ESA has 20 Member States: 18 states of the EU (AT, BE, CZ, DE, DK, ES, FI, FR, IT, GR, IE, LU, NL, PT, PL, RO, SE, UK) plus Norway and Switzerland. Eight other EU states have Cooperation Agreements with ESA: Estonia, Slovenia, Hungary, Cyprus, Latvia, Lithuania, Malta and the Slovak Republic. Bulgaria is negotiating a Cooperation Agreement. Canada takes part in some programmes under a Cooperation Agreement.

• Since its first publication over 10 years ago, the ESTMP is now a well established document and a true Master Plan for Space Technology development in Europe
• Includes information from ESA, its Member States, European Cooperating States, EC, EDA and European industry
• Provides visibility on the agreed European Roadmaps, their status and the European technology plans that implement them
• It is a shared instrument, resulting from cooperation between ESA, its Member States and other stakeholders

Critical Space Technologies for European Strategic Non-Dependence
• In the context of Critical Space Technologies for European Non-Dependence initiative, ESA, EC and EDA are jointly running the European Strategic Non-Dependence process since 2009
• With the aim to be carried out every second year, its objective has been the mapping of the situation and the identification of the most urgent actions, to be implemented by the institutions and industry
• The approach was based on the European Space Technology Harmonisation, tuned for this specific purpose
• Implementation of actions through programmes of each institution involved (Commission, ESA, EDA, national programmes)

Critical Space Technologies - Next Steps
• An evolved joint EC-ESA-EDA approach will put further emphasis on the need to address technologies and industrial capabilities, along the full supply chain.
• Critical technical capabilities in addition to the individual product development are key to sustained European Non-Dependence
• Actions may need to be taken: • For shorter term, to address immediate issues for higher TRL
technologies/Products • For longer term, to address actions that need to be started now on lower
TRL technologies • In support of the above, to actively promote cross-sectorial synergies and
spin-in, engaging with other sectors and their institutional programmes • To facilitate screening and use of COTS

Exploration Technology Roadmaps
• The Exploration Coordination Committee (ECC) has initiated in December 2011 a process of coordination of on-going and possible future procurement actions on Technologies for Exploration, in order to provide a consistent view to Delegations in preparation of MC12 and beyond.
• Technology Cross-cutting initiative • First edition of the Exploration Technology
Roadmaps published in July 2012, after a coordinated effort in 2012 between the involved Directorates at ESA and European Industry.

Conclusions
• Complementarity on Technology can be maximised by working together with all stakeholders to build common Roadmaps
• The European Space Technology Harmonisation has been running since 2001, building harmonised technology Roadmaps for Europe together with national agencies, industry, research institutions, academia and other European stakeholders
• H2020 Space is an opportunity to strengthen ESA-EC cooperation begun in the frame of FP7, and in the context of Technology Harmonisation
