Original aims of the system:
Prevention of fraud and crime related to import / export of stolen vehicles
Facilitation of the registration process of imported vehicles
Facilitation of the exchange of driving licences
System is used by registration authorities, police, customs, etc

What is EUCARIS Legal basis

EUCARIS is strictly non-profit
Activities are carried out by national (public) authorities
Costs are shared between the participants
Overall budget 2017 is around € 950.000
Basic fee is around € 16.000 (2017) per connection
+ Functionalities that are used; in 2017: € 20.000 - € 40.000 per MS
Developments are sometimes pre-financed by a limited number of MS
Late adopters then pay an entrance fee;
Information is for free: MS’s do not charge any costs for provided information

EUCARIS Main characteristics
Information exchange on vehicles, driving licences and other transport related items
No central system:
- No central system and no central data storage
- Shared costs for application development
- Easy to deploy in the Member States as gateway to Europe
- Each MS responsible for its own data
- Registration authority is gateway to other MS + its own national users
- Easy to introduce new functionalities because the basic technology is already available in all Member States
