have undergone professional training that included presentation skills for radio hosts, a workshop on youth

development conducted by Chinese University, a pronunciation course organised by Commercial Radio Hong

Kong, a City University applied social studies workshop, a media training session within the Department of

JournalismofBaptistUniversity,outreachserviceswithYouthOutreachandmore.Theseweredesignedtoequip

thehostswithappropriateskills forbecomingqualityradiohostswithcriticalmindsandtheabilitytothink

laterally.Inlinewiththeslogan“ToExplore,ToSpeakOut,ToTakeAction,”thehostswilllistenandrespectthe

an international school and so my

classmates are of different nationalities,

such as American, Canadian, Filipino,

etc. I used to avoid being in the same

group with them when we did school

projects at school. But now I’ve learnt to

accept the differences between us and I

will invite them to join my group.”

beginning, I thought it was

just for fun. But as I was going

through all sorts of training, I

gradually felt that more and more

responsibilities were being laid

upon my shoulders and children’s

rights were valued.”

There are many similar stories of UNICEF reaching out to people and improving

lives. To lead HKCU in creating a world fit for children, Irene feels that the key

As people remember UNICEF stories, of how we help children and women

worldwide, UNICEF will gain increasing recognition and support from the

public, and more children in need will benefit.”

Brand building: a tough three-legged stool

It was not an easy decision to reach when Irene decided to take up the post

of Chief Executive of the HKCU, leaving her 4 year home in Beijing. She

explained,“My sonwas elevenandmydaughterwasonly sevenwhen I

told them about Hong Kong and being separated from them for half a year

through my joining UNICEF… and their first concern was not being cooked

for and taken care of.”

“It must have been difficult to convince them then?”

“Not really. Their Dad told them ‘Mama is leaving to work for other children,

but many more children will benefit!’ Then my son said, ‘Mama, it’s cool!’”

Irene smiled warmly as she recalled her family’s selfless support.

“Mama, it’s cool!”

SinceAnthonyLakebeganhis tenureasUNICEF’s sixthExecutiveDirector

on 1 May 2010, he has been dedicated to the work of promoting and

fighting for child rights. He has responded promptly in emergency situations,

visiting Japan, Korea, Senegal and many other countries, to spend time

with local children, enter into discussions with governments as well as

addressconferencesonimportantissuessuchasgenderequalityandother

MillenniumDevelopmentGoals.

Bringing more than 45 years of public and international service to the

position,Mr. Lake remarkedonhis first day inoffice,“I amexcited tobe

joiningUNICEF.Ilookforwardtoworkingwithourexceptionalstaffandour

many partners to advance children’s rights around the world.”

MrLakehasextensiveworkingexperiencewith leadersandpolicymakers

across the world. As National SecurityAdvisor (1993 - 1997) and State

DepartmentDirectorofPolicyPlanning (1977 -1981),hemanageda full

range of foreign policy, national security, and humanitarian and development

issues. In 2007-2008, he served as a senior foreign policy advisor to the

presidential campaign of Barack Obama.

His commitment to peace and security are the hallmarks of his career. Mr

Lake servedas theUnitedStatesPresident’s Special Envoy toachieve the

Algiers Agreement that ended the war between Ethiopia and Eritrea. He also

played a leading role in shaping policies leading to peace in Bosnia and

Herzegovina, and Northern Ireland.

Withhis strongdetermination tobringpeaceand tobuildabetterworld

for children,wewelcomeandsupportournewExecutiveDirector, to lead

UNICEFtowardsachievingtheMillenniumDevelopmentGoalsbytheMDG

target year, 2015.

Devotedtochildrenandindeedamotheroftwo,IreneChan,ChiefExecutive

of Hong Kong Committee for UNICEF (HKCU), felt she had gained another

child upon joining UNICEF. “Hong Kong UNICEF remains a promising young

person in my eyes, which still got a long way to go. But luckily, he has a

strong foundation, a sound reputation and a dedicated team.” she said with

a motherly smile. “I wish to pass on the legacy and lead my ‘son’ to success

by creating more happiness for every child in the world and bringing them

healthy development and joyful childhoods.”

