1.
INTRODUCTION
Majan Electricity Company was established on 1st
May, 2005, and it's licensed by the Authority
for Electricity Regulation, Oman, to distribute and supply Electricity in the governorates of
North Al-Batinah, Al-Dhahirah and Buraimi of the Sultanate of Oman, as per the SECTOR LAW
promulgated under the royal decree 78/2004.
The Majan Electricity Company Electrical Safety Rules (MJEC ESRs) are intended for the use of
the employees of MJEC and its contractors who may be concerned with the operation of, or
work on, MJEC HIGH VOLTAGE and associated LOW VOLTAGE electrical systems. These are in
addition to the generally applicable safety requirements of MJEC, together with the MJEC
Health, Safety, and Security and Environment procedures/standards.
The application of these Rules is mandatory.
The HSSE Manager is the custodian of this document. The authority for revision of these Rules
rests within his responsibility.
These Rules shall apply to all MJEC Electrical distribution system in areas where it is licensed to
distribute and supply Electricity.
Registered copies of these rules shall be issued to all authorized employees of MJEC and its
contractors. Unregistered copies of these Rules may be issued to any other concerned bodies
and persons for information.
Before making reference to this document, it is the user's responsibility to ensure that any
hard copy, or electronic copy, is current. For assistance, contact the MJEC HSSE department.
Users are encouraged to participate in the continuous improvement of this document by
providing constructive feedback. Please complete the format given on the appendix K and
send to MJEC HSSE department.

2. DEFINITIONS AND ABBREVIATIONS
For the purpose of these Safety Rules the following definitions apply and where they
appear in the rules, are printed in CAPITAL LETTERS. The abbreviations given under 2.27
shall be used where ever required in the context of these rules.
2.01 APPARATUS
2.01.1 HIGH VOLTAGE APPARATUS - any apparatus, equipment and conductors, which
are normally operated at a voltage exceeding 1000 volts.
2.01.2 LOW VOLTAGE APPARATUS - Any apparatus, equipment and conductors, which
are normally operated at a voltage not exceeding 1000 volts.
2.02 APPROVED safety devices - of a type sanctioned by MJEC HSSE manager or on
his behalf by a person authorized by him in writing to do so. Refer to appendix C
2.03 CERTIFICATE OF AUTHORIZATION
It is a form of identification issued by the FUNCTION HEAD to appoint MJEC or
contractor staff to a level of electrical authorization. The CERTIFICATE OF
AUTHORIZATION in a form of license shall state the area of the electrical system
to which it applies. (See Appendix B)
2.04 DANGER - a risk of bodily injury or loss of life or health from shock, burn,
asphyxiation or other cause.
2.05 DEAD - at or about zero voltage and disconnected from any LIVE system.
2.06 DISTRIBUTION CODE
Rules in relation to the Connection to, Operation and maintenance of and
changes to the Distribution Systems of Licensed Distributors. The Distribution
Code applies to all persons who are connected to and/or use or may use the
Distribution Systems of Licensed Distributors.
2.07 DISTRIBUTION CONTROL CENTRE
The control center as defined in the DISTRIBUTION CODE where Supervisory
Control And Data Acquisition facilities (SCADA) are installed to control, monitor,
carry out remote SWITCHING in MJEC distribution system, liaise with other

distribution and transmission licensees as per DISTRIBUTION CODE and GRID
CODE and provide operational instructions to field engineers.
2.08 EARTHING
2.08. 1 EARTHED - connected to the general mass of earth in such a manner as willensure at all times an immediate discharge of electrical energy without
DANGER when applied to apparatus, equipment and conductors. All phases
shall be short circuited and efficiently connected to earth.
2.08.2 ADDITIONAL EARTH (AE) - an earth of APPROVED type, which is applied
after the issue of an ELECTRICAL PERMIT TO WORK or SANCTION FOR TEST (for
example an earth applied at a point of work).
2.08.3 CIRCUIT MAIN EARTH (CME) - which is applied with the knowledge of the
REMOTE CONTROL PERSON before an ELECTRICAL PERMIT TO WORK or
SANCTION FOR TEST is issued. An approved portable earth may be used as CME,
refer to section 4.5.3
2.08.4 LV EARTH- An earth of an APPROVED design that may be used on LOW VOLTAGE
APPARATUS when it is worked on under an ELECTRICAL PERMIT TO WORK.
2.09 ELECTRICAL SAFETY DOCUMENTS
Documents as per section 2.09.1, 2 and 3 are ELECTRICAL SAFETY DOCUMENTS.
2.09.1 ELECTRICAL PERMIT TO WORK (EPTW) - A form of declaration signed and issuedby an AUTHORISED ELECTRICAL PERSON, to a COMPETENT ELECTRICAL PERSON
in charge of work to be carried out on any earthed HIGH VOLTAGE APPARATUS or
LOW VOLTAGE APPARATUS, for the purpose of making known to such person
exactly what apparatus is DEAD, ISOLATED from all LIVE conductors, has been
discharged, is connected to earth, and on which it is safe to work. (Appendix A1)
2.09.2 LIMITATION OF ACCESS (LOA) - a form signed and issued by AUTHORISED
ELECTRICAL PERSON to a COMPETENT ELECTRICAL PERSON, defining the limits
and nature of work, which may be carried out in the vicinity of live apparatus. A
LIMITATION OF ACCESS may be issued when an ELECTRICAL PERMIT TO WORK or
SANCTION FOR TEST is not applicable. (Appendix A3)
A LIMITATION OF ACCESS shall also be issued, to a person in charge of work on
LIVE exposed HIGH VOLTAGE conductors or insulators supporting LIVE exposed
HIGH VOLTAGE conductors and when LIVE LINE WASHING procedures are to be
used.

2.09.3 SANCTION FOR TEST (SFT) - A form of declaration signed and issued by a
SENIOR AUTHORIZED ELECTRICAL PERSON to an AUTHORISED ELECTRICAL
PERSON in charge of testing HIGH VOLTAGE APPARATUS for the purpose of
making known to such person exactly what apparatus is to be tested and the
conditions under which testing is to be carried out. (Appendix A2)
2.10 ELECTRICAL PERSONS
A person (MJEC or contractor’s employee)) who has been appointed by the
FUNCTION HEAD to any of the electrical authorization levels defined below in
2.10.1/2/3/4 and 5.
MJEC contractor’s employees will have only limited switching authority, within
the scope of their contract. FUNCTION HEAD shall specify the limitation in the
COA (license card).
2.10.1 Appointed Person (AP)
Appointed Person (AP) is nominated by MJEC DCC manager and authorised by
the FUNCTION HEAD to carry out remote opening and closing of HV switchgears
by the SCADA system. He shall carry out all such switching as per approved
switching programme and with approval of REMOTE CONTROL PERSON.
2.10.2 COMPTENET ELECTRICAL PERSON (CEP), - A person who has sufficient technical
knowledge or experience to enable him to recognize hazards and avoid DANGER
and appointed in writing by the MJEC FUNCTION HEAD to receive and clear
ELECTRICAL PERMIT TO WORK and LIMITATION OF ACCESS. The MJEC FUNCTIONHEAD may limit the CEP authority as per contract scope of work or according to
job requirements.
2.10.3 AUTHORIZED ELECTRICAL PERSON limited (AEP-LIMITED)
AEP-LIMITED: A person who has sufficient technical knowledge or experience to
enable him to recognize hazards and avoid DANGER and appointed in writing by
the MJEC FUNCTION HEAD, He may operate drop out fuse by the use of
approved operating rod. In addition to CEP duties he can enter to expose HV
areas, and can do operation in the HV network under direct supervision of AEP as
per approved switching program.
2.10.4 AUTHORIZED ELECTRICAL PERSON (AEP), A COMPETENT ELECTRICAL PERSON,
adequately trained and possessing technical knowledge and appointed in writing
by the MJEC FUNCTION HEAD to carry out HV and LV SWITCHING and to issue
and cancel of ELECTRICAL PERMIT TO WORK and LIMITATION OF ACCESS, and to
receive SANCTION FOR TEST.

2.10.5 SENIOR AUTHORISED ELECTRICAL PERSON (SAEP), An AUTHORISED ELECTRICAL
PERSON who has been appointed in writing by the MJEC FUNCTION HEAD to
issue and cancel SANCTION FOR TEST, in addition to the authorities as an
AUTHORISED ELECTRICAL PERSON.
He may be authorized to carry out the duties of LOCAL CONTROL PERSON for aspecified area of the electrical system and The CERTIFICATE OF AUTHORIZATION
shall have the wording ‘SENIOR AUTHORISED ELECTRICAL PERSON in
authorization level field.
2.10.6 Control Persons (CP)
a. LOCAL CONTROL PERSON (LCP) is A Senior Authorized Electrical Person who will be
appointed in writing by FUNCTION HEAD to manage electrical system within
defined electrical (network) boundaries. He will be responsible for technical
integrity of the network under his custody.
b. REMOTE CONTROL PERSON (RCP) will be nominated by MJEC DCC manager and
appointed in writing by FUNCTIONAL HEAD. He will be responsible for system
integrity of the network. He shall review switching programs and associated
documents approved by LOCAL CONTROL PERSON.
2.11 FUNCTION HEAD – The HSSE Manager or any other line manager designated
by General Manager as the custodian of MJEC ELECTRICAL SAFETY RULES.
FUNCTION HEAD shall have the authority to interpret, revise, permit
exceptions, and lay down procedures to follow MJEC ELECTRICAL SAFETY
RULES. FUNCTION HEAD shall assess and appoint the persons under sections2.10.1, 2, 3, 4, 5 and 6 or delegate any other person to carry out the above
mentioned function.
2.12 GRID CODE
Grid Code is the document referred to in the Sector Law (Articles 22 & 23)
containing rules for Transmission and Dispatch License granted by the
Regulatory Authority to the Oman Electricity Transmission Company SAOC
(“Transco”) under that Law.
2.13 HSSE MANAGER - A person appointed in writing by the General Manager to
manage all Health, Safety, Security and Environment aspects of all MJEC
operation in accordance with the Laws of the Sultanate of Oman and as per HSSE
procedures/standards.
2.14 ISOLATION, ISOLATED

