Hello Fellow Educators!

I am truly excited about the upcoming school year and the opportunities we will have to serve the children of our districts! We are so fortunate to be in a profession that is as rewarding as education, and regardless of what happens around us, we will always start school on the first day ready to greet our students! As I write this, the Legislature is currently contemplating on pumping several billions of dollars into our profession. Albeit, there will be strings attached, but we have to see this as opportunity, an opportunity that doesn’t happen as often as it should. Moving into the 2019-2020 school year, let’s work together to make opportunities out of all we can control, that will be my mission for Region 13.

Being an educator takes passion, and to be “on” each day for 180+ days is extremely exhausting, it’s a very demanding job. I often look to motivational quotes, as many of you do, to spark that passion when we need a little kick. I ran across one that I have not been able to get out of my mind and in so many ways it describes our individual motives as well as what we are creating for students. Although the quote does not come from education, it comes from a company that has been through the trials and tribulations of the American economy dating back to 1908. In many ways it continues to survive just as education has.

I encourage each of you to not only write your own stories, but to provide the resources for our students to begin writing their stories. This is why America and Texas is such a great place, because we are all allowed to write our own stories. And as a reminder, as you write the upcoming chapter of your story, Region 13 will be by your side to help you through.

Once you are satisfied with your pricing choices, add your Contact Information at the bottom of the screen.

Then click Add to Cart button.

School District Users: How to Sign Commitment Forms for Non-

Superintendent Accounts allow for the final approval of carted items. (If your account lacks this permission, contact ESC13 for assistance. 512-919-5119 or email [email protected] )

Use the left side link “In-Cart” to open the cart screen.

Make sure the item you want to approve has a checkmark active. Deselect other items if necessary.

Click “Submit” button at the top to approve the commitment form. This will only be possible if your Superintendent assigned it to you with the authority to approve it.

Business Management Cooperative membershipNine critical issue luncheon sessions for the school district’s chief financial officer, business manager, business office personnel, superintendents or other members of the district administrative team; Besides information on critical issues, membership will provide annual investment officer training and technical assistance by email and telephone. Sessions are approved for TASBO and CPA continuing education credit.

Fee: $1,500

Business Managers Academy membershipEleven hands-on six hour workshop sessions for the school district’s business manager, business office personnel, superintendents or other members of the district administrative team. The first portion of the sessions will include a discussion of tasks that will need to be handled during the following month. The remainder of the workshop will include direct assistance with current business office tasks. Sessions are computer based and require attendees to have web based connectivity to their district’s financial software.

Fee: $1,200

Payroll Academy membershipSeven hands-on six-hour workshop sessions for the school district’s payroll specialist. District business office personnel teams are encouraged. The first portion of the sessions will include a discussion of tasks or topics that the members are handling or will need handled during the following month. The remainder of the workshop will include direct assistance with current payroll tasks. Sessions are computer based and require attendees to have web-based connectivity to their district’s financial software.Fee: $875

Summary of Finances Template CalculationSummary of Finances template calculated after each six week attendance cycle and assistance with next year state revenue budget projections.

Fee: $900 for TXEIS business software users $1,200 for all other business software users

Summary of Finances Template Calculation (Lite)Summary of Finances template calculated after any three six week’s attendance cycle by the district and assistance with next year state revenue budget projections.

Fee: $500 for TXEIS business software users $700 for all other business software users

Explicit Instruction provides high quality specialists to work with campuses to provide PD and classroom coaching in all curriculum areas with a specific focus on classroom management skills that increase student engagement and retention. Our mission is to increase the capacity of district and campus-level instructional coaches by strengthening the partnership between leadership, instructional coaches, and teachers.