Looking back at her career life and the countless battles she has fought in the

dog-eat-dog business world, she said, “be it the business world of yesterday

ortheNGOtoday,Ihavebeendoingthesamething–bringingmytarget

audiencehappiness.WhenIwasworkingatthethemepark,whatweprovided

children was ‘happiness and magic’, something you don’t see but definitely

can feel. And today in UNICEF, it is, too, a job of delight, bringing health and

happinessintothelivesofchildrenaroundtheworld.”Sheadded,“Yetthe

happinessofferedtochildrenbyUNICEFisnotjustaone-offexperience,but

an on-going joy in their lives.”

Leading HKCU to creating a world fit for children

Irene Chan Interview with the Chief Executive

“It doesn’t really matter now where I work or which hat I wear.

Every thing I do for UNICEF will help someone one way or another –

this is what matters most,” said Irene Chan, Chief Executive of HKCU.

Sherememberedgoingonafieldtriponeweekafterthestartofhertenure

with UNICEF. It was to a remote area in Yunnan and she visited a family

strickenbyAIDS.“ThefatherhadbeeninfectedwithHIVandhadpassedit

on to the mother who then transmitted it to her newborn son at birth. Not

longaftertheyhadbeenalldiagnosedwithAIDS,thefatherdiedandsothe

grandparents had to take up the responsibility of taking care of the whole

family. Fortunately, with the aid of UNICEF, they were able to improve their

financial conditionby rearingpigs.The familynextdoorwasnotas lucky.

WithoutUNICEFsupport,thefamilyofninecouldonlyaffordtoliveinagrass

hut and was apparently in a much worse condition.”

ThetripwasanexperiencethatshowcasedhowUNICEF,withitspowerful

global connections and the ability to adapt programmes to local needs, helps

children and women throughout vastly differing regions. Just to name a

coupleofsuccessfulexamples,Irenesaid“Anestimated158millionchildren

aged5-14areengaged inchild labour,which isone insixchildren inthe

world.InSouthAsiaalone,thereare44millionchildlabourers.Togivethem

a chance to receive education, UNICEF has implemented an ‘Urban Out-

of-SchoolProject’insomeofthemostunderprivilegedvillagesofSouthern

Asia. The programme offers classes between 7 and 9am enabling children

tostudywhen‘offwork’.SimilarlyinEthiopia,inordertofacilitatechildren

going to school, we need to address the water issue alongside an elastic

schoolschedule.Withmoreaccessiblewatersources,theywouldn’thaveto

waste2-3hourseachdaysimplywalkingtocollectwater.Moretimeisthen

allocated to study instead.

When Joyce Wong flight attendant met Joseph...Joseph, aged 17, is an orphan, whose parents have both died from

AIDS.TheresponsibilitytolookafterhistwosiblingsMutukuand

andMueni,aged13and15,naturallyfelltohim.Tosupportthe

family, Joseph had to collect water for his neighbours every day

at a river 20 km from home, earning just 50 American cents each

time. After some time, he developed a heart and thoracic cavity

condition and fell into debt for his medical bills.

“WhenwevisitedJoseph,hissiblingswerereturninghomefromschool

for lunch only to find out there was nothing to eat. This was the desperate

life they were leading. The case of Joseph touched my heart and impressed

medeeply.Thekidshadtoworryaboutthenextmealasthey’dhadbarely

enough at the previous. At one point, we just

wanted to give the family every resource we

had with us. However, though we could help

them with this one meal, what about the

next? What about tomorrow? What about

when Joseph grows up?”

With the aid of UNICEF, the three of them now receive a monthly

subsidy that provides for their basic necessities along with the chance

to study, bringing hope and change into their lives.”I, for sure, will

Good’ ‘Change for

20th anniversary activities UNICEF and Cathay Pacific started the ‘Change for Good’ in-flight fundraising

campaign in 1991, and we are now nearing its 20th anniversary. The campaign

encourages travellers to donate any leftover foreign currency to help underprivileged

children in more than 150 developing countries around the world. Up to now, the

campaignhasalready raisedmore thanHK$100million forUNICEF’s long-term

developmentprojects.Wearegladtoannouncethatin2009overHK$9.5million

wascollectedthroughthe‘ChangeforGood’in-flightfundraisingprogramme.

UNICEF invited 25 staffmembers of Cathay Pacific to visit Kenya and Ethiopia

in March and April respectively to understand the problems facing local children

and their families. They also gained a deeper appreciation of UNICEF’s field work,

including children’s rights realisation, early childhood development, water and

sanitation, health care and children protection work. This field trip offered them

the chance to learn how the fundraising campaign, thanks to their hard work, has

improved the livelihood of many children.