Disconnected from LIVE APPARATUS and conductors by an adequate physical
gap. ISOLATION shall normally be carried out by opening circuit
breakers/switches and by removing fuses or links.
2.15 KEY SAFE - an Approved device for the secure retention of all keys used to lock
means of isolation, earthing or other safety devices necessary for the issue of anELECTRICAL SAFETY DOCUMENT.
2.16 LICENCE – A written authorization to undertake a regulated activity issued by
the regulatory authority pursuant to the SECTOR LAW and shall, unless the
context otherwise requires, include the LICENCE for the Distribution of
Electricity granted to MJEC by the Regulatory Authority.
2.17 LIVE - electrically charged.
2.18 LIVE LINE WASHING
Washing of LIVE HIGH VOLTAGE insulators on overhead lines and substations
with exposed conductors using APPROVED equipment and methods.
2.19 NOTICES
2.19.1 CAUTION NOTICE – A Red colored notice in APPROVED form attached to
apparatus or its control equipment conveying a warning against interference
with such apparatus.
2.19.2 DANGER NOTICE - A Ye ll ow co lor ed notice in APPROVED form attached toapparatus or sections when LIVE, calling attention to the DANGER of approach
or interference with such apparatus or sections.
2.19.3 EARTHED NOTICE - A Green colored notice in an APPROVED form reading
'EARTHED' that shall be used to identify APPARATUS that has been used to
apply a CIRCUIT MAIN EARTH to a circuit.
2.20 SAFETY DISTANCE
The distance from the nearest LIVE HIGH VOLTAGE exposed conductor or from
an insulator supporting a HIGH VOLTAGE conductor, that shall be maintained toavoid DANGER.
2.21 SAFETY PADLOCKS
Locks of an APPROVED type with a unique key, which shall be used to lock
switches, etc, at points of ISOLATION where the APPARATUS being worked on

could be made LIVE in error. Only one key shall be supplied for each lock.
2.22 SECTOR LAW -The law for the regulation and privatization of the electricity and
related water sector promulgated by Royal Decree 79/2004.
2.23 STANDARD ELECTRICAL PADLOCKS
Locks of an APPROVED standard type fitted to prevent access by unauthorized
persons to power stations, substations or electrical APPARATUS not subject to an
ELECTRICAL SAFETY DOCUMENT. This type of lock shall fit the ‘electrical’ master
key system.
2.24 SWITCHGEAR OPERATING PROCEDURES
Are APPROVED procedures detailing step by step instructions on how to operate
different make of switchgear and how to make it safe to work on.
2.25 SWITCHING - The operation of circuit breakers, isolators, disconnectors, fuses or
other methods of making or breaking an electrical circuit and/or the application
and removal of CIRCUIT MAIN EARTHS and LV EARTHS.
2.26 WORKING PARTY - The persons under the immediate supervision of a
COMPETENT ELECTRICAL PERSON or an AUTHORIZED ELECTRICAL PERSON.
2.27 General Permit To Work (GPTW), is a permit to be raised for all work types done on
or adjacent to MJEC network , specifying the type of work to be done, exact location, and all
safety documents must be attached to it e.g. EPTW, LOA , SFT. GPTW must be attached with
JOB SAFETY PLAN (JSP) indicating all hazards associated with work activities, safety controls
and emergency procedures in case of incident. Refer to Appendix N

3 General Provisions
3.01 Duties
It is the duty of all persons who may be concerned with the operation of, and work on
the systems and apparatus of Majan Electricity Company (MJEC) to make themselves
thoroughly conversant with the statutory requirements and safety rules governing any
work they may have to undertake on these systems and apparatus. Ignorance of the
statutory requirements and rules will not be accepted as an excuse for neglect of duty.
All persons who may be concerned with the operation of, and work on the systems and
apparatus of a MJEC shall make themselves conversant with the treatment for electric
shock, information regarding treatment is given in Appendix 'D'
3.02 Objections
Any person objecting on operational or safety grounds to any instructions given to him
regarding the operation of HV or LV APPARATUS or work on electrical equipment shall
make these objections clearly known to the person issuing them.
This person shall then have the matter investigated and if necessary referred to a higher
authority for a decision before proceeding.
3.03 Statutory Regulations
All Statutory Regulations in force in the Sultanate of Oman shall be complied with at all
times, including the provisions of the SECTOR LAW.
MAJAN ELECTRICITY COMPANY ELECTRICAL SAFETY RULES (MJEC ESRs) forms part of
MJEC Health, Safety, Security and Environment manual ( In addition to any statutory
requirements, these Safety Rules shall be complied with.

3.05 Issue of Electrical Safety Rules
A registered copy of the these Safety Rules shall be given to such employees of
MJEC and contractors as may be concerned with the operation of, or work on, its
systems and plant. Each recipient shall sign a receipt for his copy. He shall
keep his MJEC ESRs copy in good condition. The receipt is to be filed by
the MJEC HSSE department.
3.06 Dangerous occurrences and accidents
All dangerous occurrences and electrical accidents on the systems shall be immediately
reported to REMOTE CONTROL PERSON (RCP) who shall immediately investigate such
occurrences and incidents along with HSSE department.
3.07 Failure of supply
A failure of supply from whatever cause, to or from any part of the high voltage systems
shall be immediately reported to REMOTE CONTROL PERSON (RCP) During failures of
supply, all apparatus, equipment and conductors shall be regarded as being LIVE until
isolated and proved DEAD.
3.08 Admittance to Stations
No persons shall enter any Substation, Switching Station or any other operational area
belonging to a MJEC without a pass or written authorization. In the case of WORK
PARTY, the person in charge shall have a pass (LIECENCE CARD).
3.09 Variation of rules
In exceptional circumstances, function head shall, authorize in writing or by electronic
message, waiver or modificat ions to sections of MJEC ELECTRICAL SAFETY RULES.

3.10 Application of Rules
These rules shall apply to all work on or in close proximity of, the power systems of
MJEC. At the interface with other licensed entities for transmission and distribution ofpower the rules shall at all times be applied in accordance with the provisions of:
• Operating Code 6 (Safety Coordination) of the Grid Code; and
• Operating Code 5 (Safety Coordination) of the Distribution Code.
These rules shall not apply to any work on or in close proximity of, the APPARATUS
operating at voltages below 50Volts, such as batteries.
3.11 Authorization of ELECTRICAL PERSONS
3.11.01 General
The authorization of staff to LCP, RCP SAEP, AEP, CEP and AP operating and
working under the scope of these Rules shall follow the definitions given in
section 2.10. All such persons shall attend prescribed Electrical Safety Rules
course and pass the learning outcome assessment with no less than 70% marks.
3.11.02 Validity of CERTIFICATE OF AUTHORIZATION (COA)
A COA shall be given to all ELECTRICAL PERSONS.
The COA shall be valid for three years (3 years) from the date of issue. It shall be
valid only during the tenure of employment for MJEC employees and tenure of
contract and or employment with the contractor for contractor employees.
Invalid COA shall be returned to MJEC HSSE department.

4. Procedures for Initiation of Work
4.1 Access
4.1.1 Access to LIVE Enclosures and Apparatus
Barriers (including plates on access ladders) restricting access to enclosures or
cubicles containing LIVE conductors shall normally be kept locked. No person
except an AEP or a person acting under his direct supervision shall have access to
any such enclosure or cubicle in which a LIVE HV conductor is exposed. For
access to HV overhead lines rules under section 6.1 shall be followed.
4.1.2 Locking arrangements
Two types of APPROVED STANDARD PADLOCKS shall be used to control access to
enclosures or cubicles containing LIVE conductors.
Level 1 – Used for locking switch yards with exposed conductors and for locking field
switches and other switchgears in service as required operationally. Master keys
shall only be issued to AEP.
Level 2 – For substation entrance, building doors and all other areas except areas having
exposed HV apparatus master keys shall be issued to all authorized persons who
need access to such areas for any work/inspection to be done.
4.2 SWITCHING Procedures
4.2.1 General
4.2.1.1 All HV SWITCHING shall be carried out with the agreement of the REMOTE
CONTROL PERSON at DISTRIBUTION CONTROL CENTRE. In cases of emergency where DANGER
to persons, environment or major damage to property exists then the AEP shall instruct
Appointed Person at DCC to do the required isolation in coordination with RCP.
4.2.1.2 In normal circumstances all HV SWITCHING shall be carried out only after a
written APPROVED SWITCHING PROGRAMME has been agreed. Refer appendix Ffor standard format.
SWITCHING PROGRAMMES need not normally be prepared for SWITCHING on
single 11/0.415kV distribution transformer circuits for routine maintenance or
break downs if agreed by the LCP.
4.2.1.3 When the RCP gives agreement for HV SWITCHING to be carried out, the AEP

who execute the program in the site shall communicate directly with RCP at
every stages of the switching program.
AEP is required to inform RCP on the actual time of executing of every switching
item immediately after the completion of work with appropriate communication
means.
AEP shall carry with him the approved switching program in the site.
SWITCHING to the RCP's consent, shall be carried out without undue delay.
In case of circumstances where the switching program cannot be carried out for
a reason or so, then LCP must be contacted for approval of such changes.
4.2.1.4 The remote switching of HV switchgears may be carried out by DCC APPOINTD
PERSON
All other HV SWITCHING shall be carried out by an AEP who shall be
accompanied during the SWITCHING operations. For applying CME refer 4.5.1.2
4.2.1.4 When operating pole mounted switchgear by mechanical means from ground
level, the UTHORIZED ELECTRCAL PERSON shall wear appropriate approved PPE.
4.2.1.6 Making LIVE or DEAD by signal or prearranged understanding after an agreed
time interval is forbidden.
4.2.1.7 When switchgear or any other HV APPARATUS shows any sign of distress, itscondition shall be reported immediately to the RCP and it shall be examined
before a decision is made about further operation.
4.2.2 SWITCHING across electrical boundaries
Before SWITCHING is carried out on any system which may affect other electrical
systems, the RCP agreeing the SWITCHING, shall communicate with the RCP of
the other system(s) concerned and the SWITCHING shall be recorded by all
parties.
When telephone or fax messages are being used between RCP's to co-ordinateSWITCHING PROGRAMMES between different specified sections of electrical
systems, each message shall be repeated in full and written down before
SWITCHING is performed and each actual operation shall be reported to the RCP
at the other end before the next operation can be executed.
4.2.3 SWITCHING under emergency conditions

