The constructionof Chindwin Bridge(Monywa) came intooperation on 9 Decemberof 2000 and wascompleted on 28,February of 2003. Then,Chindwin Bridge(Monywa) wassuccessfully opened on 7April of 2003.

Constructive attitude in the area ofinternational relations

Myanmar is a member of global family. It isdealing amicably with all countries in accord withthe five principles of peaceful coexistence.

In the area of international relations also,Myanmar is dealing with other nations on a basisof mutual equality without any bias anddiscrimination. It is also a country that is willingto fully cooperate with neighbouring nations,regional nations and all other nations with aconstructive attitude.

Senator Mr Jim Webb, Chairman of the EastAsian and Pacific Affairs Subcommittee of the USSenate Foreign Relations Committee, recentlyvisited Myanmar. During his visit, he was allowedto meet Head of State Senior General Than Shwe.He was able to meet, discuss and exchange viewswith the Prime Minister and the Ministry ofForeign Affairs.

Moreover, Mr Jim Webb had an opportunityto meet those from the State Constitution DraftingCommission, social organizations, national racegroups which have returned to the legal fold andofficially registered political parties as well asDaw Aung San Suu Kyi.

At the request of the US senator, the Myanmargovernment released US citizen Mr Yettaw againstwhom action was taken for violating the existinglaw on humanitarian grounds and now he hasbeen permitted to return home. This means thatthe Myanmar government has shown respect forthe rule of law as well as humanitarianism andhuman rights.

As Mr Jim Webb’s tour of Myanmar hassuccessfully concluded, we hope that his visitwill help promote constructive views on bilateralrelations and hold discussions based on mutualunderstanding between the US and Myanmarin the future. And it has reflected themagnanimity and compassion of Myanmarpeople.

Union of Myanmar has agreed to the proposedappointment of His Excellency Mr Juvencio de JesusMartins as the Ambassador Extraordinary andPlenipotentiary of the Democratic Republic of Timor-Leste to the Union of Myanmar.

His Excellency Mr Juvencio de Jesus Martins wasborn on 25 January 1961 in Dili, Timor Leste. Hejoined the liberation movements of the DemocraticRepublic of Timor Leste. Before the Independenceof the Democratic Republic of Timor Leste, heworked as an employee in the Tax Department ofthe Ministry of Finance of the Republic ofIndonesia. After gaining the independence, heserved as Minister Counsellor at the Embassy ofthe Democratic Republic of Timor Leste in Jakarta,Indonesia from 2001 to 2005. From 2005 to 2006,he worked at the Ministry of Foreign Affairs ofTimor Leste and at the Commission of Truth andFriendship Timor-Leste—Indonesia. He iscurrently serving as Ambassador Extraordinaryand Plenipotentiary of the Democratic Republic ofTimor-Leste to Malaysia.

Iraq proposes faster UStroop withdrawal

BAGHDAD, 18 Aug—Iraq announced on Monday itscitizens may vote in January on a proposal to seek anaccelerated withdrawal of US troops.

If approved, the measure would move the December2011 target date for a complete withdrawal by about ayear, The Washington Post reported on Monday.

The Baghdad government said the cabinet wassubmitting a draft law to parliament that wouldauthorize and fund a referendum to the bilateralagreement between the United States and Iraq on UStroop strength.

The Post said it was unclear how the parliamentwould vote on the proposal but getting US forces outof Iraq as quickly as possible would likely appeal to alarge segment of voters. Shiite politicians and someSunni leaders have already voiced support.

Chinese soldiers leave forUN peace mission in LiberiaBEIJING, 18 Aug—A 275-member

team of Chinese soldiers left Beijing forLiberia on Monday for an eight-monthUN peacekeeping operation in theAfrican country.

They formed the first batch of theninth peacekeeping team that China sentto Liberia. The second batch of 283soldiers are scheduled to depart on 29Aug.

The ninth team is comprised oftransportation troops, engineers andmedical staff.

China joined the peacekeepingmission in Liberia in December 2003under a resolution of the UN SecurityCouncil. A total of 4,464 Chinesepeacekeepers have so far been sent toLiberia in rotation, with each missionlasting eight months.

MOSCOW, 18 Aug—The missing Russian vesselArctic Sea has been found, and its crew taken to aRussian warship, news agencies quoted the Russiandefence minister as saying on Monday.

