Title: Central Services Officer Department/Division: Office of Information Systems and Technology (OIST) 1. JOB PURPOSE: The position is responsible for: operational management and administration of Office of Information Systems and Technology’s budgets, procurements, contracts, billings and agency/contractor staffing; developing, maintaining and enhancing application systems to support these areas; and assisting in the preparation of OIST's budget and procurement plan and ensuring the availability of budgetary resources to support the plans. 2. Analyzes staff loading and monitors the progress of projects for timeliness. Budget Administration and Monitoring Assists in the preparation of Office of Information Systems and Technology's annual budget submission, mid-year budget review and revised estimate. Ensures the effective and efficient use of the budget by analyzing data recorded in the Budget Monitoring System. Projects future expenses and initiates corrective action, as necessary. Procurement and Contracting Ensures that procurements for information technology and telecommunications projects are within budget and are properly tracked in the Budget Monitoring System. Liaises with Procurement Section and the Contracts Section to resolve problems and ensure the timely delivery of goods and services. Ensures that maintenance contracts are initiated and renewed at the appropriate time. Staff Consultants and Agency Staff Contract Administration Supervises the hiring and administration of agency staff and staff consultants. Interacts with agency management personnel to resolve problems, as necessary.

Invoice Processing

Supervises requests for payment of invoices. Ensures services rendered and invoice amounts match contract requirements and that payments are charged to the appropriate budget code. Resolves problems as necessary.

Administrative Procedures

Assists in the development and implementation of Office of Information Systems and Technology administrative procedures such as business travel, overtime, training, etc. Reviews and evaluates documents submitted by Office of Information Systems and Technology staff in accordance with the above procedures.

Staff Supervision

Assists in the development and implementation of Central Services work process guidelines. Distributes work assignments to Section staff. Ensures backup for each business function. Ensures quality and timeliness of staff work output. Assumes responsibility for the day-to-day activities of the Section in the absence of the supervisor and the Section Head.

OthersPerforms other duties as may be assigned by the immediate supervisor and/or manager.

3. EDUCATION REQUIREMENTS:

Bachelor degree in Business Administration or related field, including courses in accounting and information technology

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 10 years experience, including proven supervisory experience

Comprehensive knowledge and understanding of a financial institution's established budgeting, accounting, procurement, contracting, human resources and security procedures

Proven proficiency in the advanced use of a financial institution’s standard office automation software, such as MS Excel, Lotus Notes and MS Access, including the ability to design and supervise the development of application systems.

Detailed knowledge of and ability to use a financial institution's production application systems that process budgeting, accounting, procurement and contracting transactions, both on the mainframe and in the client-server environment.

A high level understanding of an information technology department's information