In all cases when emergency SWITCHING has been carried out, the LCP for the
electrical system concerned shall be informed as soon as possible of any action
taken. The LCP shall report to RCP
in accordance with an APPROVED procedure.
4.2.4 SWITCHING under SFT
When a section of equipment on test under the SANCTION FOR TEST, the SAEP
may give a general sanction for the operation of switches, isolators, earthing
switches and earth connections within, and for the application of testing supplies
to the isolated section The person in charge of the testing who is the AEP will
then become totally responsible for complying with these safety rules within the
isolated section. No switch or isolator connecting the isolated section to the main
supply system shall be operated while the SFT is in force, with the exception of
those for the agreed testing supplies, shall be operated without the direct
sanction of the RCP or LCP.
4.3 Precautions to be taken before working on or testing of HIGH VOLTAGE
APPARATUS
4.3.1 For all work or testing of any description (including repairs, maintenance,
alterations, cleaning or testing) on all HV APPARATUS involving physical contact
with in SAFETY distance of the apparatus, the following precautions shall be
taken.
4.3.1.1 Switched off from all points of supply, made DEAD and proven DEAD bychecking each phase of the circuit in an approved manner.
4.3.1.2 ISOLATED and all steps taken to secure with SAFETY PADLOCKS from all
points of supply, including where practicable voltage and auxiliary
transformers, common neutral equipment and any other source from
which the APPARATUS and conductors may become LIVE and CAUTION
NOTICES attached at all points of ISOLATION. The keys for the SAFETY
PADLOCKS shall be placed in a KEY SAFE or another APPROVED security
method shall be used.
4.3.1.3 Connected to EARTH at all dead points of disconnection from HV supplies
to such APPARATUS or between such points and the points of work or
testing.
4.3.1.4 Screened where necessary to prevent DANGER and DANGER NOTICES
attached.

4.3.1.5 Released for work by the issue of an ELECTRICAL PERMIT TO WORK to a
CEP.
Or
4.3.1.6 Released for testing by the issue of a SANCTION FOR TEST to an AEP whoshall be accompanied by another AEP or CEP during the progress of the
testing.
4.3.1.7 The person receiving the ELECTRICAL PERMIT TO WORK or SANCTION FOR
TEST is made fully aware of the nature and extent of the work or testing
to be done.
4.3.2 It is the duty of the person issuing the ELECTRICAL PERMIT TO WORK or
SANCTION FOR TEST to ensure that the above provisions are complied with.
4.3.3 For LIVE LINE WASHING, reference to section 7 to be followed and the safety
distance to be maintained as per 4.6 sections.
4.4 Precautions to be taken before working on or testing LOW VOLTAGE
APPARATUS
4.4.1 General Rules
The consequence of shock or serious burn from short circuit associated with
LOW VOLTAGE systems may be serious or in some circumstances, fatal. For all
work in general rules under section 4.4.2 shall apply.
It is not always possible or operationally practical to make DEAD or earth LOW
VOLTAGE APPARATUS for certain type of work and testing. For work on or
testing of LIVE LOW VOLTAGE APPARATUS rules under section 4.4.3 shall apply.
Lockable ISOLATION by opening switches or withdrawal of fuses or links, may not
be possible for some LOW VOLTAGE APPARATUS such as Main feeder pillar or LV
switch board on the secondary side of an HV/LV transformer, and then rule 4.4.4
shall apply.
If work is carried out on the ISOLATED circuits of an LV APPARATUS with adjacentcircuits live rule 4.4.5 shall apply.
4.4.2 For all work on or testing of all LV APPARATUS the following precautions shall
be taken.
4.4.2.1 Switched off from all possible points of supply and made DEAD.

4.4.2.2 ISOLATED from all possible points of supply. The operating handles of
these circuit breakers/switches shall, where practicable, be locked in the
'open' position with SAFETY PADLOCKS or similar type locking devices and
CAUTION NOTICES attached at all points of ISOLATION.
4.4.2.3 Screened where necessary to prevent DANGER, and DANGER NOTICESattached to draw attention to LIVE APPARATUS near to the point of work.
4.4.2.3 Proved DEAD with an APPROVED voltage testing device suitable for the
rated voltage of the circuit. The voltage testing device shall be checked
before and after use to check it is working correctly.
4.4.2.4 It is the responsibility of the CEP to complete the above precautions and
inform the WORK PARTY about the precautions before work is started.
4.4.2.5 For work on LV overhead line, precautions under rule 6.1.11 shall be
followed.
4.4.3 Working on or testing of LIVE LV APPARATUS.
4.4.3.1 All work on LOW VOLTAGE APPARATUS must be carried out as if it were
LIVE unless it is proved DEAD.
4.4.3.2 APPROVED procedure if any for the specific activity shall be followed.
Only APPROVED tools and tested equipment shall be used.
4.4.3.3 For removal and replacement of fuses on LIVE LV panels APPROVEDelectrical rubber gloves, infra-red goggles and ultra violet face shields
shall be used.
4.4.3.4 For testing voltage and current, APPROVED electrical rubber gloves and
instruments shall be used. They shall be inspected and confirmed to be
free of any defects before every use.
4.4.3.5 Work on or testing of LIVE LOW VOLTAGE APPARATUS shall be
undertaken only by a COMPETENT ELECTRICAL PERSON accompanied by
another person.
4.4.4 Work on LV switch boards and feeder pillars where lockable ISOLATION is not
possible.
4.4.4.1 Switch off and ISOLATE HV windings of the transformer feeding the LV
windings and connections (including incoming switchboard units), prove
dead and apply CIRCUIT MAIN EARTH to the ISOLATED HV circuits and or

apply Portable Earthing leads as LV EARTH to the LV switchboard busbars.
An ELECTRICAL PERMIT TO WORK shall be issued by an AUTHORISED
ELECTRICAL PERSON to the CEP in charge of the work on LV APPARATUS.
4.4.4.2 The CEP who is to be in charge of the work, shall be made fully aware by
AEP of the nature and extent of the work to be done, and understandsthe precautions that he and his WORKING PARTY shall take to avoid
DANGER from LIVE APPARATUS. The CEP shall be accompanied by
another person during the progress of the work.
4.4.5 Work near LIVE LV APPARATUS.
4.4.5.1 Suitable precautions shall be taken by screening or other means to avoid
DANGER from inadvertent contact with LIVE conductors or EARTHED
metalwork.
4.4.5.2 When verbal instructions are not considered sufficient AEP should issue a
LIMITATION OF ACCESS to the CEP.
4.5 EARTHING
4.5.1 General
4.5.1.1 No HV EARTHING switch shall be operated or CIRCUIT MAIN EARTH
connected or removed except with the agreement of the LCP.
4.5.1.2 All phases of the HV APPARATUS shall be tested with an APPROVED
voltage testing device to ensure that they are DEAD.
4.5.1.2 AEP applying CME shall be accompanied by a CEP.
4.5.2 HV EARTHING by switches or circuit breakers
4.5.2.1 Where ever provided, EARTH switches or Circuit breakers shall be used.
The Circuit breaker shall normally have its electrical trip made inoperative
before closing to EARTH and manual mechanical tripping provision shallbe locked off after closing. An EARTHED NOTICE shall be attached on the
closed earth switch or the circuit breaker when it is in the EARTH position.
4.5.3 HV EARTHING by APPROVED portable EARTHING leads
Where EARTHING switches or circuit breakers are not provided, then

other APPROVED means of EARTHING shall be adopted including portable
earthing leads applied by an insulating rod. If this method of using
portable EARTHING leads is to be used, the following sequence of
procedures shall be carried out:
4.5.3.1 Check that the circuit to be EARTHED is ISOLATED.
4.5.3.2 Ensure that each phase of the circuit is DEAD (only an HV testing device
suitable for the rated voltage of the circuit shall be used). The APPROVED
voltage testing device shall be checked before and after use to check it is
functioning correctly
4.5.3.3 Examine the portable EARTHING leads prior to use to ensure that they are
in good condition.
4.5.3.4 Connect the portable EARTHING leads to the EARTH system before
securing them to the phase conductors. Care must be taken to ensure
that good contact is made.
4.5.3.5 EARTH and short circuit all phases even if work is to be carried out on one
phase only.
4.5.3.6 When removing portable EARTHING leads disconnect them from the
phase conductors first and the EARTH system last.
4.5.3.7 When portable EARTHING leads are used as CIRCUIT MAIN EARTHS, an
APPROVED label shall be attached with the letters 'C.M.E'.
4.5.3.8 When portable EARTHING leads are used as ADDITIONAL EARTHS, an
APPROVED label shall be attached with the letters 'A.E'.

4.6 Approaches to LIVE HIGH VOLTAGE conductor or insulator supporting it.
4.6.1 Safety Distances
4.6.1.1 The SAFETY DISTANCE (designated 'X' in below given Table 1 and Diagram
1) shall be maintained at the respective system voltages between anypart of the person or object and the nearest LIVE HV conductor.
4.6.1.2 A distance of 300 mm shall also be maintained, at all system voltages,
from the portion of insulators supporting LIVE HV conductors which is
outside the appropriate SAFETY DISTANCE from the conductors. See table
below & diagram 1.

