Michael BORCHARD, Head of the Department of Politics and Consulting, Konrad-Adenauer-Stiftung (KAS)

Michael Borchard is Director of the Department for Policy Consulting, a think tank at the Konrad-Adenauer Foundation in Berlin. Previously, he headed the unit on domestic policy in this department. Before joining the Konrad-Adenauer Foundation, Mr. Borchard served as the Head of the Speech-Writing Division at the State-Chancellery of Thuringia, as senior speech-writer to the Minister-President of Thuringia, Dr. Bernhard Vogel. Prior to this he worked as a member at the team of speech-writers for Chancellor Dr. Helmut Kohl in the office of the Federal Chancellor. His previous work experience includes several years as a freelance journalist as well as researcher for contemporary history.

Mr. Borchard holds a Ph.D. in contemporary history and political science from the University of Bonn, Germany. His dissertation on “The German Prisoners of War in the Soviet Union. The political importance of the Prisoner-of-War-Problem for both German States and the Western Allies between 1949 and 1955” was awarded the Geffrub-Prize 1999 from the University of Bonn for the best dissertation. Borchard has been publishing widely on German Federalism, contemporary history (esp. prisoners of war) and Christian Democracy and a variety of other fields.

Edward BOWLES, Member of European Commission EU-US TTIP Advisory Group

Edward manages the Bank’s public affairs team for the West, and has a particular focus on relations with governments, regulatory issues and free trade negotiations. In addition to his role on the European Services Forum Policy Committee, which dates from 2007, he represents the Bank on other industry associations and committees in London and Brussels. As a member of the ESF PC, he was Rapporteur on the EU-India FTA, and has travelled to Geneva as a member of the ESF delegation. Edward joined Standard Chartered Bank in 2007, initially with the Group Compliance & Assurance team, where he had responsibility for the Bank’s relationships with regulators, as

well as the UK Government’s regulatory reform agenda. He managed the global regulatory filings for the acquisition of American Express Bank, and had extensive dealings with host regulators in Standard Chartered’s markets, notably in Asia, as well as the UK’s Financial Services Authority.Prior to joining the Bank, Edward worked for 5 years at the UK Ministry of Justice, including as Head of Human Rights policy, Chief of Staff to two Government Ministers and, latterly, the Permanent Secretary (Head of Department). He was accompanied his Minister on bilateral trade delegations to India and Brazil, negotiating market access for UK law firms. Edward also advised on regulatory reform concerning the legal professions, and worked with Baroness Cathy Ashton, now the EU High Representative for Foreign Affairs, for a number of years when she was a UK Government Minister in the Ministry of Justice.Edward qualified as a Barrister in 1993, spending eight years as a Prosecutor, and also holds an MBA from Imperial College, London. He is married, has two children and lives in London and Leuven (Belgium).

Zsolt DARVAS, Senior Fellow, Bruegel

Zsolt Darvas, a Hungarian citizen, joined Bruegel as a Visiting Fellow in September 2008 and continued his work at Bruegel as a Research Fellow from January 2009, before being appointed Senior Fellow from September 2013. He is also Research Fellow at the Institute of Economics of the Hungarian Academy of Sciences and Associate Professor at the Corvinus University of Budapest. From 2005 to 2008, he was the Research Advisor of the Argenta Financial Research Group in Budapest. Before that, he worked at the research unit of the Central Bank of Hungary (1994-2005) where he served as Deputy Head. Zsolt holds a Ph.D. in Economics from Corvinus University of Budapest where he teaches courses in Econometrics and but also in other institutions

Joseph DAUL MEP, Outgoing Chairman of EPP Group in the European Parliament, President of the European Poeple’s Party

