Climate

• UNFCCC - only country in the region with UNFCCC emission reduction obligations under Annex 1 - 5% below 1990 level

• 5th national communication to UNFCCC

• small but loud country

• EU - Croatian legislation is harmonised with the EU acquis communautaire and it performs the same climate change policy as other EU member states do - 2020 targets - ETS

• Law on air protection

Transport

• Sustainable transport is part of Strategy of sustainable development - bad implementation of strategies

• Law on noise protection - This Law sets out measures to avoid, prevent or reduce harmful effects on human health caused by noise in the environment.

• Law on air protection -responsibility to protect the air and the ozone layer, the climate change mitigation and adaptation, monitoring and evaluation of air quality measures for the prevention and reduction of air pollution, air quality reporting and data exchange, greenhouse gas emissions

Energy

• The Energy Strategy is a baseline document which defines energy policy and sets the following targets and measures for the reduction of GHG emissions :

• Energy efficiency in energy production and consumption

• -10% reduction of direct energy consumption by 2020 as compared to average consumption in 2001–2005 period.

• -Increase in share of renewable energy sources in gross direct energy consumption to 20% by 2020.

• Sectoral targets are:

• 35% RES in electricity production, including large hydroelectric power plants     

• 10% in transport

• 20% for heating and cooling systems