4.6.2 Approach of Persons
4.6.2.1 No person shall, except, for the provision of Rule 4.6.2.2, allow any part
of his body to approach exposed HV conductors or insulators supporting
such conductors within the SAFETY DISTANCES specified in Rule 4.6.1,
unless the conductors have been made DEAD, ISOLATED and EARTHEDand an ELECTRICAL PERMIT TO WORK or SANCTION FOR TEST has been
issued.
4.6.2.2 When a person is applying an APPROVED voltage testing device or
phasing device to HV conductors contained within metal enclosed
switchgear, it is allowable for those parts of the body to approach within
the SAFETY DISTANCES specified in Rule 4.6.1 subject to APPROVED
procedures.

4.6.3 Testing of Conductors
4.6.3.1 When exposed HV conductors are not ISOLATED, the only objects to
approach them or insulators supporting them, within the SAFETY
DISTANCE specified in Rule 4.6.1 shall be APPROVED voltage testing
devices.
4.6.3.2 When exposed HV conductors are ISOLATED but not yet proved DEAD the
only objects which shall approach them or the insulators supporting
them, within the SAFETY DISTANCES specified in Rule 4.6.1 shall be
APPROVED voltage testing devices.
4.6.4 Work near Live Conductors
4.6.4.1 When work is to take place in the vicinity of LIVE HV conductors the AEP
shall, taking into account the nature and location of the work and the
tools or objects to be used, determine how the SAFETY DISTANCES
specified in Rule 4.6.1 have to be maintained by the persons working.
4.6.4.1 If no ELECTRICAL PERMIT TO WORK or SANCTION FOR TEST is issued for
adjacent APPARATUS, then the AEP shall issue a LIMITATION OF ACCESS
to the CEP in charge of the work, specifying how the SAFETY DISTANCES
from LIVE conductors shall be maintained during the course of the work.
Note: APPENDIX F gives guidance on the application of Rule 4.6 to variousoperational situations.

4.7 Testing of HIGH VOLTAGE APPARATUS
4.7.1 When HV APPARATUS is to have an HV test voltage or high current
applied before the connections are attached that would enable it to be
made LIVE from an electrical system, the AEP responsible for applying the
HV test voltage does not require a SANCTION FOR TEST if the HVAPPARATUS does not yet come within the scope of the Electrical Safety
Rules.
4.7.2 When HV APPARATUS, which is connected to existing system, is to have
an HV test voltage or high current applied, the AEP responsible for
applying the HV test voltage or high current shall be issued a SANCTION
FOR TEST and the AEP shall be accompanied by a CEP.
4.7.3 The AEP shall ensure that when a HV test voltage is being applied to
APPARATUS, adequate precautions are taken to guard the APPARATUS to
prevent DANGER. These precautions shall include:
4.7.3.1 DANGER NOTICES being attached to the APPARATUS during the
period the HV testing is taking place.
4.7.3.2 All APPARATUS, particularly cables, are discharged to EARTH
before and after the application of the HV test voltage.
4.7.3.3 Any temporary conductors used for applying the HV test voltage
shall be of adequate size and be easily visible.
4.7.3.4 Test connections shall not be applied in a cell or compartment in
which there are exposed LIVE HV conductors.

5. Issue and control of ELECTRICAL SAFETY DOCUMENTS
5.1 Initiation of Documents
5.1.1 An ELECTRICAL PERMIT TO WORK shall be agreed by the LCP and issued by an
AUTHORISED ELECTRICAL PERSON to a CEP, under whose approval the work isinitiated, before any work is carried out on any HV APPARATUS after it has once
been connected to the HV system.
5.1.2 A SANCTION FOR TEST shall be agreed by the LCP and issued by a SENIOR
AUTHORIZED ELECTRICAL PERSON SAEP to an AEP under whose approval the
testing is initiated, before any testing is carried out on any HV APPARATUS after
it has once been connected to and remains part of an HV system.
5.1.3 If an ELECTRICAL PERMIT TO WORK has been issued on HV or LV APPARATUS,
then until that ELECTRICAL PERMIT TO WORK is canceled, a SANCTION FOR TEST
shall not be issued on that same APPARATUS.
5.1.4 A LIMITATION OF ACCESS shall be issued by an AEP to a CEP for LIVE LINE
WASHING of HV insulators, for work in an HV switch yard with LIVE exposed
conductors when an EPTW or SFT is not issued for any adjacent APPARATUS, for
tree cutting jobs with branches not touching the line and for work on LV
overhead lines below HV overhead lines. The LCP shall be informed when a
LIMITATION OF ACCESS for these specified activities is issued.
5.1.5 A LIMITATION OF ACCESS should be issued by an AEP for work in the vicinity of
LIVE HV or LV APPARATUS when verbal instructions are not considered sufficient.
5.2 Procedure for Issue and Receipt
5.2.1 An ELECTRICAL PERMIT TO WORK or LIMITATION OF ACCESS shall be issued to
the person in charge of the work. The AEP issuing the document shall satisfy
himself that the CEP receiving the document understands the work to be done,
the safety precautions and the equipment that made safe to work on. If the CEP
has not been involved in the application of the safety precautions, then the AEP
shall read the contents of the EPTW to the person receiving the ELECTRICAL
PERMIT TO WORK or LIMITATION OF ACCESS sign its receipt and its duplicate. An
ELECTRICAL SANCTION FOR TEST shall be issued to the person in charge of the
testing. The SAEP issuing the document shall satisfy himself that the AEP
receiving the document understands the location of the safety precautions and
the equipment on which he is permitted to carry out testing. The AEP shall read
the SFT and shall sign its receipt and it’s duplicate.

5.2.2 The person to whom an ELECTRICAL PERMIT TO WORK or LIMITATION OF
ACCESS is issued shall be a CEP, who shall retain the ELECTRICAL PERMIT TO
WORK or LIMITATION OF ACCESS in his possession at all times, and remain on
site, whilst work is being carried out.
5.2.3 The person in charge to whom a SANCTION FOR TEST is issued shall be an AEP,who shall retain the SANCTION FOR TEST in his possession at all times, and
remain on site, whilst tests are being made.
5.2.4 Where more than one WORKING PARTY is concerned, an ELECTRICAL PERMIT TO
WORK or LIMITATION OF ACCESS shall be issued to the CEP in charge of each
WORKING PARTY.
5.2.5 The issue of ELECTRICAL PERMITS TO WORK, SANCTION FOR TEST and
LIMITATIONS OF ACCESS under section 5.1.4 shall be logged in a book provided
for that purpose in DCC.
5.3 Precautions during progress of work
5.3.1 HV APPARATUS ISOLATED and EARTHED for work under the terms of an
ELECTRICAL PERMIT TO WORK shall remain so until the ELECTRICAL PERMIT TO
WORK has been cleared returned to an AEP and cancelled.
5.3.2 The APPARATUS ISOLATED and EARTHED for testing under the terms of a
SANCTION FOR TEST shall not be connected to the system without the
agreement of the LCP. The recipient of the SANCTION FOR TEST shall be
responsible for coordinating all testing operations on the ISOLATED APPARATUSand for ensuring safety during the tests. He may, without reference to the LCP,
remove and replace EARTHS as necessary and carry out tests including making
LIVE the APPARATUS concerned from a testing supply. This does not mean that
the recipient of the SANCTION FOR TEST has to carry out the tests personally,
but that they shall be carried out under his direct supervision.
5.4 Procedure for clearance and cancellation
5.4.1 When work on APPARATUS for which an ELECTRICAL PERMIT TO WORK has been
issued is completed, the recipient shall sign the clearance and return the
ELECTRICAL PERMIT TO WORK to an AEP who shall cancel it and inform the RCP.
5.4.2 Where more than one ELECTRICAL PERMIT TO WORK has been issued for work
on HV APPARATUS associated with the same CIRCUIT MAIN EARTHS, the RCP
shall ensure that all such ELECTRICAL PERMITS TO WORK have been cancelled
before the CIRCUIT MAIN EARTHS are removed.

5.4.3 When testing on APPARATUS for which a SANCTION FOR TEST has been issued is
completed, the recipient shall sign the clearance and return the SANCTION FOR
TEST to a SAEP for cancellation.
5.4.4 A circuit under SANCTION FOR TEST shall have all CIRCUIT MAIN EARTHS
restored prior to cancellation unless agreement was reached with the LCP at thetime of issue to accept the cancellation of the SANCTION FOR TEST without these
EARTHS in position.
5.4.5 The SAEP, before canceling the SANCTION FOR TEST shall enter under
"Exceptions" the changes of state of EARTHING of the circuit and then inform the
LCP of the cancellation and of the operational state of the circuit.
5.4.6 When work for which a LIMITATION OF ACCESS has been issued is completed,
the recipient shall sign the clearance and return the LIMITATION OF ACCESS for
cancellation to an AEP.
5.4.7 When work for which a LIMITATION OF ACCESS under section 5.1.4 is canceled,
then the RCP shall be informed.
5.5 General requirements
5.5.1 All ELECTRICAL SAFETY DOCUMENTS are issued at work site.
5.5.2 All Electrical safety documents forms are printed in a book form and are pre
numbered and its issue is controlled. 2 copies are made - White and
Yellow (card). The white copies are generally retained in the book, Yellow card isissued to document recipient, the first white original returned to DCC for
archiving.
5.5.3 Cancelled and completed original white copy is archived for two years in
separate files.
5.5.3 While writing these documents the following shall be adhered to:
5.5.3.1 Write using ink, use capital letters
5.5.3.2 Full entries are made against all statements
5.5.3.3 Print NONE if any statement is not complied with
5.5.3.4 Strike out if not applicable
5.5.3.5 'Ditto' sign shall not be used