Joseph Daul was born on 13 April 1947 in Strasbourg (France). Having studied agriculture at the Ecole d’Agriculture, he graduated from the Institut des Hautes Etudes de la Défense Nationale in Paris in 1981. Joseph Daul became active in the agricultural professional organisations, through the Centre National des Jeunes Agriculteurs, a highly-developed network at local, regional, national and European level. Thus, in 1976 he was appointed national Vice-Chairman of the CNJA with responsibility for European affairs. Between 1989 and 2002 he was Mayor of Pfettisheim. In 1999, after having been elected in the European Parliament, he naturally joined the EPP Group

since it represented his most deeply held European convictions which had always guided his political work. He became a very active member of the Committee on Agriculture and Rural Development, being appointed its chairman in January 2002. In 2002, Joseph Daul was appointed chairman of the Conference of Committee Chairmen. In January 2007, he was elected Chairman of the EPP-ED Group. He remains member of the Committee on Agriculture and Rural Development and substitute member of the Committee on International Trade and of the Delegation to the ACP-EU Joint Parliamentary Assembly. He is also chairman of the European Parliamentary Association, which has its seat in Strasbourg and allows Members of the European Parliament to establish contacts in academic, economic and cultural circles.

Albéric DUMONT, General Coordinator, ‘La Manif pour Tous’ foundation

Student in Public Law in the University of Panthéon-Assas, paris. Cofunder of the non-profit organisation La Manif Pour Tous in October 2012, organisation of which he has perfomed the general coordination since its foundation. Among his other duties, he was responsible for the organisation of demonstrations which have gathered more than one million people and he has taken in charge the liaisons with the authorities.

Roman ESCOLANO, President, Instituto de Crédito Oficial (ICO)

In accordance with Royal Decree 77/2012, January 5th, published in the Official State Gazette (BOE) on January 6th 2012, Román Escolano is appointed Chairman of Instituto de Crédito Oficial.Román Escolano was assigned the post of Chairman of Instituto de Crédito Oficial at the Council of Ministers meeting held on January 5th 2012.Born in Zaragoza in 1965, he is married with three children. He has a degree in Economic and Business Sciences from Universidad Autónoma de Madrid and has completed the Top Management Programme organised by the IESE Business School. He belongs to the Corps of State Officers of

Javier FERNANDEZ-LASQUETTY, Former Secretary General, FAES Foundation, Member of the Assemby of Madrid

Javier Fernández-Lasquetty has been Secretary General of FAES Foundation and Member of Spanish Parliament (2004-2007). Recently he was Regional Minister of Health of Madrid (2010-2014), in charge of the management of public Health Service within Madrid Region. Prior to this responsibility he has been Regional Minister of Immigration and International Cooperation of Madrid (2007-2010). He served as Deputy Director of the Cabinet of President of the Spanish Government, José María Aznar, from 2002 to 2004. Previously he served as Director of Cabinet of Ms. Esperanza Aguirre, at the Ministry of Education and the Presidency of the Senate.

Currently he is Member of Madrid’s Regional Parliament, where he chairs the Statute and Rules Commission. He is member of the Board of FAES Foundation. Richard FONTAINE, President of the Center for the New American Security

Richard Fontaine is the President of the Centre for a New American Security (CNAS). He served as a Senior Advisor and Senior Fellow at CNAS from 2009-2012 and previously as foreign policy advisor to Senator John McCain for more than five years. He has also worked at the State Department, the National Security Council and on the staff of the Senate Foreign Relations Committee.Mr. Fontaine served as foreign policy advisor to the McCain 2008 presidential campaign and, following the election, as the minority deputy staff director on the Senate Armed Services Committee. Prior to this, he served as associate director for Near Eastern affairs at the National

Security Council (NSC) from 2003-04. He also worked in the NSC’s Asian Affairs directorate, where he covered Southeast Asian issues.During his time at the State Department, Mr. Fontaine worked in the office of former Deputy Secretary of State Richard Armitage and in the department’s South Asia bureau, working on issues related to India, Nepal and Sri Lanka. Mr. Fontaine began his foreign policy career as a staff member of the Senate Foreign Relations Committee, focusing on the Middle East and South Asia. He also spent a year teaching English in Japan.A native of New Orleans, Mr. Fontaine graduated summa cum laude with a B.A. in International Relations from Tulane University. He also holds a M.A. in International Affairs from the Johns Hopkins School of Advanced International Studies (SAIS) in Washington, and he attended Oxford University. He is a member of the Council on Foreign Relations and has been an adjunct professor in the Security Studies Program at Georgetown University’s School of Foreign Service. He also served as the chairman of the World Economic Forum’s Global Agenda Council on the United States. Mr. Fontaine lives in Falls Church, Va., with his wife and four children.