My plan to spend this weekend reading wasknocked out by my good lady’s strong request for apilgrimage to Mandalay and PyinOoLwin. Her re-quest somehow plucked me up from my havingoverloaded with work for months at a stretch. Hertone and glance at me implied that I had forgotten thefamily affairs for a long time, so I had no choice butto fulfil her wish.

Mandalay-PyinOolwin Road is a fine one ifcompared with its conditions in my youth. The grandtwo-way tarmacked road is designed to avoid trafficjams and is kept clean, thus adding to the beauty ofthe scenery along it. I relished with such a goldenopportunity to view the positive changes from the caren route. If the inspiring success achieved due to theearnest efforts the government has made to generatea prosperous future of the nation is compared to aflower garden, the motorway is like a flower bed.

About an hour after we set out on the journey,I was awakened by the loud noise of a motorcyclebound for PyinOoLwin on the downhill lane. I wassurprised by that vehicle moving on the other side,but in parallel with our car. So, I looked outside tofind out if there was a traffic signboard indicatingboth forward way and return way, but I did not findsuch a traffic signboard. Then, I checked to find outif we took the wrong way, but I found that our car wason the correct way, as evidenced by the traffic sign-boards indicating to Mandalay. The event made mepuzzled. Some time later, I was drowsy again.

Again I was awakened by the sound of themotorcycles driving in the wrong lane, but that timeI was not surprised because I came to understand thatthe motorcyclists were violating the traffic rules bydriving in the other lane meant for vehicles travellingopposite direction. That was very dangerous to ourcar moving at high speed. I shuddered at the thoughtthat there might have been a head-on collision be-tween the erratic cycles and our car. If so, such atraffic accident would tarnish the image of the fineroad. Then, I saw some motorcycles sporadicallymoving in the same way, and that was no longer newto me. It seemed to me such reckless drivers violatedtraffic rules indiscriminately in the places where theenforcement of traffic rules hardly worked. I took myballpoint pen out of the handbag to note down thelicense plate numbers with the intention of complain-ing to the department concerned about such carelessviolations of traffic rules, but I gave up my intentionwhen my wife touched me to show her disagreement.

I wonder who will punish such reckless driv-ers. They seemed to think that there was no need toabide by the traffic rules in the countryside. I did notfind anything that made it difficult for them to followtraffic rules. The traffic island area is just 30 feetwide. So, the area they had to pass through to take thecorrect way was narrow. I did not know why theycircumvented traffic rules, which was disappointing.Myanmar may see a large number of cases in whichsome people circumvent the laws in the democraticsystem for which the government is working hard, asaspired by the people. They are not serious mattersbut they must be addressed without fail.

Then, I could not help expanding my thoughtabout small-but-serious matters. Some groups withleaders who disregard such matters still indulgethemselves in doing wrong, but some abandonedarmed struggle line. On 30 March 2009, Captain Saw

In the nation, therehave never been restrictions on any particular nationalrace. That is a correct principle for a union. So, there isno need to promulgate unnecessary restrictions. If aperson suggests that the nation promulgate needlessrestrictions, he must be inspired by his dishonest be-haviours or because of the instigation of certain foreigncountries that are anxious to weaken the Union.

A family member can stay anywhere in hishouse. So, walls will be unnecessary if occasion doesnot arise to protect the family members against badweathers, thieves and robbers. However, thin parti-tion is necessary for even a hut. With this concept, 17national race armed groups have returned to the legalfold to share joys and sorrows with other nationalbrethren. In February 2007, Chairman of KNU/KNLACommander of Brigade (7) Major General HteinMaung and members made peace, thereby taking thecorrect way from the wrong one through the narrowarea. Here is a noteworthy point that it is impossibleto win the approval of the whole international com-munity.

Certain countries that hate to see development ofthe Union of Myanmar, interfere in the internal affairs ofother countries and exercise protectionism deceive theinternational community into considering small differ-ences between the policies of Myanmar to be big ones.If their deceptions do not work, they rumour things toexaggerate the small matters. It is amazing that there isa thin layer between their one policy and another. Thechanges of presidents or prime ministers in those coun-tries are like a magic show. Indeed, the political curtainof the world’s stage is a thin cloth.

It is disappointing that the political partythat is not capable of noticing such small-but-seri-ous matters and sticks to their policies. That partywalks in reverse on a road. It walks on the wrongway, but in parallel with others on the correct way.Actually, it on purpose fails to pass through thesmall area to get to the correct way although it

knows that the area between the two ways isnarrow. Their acts are all designed to mislead thepeople into considering the government to be avillain one, but itself to be a saviour of the nation.If it really wants to serve the interest of the mothercountry, what it needs to do is just to pass throughthe narrow area and join hands with the people. Ifit marches in parallel with others, but in thewrong way meant for traffic going opposite, it willface adverse effects, and they will go backwardseven though it is trying to go forwards.

