1 Introduction+This%document%provides%documentation%of%KEY$quality$assurance$and$control$(QA/QC)$rules%for%checking%Air%Quality%e;Reporting%data%deliveries%under%the%specified%by%the%Directives%2004/107/EC%(EU,%2004)%and%2008/50/EC%(EU,%2008)%and%the%derived%Implementing%Provisions%2011/850/EC%(EU,%2011).%%

Guidance%provided%by%this%document%has%been%derived%from%the%ETC/ACM’s%knowledge%on%the%new%air%quality%reporting%schema,%IPR%schema%mapping%

document%and%progress%made%with%IPR%pilot%countries.%Moreover,%the%team%has%taken%into%account%the%experience%and%understanding%of%the%QA/QC%rules%as%

they%are%defined%under%pre;existing%systems,%(e.g.%AirBase%and%other%ETC/ACM%tasks%supporting%the%EEA%and%DG;ENV).%As%far%as%is%possible,%this%knowledge%

has%been%transposed%to%be%applicable%to%the%emergent%e;Reporting%systems.%This%document%is%aimed%at%guiding%and%briefing%the%EEA’s%system%developers%on%

what%checks%are%needed%or%should%be%applied%in%order%to%ensure%good%quality%deliveries%by%countries.%%

1.1 Proposed+structure+of+checks+In%the%QA/QC%procedure%for%air%quality%e;Reporting,%a%two;tiered%system%of%checks%will%be%implemented,%as%it%is%in%the%current%systems.%The%two%tiers%of%

checks%may%be%differentiated%as%follows;%tier;1%being%automated,%machine%driven%checks,%whereas%tier;2%checks%are%expected%to%require%human%intervention,%

expert%judgement%and%interpretation%of%the%data%flows%before%feedback%is%made%to%the%data%provider.%Tier;1%shall%be%initiated%immediately%on%delivery%and%

will%have%a%fast%response/feedback%time.%Tier;2%checks%will%be%performed%over%a%period%of%weeks%or%months.%However,%as%the%QA/QC%procedures%improve,%

some%tier;2%check%can%be%made%automatic%at%EEA’s%systems.%A"good"example"is"some"of"the"tier22"checks"for"air"quality"zones"(data"flow"B).%

The%following%sections%document%the%thematic%conceptual%checks%required%by%each%dataflow.%Both%tier;1%and%2%checks%are%covered%and%their%focus%is%on%data%

content.%In%addition%to%the%checks%on%thematic%(data%flow)%content,%there%are%also%some%common%global%checks%that%need%to%be%performed%on%all%data%flows.%

These%are%described%in%a%section%2%on%Global%Checks.%

To%summarise%each%data%flow%will%be%subjected%to;%

The%focus%of%this%document%is%on%the%Tier;1%checks.%The%logic%of%tier;2%checks%where%possible%have%been%outlined%with%view%to%automating.%However%by%their%

nature%some%tier;2%checks%may%require%user%interaction%which%does%not%align%well%with%the%automated%tier;1%checks.%

1.2 Expected$management$of$deliveries$All%reporting%countries%must%use%CDR%(http://cdr.eionet.europa.eu/)%as%the%official%repositiory%for%AQ%e;Reporting%%

Although%it%is%expected%that%each%MS%delivers%one%national%delivery%per%e;Reporting%data%flow,%multiple%deliveries%have%been%historically%received%from%Italy%

(separate%deliveries%for%each%of%the%21%regions)%and%from%the%United%Kingdom%(separate%deliveries%from%GB%and%Gibraltar).%This%is%expected%to%be%maintained%

going%forward.%In%addition%it%is%possible%that%multiple%submissions%may%be%expected%as%and%when%data%flows%are%updated%or%the%status%of%data%changes%e.g.%

for%validated%measurements.%This%is%core%improvement%(over%the%existing%DEM)%that%the%new%systems%are%expected%to%deliver%and%a%consideration%to%be%

taken%into%account%for%data%management%system%development%for%both%regulatory%and%informative%reporting.%

1.3 Delivery$location$Air%quality%e;reporting%consists%of%several%data%flows%reported%according%to%their%corresponding%deadlines.%Summarise%dataflows%or%link%to%e;Reporting%

report.%For%the%majority%of%countries1,%all%the%below%data%flows%must%be%provided%via%CDR.%Deliveries%to%CDR%are%expected%within%envelopes%at:%