Instructional Coaching Pathways Program (ICP): Formerly known as The Instructional Coaching Network (ICN), this program has been redesigned and re-developed to be a differentiated approach to targeted professional learning. The tool empowers teachers to gather more accurate student data through authentic assessment, group children for differentiated instruction, and align their teaching with the PreK Guidelines. Ready, Set, K! helps strengthen connections between assessment, planning, and instruction cornerstones of best practice in early childhood education. It includes explicit instruction in each Strategy: guided practice, meaningful feedback, and independent practice in generalizing and transferring the Strategies within and outside school. ESC Region 13 Strategic Instruction Model Specialists will support teachers in Xtreme Reading with extensive professional development and with coaching both in the classroom and through long distance learning. This commitment provides campuses with both professional development and academic coaching without schools having to incur the cost of a full time Xtreme reading specialist. ESC Region 13 can support your campus with the following services:

Xtreme Reading Materials from the University of Kansas Center for Research on Learning:• 8 Instructor’s Notebooks with all materials

FERPA: Participating school districts and charter schools also agree to disclose personally identifiable information (PII) from student education records in accordance with Family Educational Rights and Privacy Act (FERPA).

According to FERPA regulations, disclosure to school officials with legitimate educational interests is acceptable. A school official is a person employed by the school as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel) or a person serving on the school board. A school official also may include a volunteer or contractor outside of the school who performs an institutional service of function for which the school would otherwise use its own employees and who is under the direct control of the school with respect to the use and maintenance of PII from education records. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility.

INTERNET-BASED TEXAS COMPUTER COOP SOFTWARE (ITCCS)

TimeClock Plus is a hosted time and attendance solution for districts and charter schools who use the TxEIS system.

TimeClock Plus (TCP) has agreed to provide web-based time and attendance software and other related services, specifically for automated collection, management, and disbursement of employee hours and for interfacing with TxEIS. This service is for districts who need the attention of an IT professional on a regular basis or to help with technology projects. This support provides dedicated service and attention to technology projects, to desktop support, and the support of all technology needs in between.

The purpose of this service is to provide professional technical services to participating districts, meeting their computer maintenance, local area network configuration, server maintenance, or any other technical support issues.

• Remote support for technical services is available between 7:30 AM and 4:00 PM Monday through Friday. Remote support can be scheduled in advance. Urgent issues will be handled on a first come first serve basis. Unless agreed upon by both parties prior to work being performed, work outside of these hours will be charged at a rate of 1.5 to 1, meaning that each hour will be counted as 1.5 hours against purchased support hours.

This Letter of Agreement establishes a Shared Services Arrangement (SSA) between ESC Region 13.

Funding Allocation within the SSA:

Member District: The member districts Title I, Part C Carl D Perkins Career and Technical Education Act Grant allocation is managed by the Fiscal Agent. The Member District may file expenditure reports with the Fiscal Agent to be reimbursed for expenditures supporting its Title I, Part C Carl D Perkins Career and Technical Education Act program.

Fiscal Agent: The Fiscal Agent manages Member Districts Title I, Part C Carl D Perkins Career and Technical Education Act Grant allocations on behalf of the Member District. The Fiscal Agent retains a portion of Member District funds for ESC Region 13 staff to provide services and products to Member Districts. The Member District Allocation flows through to the Member District from the Fiscal Agent, based on expenditure reports filed by the Member Districts.

Contract Year: July 1, 2019 to June 30, 2020

Program Assurance:ESC Region 13, as the Fiscal Agent for the SSA, is responsible for ensuring that funds are used in accordance with the Title I, Part C Carl D Perkins Career and Technical Education Act fiscal and program provisions and assurances and the requirements of the Texas Education Agency Financial Accountability System Resource Guide.

The Counselor Support Service Cooperative will provide school counselors with the opportunity to build a stronger and more informative counseling presence at their school and implement programs that meet state and federal requirements. The Counselor Support Service Cooperative is designed to provide support to LEAs relating to social/emotional and academic counseling. This includes topics such as: individual counseling supports, graduation requirements, assessment information, college and career readiness issues, and accountability support. Participants will be provided information and updates in order to stay current with the latest research and best practices related to school counseling as well as how they can implement intentional initiatives that will positively impact campus/district A-F Accountability.