In addition, it persists in trying to revive theexpired results of the 1990 election. It acts as if thedisagreements were very huge, and it found it diffi-cult to pass through the narrow area. It issued GandhiHall Declaration to make the country divert from itspath. And if so, it will watch with great relish theconflicts between the people on the wrong way andthe government. Then, it will come out of the publicas a saviour with the help of its western masters. Itsfantasy is particularly intended to serve its interest.However, the people have known what its fantasy islike. The people do not comply with its instructions.The people have realized that members of the partywere disunited in the 1988 unrest, and the Tatmadawrelieve the miseries of the people in the mass demon-strations that broke out at the instigation of someaudacious youths.

Again they are holding meetings and issuingannouncements to disrupt the election the govern-ment will hold with genuine goodwill in 2010. Theyare like the reckless drivers I face on my pilgrimage.They are trying to put into reality the risky Methrawhtaconstitution drawn by traitors as well as expatriates.Surely, they will not proceed if they take the ordinaryway, so they are planning to march in the lane on theother side.

To make things worse, they are demanding forreviewing the State constitution that has been ap-proved with the support of 92.48 per cent of thevoters, as the expression that is common in thecountry “cooking the rice that is already cooked”.And they are like the drivers who drive their carsbackwards on the right lane.

Anyhow, it is not too late for anti-govern-ment politicians to mend their ways because evenarmed insurgents have realized the small disa-greements and returned to the legal fold. In otherwords, they just need to pass through the smallarea to get to the correct way. Honestly, the goalof democracy is within the touching distance if thepeople march with self-discipline along the pathto the new nation, wiping out the drivers who aredriving in the wrong lane.

cancer researchers has discovered two geneticvariations linked to an increased risk for acutelymphoblastic leukemia, or ALL, the most commonchildhood cancer in the United States, the Universityof Florida (UF) said on Monday in a press release.

Because these genetic glitches point to a specificsubtype of the disease, identifying them in childrenwho already have leukemia could improve treatment,says UF researcher Meenakshi Devidas, a co-authoron the study published online on Sunday in NatureGenetics. Children with this specific subtype of ALL,known as B-hyperdiploid, tend to respond well tochemotherapy.

Three indicted in largest USidentity theft scheme

NEW YORK, 18 Aug—Three men were indictedon Monday for allegedly stealing more than 130million credit and debit card numbers in what USauthorities said they believe is the largest hackingand identity theft case ever prosecuted. AlbertGonzalez, a former government informant alreadyin jail in connection with hacking cases, and twounnamed Russians were indicted on charges relatedto five corporate data breaches from 2006 to 2008.

Card numbers were stolen in those breachesfrom credit-card processor Heartland PaymentSystems and retail chains 7-Eleven Inc andHannaford Brothers Co, prosecutors said. The mentargeted two other corporations, the US attorney’soffice in New Jersey said in the statement, withoutnaming those companies. \ Heartland PaymentSystems and Hannaford Brothers had previouslyand separately acknowledged the breaches, but thescope of the fraud had not been known.

Authorities also for the first time tied thosecases to Gonzalez, who was arrested last year onsuspicion of hacking into a restaurant chain’spayment system. Attorneys for Gonzalez were notavailable for comment.

Remaining six on the mendNAY PYI TAW, 18 Aug—A 12-year-old child

who had returned from abroad was transferred toInsein General Hospital via a specialist clinic sincehe had a fever on 17 August. After giving the child amedical check-up, the National Health Laboratoryconfirmed that the child was infected with NewInfluenza A (H1N1). The child patient had arrivedback Myanmar by flight No MI-518 on 6 August andbecame the twenty third one.

The child patient has been accommodated in aseparate room of the hospital and two family mem-bers of the patient are being kept in home quarantine.

A total of 38 classmates, 100 passengers whowere together with the patient on the same flight and131 airport staff are also being kept under surveil-lance at their respective places.

Up to now, the number of patients infectedwith the virus has so far reached 23 in Myanmar and17 of whom have been discharged from the hospitalas they have fully recovered from the illness. Thespecialists are taking intensive care of remaining sixpatients.

Until now, the NHL has given lab tests on 176flu-suspected persons and only 23 were tested posi-tive for the virus—MNA
