Our roles include; the provision of early warning, preparation of situational assessments, the conduct of strategic planning, the development of new concepts, the planning and coordination of training, education and exercises, the delivery of CIS and Cyber Defence policies and guidance and the support EU strategic partnerships. We work under the direct authority of the High Representative / Vice President (HRVP), Mr. Josep FONTELLES BORRELL who is the head of the EEAS and also chairs the Foreign Affairs Council. As the EU’s diplomatic service, the EEAS coor- dinates the external actions of the EU. Thus it is also responsible for the development and execution of the EU’s Common Security and Defence Policy (CSDP). We in the EUMS are the military component of this team. DIRECTOR GENERAL EUMS & DIRECTOR MPCC VICE ADMIRAL HERVÉ BLÉJEAN (FR) EU MILITARY STAFF EUMS THE BALKANS The EU continues to play an important role in defining the future path for the Western Balkans. Since 2004 EUFOR Althea has been one element of this strategy. EUFOR ALTHEA Operational Commander Lieutenant General Brice HOUDET (FR) Under the authority of the United Nations Security Council Resolution 2496 (2019), EUFOR’s primary aim is to support Bosnia and Herzegovina’s (BiH) efforts to main- tain a safe and secure environment (SASE). Currently EUFOR delivers support to the Armed Forces of BiH (AFBiH) for their demining efforts, and also supports the AFBiH in the disposal and management of surplus weapons and ammunition left over from the 1992-95 war. Additionally EUFOR supports AFBiH through combined and collective training and exercises. www.euforbih.org HORN OF AFRICA (HOA) The Strategic Framework for the HoA (November 2011) aims to assert a stronger omprehensive EU voice, and project the effectiveness of the EU’s policy in the region, through strategic representation of its missions and operations, delega- tions, policies and programmes. EU NAVFOR Atalanta, EUTM Somalia and EUCAP Somalia are part of this EU Comprehensive Approach. EU NAVFOR ATALANTA Operational Commander Major General Antonio PLANELLS PALAU (ES) The operation mandate is to; protect vulnerable shipping and vessels of the World Food Programme (WFP) delivering food aid to displaced persons in Somalia; deter, prevent and repress acts of piracy and armed robbery off the Somali coast; support other EU missions, institutions and instruments within Somalia and contribute to the EU Integrated Approach and to contribute to the monitoring of fishing activities off the coast of Somalia. www.eunavfor.eu EUTM Somalia Mission Force Commander Brigadier General Fabiano ZINZONE Contributes to the development of the Somali National Armed Forces (SNAF) under the authority of the Federal Government of Somalia through the provision of; political and strategic level advice to Somali authorities ( Ministry of Defence and General Staff ), support and advice on sector security development as well as specific mentoring, advice and capacity building in the training domain.” https://www.eutm-somalia.eu/ CENTRAL AFRICA EUTM RCA Mission Force Commander Brigadier General Eric PELTIER (FR) Contributes as part of the EU’s comprehensive approach in the Central African Republic (CAR), to the African and international efforts to restore stability and support the political transition process in the country through the provision of; strategic advice to CAR’s Ministry of Defence, Military Staff and also to the Presi- dent’s cabinet, and provides advice on civil-military cooperation, including to the Ministry of the Interior and the gendarmerie. EUTM Mali constitutes an important element of this EU strategy, together with EUCAP Sahel Mali, EUCAP Niger and the G5 Sahel Joint Force. EUTM Mali Mission Force Commander Brigadier General František RIDZÁK (CZ) EUTM Mali will be responsible for providing military advice and training to the Malian Armed Forces (MaAF), under civilian authority, in order to enable them to restore the country’s territorial integrity. Additionally within its means and capa- bilities, EUTM supports the MaAF in the operationalisation of the G5 Sahel Joint Force, (Burkina Faso, Chad, Mali, Mauritania and Niger). https://eutmmali.eu/ MEDITTERANEAN SEA EUNAVFOR MED IRINI Operational Commander Rear Admiral Fabio AGOSTINI (IT) ENFM is is a military crisis management operation that contributes to enforcing the UN arms embargo on Libya through the use of maritime, aerial, and satellite assets.     Concepts and Capabilities (CONCAP) Directorate Brig Gen Georgios BIKAKIS (EL)

    Ensures coherence between EU military concepts and crisis manage-ment procedures. Responsible for EUMS concepts, doctrine, force planning and capability development, training; including crisis man-agement exercises, analysis and lessons learned. CONCAP is the EUMS lead POC for cooperation with the European Defence Agency.

    Intelligence Directorate Brig Gen Radoslaw JEZEWSKI (PL)

    Provides intelligence input to early warning and situation assessments. Contributes to the EUMS planning through the provision of intelligence and intelligence planning expertise and provides the intelligence inputs to crisis response planning and assessment for operations and exercises.

    Operations Directorate Brig Gen Bart LAURENT (BE)

    Plans EU-led military crisis management operations, including post-launch strategic crisis response planning, develops strategic advice and crisis response planning, including early military assessment and planning in support of informed decision making; monitors all CSDP operations and missions and generates the capacity to plan and run an autonomous operation.

    Logistics Directorate Brig Gen Manuel ÁNGEL GORJÓN (ES)

    Serves as a focal point for all matters in the functional area of logis-tics; contributes to EUMS planning. Responsible for all matters in the logistics functional and planning domains including for crisis response

    operations and exercises as well as the development of EUMS logistics concepts and doctrine and the provision of administrative support to the EUMS and MPCC.

    Communications & Information Systems and Cyber Defence Directorate Brig Gen Vasil SABINSKI (BG)

    Develops EU policies and concepts for Communication and Information Systems (CIS) and Cyber Defence, particularly in the frame of CSDP; provides CIS and Cyber expertise for EUMS planning and monitoring of EU-led operations and missions, as well as for exercises and training; undertakes CIS management in support of EUMS and CSDP actions; contributes to both EEAS and EDA-led CIS and Cyber projects.

    ACOS Synchronisation Col Andrea VIPERINI (IT)

    Assists the DDG/COS in the coordination and synchronisation of the EUMS internal processes and information � ows. Facilitates and coordi-nates EUMS sta� support to the Chairman of the EU Military Committee.

    ACOS External relations Col Bernard MARKEY (IE)

    Develops policy for, and maintains the military dimension of all EUMS’ external relations in close cooperation with EEAS Management Direc-torates and ISP3. This involves coordinating military-to-military coop-eration with international organisations, strategic partners and third states. The o� ce is also responsible for all public relations and public information issues in close collaboration with the EEAS Strategic Com-munications Division and the Commission Spokespersons Service.

    The Military Planning and Conduct Capability (MPCC) is, as the static, out-of-area command and control structure at the military strategic level, responsible for the operational planning and conduct of non-ex-ecutive military missions, including the building up, launching, sustain-ing and recovery of European Union forces. The MPCC works under the political control and strategic direction of the Political and Security Committee (PSC).

    The main task of MPCC are to:

    • Coordinate the establishment and launch of non-executive military missions, the deployment of forces, the termination of non-executive military missions and the re-deployment of forces;

    • Assume responsibility for the operational planning of and support to non-executive military missions at the military strategic level;

    • Assume responsibility for the conduct (execution) of non-executive military missions at the military strategic level, including the three current EU military training missions in CAR, Mali and Somalia;

    • Report to the PSC, and inform the EU Military Committee.