The Career and Technical Education Cooperative (CTE) is designed to keep practicing CTE faculty and administrators, et al., up to date and informed on all of the latest information at the federal and state level. The network provides the opportunity for CTE faculty and administrators, et.al., to hear from and share with fellow campus counselors, hear presentations by Texas Education Agency (TEA), ESC Region 13 staff, and build a network of support with fellow CTE faculty and administrators. CTE faculty and administrators will be given a reminder of important dates, funding, and other relevant information provided via e mail.

DMAC Suite is a suite of internet hosted, multi-user software applications.

ESC Region 13, in agreement with ESC Region 7, offers a suite of online tools for data management. The applications provided by DMAC exist to supply Texas educators with the tools and services necessary to develop and improve the quality of education provided to students. DMAC is entirely web- based, which provides several advantages over traditional, stand alone software.

DMAC includes numerous optional components to support decision makers in data analysis, assessment and planning, and tracking of federal and state accountability measures, all driven by student academic performance data sourced from state and local assessments like STAAR, TELPAS, TPRI, and Tejas LEE.

DMAC Services, 2019-2020 Special Pricing rates are based on an external Shared License Agreement (SLA).

The high-quality prekindergarten components referenced in Rider 78 in regards to teacher qualifications, stipulate that each prekindergarten teacher within a school district or charter school should receive professional development that includes a mentor/coach for your prekindergarten teachers. A Multi-tiered System of Supports (MTSS) is a systematic data driven program designed to address academic concerns and problem behavior by utilizing both prevention and intervention strategies. Our MTSS Framework is the umbrella for the various tiered initiatives including Positive Behavior Interventions and Supports (PBIS), Response to Intervention (RtI), Restorative Practices (RP), Social Emotional Learning (SEL), Trauma Informed Care (TIC) and mental health. All the initiatives include: universal screening, data-driven decision making, progress monitoring, interventions with increasing levels of intensity that address student need, and a problem-solving process to make decisions. The ESC Region 13 model of MTSS will address these elements through a variety of modalities including face-to-face training, on-site and virtual coaching, online training and resources, ongoing feedback and support for LEA staff and ESC specialists.

Positive Behavior Interventions and Supports (PBIS) is an evidence based practice for putting systems in place that support positive academic and behavioral outcomes on your campus. The PBIS framework allows for campuses to develop infrastructure for school -wide behavior and discipline management. PBIS is part of a multi-tiered system of support designed to provide school environments, educators and students a menu of school- wide and classroom based support that will improve behavior and increase academic success.

Pivotal Leadership Coaching is a structured and trusting partnership to support leaders in fast-paced, decision making roles. Coaching opens the leader to recognize pivotal moments for achieving personal and organizational goals. A professional leadership coach supports the leader in everyday decision making, long range planning, and just-in-time leadership solutions.

Leaders create their own schedule to receive coaching on the telephone or via online video conversation. These one hour coaching calls drive the leader toward action. Goal check-ins (via email, texts, or brief calls) occur between the leader and the coach as needed.

Leaders and their coaches attend an orientation session/goal setting session together before calls begin.

Restorative Discipline (RD) is a philosophy and system wide process that works to change the school culture rather than merely responding to student behavior. When implementing restorative discipline a shift in practice occurs that results in a culture that is inclusive, builds fair process into decision-making practices, and facilitates student learning to address the impact of their actions through an approach that allows for true accountability, skill building, cooperation, and mutual understanding. RD will not only reduce the number of suspension and expulsions in schools, it also will increase class instructional time leading to greater opportunities for academic success.

Through this process, the district and community become partners in creating a 3-5 year plan. This shared sense of ownership enables districts to overcome obstacles and discover new possibilities for students.

The Bilingual/ESL Cooperative for Districts not in the Title III SSA provides services that will assist districts in providing quality instruction to English learners. These services will enhance the work of teaching staff, administrators, parent liaisons, and other key personnel to help students meet academic and linguistic achievement standards set by the state of Texas.

NOTE: ESSA Title III-Part A monies may be used to fund this cooperative; supplement and not supplant regulations may impact allowable services.

