Edition 2.0 was published on March 2nd, 2011 and was prepared by the SES Unit from the Directorate Single Sky in EUROCONTROL with the support of the conformity assessment task force (CATF). Some military systems may be used as part of the European Air Traffic Management Network (EATMN) and they are addressed by this document: Although the interoperability Regulation does not directly apply to military operations and training, consideration must be given to civil-military interfaces covered by the interoperability Regulation and in a wider sense, military organisations providing services to general air traffic (GAT). Typically, a demonstration of compliance is required but the procedure may vary. Regulation (EC) N° 552/2004 of the European Parliament and Council has been adopted to ensure the interoperability of systems, constituents and associated procedures of the European Air Traffic Management network. Regulation n° 552/2004 is known as “the interoperability Regulation”. European Air Traffic Management Network (EATMN) systems are listed in the interoperability regulation and they are subject to conformity assessment procedures. In other words, these are the procedures to be followed to verify compliance of EATMN systems and constituents. EUROCONTROL has updated its guidelines on conformity assessment for the interoperability Regulation. Conformity assessment procedures def ined in the interoperability Regulation are applicable to manufacturers and ANSPs and describes the preparation of the EC declaration of conformity (DoC), EC declaration of suitability for use (DSU) and the EC declaration of verification of systems (DoV) It addresses the necessary relationships with the national supervisory authority (NSA) and refers to other regulations such as Regulation (EC) n° 1315/2007 on safety oversight in air traffic management.

These EUROCONTROL guidelines are a useful tool for the military ANSPs for checking the relevance of the conformity assessment of their EATMN systems.