Withheavymonsoonrains,Pakistanfacestheworstfloodinginover80years.

Over 20 million people have been affected, half being women and children.

UNICEF is ramping up its relief operation to concentrate on the critical areas

of water and sanitation, health, nutrition, education and child protection.

The Hong Kong Committee for UNICEF has allocated HK$1,000,000

for emergency relief in Gansu and Pakistan respectively as heavy rains

continued to ravage both regions. At the same time, numerous fundraising

activitieshavebeenheldtoraisefundsforGansuandPakistan,including

donationboxes,charitysalesandstreetfundraising.

An orientation camp will be held in October to welcome all newly

established UNICEF Clubs. The camp will give student committee members

from different schools a chance to get together, learn about UNICEF’s

mission and work and better prepare them for the task of promoting child

came to a successful end in July, with the 56 Young Envoys returning from

a field visit to Nepal. Throughout the five-days, they learnt a lot about

UNICEF’s work in Nepal and the local significance of development projects

for children and women.

During the trip, the Young Envoys visited various local schools and

organisationsincludingthoseinthe‘UrbanOut-of-SchoolProject’.Thiswas

designed for children who have dropped out of mainstream schooling. The

Young Envoys developed a better understanding of the education system

and its methodology. One of the schools was in the Banepa Municipality

where all of the 22 students were child labourers. Besides being responsible

for siblings and other household duties, some of them have to work as

daily-wage labourers and rickshaw pullers.

8.19YoungEnvoysClub‘8.19PushingForward’The UNICEF Young Envoys Club is a youth-led organisation funded and

supported by the Hong Kong Committee, with an accumulated total of

700members.On19thAugust,WorldHumanitarianDay,adozenof its

members organised an advocacy event through ‘still acts’ reflecting different

scenarios.Publicattentionwassuccessfullydivertedtotheimportanceof

emergency assistance once natural disasters strike.

UNICEFCluborientationcampinOctoberUNICEF Club is an initiative of the Hong Kong Committee for UNICEF.

Formed and run by student volunteers at school under the guidance of

Teacher Advisors and with HKCU’s full support, it aims to involve students

in advocating and fundraising for UNICEF’s campaigns worldwide. The

programme is a true realisation of children’s right to participation, improving

the lives of children worldwide through the power of children themselves.

Nepal is one of the poorest countries in the world. To help tackle poverty,

a significant local development project called the Decentralised Action for

Children andWomen (DACAW) has built a harmonious community.The

Young Envoys saw the ways in which this project helps local children and

families cope with difficulties, in offering small loans to poor families for

self-sustaining businesses. UNICEF also provide specialist training to local

women to form voluntary Paralegal Committees that assist abused and

discriminated women or any families in critical need.

The field visit to Nepal not only enhanced Young Envoy knowledge about

the work of UNICEF in developing countries, but also gave them a good

foundation upon which to further their mission of advocating for children

upon their return.

Applications for the Young Envoy Programme 2011 has started now.

Activities under the programme are free and we welcome all full-time

secondary students aged 12-18 to apply. For more details, please log onto

UNICEF released a report on the recovery of Haiti entitled ChildrenofHaiti:Milestones

also immunised over 275,000 children and have delivered therapeutic feeding and

care to 2,000 children suffering from severe acute malnutrition. 185,000 children

havebenefitedfromeducationprogrammes.TheGovernmentsupportedbyUNICEF

isnowworkingtoexpandaccesstolearningopportunitiesforallchildren,particularly

those hardest to reach, and to alleviate the burden of school fees.

DonationsforQinghaiearthquakeapproachingHK$28MOn 14 April 2010, a 7.1-magnitude

earthquakehit theTibetanAutonomous

PrefectureofYushu,innorthwestChina’s

Qinghai Province.After the earthquake,

the Hong Kong Committee for UNICEF

immediately allocated HK$1million to

support relief work, launched different

fundraising activities as well. As of July,

overHK$27millionhasbeenraisedwithallproceedstobeusedforemergency

relief supplies and on-going recovery work. Emergency assistance includes four

‘Child-friendly spaces’ with psychological support services, maternal and child

health, and immunisation programmes.