5.5.3.6 Record the name of the LCP or RCP as required.
6. Precautions for specific APPARATUS
Precautions to be taken in addition to the rules laid down in section 4 when workingwith specific APPARATUS are covered in this section.
6.1 Work on Overhead lines
6.1.1 General
6.1.1.1 Climbing on Wood Poles and towers
Before any pole is climbed, it shall be sounded. No pole badly impaired
by decay or damage shall be climbed until the person in charge is
satisfied that it has been made safe.
Persons shall use APPROVED safety harness or belt depending on the
nature of work risks which he shall examine to see that it is in good order,
on each occasion before use.
No person shall climb any pole supporting LIVE HV conductors except in
accordance with Rule 6.1.4.
6.1.1.2 Adverse weather conditions.
On the near approach of a lightning storm, all work on overhead lines
shall cease immediately and the CEP in charge shall inform the AEP that
his WORKING PARTY is not working on the overhead line.
No Person alone shall patrol an overhead line across country when
visibility is dangerously impaired.
If overhead lines are to be patrolled during the hours of darkness,
suitable lighting equipment should be provided.
6.1.2 Activities in the vicinity of overhead power lines
6.1.2.1 A clearance certificate shall be issued prior to starting any work in the vicinity of
an overhead line or passing under the line of vehicles higher than 5.5 meter
above ground where goal posts have not been erected. The certificate can only
be issued by the MJEC area distribution engineer who is an AUTHORISED
ELECTRICAL PERSON. On roads where goal posts have been erected,

vehicles/equipment with a height lower than the sign posted maximum does not
require a Clearance certificate.
6.1.2.2 The driver or person in charge on site shall carry a copy of the authorisedClearance Certificate, including route map/ situation sketch as supplied with the
certificate.
(See Appendix G for detailed guidance)
6.1.3 Identification of circuits
6.1.3.1 Single circuit HIGH VOLTAGE overhead Lines
Where poles or structures supporting LIVE conductors are part of an overhead
line circuit whose route runs near, or in the immediate vicinity of other overhead
line circuits, then those poles or structures shall carry an APPROVED label or
symbol to enable easy identification of that circuit from ground level.
6.1.3.2 Double circuit HIGH VOLTAGE overhead Lines
Where single towers or structures are used to support the LIVE conductors of
two circuits, then each tower or structure shall carry APPROVED labels or
symbols, so that a positive identification of each circuit, and the position of its
conductors on the towers and structures, can be made both by persons from
ground level, and by persons working up a tower or structure under anELECTRICAL SAFETY DOCUMENT.
6.1.4 Work on poles supporting the HV conductors of one circuit
6.1.4.1 No CEP shall climb any such pole supporting LIVE conductors except
under the direct supervision of an AEP, who shall ensure that the person
does not ascend to a position in which it is possible for him to bring any
part of his body or working tool within the SAFETY DISTANCES specified in
Rule 4.6.
6.1.4.2 Additionally when work is to be carried out within one meter distanceoutside the SAFETY DISTANCES specified in Rule 4.6, the AEP shall issue a
LIMITATION OF ACCESS to the CEP. A DANGER NOTICE (or any other
practical means), shall also be attached to the pole at a distance from
LIVE conductors not less than those specified in Rule 4.6.
6.1.5 Work on towers or structures supporting the HIGH VOLTAGE conductors.

6.1.5.1 No person shall climb above the anti-climbing guards of such towers or
structures supporting the LIVE conductors, unless he is first issued with a
LIMITATION OF ACCESS, stating the precautions he and his WORKING
PARTY shall take to avoid DANGER.
6.1.5.2 An AEP shall personally ensure that DANGER NOTICES or APPROVED redflags are attached to all sides of the tower or structure above which,
persons climbing shall be instructed not to pass. These DANGER NOTICES
or APPROVED red flags shall be attached at a distance from the lowest
LIVE conductor so that persons working on the steelwork beneath them
cannot bring any part of their bodies or working tools within the SAFETY
DISTANCES specified in Rule 4.6.
6.1.5.3 The AEP shall from the ground directly supervise all such persons
climbing or working on the towers or structures.
6.1.6 Lower portion of towers.
Painting and other work above the anti-climbing devices on the lower
portions of towers carrying shall only be permitted under the following
conditions:
i.
The work shall be carried out under the terms of a LOA.
ii. Before anyone is allowed to start work the person in charge at each tower shall define
the area to be worked in by removable barriers, roping, red flags or pennants arranged
to prevent any person working on the tower nearer than the distances given below in
Table 2, from any LIVE conductors. While doing so the person in charge shall be underobservation by another person at ground level.
iii. No man shall work in such a manner that it is possible to bring any part of his body or
any tool within the SAFETY DISTANCE under Rule 4.6.
iv. No person shall work in such a manner that his arms or any tool extended beyond the
body of the tower.
v. No tool above 0.3 meters in length shall be taken up the tower.

Exceeding 66kV but not exceeding 220kV 4.6m
6.1.7 Work on single or double circuit HIGH VOLTAGE overhead lines with all
conductors DEAD
For work on HV conductors the AEP in addition to the procedures called for in
Rule 4.3 shall:-
6.1.7.01 Identify the line to be worked on in an APPROVED manner at the point of
work.
6.1.7.02 Ensure, if practicable that the line is DEAD by checking with anAPPROVED voltage testing device.
6.1.7.03 If, from the point of work the conductors can be seen to be EARTHED,
avoid checking with the APPROVED voltage testing device.
6.1.7.04 Issue the CEP holding the ELECTRICAL PERMIT TO WORK with portable
EARTHING leads that shall be used as ADDITIONAL EARTHS.
6.1.7.05 For work on HV conductors the CEP holding the ELECTRICAL PERMIT TO
WORK shall:-
(i) Before the commencement of work apply ADDITIONAL EARTHS at or as near
as practicable to the point of work. These portable EARTHING leads shall
be used to bond together all conductors and be connected to EARTH.
(ii) An APPROVED label reading 'A.E.' shall be attached to the portable
EARTHING leads.
Remove and re-apply these ADDITIONAL EARTHS at different points of
work on the line, but only if they are kept between the CIRCUIT MAIN
EARTH positions.
Dispense with the use of ADDITIONAL EARTHS if CIRCUIT MAIN EARTHS
have been applied in the immediate vicinity at each side of the point of
work.

If the WORKING PARTY leaves the line at any time, check when they
come back, that they have returned to the same line and that all EARTHS
adjacent to the point of work, are still in position before allowing work to
start again.
Check that all members of the WORKING PARTY are off the line beforeremoving all the ADDITIONAL EARTHS.
Sign the 'Clearance section' of the ELECTRICAL PERMIT TO WORK.
6.1.8 Work on double circuit lines with one circuit Live
6.1.8.1 Where the design of towers or structures enables the SAFETY DISTANCES
as specified in Rule 4.6 to be maintained when persons are working on
the DEAD conductors of one circuit with the other one LIVE, then in
addition to the requirements of Rules 4.3, 6.1.7, the AEP shall take the
following precautions before work commences.
6.1.8.2 At the point of work personally identify the circuit to be worked on, and
instruct the WORKING PARTY how to obtain safe access, up the tower or
structure, to the circuit's DEAD conductors.
6.1.8.3 Attach an APPROVED green flag at ground level on the DEAD circuit side
of the face of the tower or structure showing the safe access approach.
6.1.8.4 Attach a DANGER NOTICE at ground level on the LIVE circuit side of the
face of the tower or structure.
6.1.8.5 Enter on the ELECTRICAL PERMIT TO WORK the wording of the circuit
identification or symbol that is attached to the tower or structure, of the
circuit to be worked on.
6.1.8.6 Instruct the CEP holding the ELECTRICAL PERMIT TO WORK, to climb
ahead of the rest of the WORKING PARTY, and to attach APPROVED red
flags to the cross arms of the tower or structure, between the two
circuits, drawing attention to the DANGERS of approaching the LIVE
circuit.
6.1.8.7 Ensure that these APPROVED red flags are attached so that all members
of the WORKING PARTY are aware that no part of their bodies or working
tools shall go beyond them and come within the SAFETY DISTANCES
specified in Rule 4.6.

6.1.8.8 Remain on the ground, adjacent to the tower or structure, watching
whilst members of the WORKING PARTY are working above the anti-
climbing guards. Be prepared to warn them if they approach the LIVE
circuit, and are in DANGER of bringing any part of their bodies or working
tools, within the SAFETY DISTANCES specified in Rule 4.6.
6.1.8.9 The CEP holding the ELECTRICAL PERMIT TO WORK shall ensure that until
the work is finished and the rest of the WORKING PARTY have descended
to the ground, the conductors remain EARTHED at the point of work and
the APPROVED red and green flags and DANGER NOTICES are kept in
position.
6.1.9 Work on the Common Earth Conductor of Double Circuit Overhead Lines
6.1.9.1 Before work commences on the overhead common EARTH conductor of a
double circuit overhead line, the AEP shall ensure that both circuits are
made DEAD , and that the procedures called for in Rule 4.3 and Rule 6.1.6
are applied for both circuits.
6.1.10 TREE CUTTING
6.1.10.1 Where tree branches are in contact with an overhead line, the provisions
of 4.3 shall apply before work commences to remove the branches from
the overhead line.
6.1.10.2 Where branches are free of contact with the overhead line and have
clearance well above the SAFETY DISTANCE as per section 4.6, but may
come into contact with it after being cut, the work may be carried out
under a LIMITATION OF ACCESS and sections 4.3.1.3, 4.3.1.4 and 4.3.1.5
shall not apply.
6.1.11 LV Overhead lines
6.1.11.1 General
When all conductors can be made dead precautions under Rule 4.4 shall
be taken in addition to those under Rule 6.1.1.
6.1.11.2 Exposed conductors
Before work is commenced on exposed low voltage overhead lines which
have been made DEAD, the conductors including the neutral shall be

short circuited and where practicable EARTHED by APPROVED LV earthing
device.

