Since the beginning of EU- Armenia relations, the EU has been assisting the implementation of the country’s reform goals through different projects. The new Head of the EU Delegation to Armenia, Ambassador Traian Hristea, who arrived in Armenia in December 2011, spoke about EU-Armenia relations shortly after starting his duties.

- What is your vision for EU-Armenia bilateral relations? - We can see a significant evolution of bilateral relations between the European Union and Armenia over the last few years. Armenia declared willingness to get as close as possible to the EU; the response by the institutions of the European Union was quite supportive both in terms of policy dialogue and support to reforms. Therefore, I do think that this good start should only be kept for the future – we should keep all our commitments related to the negotiations on an Association Agreement, and Visa Facilitation and Readmission Agreements (soon to be launched), as well as to discussions on a Deep and Comprehensive Free Trade Agreement. It is very important to underline that all these efforts will be substantiated by rapid progress with reforms on which the EU would offer assistance based on the commitment of the Armenian authorities and the ‘more for more’ principle confirmed at the Eastern Partnership Warsaw Summit.

- What assistance can we expect from the EU to meet challenges on the way to European Integration?- The European Union has not only committed itself, but already delivered. We are a trustworthy partner from this perspective. I would like to underline that the assistance provided under the ‘more for more’ principle will follow after an important test – the implementation of parliamentary elections that are to be free and fair, and be perceived as free and fair.

- Can you comment on the Association Agreement negotiations? - In late January we had another round of negotiations in Brussels and now we have already concluded more than 20 chapters. Another round of negotiations will take place this time here in Yerevan. The fast speed of the negotiations so far is a good indicator of the possibility to have much progress in the future.

In recent months the EU AG has provided Armenian authorities with advice on accelerating Armenia’s preparations towards a Deep and Comrehensive Free Trade Agreement negotiations with the EU, support on the launch of the EU-Armenia Mobility Partnership and the draft National Strategy on Human Rights Protection.

The Head of the EU Delegation highlighted that the ‘more for more’ principle would be applied regarding EU-Armenia cooperation: “more financial support, closer political cooperation and deeper economic integration for all those partners who have really embarked on deep reforms”, said the Ambassador.

On 20 December 2011 the annual journalist “Handbag” contest on coverage migration issues. It was supported by the EU within the scope of the project “Reinforcement of management of migratory flows in Armenia”, implemented by the Armenian Branch of “People in Need” NGO.

The main objective of the contest was to prepare journalistic teams to give precise information and professional coverage on migration and its consequent issues. While migration is a natural phenomenon, today there are difficulties surrounding the prevention and management of irregular migration.

‘The European Union sees migrants as a source of dynamism and cultural richness’, said Jean-Christophe Gayrand, Head of Operations Section of the EU Delegation to Armenia in his speech. While speaking about the particular attention attached to migration by the EU, he also mentioned the Mobility Partnership signed between Armenia and the European Union with the objective of enhancing dialogue and cooperation in that field.

This year 46 applicants took part in the print media, radio and television categories, and 65 materials were submitted, a higher number than in previous years. Participation certificates were presented to all participants, and prizes of 180,000, 90,000 and 45,000 dram were awarded to the first, second and third places.

The EU actively supports Armenia in managing migratory flows and preventing irregular migration. The three-year project “Reinforcement of management of migratory flows in Armenia” directly serves this purpose through a range of measures to improve legislation on returnees, increasing public awareness and sharing best international practices.

On 16 December 2011 a discussion involving international donors was held on the Comprehensive Institution Building (CIB) programme in Armenia and the Institutional Reform Plans elaborated within the framework of CIB.

The CIB programme is part oh the Eastern Partnership and is implemented in other partner countries as well. In Armenia the programme has 3 components: preparations for negotiations on the Association Agreement, for which the Ministry of Foreign Affairs is responsible; justice, freedom and security, implemented by the Ministry of Justice; establishment of a Deep and Comprehensive Free Trade Agreement, the principal component, for which the Ministry of Economy is responsible.

The Minister of Economy, Tigran Davtyan, said that Armenia would participate in the investment, which could be both direct financing and additional means. He also added that these processes were quite comprehensive and that great effort, time and support would be needed not only from the Armenian side, but also from international organisations.

The EU has allocated €32,000,000 for the programme in Armenia.

‘These institutional reform plans will also serve as a common platform for earmarking national resources as well as the resources of other donors, including the European Union, to support institutional reforms’, said Traian Hristea, the new Head of the EU Delegation.

will be one of the key factors for determining sizes and forms of the EU ‘more-for-more’ principle announced within the Warsaw Summit of the Eastern Partnership”, stated Traian Hristea. The Ambassador pointed out that this was the first time the EU had financed such a programme in Armenia.

