ACLOBAN CIY-Te regional office o theBureau o Jail Managementand Penology (BJMP) saidthat several jail acilities inthe region would undergo

repair.Tis was revealed by

Jail Senior SuperintendentHernan Grande, BJMPregional director, who addedthat two more jail acilitieswould be constructed toaddress decongestion amonginmates.

According to Grande,their national office hasallocated P13.32 millionor the repair o various jailacilities in the region andanother P9 million or theconstruction o additionaljails.

Te BJMP regionaldirector admitted that the

BJMP allocated over P13 million torepair jail facilities in Eastern Visayas

repair or upgrading o theseacilities came in the wakeo the April 2 jail break inCalbayog City that resulted orthe escape o 16 inmates.

He said that the jail

acilities in acloban and eightothers would undergo repairworks.

For the acloban Cityprison jail, the governmenthas allocated P6 million orthe repair.

Other similar acilitieswould undergo repair:Alangalang with a budgeto P250,000;BaybayCity ,P250 ,000 ;Carigara ,P500,000; Dulag, P60,000;Ormoc City,P600,000;Palo,P200,00 andanauan,P60,000. All are inLeyte.

He added that the jailin Dolores, Eastern Samar,

was given an allocation oP200,000 or repair.

HESE are two general ways o knowing, thinking,understanding and communicating. One, the intuitive, iso the automatic, instantaneous type, while the other, thediscursive, requires some stages o analysis and reasoning.

Tey need not be opposed to each other. In act, theyshould not be, since its good that we develop both o themto the hilt, because they correspond well to our conditionin this world. We have need or both o them.

O course, o the two, it is the intuitive that is more per-ect, since in our ultimate and definitive statein heav-eneverything will be intuitive. In heaven, we can expectto see, know and communicate everything in one go, andnot anymore in stages.

Tis affirmation somehow presumes aith, since withreason and the purely human ways o thinking alone, wemay not be talking at all o an ultimate and definitive state,much less, o heaven. Tis means that without aith, ourreason can go anywhere and nowhere. Lets hope we cansee the intrinsic relationship between aith and reason.

Te intuitive way depends on the way we areourtemperament, dispositions, aptitudes and biases. It alsohinges on our experiences and the knowledge accumu-lated through the years that imbue in us a certain directaffinity and amiliarity with certain realities that we canapprehend without much thinking.

In the end, the intuitive way is an expression o thekind o spirit we havewhether it is a good spirit or bad,whether it is a spirit o the flesh, o the world, or o God.

Its good that we are aware o the variety o spirits that canprevail over us, and know which one to choose.

Yes, theres need to have discernment o spirit, not onlythe one o the others and o the world in general, but alsoand especially the spirit that each one o us has. We haveto be more aware o this need and even more adept in han-dling it.

Tats because being constitutively spiritual by nature,we have to be aware at least o the kind o spirit we have,and develop it properly by connecting it with what we maycall the proper and original spirit or usnone other thanthe Spirit o God, our Creator.

Tis much, St. Paul already hinted when he talkedabout the spiritual man and the carnal man who, he said,cannot perceive the things that are o the Spirit o God,or it is oolishness to him, and he cannot understand, be-cause it is spiritually examined. (1 Cor 2,14)

Its very telling that St. Paul said that the spiritual manjudges all things, and he himsel is judged o no man. (1Cor 2,15) In effect, he is saying how important it is, there-ore, to have the proper spirit, that is, the Spirit o God.

From these considerations, we can already see how todevelop our intuitive way o knowing and understanding.We have to work on our temperament and dispositionsobserve things and study a lot, etc. Most o all, we have tosee to it that our spirit is vitally linked to the Spirit o Godthrough the doctrine o our aith, prayer, sacrifice, virtues,sacraments, etc.

he news never fails to sur-prise. Months ago, news

erupted of how ve of oursenators and several of ourcongressmen allegedly al-lowed bogus nongovern-

ment organizations to use their priori-ty development assistance fund (PDAF),more popularly known to everyone as thepork barrel, to fund non-existent projects.Among the ve identied senators, Revillaimmediately cried foul and blamed Pnoyfor the revelation.

It is uncertain from the news whether ornot the said solons, should it be supposed

that the allegations are true, wittingly al-lowed the said use of their pork barrel orthey were merely duped into believing thatthe projects they intend to fund were genu-ine. Just the same, Revilla claims that it wasfoul to leak that news without rst ascer-taining its veracity.

In discounting the truth of the news,Revilla relied on dirty politicking as theculprit, attributed the disclosure to Mala-canang and regarded it a demolition job inits effort to discredit potential Presidentialcandidates which he claims includes him.Another senator subject of the attack, Mar-cos, addressed the issue not very different-ly, vouching to explore the possibility thatthere may be a political angle to all this inthe light of the upcoming presidential elec-

tion in 2016. But unlike Revilla, Marcosdoes not appear to be too defensive about

it, even lamenting that he is eager to par-ticipate in any investigation which will re-veal the truth of this matter.

And during their privileged speeches be-fore the Senate, Jinggoy and Revilla, vehe-mently alleged conspiracy among the gov-ernments ofcers in or order for them tobe prosecuted by linking their names to thescam headed by Janet Napoles.

The issue of scrapping the pork barrel haslong been a point of debate among many,lawmakers and non-lawmakers alike. May-be it should be scrapped as there certainly

PALO, Leyte- Secretary Mar Roxasof the Department of Interior and LocalGovernment (DILG) visited Leyte todistribute checks to areas hit by supertyphoonYolanda.

During his visit on April 11 and 12, Roxasdistributed a total amount of P801.80 millionto 35 areas in Leyte which sustained damagesdue to Yolanda.

And among the recipients was aclobanwith its mayor, Alfred Romualdez, personallyreceiving the financial assistance.

Roxas said that acloban received P230.87million which is about 80 percent of the totalamount that he distributed.

acloban is considered to be the groundzero of Yolandas wrath.Te DILG Secretary stressed that the

financial assistance should be used by thelocal governments for the repair of theircity or municipal hall; civic centers; publicmarkets and key public infrastructures.

Lacson said that RAY implementation is still on track,but not in full swing since PARR has to wait for the nalpost disaster needs assessment (PDNA) on April 21before coming up with a master rehabilitation plan.

He added that under Republic Act 10121 (PhilippineDisaster Risk Reduction and Management Act of 2010,the submission of the PDNA is mandated.

The PDNA outlines priorities based on urgency,impact on the community and importance. The reportis the governments nal blueprint for damage, loss andrecovery plans.

ready to plan, much less implement reconstruction andrehabilitation of the devastated areas because of someinternational protocols that we must adhere to, Lacsonsaid.

very observant and eagerto relate things and discov-er relationships. We haveto study the art o logic and

productive dialogue.As in the intuitive way,