6.1.11.3 Insulated conductors
If any new service connection or repairs to existing connection is to be made on insulated LV
overhead lines without making the conductors dead in order to avoid power outage for a large
number of consumers the following procedures shall be followed.
1. All work on LIVE LV overhead lines shall be carried out by a CEP accompanied by another
person, who is instructed to remain on site at ground level during the work, observe and
warn the CEP in case of any impending DANGER. The second person shall have sufficient
awareness and competency to call for help in case of any emergency.
2. No work shall be carried out if the conductor insulation is damaged. In such cases the
line shall be isolated, proved dead, attach CN and SP at the point of isolation.
3. All works on live LV overhead lines shall be stopped during lightning and or rains.
4. Iron climbers shall not be used for climbing poles. Insulated ladder must be used. Ensure
the pole is not decayed or damaged in any manner.
5. CEP shall use approved line tester, clamp on ammeter and insulated tools and ensure
they are free from defects before starting the work.
6. Service connection or disconnection shall be carried out as per procedures detailed in
the service connection agreement contract between MJEC and the contractor.
7. When work is to be carried out on auxiliary circuits, which may be subjected to induced
voltages from adjacent High Voltage circuits, additional precautions to prevent DANGER
from these voltages shall be taken in accordance.
6.1.11.4 LV Overhead lines installed below HV overhead lines.
Any overhead line over which a new line is to be run shall be made DEAD
in case if the safety distance as per table cannot be maintained.
Work can be carried out on LV conductors installed on wood poles
supporting LIVE HV conductors, provided safety clearance as per rule
6.1.1.1 is maintained. An LOA shall be issued to the CEP as per rule
6.1.4.2 or if verbal instruction is not considered sufficient.
6.2 Work on or testing of underground cables
6.2.1 Work on HV Cables
For work on HV cables, the AEP in addition to the procedures called for in Rule
4.3 shall do the following.
6.2.1.1 Ensure that no person touches or cuts into the insulation which covers
the conductor, unless the conductor is DEAD, ISOLATED and EARTHED.

6.2.1.2 Before issuing the ELECTRICAL PERMIT TO WORK to the CEP, identify the
cable to be worked on at the point of work, and prove it dead by
APPROVED spiking equipment or other APPROVED means.
6.2.2 Work on LV Cables
For work on LV cables, the CEP in addition to the procedures called for in Rule
4.4 shall
6.2.2.1 Take all reasonably practicable steps to prevent the cable being made
LIVE in error during the course of work.
6.2.2.1 Keep any SAFETY PADLOCK keys, withdrawn fuses or links in a safe place
during the course of work.
6.2.2.1 Before the start of the work, clearly identify the cable at the point of
work to the person in charge of the work.
6.2.3 Work in the vicinity of buried cables
6.2.3.1 Accidental striking of power or auxiliary cables buried in the ground can
result in fatal or severe accidents in addition to possible loss of electrical
supplies to important installations. To prevent such incidents it is
necessary for all other utilities such as Public works, Water, Sewage ,
Gas, Telephone and other Electricity transmission and distribution
agencies to get clearance from MJEC before excavation is started.
6.2.3.2 If the excavations are in the vicinity of MJEC underground electrical
cables then an AEP shall specify on the Excavation clearance any
additional precautions that shall be taken to safeguard the cables.
6.2.3.3 If in the view of the AEP the cables should be made DEAD, he may state
so in the Excavation clearance.
6.2.3.4 Before excavation in public areas, concerned party has to approach
concerned Government agencies for permission. They will grant
permission after confirmation of approval from all concerned agencies
such as Public works, Water, Sewage, Gas, Telephone and other
Electricity transmission and distribution agencies.

6.3 Work on HIGH VOLTAGE Transformers.
6.3.1 For work on HV transformers, the AEP in addition to the procedures called for in
Rule 4.3 shall take the following precautions.
6.3.1.1 Ensure that, where auxiliary or voltage transformers cannot be ISOLATED
from the HV conductors, the LV fuses or links are withdrawn and kept in a
safe place during the progress of the work.
6.3.1.2 Where work is to be carried out on an HV/LV transformer, ensure that
the LV windings are ISOLATED either by the opening of a switch or
withdrawal of fuses or links, so that any possible back feed is prevented
during the progress of the work. Attach CAUTION NOTICES at the points
of ISOLATION.
6.3.1.3 Before issuing the ELECTRICAL PERMIT TO WORK to the CEP, identify at
the point of work, the transformer to be worked on.
6.3.2 Work on pole mounted transformers
For any work on pole mounted transformers Rule 4.3 shall apply.
After removing the Drop out fuses (DOF) and isolating from the low voltage
circuits, AEP shall apply portable earthing leads to the outgoing terminals of the
DOF as CME before issuing EPTW to CEP.
The CEP shall avoid standing on the structure and maintain SAFETY DISTANCE at
all times.

6.4 WORK ON HIGH VOLTAGE SWITCHGEAR
6.4.1 Withdrawable APPARATUS
When work is to be carried out on withdrawable HV APPARATUS (e.g. a circuit
breaker), then the AEP in addition to the procedures called for in Rule4.1.1.shall:-
6.4.1.1 Disconnect the withdrawable HV APPARATUS from all supplies and
remove from its normal service housing.
6.4.1.1 Discharge its conductors to EARTH, but they need not remain connected
to EARTH.
6.4.2. Work on Busbar Spouts
When work is to be carried out on the busbars or busbars spouts of multi-panel
switchboards then the AEP in addition to the procedures called for in Rule 4.3
shall:-
6.4.2.1 Ensure that the section of the busbars on which work is to be carried out
are made DEAD and ISOLATED from all points of supply from which it can
be made LIVE.
6.4.2.2 Ensure that the ISOLATING arrangements are secured with SAFETY
PADLOCKS, and where practicable, the shutters of LIVE spouts locked
shut.
6.4.2.3 Attach CAUTION NOTICES at all points where the busbars can be made
LIVE.
6.4.2.4 Attach DANGER NOTICES, where applicable, on or adjacent to
APPARATUS containing LIVE conductors at the limits of the busbar on
which work is to be carried out.
6.4.2.5 Test with an APPROVED voltage testing device that the busbars are dead,
checking the voltage testing device before and after use.
6.4.2.6 EARTH the busbar at the point of testing and where practicable lock the
CIRCUIT MAIN EARTH in position. Attach an EARTHED NOTICE to the
circuit breaker or EARTHING device.

6.4.2.7 Test with an APPROVED voltage testing device every spout where work is
to be carried out, checking the voltage testing device before and after
use.
6.4.2.8 Where the spouts are connected to an overhead circuit on which there is
any likelihood of dangerous induced voltages ADDITIONAL EARTHS shallbe efficiently connected at the nearest point to the point of work where
access to the conductors can safely be obtained.
6.4.2.9 Issue an ELECTRICAL PERMIT TO WORK to a CEP.
6.4.4 Work on HIGH VOLTAGE APPARATUS containing Sulfur Hexafluoride (SF6) gas
6.4.4.1 For any equipment containing SF6 gas the relevant Code of Practice must be
available at the point of work stating the method of dealing with the gas and
associated compounds. The apparatus shall bear an APPROVED NOTICE stating
that it contains Sulfur Hexafluoride (SF6).
6.4.4.1 In addition to the requirements of Rule 4.3 the following special precautions
shall be taken when any work involves access to any part of the equipment
which is, or has been in contact with the gas or associated compounds:
(i) The apparatus shall be isolated from all sources of supply of gas, purged
in accordance with the codes of practice and the associated receivers and
pipe work left open to the atmosphere.
(ii) The valves shall be locked by safety locks and the keys shall be placed in
the appropriate KEY SAFE.
(iii) CAUTION NOTICES shall be attached to the Valves.
(v) Approved protective clothing, respirators, eye shields and safe handling
equipment shall be available and used where DANGER may arise.
6.4.5 Non withdrawable switchgears
6.4.5.1 Ring Main Units – Reference shall be made to Manufacturer’s operating
instructions for all operations. For closing any circuits to earth, rule 4.5.1
shall be followed.
6.4.5.2 If fuses are to be replaced in HFU unit an EPTW shall be issued after
switching off the disconnect and closing the incoming end

of the fuse to EARTH. The EARTH switch shall be padlocked and an EARTHED NOTICE attached.
6.5 Work in Substations with exposed HIGH VOLTAGE conductors
6.5.1 Safety Distances to Live Conductors
When work is to be carried out in substations where there are exposed LIVE HV
conductors, then unless the whole APPARATUS and conductors are to be made
DEAD, the AEP in addition to the procedures called for in Rule 4.3 shall:-
6.5.1.1 Identify the area where work may be carried out safely and ensure that
SAFETY DISTANCES called for in Rule 4.6 are maintained by the WORKING
PARTY and the tools and equipment they are to use. If no ELECTRICAL
PERMIT TO WORK or SANCTION FOR TEST is issued for adjacent
APPARATUS in the substation, then he shall issue a LIMITATION OF
ACCESS to the CEP in charge of the work, specifying how the SAFETY
DISTANCES from LIVE conductors shall be maintained during the course
of the work.
6.5.1.1 If APPROVED barriers or ropes are necessary to define the safe area of
work, ensure that these are clearly visible and are not tied or supported
by any structure carrying LIVE APPARATUS or conductors. The safe area
shall have minimum clearance as per table 2 under section 6.1.4.3 to
the nearest exposed conductor from ground level or any plat forms or
ladders used. Safe area shall be identified by attaching of green flagsinside the barriers or ropes and DANGER NOTICES attached to adjoining
LIVE APPARATUS.
6.5.1.1 Ensure that ladders required for the work shall be of an APPROVED type
and be kept secure with a STANDARD ELECTRICAL PADLOCK when not in
use. When ladders are used to gain access to DEAD APPARATUS, subject
to an ELECTRICAL PERMIT TO WORK, these shall be locked in position
with a STANDARD ELECTRICAL PADLOCK or by any other APPROVED
means such that they cannot be removed unauthorized.
6.5.1.1 Ensure that if ladders, scaffolding, cranes etc, are to be used, that the
position that they shall be placed and the route through the substation to
that position shall first be agreed. Scaffolding and cranes, etc., shall be
connected to the substation EARTH system as soon as they are in position
for work to take place.