2 Global+checks+Global%checks%on%the%data%deliveries%are%described%in%this%section.%They%are%required%for%all%e;Reporting%data%flows%and%shall%be%performed%on%alongside%the%

Tier;1%thematic%checks%on%dataflow%content.%Global%checks%and%Tier;1%checks%shall%be%machine%made%and%carried%out%immediately%on%receipt%of%delivery.%The%

checks%will%generate%a%summary%report%in%HTML%which%will%be%published%to%ReportNet.%Email%notification%of%the%publication%will%be%sent%to%the%data%provider.%%

The%purpose%of%this%summary%report%is%to:%

1. Acknowledge%correct%delivery%to%CDR;%

2. Confirm%the%schema%version(s)%used%for%the%delivery%

3. Confirm%the%change%documentation%of%the%delivery%

4. Confirm%the%validation%status%of%the%delivery%against%the%cited%schema%%

5. Present%results%of%Tier;1%checks%on%the%content%and%scope%of%the%delivery%

2.1.1 Acknowledgement$of$a$correct$download$from$CDR$Successful%and%correct%delivery%to%CDR%of%the%MS%delivery%will%be%acknowledged%by%the%tier;1%checking%report.%

2.1.2 Checks$on$the$version$of$the$schema$used$The%tier;1%report%will%confirm%the%schema%used%(imported)%by%the%XML%instance%document%(delivery)%and%provide%a%warning%if%delivery%imports%a%superseded%

schema.%

The%e;Reporting%schema%is%not%expected%to%be%a%completely%fixed%document%and%will%need%to%be%adapted%to%accommodate%updates%(e.g.%driven%by%INSPIRE%

specifications)%and%to%fix%bugs.%MS%will%be%strongly%encouraged%to%use%the%latest%version%made%available%on%the%ambient%air%quality%portal.%Use%of%superseded%

schema%may%be%allowed%under%some%circumstances%and%these%shall%be%taken%into%consideration.%

1. Owing%to%the%management%of%data%flows%by%change%under%e;Reporting,%it%is%possible%that%data%delivery%indicates%“no%change%since%last%delivery”.%In%

which%case%the%tier;1%report%shall%feedback%the%last%(up%to%date)%delivery%and%the%schema%used%in%this%instance%based%on%the%most%recent%information%

available%in%the%system.%NB.%the%information%from%the%previous%delivery%will%be%used%but%it%will%not%be%extracted%again%from%an%XML%file%in%an%

envelope%in%CDR%because%it%has%already%been%processed%and%stored%in%the%system.%

2.1.3 Check$for$Reporting$Header$within$an$envelope$–$NEW$–$VERY$IMPORTANT$All%AQD_%elements%need%to%be%associated%with%a%reporting%header%(aqd:AQD_ReportingHeadear).%As%specified%in%the%“User%guide%to%XML”%(page%46%to%47%in%

v3.0),%each%data%flow%dataset%is%encapsulated%in%an%AQ%reporting%header%by%reference.%This%must%be%check%within%each%CDR%envelope.%%

Countries%must%report%all%information%within%a%CDR%envelope%within%the%relevant%data%flow%folders.%All%XML%deliveries%must%include%(see%Figure%1):%

• An%AQD_ReportingHeader%

• aqd:AQD_ReportingHeadear/aqd:content%must%list%all%features%reported%within%the%XML%(by%referencing)%

• All%repoted%features%must%reported%within%individual%gml:featureMember%in%the%same%XML.%%

If%several%XML%file%must%be%provided,%each%individual%file%will%contain%the%ReportingHeader%with%a%list%of%all%features%reported%(via%aqd:content)%(see%Figure%2).%

The%change%status%of%a%delivery%will%be%declared%in%the%aqd:AQD_ReportingHeader/aqd:change%data%element%section%of%the%delivery.%In%the%event%of%a%no"

change"delivery%aqd:change=%“false”,%this%will%be%flagged%and%redelivery%of%the%dataset%(e.g.%AQ%zones)%is%not%required.%%

In%such%a%case,%the%previous%version%of%the%data%flow%will%remain%active.%From%a%life%cycle%management%point%of%view%the%gml:endPosition%data%element%