The project foresees the strengthening of civil society skills, human rights protection, technical and professional capacities of election commissions, general technical capacities, knowledge and skills of police officers, and the raising of public awareness regarding electoral rights and procedures.

In order to achieve these objectives, the OSCE is planning to conduct training programmes for observers throughout Armenia, to prepare widely available social information and booklets, and to organise training for journalists. Resources will be provided to establish six regional Human Rights Defender offices. Funding will also be allocated for monitoring activities during the pre-electoral campaign, as well as after the election.

The European Union and the OSCE launched a joint project which would support Armenia to conduct elections in line with international standards. The project worth €1,700,000, is financed by the EU and implemented by the OSCE.

Children have the right to be protected from harmful information. Television ought to broadcast programmes which foster children’s education, spiritual and cultural development. This message is stated in the 17th article of the UNICEF Convention on the Rights of the Child; however, are children really protected from the negative impact of television in Armenia?

During a press conference held on 30 November 2011, pupils from Yerevan school 20 after John Kirakosyan had an opportunity to express their opinions on the negative impact of TV and their support for children’s educational programmes, presenting a social advertisement based on their initiative. These children are involved in groups using “Child-to-Child” methodology within the EU project “Regional Children’s Action for Participation”. They consider the

broadcasting of low quality programmes, as well as the lack of educational programmes, as an important issue. To resolve the problem, participants have already met with state officials and broadcasters, as well as conducted surveys and corresponding research.

The “Regional Children’s Action for Participation” programme is funded by the EU and implemented by “Save the Children”, in cooperation with “The Future Is Yours” NGO. The project is co-funded by the US Agency for International Development through a grant project by “Counterpart International” Armenia. The project is implemented in parallel in Armenia, Azerbaijan and Georgia.

On 7 December a conference dedicated to the recently-established Mobility Partnership between the EU and 10 partner countries, including Armenia, was held in Yerevan. The declaration, aimed at the resolution of migration issues, was signed on 27 October 2011 in Luxembourg.

The Partnership’s objective is to improve the mobility of people, at the same time trying to ensure better regulation of migration flows, better prevention and reduction of illegal immigration, as well as the best international standards of practice. Core ares of dialogue include mobility, integration of legal migration, the fight against illegal migration and trafficking, readmission, security of travel documentation, border management, asylum and international protection.

EU representative Onno Simons spoke about the

agreement’s positive influence, saying that for Armenia this would mean better conditions and possibilities to work in the EU, the improvement of social and economic reintegration for migrants who voluntarily returned, as well as the promotion of diaspora investment. For the EU, this would mean better controlled migration policy, which is currently quite a serious problem.The International Organisation for Migration (IOM) Regional Director, Renate Held, reiterated willingness on behalf of her office to support the implementation of the Mobility Partnership in Armenia, using the knowledge and practice gained in Georgia and Moldova.

The conference was organised by the European Union, the IOM and the Armenian Ministry of Foreign Affairs.

Children against harmful information

The EU Twinning Project “Strengthening the Enforcement of Competition and State Aid Legislation in Armenia” is continuing to help improve competition and strengthen legal frameworks in Armenia. On 6-7 December 2011 the project held a seminar on competition focusing on the “Main Criteria Constituting State Aid”.

During practical discussions, short term Experts from Germany, Mr. Buesching and Mr. Homann, selected EU competition legislation as a guideline, where an important role is played by state aid, allocated to organisations from the state resources. In this regard, state resources

are a wide concept, including both direct provision of grants, and low credit rates exempt from debts and subsidies.

According to experts, there was no clear list of what could be considered as state aid: any measure taken by the state which contributes to the development of enterprises could be considered as such.

The Twinning Project is implemented by the Armenian State Commission for the Protection of Economic Competition jointly with the German Ministry of Economy and Technology, and the Lithuanian Competition Council with a budget of €1,100,000.

State aid: main condition to ensure competition

On 7 December a two-day international seminar on “Better regulation: Challenges and Trends” started.

Since 2010 the EU has supported Armenia in implementing business reforms through the Twinning Project “Support to the Ministry of Economy of the Republic of Armenia: Regulatory Management/Standard Cost Model”. During the conference the project chief coordinator, first Deputy Minister of Economy Karine Minasyan stressed continuing EU assistance through a range of projects to develop the business sector in her welcoming speech.

The aim of the project is to make administrative regulations transparent and to lessen administrative red tape, which would attract not only Armenian investors, but also foreign entrepreneurs. International experts from Finland, Latvia and Estonia participated in the conference. They presented a regulatory impact assessment in Armenia and spoke about the improvement of legislative systems.

“Knowledge of the changes in countries undergoing a transition period like Latvia or Estonia is very relevant to Armenia. Let’s learn from them and let’s also focus on what should be avoided according to their experience”, said Jean-Christophe Gayrand, Head of the Operations Section of the EU Delegation.
