Addressing Construction Discharges Municipalities must develop, implement

and enforce a program that: Includes an ordinance to require erosion and

sediment controls as well as sanctions to ensure compliance

Develop procedures to: Review site plans Receive and consider public input Inspect and enforce the use of control measures