6.6 WORK ON REMOTELY OR AUTOMATICALLY CONTROLLED HV APPARATUS
6.6.1 Physical Danger
Serious bodily harm can be suffered by persons working on HV APPARATUS such
as tap-change gear, circuit breakers, etc, due to the automatic or remote control
feature being operated in error.
6.6.2 Precautions
For work on remotely or automatically controlled HV APPARATUS such as tap-
change gear, circuit breakers, disconnectors, etc., the AEP before work
commences shall:-
6.6.2.1 Ensure that all remote control and automatic features are made so that
they cannot be operated and, where practicable, secure with SAFETY
PADLOCKS and CAUTION NOTICES.
6.6.2.1 Take such precautions to ensure that no work will be in progress on the
tap-changer, circuit breaker etc., when work is taking place on the
controlling equipment associated wiring or relays, except when it is
undertaken by an AEP or CEP acting under his direct supervision.

6.7 WORK ON HV STATIC CAPACITORS
6.7.1 For work on HV static capacitors the AEP in addition to the procedures called for
in Rule 4.3 shall:-
6.7.1.1 Apply APPROVED capacitor EARTHING devices to the capacitor frames.
6.7.1.2 Apply APPROVED capacitor EARTHING devices to the common
connection of each group of capacitors.
6.7.1.3 Issue ADDITIONAL EARTHS to the CEP holding the ELECTRICAL PERMIT TO
WORK and instruct him to apply these to the capacitor units at the point
of work.
6.7.2 Capacitor units shall be short-circuited and remain short-circuited when
removed from the circuit or in cases where the AEP finds it is not
practicable to apply the EARTHING requirements of Rule 6.7.1.

7. Live Line Washing
7.1 General
7.1.1. Contractors are selected to carry out LIVE LINE WASHING in MJEC. They shall
have proven LIVE LINE WASHING procedures, adequately trained andexperienced staff and all the necessary well maintained equipment to carry out
such work.
7.1.3 RCP shall agree not to reclose the line without permission from the AEP in charge
of live line washing.
7.1.2 The AEP before initiating LIVE LINE WASHING shall ensure that the Contractor's
Supervisor has the necessary evidence and certificates on site to satisfy him that
the requirements of Rule 7.1.1 are met.
7.1.3 The LIVE LINE WASHING and the safety of the team shall be the responsibility of
the Contractor's Supervisor, who shall ensure that the work is carried out
correctly and is present all the time the washing is taking place in accordance
with the Rules in this Section 7.0.
7.2 LIVE LINE WASHING Equipment
7.2.1 Monitoring devices to check the conductivity of the water to be used shall be
available on site.
7.2.2 The equipment shall have a nozzle which is such that the water ejected by itbreaks into a spray before reaching the insulator being washed.
7.2.3 The nozzle and metal parts of the equipment shall be bonded together to EARTH
by a suitable EARTHING lead which is not less than 70 mm2 copper equivalent in
cross-section.
7.3 Safety precautions
7.3.1 The AEP shall inform the RCP of the location of the LIVE LINE WASHING to be
carried out by the Contractor. The AEP shall inform the RCP when the LIVE LINE
WASHING is started and notify completion.
7.3.2 The AEP shall issue a LIMITATION OF ACCESS to the Contractor's CEP who is in
charge of the LIVE LINE WASHING. The LIMITATION OF ACCESS shall state the
name of the circuit, its identification or symbol and any precautions taken by the
AEP.

7.3.3 The contractor CEP shall normally remain on site throughout the LIVE LINE
WASHING taking place on wood pole overhead lines.
7.3.4 The AEP shall remain on site throughout the LIVE LINE WASHING taking place in
substations or on double circuit overhead lines.
7.3.5 The water being used for LIVE LINE WASHING shall have a resistivity of more
than 2500 ohms-cm (conductivity less than 400 micro Siemens). This shall be
constantly monitored as a rise in the water temperature increases its
conductivity. The water quality monitoring shall be done using an automatic
monitoring device fitted with an audible alarm signal.
7.3.6 When no connection to a fixed EARTH plate is available on site for the bonding
called for in Rule 7.2.3, the Contractor's Supervisor shall have a temporary
EARTH electrode installed and check that its resistance is adequate for the
operator's safety before commencing any LIVE LINE WASHING.
7.3.7 The safety clearance necessary between the hose operator and LIVE conductors
will depend on the system voltage, the method of washing and the efficiency of
the breakup of the jet of water. The safety clearance necessary shall be agreed
between the Contractor's Supervisor and the AEP depending on the Contractor's
methods, equipment and experience.
7.3.8 The LIVE LINE WASHING shall not commence in unfavorable conditions such as
high winds as this would affect the direction of the water jets. LIVE LINE
WASHING shall stop in the event of a local lightning risk
7.3.9 Only one phase insulator shall be washed by the same jet. No other LIVE
conductor at a lesser distance than the one being washed shall be sprayed in
error.
7.3.10 The Contractor's supervisor shall be responsible for ensuring that the LIVE LINE
WASHING operator wears any protective clothing necessary for this work.
8. Working on Live HV system
8.1 GENERAL
To date no MJEC personnel have been trained, authorized or equipped to carry out
LIVE LINE WORKING procedures on HV conductors on the MJEC electrical systems.
8.1.1 Contractors selected to carry out such LIVE LINE WORKING procedures in
MJEC shall have proven LIVE LINE WORKING procedures, adequately trained and

8.1.2 The AEP before initiating LIVE LINE WORK shall ensure that the Contractor's
Supervisor has the written procedures, the necessary evidence and certificates on site
to satisfy him that the above requirements are met.
8.1.3 The LIVE LINE WORKING and the safety of the team shall be the
responsibility of the Contractor's Supervisor, who shall ensure that the procedure is
carried out correctly and is present throughout the procedure to ensure that it is in
accordance with the Rules in this Section 8.0.
8.2 LIVE LINE TOOLS AND EQUIPMENT
8.2.1 LIVE LINE tools and equipment shall be kept in a clean and dry conditionand immediately before use be inspected by the Contractor's Supervisor to ensure
they are clean, dry and in sound condition.
8.2.2 A clear mark shall be maintained on every LIVE LINE tool and equipment
where appropriate, indicating the limit of the safe handling distance which shall not be
less than as indicated in Table 2 below.

8.3 SAFETY PRECAUTIONS
8.3.1 The AEP shall inform the LCP of the nature and location of the LIVE LINE
WORK to be carried out by the Contractor.
If the circuit to be worked on is controlled by an automatic circuit reclosing device,
work shall not commence until the automatic reclosing features have been made
inoperative.
8.3.2 The AEP shall issue a LIMITATION-OF-ACCESS to the Contractor's Supervisor
who is in charge of the LIVE LINE WORK.
8.3.3 The LIMITATION-OF-ACCESS shall state the name of the circuit, its
identification label or symbol, the precautions taken by the AEP and a brief descriptionof the work to be carried out using the LIVE LINE WORKING procedure.
8.3.4 The AEP shall agree with the RCP that if the circuit becomes dead due to
the operation of protective equipment, the circuit shall not be re-energized without
reference being made to him on site and his consent obtained.
8.3.5 The AEP shall normally remain on site throughout any LIVE LINE WORKING
taking place on wood pole overhead lines, or in his absence, appoint a CEP to
represent him with full authority to stop the work if he considers the Contractors are
not working safely
8.3.6 The AEP shall remain on site throughout any LIVE LINE WORKING that takes
place in substations or on double circuit overhead lines
8.3.7 No LIVE LINE WORKING shall commence in unfavorable conditions, such as
rain, fog or high winds.
If weather or other unforeseen conditions make it necessary to suspend LIVE LINE
WORKING, then the circuit conductors and the equipment shall be left in a safecondition and the LCP/RCP informed.
8.3.8 Before work commences, all conductors and associated pole top, line and
tower fittings, steelwork and insulators shall be thoroughly examined at the point of
work, through binoculars if necessary, so as to minimize the possibility of failure of

these parts during LIVE LINE WORK. This examination shall extend to include adjacent
spans and supports on both sides of the point of work.
8.3.9 Before any pole is climbed it shall be sounded. No pole badly impaired by
decay or damage shall be climbed until the Contractor's Supervisor is satisfied that he
has made it safe for climbing, alternatively access to the top of the pole shall be by
suitable means independent of the pole.
8.3.10 Before displacing conductors adequate precautions shall be taken to
avoid DANGER and to ensure the safety of third persons, Safe clearances shall also be
maintained between the line and other APPARATUS and objects.
8.3.11 No vehicle or person other than members of the LIVE LINE WORKING
team shall be allowed in the near vicinity of the point of work while the work is in
progress without the consent of the Contractor's Supervisor in charge of the LIVE LINEWORK. Temporary markers may be erected to ensure this requirement is met.
8.3.12 No person shall climb, move or work in such a position to bring any part of
his body, clothing or any working tool, other than LIVE LINE WORKING tools or
equipment, within the distances as indicated in Table below. This distance shall be
marked on the structure. Refer to section 4.6

Recovery
If breathing and pulse OK, recovery position
ensures the prevention of tongue falling back and
blocking the airway.
Place the patient on their back.
Lift the chin to ensure the Lift the chin to ensure

with his body, with elbow bent and palm facing

Burns
1.
The affected area should be immediately kept under cold running water for 10 mins.
Helps to dissipate the localized high heat and reduces further burns by cooling off
the skin and tissues.

non-fluffy dressing / cling film

Develop when oxygen delivery to the tissues is inadequate to meet the metabolic
requirements of the tissues. It can be caused by Trauma, Fear, and Loss of Body Fluids due
to burns.
Symptoms: Sweating, Unconscious, Confused and anxiety, Rapid breathing, Rapid and weak
pulse, Thirst, Nausea and vomiting, pale appearance
1. Reassure, loosen any tight clothing, and keep area warm and airy.
2. If the cause can be removed such as - bleeding / burns.
3.
If no fracture make the patient lies down and raise and support his legs.4. If unconscious place in recovery position.
5. Monitor and the casualty.

1.0 The Working and Access Clearances given in the following Tables of this
Appendix are derived from the SAFETY DISTANCES 'X' (Table 1) specified in Rule
4.6.1 with the addition of 'Application Factors' suitable for the particular activity
to be undertaken in the vicinity of exposed LIVE HIGH VOLTAGE conductors.
2.0 Appendix E1 specifies the Working and Access Clearances for work on overhead
line poles when work is to be undertaken with the conductors LIVE.
3.0 Appendix E2 specifies the Working and Access Clearances for work in substations
containing exposed LIVE HIGH VOLTAGE conductors.
4.0 Appendix E3 specifies the Working and Access Clearances that Contractors
should be using when carrying out HIGH VOLTAGE LIVE LINE WORK on wood pole
overhead lines.
IMPORTANT NOTE
This Appendix has been produced and added to these Rules to give AUTHORISED
ELECTRICAL PERSONS operational guidance, when they are issuing ELECTRICAL
SAFETY DOCUMENTS, in the types of situations covered in appendices E1, E2 and
E3.

1 General Requirements
1.1 Passage Underneath Overhead Power Lines crossing roads, tracks or right of way.
1.1.1 Clear sign-posting (including maximum allowable height indication signs) and a suitable
type of goal post arrangement on either side of the overhead line at the entrance of
roads, tracks or right of way, wherever the line crosses the roads, tracks or right of way
shall be provided. The safety clearances between the cross bars and the lowest
conductor shall be in accordance with Section 1.3. Due to changes in road conditions
MJEC shall frequently updates the sign posts to reflect the actual goal post height.
1.1.2 Wood poles shall be used in the construction of safety barriers and goal posts. On sign
posted roads, goal posts shall be erected with a minimum horizontal distance from the
overhead power line of 75 metres. This enables vehicles which are too high and hit the
goal post, to stop safely before reaching the overhead line crossing.
1.1.3 The responsible person for the vehicle or other plant moving or working underneath the
power lines shall submit the clearance certificate not less than 48 hrs to allow enough
time for the Area AUTHORIZED ELRCTRICAL PERSON to conduct site visit if required.
1.1.4 When high loads, travels long distance and crosses overhead lines through a number of
locations, the mobilisation team (and prior to mobilisation ) shall conduct crossing
points survey and submit to the issuer of clearance certificate with following details:

Availability and integrity of goal posts
The Clarence certificate shall be issued at the location by an AUTHORISED ELECTRICAL
PERSON (AEP) who shall verify the survey with available records. For any mismatch a re-
survey is a must on mismatching location(s).
1.2 Work Underneath or close to Overhead Power Lines.
1.2.1 If work is to take place underneath or within 5 meters of a live overhead line, then the
safety clearances given in Section 2.3 shall be applied. Suitable means should be put in
place, where necessary, to ensure that safety clearances are maintained. This is
particularly important if cranes and jibs, or similar equipment are to be used.
1.2.1 If verbal instructions are not considered sufficient by the AUTHORISED ELECTRICAL
PERSON, then he shall issue a “LIMITATION OF ACCESS” to COMPETENT ELECTRICALPERSON (CEP) who shall remain at the work location and oversee the work activities. If
the CEP is not in charge of the work, then it shall be made clear to the person in charge
that the CEP is on site to enforce the safety precautions and the safety clearances called
for on the “LIMITATION OF ACCESS”. The CEP shall be given full authority to stop the
work if it is considered unsafe.
1.2.2 If the work, or passage of vehicles, is such that the safety clearances cannot be
reasonably maintained in practice and there is a danger of personnel, materials, or
vehicles infringing the safety clearances, then the overhead line shall be made dead,
isolated and earthed. In this case an ELECTRICAL PERMIT TO WORK (EPTW) shall be
issued to a CEP, who will remain onsite to ensure safety of personnel involved. It shall
be stated in the 'Work Description’ Section of EPTW that the High Voltage overhead line
has been made safe so that passage / work can take place near / under the earthed
conductors, but no work shall be carried out on the conductors themselves.
1.2.3 At all other sites subjected to passage underneath overhead power lines (e.g., access
roads to construction sites), goal posts and safety barriers shall be erected at an
absolute minimum horizontal distance of 6 meters from the overhead line to ensure
that mobile plant crosses under the overhead line via the goal posts (ref Figure 2).

1.3 Safety Clearances
1.3.1 The minimum vertical safety clearance to the lowest conductor of the overhead line,
beyond which no person or object can approach shall be:
33kV 1.2 meters
11kV 0.9 meters
1.3.2 The following factors shall be taken into account when deciding the safety clearances.
Has the ground level been raised in any way which could reduce the design
clearances of overhead line?
Check the area under the line for humps or bumps which could reduce safety
clearances.
1.4 Major Work Sites in the Vicinity of Live Overhead Lines
If major construction activity involving cranes, high loads and other heavy plant, is to
take place within 15 metres of a live overhead line, safety barriers shall be erected. The
absolute minimum horizontal distance of the safety barriers from the line should be 6
metres (ref Figure 1).
1.5 Major activity Directly Underneath Overhead Power Lines
1.5.1 If major construction activity involving earth moving and other heavy plant, is to take
place below live overhead line, where possible overhead power lines should be made
dead. If this is not practicable, then strict precautions shall be enforced whilst work is in
progress.
1.5.2 The safety precautions for such work shall be closely supervised by the Area Distribution
representative who shall ensure that a minimum vertical safety clearance of 3.5 meters
is maintained at all times. Figures 2 and 3 illustrate methods that can be adopted, using
goal posts and safety barriers, to assist in promoting safe working practices.

APPENDIX H
Safe Steps to be observed while executing switching program and issuing E PTW
1.
Switching Program must be prepared as specified in ESRs with all necessary info and tobe attached with updated single line diagram, then to be sent to DCC to get it checked
from RCP and then approved by LCP. AEP is to make sure that DCC has the final copy of
approved switching program
(After being reviewed by RCP, corrections made, signed by LCP)
2. AEP is required to keep the approved switching program document along with him on
site during work & inform RCP before starting the Switching program & during the
execution of the program and when restoring supply with all details.
3. As first step in executing the switching program, AEP is to Switch off and identify all
possible points of supply as per approved switching program.

Once above is done, AEP is to Isolate, establish physical gap between live and deadpoints
5. After that, AEP is to TEST VOLTAGE to ensure the system (equipment) to be worked on is
dead & proved to be dead using proper voltage tester.
6. Then, AEP to APPLY Safety Padlock(Lock out all live systems and never assume)
7. Then, AEP to APPLY CN (Put caution notices at points of Isolation) lock & maintain key
safe.
8. Then, AEP to APPLY DN (put danger notices at nearby exposed live equipment), put
suitable barricade mean around nearby live equipment.
9. Then AEP to APPLY EARTH (Identify the points of Earthing and apply CMEs)

Then, AEP to APPLY EN (Put Earthing notices at points of earth )

AEP is to BREIF the CEP on the work to be done, make him aware of all isolation points,earthling, etc., and inform him where he needs to apply ‘AE’ if required….
12. Then AEP to ISSUE EPTW to CEP, & shall make sure that he has understood what has
been written in the permit. The permit needs to be written in clear writing with ink and
in capital letters.
13. The CEP shouldn’t allow his crew enter/attended restricted work area until the area/site
is made to be safe and EPTW is issued by AEP.

CEP is to Receive EPTW and signs it after making sure that he understood its content
and conditions as specified.
15. CEP is to brief his crew on the work to be done and conduct tool box talk & must adhere
to EPTW and GPTW procedure.For emergency cases and outages toll box talk should be sufficient.
16. CEP is to Apply Additional Earth at dead points of work.
17. CEP has to supervise his crew during execution of the work and must observe that all
safety precautions are in place all times.
18. Once work is done, CEP is to Remove additional earth
19. CEP is to Clear EPTW and GPTW.
20. AEP is Cancel EPTW and GPTW and should inform RCP accordingly.

In line with MJEC HSSE policies and OHSAS 18001 requirement the generic PTW system was
developed as part of a safe working system that will enhance the adherence to the company
HSSE procedures and will provide a better control of hazards at work site.
The GPTW in itself will not make the work safer but adherence to its requirements will. The
GPTW is an official document consists of an application form, and other associated permits e.g.
EPTW, LOA, SFT, certificates e.g. excavation certificate and Job safety plan.
Any work to be conducted in and within MJEC network/assets has to be covered with GPTW.
GPTW Process
Any MJEC department or contractor want to do a work within MJEC network, assets , facility
etc. has to apply for GPTW.

handed over to the applicant and to be kept at the work site.
If the work is to be done in the MJEC network, assets and facilities, then normally the MJEC
Responsible Engineer, refer to him as issuer, is the area/zone distribution engineer.
In case if the applicant is not the one who will execute the work at site but his foreman , who is
of the GPTW applicant to make sure that his, then it is the responsibilityPTW holdercalled
PTW holder understood the work hazards and HSSE controls. He should discuss these in person
with him.
The permit holder (who can be the applicant himself or his foremen) should fill section C in
GPTW form, please refer to GPTW form.
The PTW holder should only sign once he knows the work to be done, the hazards associated
with work activities and HSSE controls. Then before work starts he should discuss the hazards
and HSSE controls with his work party. He should make sure that his work party understood
these. Then he can proceed on the work execution.
Once the work is complete or in case it is incomplete due to certain circumstances he should fill
in section D of the GPTW accordingly.
Then PTW holder or the applicant must submit the GPTW to MJEC Responsible Engineer (the
issuer) to fill in section E and cancel the GPTW accordingly.
System Archiving:
Once the GPTW is canceled the Responsible Engineer (issuer) should retain the GPTW for a
period of six months then the canceled GPTW can be disposed off.
