• Public authorities (Ministry or equivalent) responsible for education & training or delegated organisations by public authorities
• Public or private organisations or institutions active in the fields of education or training or other relevant fields
• Public or private organisations or institutions carrying out cross-sector activities linked to education & training in other socio-economic sectors

• The 28 Member States of the European Union
• the EFTA/EEA countries: Iceland, Liechtenstein, and Norway
• EU candidate countries: Turkey, the former Yugoslav Republic
of Macedonia

Minimum 4 entities for 3 different countries:
• At least 3 public authorities or 3 delegated bodies, each from a different eligible country; while at least 1 public authority from EU Member State;
• At least 1 public or private entity with expertise in policy impact evaluation (a researcher)

• Holistic and analytic approach:
- The project proposal will be first seen as a whole
- the full project idea shall unfold coherently
- Each award criteria and their descriptors are addressed
• Experimentation project
- Not a "standard" project for developing certain methodologies, approaches, courses etc.
• An action-research project
- Not a purely research project
• To support evidence-based policy-making based on sound counter-factual methodology
What is expected from a proposal?

• Focus on experimenting a policy measure, and not just on producing policy proposals, materials, courses etc.
• Outcome – a valid evidence from partner countries to support a policy intervention
– a form of policy reports, guidelines, handbooks for policy implementation
• Policy-advocacy, support and up-scaling are very important
What is expected from a proposal?
• European and country-specific objectives and priorities in education
and training, and to the objectives and priority themes of the call.
• Measure to be tested is suitable to the target groups
• Target groups
• European added value based on transnational cooperation
• Experimentation methodology is consistent with the objectives of the measure to be tested
• Leading role of the responsible public authorities
• Outcomes are relevant to the objectives of the call and have the potential to lead to systemic change.

• Valid, credible and convincing evidence
• Experimentation methodology is based on a sound theoretical approach; is consistent with the measure to be tested ; it is suitable for the target groups
• Experimentation protocol is clear, comprehensive and rigorous.
• Project design is clear and structured, with appropriate milestones and pertinent deliverables/outputs/results.
• Sound project management and quality assurance plan, clear monitoring strategy and methodology for identifying risks and introducing mitigating actions.

• Have a clear idea: on the need
• Specific and evidence based: avoid broad measure
• Coherent: in its entirety, avoid contradictions, avoid “patchwork”
• Simple: better a few well-chosen words than long/vague explanations
• Clear: follow the questions and answer them in the right order
• Explicit: do not take anything for granted; don’t assume: assessors cannot read your
mind; avoid abbreviations or explain them
• Rigorous: the application is the basis on which your project will be implemented;
it is also the cornerstone of your partnership commitment
• Involve all partners in drafting the proposal; ensure they assume ownership
