Background
Long term resultStrengthened the national enabling environment, including the technology innovation ecosystem that increased affordability of sustainable energy options through south-south cooperation.

National Assessment FrameworkAn international consultant developed a national assessment framework to collect and organize relevant information for assessing the current enabling environment in Indonesia and Lao PDR.

National Assessment Framework(Continued…)
• The national assessment framework was introduced to and discussed with the national stakeholders at workshops held in Lao PDR and Indonesia during February and March 2014 respectively.
• The framework provided a basis for the national consultants to: Collect and organize relevant information for assessing the current enabling
environment and technology innovation ecosystem for affordable sustainable energy options;
Elaborate the above information by presenting a few case studies and South-south cooperation.
• The inputs provided by national consultants provided a basis for preparing the national strategy reports.
• A study tour of senior policy makers from Lao PDR was organized to visit India, Nepal and Thailand to enhance understanding of various approaches to promote and enhance affordability of sustainable energy and explore South-South cooperation

India (Policy, institutional and regulatory mechanisms, technology and R&D) - Karnataka Renewable Energy Development Limited (KREDL), St. Joseph’s College, AnkurScientific Energy Technologies (P) Ltd., Gujarat Energy Development Corporation and Abellon R&D Centre.
Nepal (Policy, Institutional mechanisms, R&D) - UNDPSE4ALL, National Planning Commission, Practical Action,Alternate Energy Promotion Centre (AEPC) and site visits tocommunity small hydro power generation and biogas units.

Data Collection by National Consultants - Lao PDR• A national consultant
• collected and organized high quality information on current national technology innovation policies and programmes, prepared a brief profile of key actors of innovation;
• assisted in identifying national stakeholders to participate in the national workshops; and
• provided specific technical inputs as necessary for preparing the national strategy reports by the international consultant
• Another consultant• collected information of national policies of concerned government ministries
influencing the affordability and accessibility of sustainable energy, national programmes and business models of on-going or completed projects; and
• assisted in organizing the national workshops and provided inputs for the national strategy reports.
• The third consultant acted as a coordinator between APCTT and the other two national consultants, mobilized key national stakeholders for the national workshops and in organizing the study tour for the senior policy makers.
Data Collection by National Consultants - Indonesia
• A national consultant• collected and provided information as per the assessment
framework on technology innovation ecosystem;• assisted in organizing and participation of key stakeholders at the
national workshops; and• provided specific technical inputs as necessary for preparing the
national strategy reports by the international consultant
• Another national consultant • engaged to focus on the enabling environment;• assisted in organizing and participation of key stakeholders at the
national workshops; and• provided specific technical inputs as necessary for preparing the
national strategy reports by the international consultant
National Strategy Reports
• Draft national strategy reports of Indonesia and Lao PDR was prepared by the international consultant based on the findings of the assessment and learning from experiences of other countries.
• National consultative workshops were held in Jakarta and Vientiane during May 2014. Presented and deliberated on the: Key findings of the assessment of national sustainable energy enabling
environment and technology innovation ecosystem of Indonesia and Lao PDR; Draft proposals made in the national strategy report to strengthen the enabling
environment and technology innovation ecosystem for the development and promotion of sustainable energy options with emphasis on their affordability;
Policy approaches, support mechanisms and successful business models for delivering affordable sustainable energy options in other developing countries; and
Potential south-south cooperation in areas such as policy prescriptions, training of human resources, technological and business cooperation.
• The national consultants also reviewed and supplemented with inputs to finalize the national strategy reports.