Option 1100% of the Member District Title I, Part C Migrant Education Program Allocation is retained by ESC Region 13, as the Fiscal Agent for this SSA.

Option 250% of the Member District Title I, Part C Migrant Education Program Allocation is retained by ESC Region 13, as the Fiscal Agent for this SSA and 50% of the Member District Allocation flows through to the Member District.

ESC Region 13 Responsibilities:• Provide trained staff for recruitment and

NGS, including Certificate of Eligibility (COE) signature of eligibility Reviewer and Recruiter;

• Prepare SAS ESSA application for Migrant Program SSA;

• Provide training and technical assistance pertaining to Performance- Based Monitoring Analysis System;

• Prepare District Amendment, if applicable;• Maintain financial accounting records for the

Title I, Part C Migrant funds;• Provide Migrant Program guides, forms and

other required materials;• Offer staff development for required

components and the Seven Areas of Focus;• Provide information and facilitate access to

the services and resources of Migrant Program Special Projects;

• Provide updates and information on relevant topics and state initiatives;

• Provide technical assistance as needed and upon request;

• Coordinate the delivery of supplemental and ancillary service;

• Assist with the completion of the Annual Performance Report;

• Review district Family Surveys and schedule follow- up home visits;

• Conduct recruitment interviews to determine program eligibility;

ESSA TITLE I, PART C - MIGRANT EDUCATION PROGRAM SSA

Monitoring Program (SAMP). This Agreement is entered into as of the date of approval, by and between Education Service Center Region 13 and other state entity i.e. ISD, charter/private school, or Service Center (“LEA”). ©2019-2020 ESC Region 13

The State Compensatory Education/SAMP Cooperative is designed to provide school personnel in ESC Region 13 with information and insight on select topics related to the administration of state special allotments and opportunities for networking with other ESC Region 13 clients.

DetailsESC Region 13 agrees to:• Offer two days of training for district/charter

personnel;• Provide guides and templates for

Administrators relating to key provisions and strategies for implementation of State Compensatory Education and Special Allotments;

• Provide updates for Administrators pertaining to selected topics including Special Allotment Monitoring Program;

• Provide two technical assistance sessions with district or campus administrators, such as review, evaluation, and revision of District/Campus Improvement Plans, job descriptions/duties, and allowable activities for each special allotment;

• Offer 50% discount on additional technical assistance sessions with district or campus administrators

• Select session speakers based on expertise and topic knowledge;

• Provide ample opportunity to discuss targeted topics and other critical issues;

• Provide networking opportunities.

Each participating school district/charter agrees to:• Appoint a State Compensatory Education/

SAMP contact person;• Attend each session to the extent possible;• Assist in preparations for technical assistance

sessions, such as preparing files for review and coordinating with additional Administrators with duties related to the focus of the technical assistance sessions;

Fiscal Agent: 30% of the 2019-2020 Member District Title II, Part A grant allocation is the Fiscal Agent Allocation within the SSA.

Program Assurance:ESC Region 13, as the Fiscal Agent for the SSA, is responsible for ensuring that funds are used in accordance with the Title II, Part A fiscal and program provisions and assurances and the requirements of the Texas Education Agency (TEA) Financial Accountability System Resource Guide.

Member District must remain in the SSA for the entire Contract Term.

1b. Provisions, Assurances, and Certifications

Both ESC Region 13 and the Member District are responsible for operating in accordance with the Provision, Assurances, and Certifications stated in the TEA Standard Accountability System (SAS) Every Student Succeeds Act (ESSA) grant application.

1c. Ownership of Assets and Notice of Grant Award Status

ESC Region 13 will use its Fiscal Agent Allocation to provide at either reduced costs or no cost to the Member District(s) of this SSA Title II, Part A professional development, technical assistance, fiscal assistance, and, as appropriate, products.ESC Region 13 professional development, technical assistance, and fiscal assistance will be provided by appropriately certified ESC Region 13 staff. These services may include, but are not limited to:
