This is the Core Emergency Response Team of MCCPK appointed by NCMT Crisis Leader. ERT Leader or Deputy can call any other functional manager be part of ERT if and when required

ERT Leader may not call the entire team and only the relevant member of ERT will handle a particular situation or an emergency

ERT LEADER / SCENE MANAGER DUTIES & RESPONSIBILITIES

Confirm safety aspects at site, including need for personal protective equipment, sources of ignition, and potential need for evacuation .

Communicate and provide incident briefings to company superiors, as appropriate .

Communicate with Emergency Response Team, as the situation demands .

Direct response an clean-up operations .

The number of personnel required to staff the Emergency Response Team will depend on the size and complexity of the incident. The duties of each position may be performed by the ERT leader directly or delegated as the situation demands. The ERT leader should always be responsible for directing the response activities and should assume the duties of all the primary positions until the duties can be delegated to other qualified personnel .

Record evacuation information provided by ERT team members .

Do not release any details to the media .

Make notes as to your observations of the incident and photograph or sketch the scene before any disturbance takes place; and gather witness information.

SECURITY & SAFETY ADVISOR DUTIES & RESPONSIBILITIES


Activate the Emergency Response team.

Appoint a Safety Officer.

Identify and isolate source to minimize product loss.

Coordinate further response actions with ERT leader and local responders.

Evaluate the Severity, Potential Impact, Safety Concerns, and Response Requirements based on the initial information provided by the First Person On-Scene .

Verify substance released and obtain Material Safety Data sheets, as necessary .

Restrict access to the incident scene and surrounding area as the situation demands .

Take any other steps necessary to minimize any threat to health and safety Request medical assistance, if necessary .

DEPUTY ERT LEADER DUTIES & RESPONSIBILITIES

Coordinate/complete additional internal and external notifications .

Activate additional response contractors and local resources.

Advising personnel in the area of any potential threat and/or initiate evacuation procedures.

Know who your emergency wardens are and follow their instructions .

Leave the building in an orderly manner, closing doors behind you.

Keep conversation to a minimum during evacuation , do not congregate in front of the building .

If, during evacuation, the ERT team members find that movement in the stairwell has slowed appreciably or stopped, they are to redirect persons to an alternate exit .

Arrange for enough people to help in evacuation any and all handicapped persons in one trip.

Knowing what action is required in the event of an emergency.

Understanding the evacuation procedure of the building.

Ensuring that all occupants know the procedure for an emergency.

Having a detailed knowledge of their area of responsibility.

Keeping a list of incapacitated personnel in their area.

Ensuring that a replacement is given their responsibilities if they are absent from the work-site.

Each floor of the building has an ERT member assigned to the area in which they work.

In an emergency, the member will wear special hardhats to identify him or herself.

The instructions of the ERT members are to be followed during an emergency

ERT MEMBER S DUTIES & RESPONSIBILITIES( TECHNICAL SUPPORT )

To develop and maintain a Building Emergency Response Plan that includes a roster of all employees, their offices , telephone number(s), and whether they are handicapped or otherwise may need assistance in evacuation.

To be able to gain access to all parts of the building. To know which areas are off master, and where keys to such areas can be obtained.

To know the circulation paths for the entire building including basement areas and roof (e.g. stair ways, elevators, corridors, exits, etc.) .

To know and be able to demonstrate to others the use of all emergency equipment on the floor.

Assess the situation. If safe to do so, extinguish the fire with portable extinguishers only if you have been trained in their safe operation.

Do not use building elevators, electrical power failure may occur..

Be the last to leave your floor.

All buildings must have a predetermined assembly location for people who evacuate buildings so all staff, and visitors are accounted for and not left behind.

To develop and maintain a communication network to quickly disseminate information to all building occupants.

Ensure that all staff who need assistance are helped to evacuate the building.

Consult with the Emergency Coordinator, Department of Public Safety, and Carbondale Fire officials as necessary.

To facilitate the plan to quickly evacuate and/or search the building.

Personnel coordinator should check their building/area staff rosters to ensure that everyone is accounted for following an evacuation.

To direct and support the activities of the ERT leader and maintain an effective emergency response to reduce the loss of life and property.

Spend no more than one minute with each customer or staff found victim .

Checks with Search & Rescue Teams for missing staff & customer .

In the event that an medical emergency does occur, the 1st Aid attendant must be notified immediately.

Stay calm; Speak slowly and clearly.

Do not assume the emergency is over if the alarm bell stops ringing. Continue with the evacuation until told by Fire Department personnel to stop.

Distribute resources for immediate use (water, food, sanitary supplies).