Roland FREUDENSTEIN, Deputy Director of the Wilfried Martens Centre for European Studies, rapporteur of the EIN Working Group on ‘Transatlantic Relation’

Roland Freudenstein (born 1960) studied political science, Japan studies, economics and international relations in Bonn (M.A. 1988) and Los Angeles. From 1989-93 he was a fellow at the Research Institute of the German Council on Foreign Affairs, Bonn. From 1993-95 member of the planning staff for Foreign and Security Policy of the European Commission, Brussels. 1995-2001 Director of the Warsaw Office of the Konrad Adenauer Foundation, working on civil society building and political networking. 2002-2004 Head of unit, Foreign and European Affairs, Konrad

Adenauer Foundation, Berlin. Numerous publications on international security, Central Europe and German foreign policy.

Lothar FUNK, Professor of Economics and International Economic Relations, Duesseldorf University of Applied Sciences

Prof. Dr. Lothar Funk is Professor of Economics and International Economic Relations at the Duesseldorf University of Applied Sciences (for: Fachhochschule Düsseldorf). He is also the Coordina¬tor of Foreign Exchange at the Business Studies Department and heads the International Management Bachelor. Until mid-2005 he was also responsible for research in International Labour Relations at the Cologne Institute for Economic Research where he is still a Fellow now. He is a Visiting Fellow at the Institute for German Studies, University of Birming¬ham, as well as a member of the

council of economic advisers of the Konrad-Adenauer-Stiftung, Berlin, and a co-editor of Sozialer Fortschritt. Unabhängige Zeitschrift für Sozialpolitik (German Review of Social Poli¬cy). Antonio H. GARCIA DEL RIEGO Director European Corporate Affairs, Banco Santander

Antonio has more than 30 years of experience in the banking sector, having worked for the two most international Spanish banks in eight different jurisdictions in Managing positions. He accounts with extensive experience dealing with financial regulators as well as in leading interdisciplinary teams of different cultural backgrounds.As from April 2008, he has been appointed as Director of European Corporate Affairs of Banco Santander in Brussels.Antonio is a Fulbright Scholar, holds a Master’s degree from State University of New York and a Bachelor’s Degree in Economics from Universidad de Valladolid.

Anthony GLEES, Director of BUCSIS, University of Buckingham

Anthony Glees (MA MPhil DPhil (Oxford)) is Professor of Politics at the University of Buckingham and directs its Centre for Security and Intelligence Studies (BUCSIS). With more than twenty students taking MA, MPhil and PhD programmes, it is one of the largest such centres in Europe. He is the author of six books (four of which are single authored), numerous chapters in books, and scholarly articles. He sits on several advisory and editorial boards in his subject. His work has received detailed and repeated attention from BBC TV and Radio (numerous outlets), ITN, Sky TV, CNN, Korean TV, and radio networks in the USA, Canada, Germany and from Reuter, The Sunday Times, The Daily Telegraph, The Wall Street Journal, The Daily Mail,

The Guardian and many other newspapers throughout the world. He has a specialist concern with security and intelligence issues and has written and lectured on aspects of the history of British intelligence, on Islamism, on terrorism and counter-terrorism, on subversion in western democracies both today and in the past. He takes a particular interest in European Union and German affairs. In 2003 Simon and Schuster published his study of the UK operations of the East German intelligence service, known as the Stasi. Past publishers of his work have included Oxford University Press, Jonathan Cape and Berg. He was the advisor to the War Crimes Inquiry in the Home Office (1988-90) and his work on the Stasi was debated in Parliament on 21 December 1999. He has been invited to speak to expert audiences within the UK, the United States and the European Union (since 2001 he has been a senior security policy advisor to the EPP Parties in the European Parliament via the European Ideas Network, the EIN).Professor Glees is “professor of trust” (Vertrauensdozent) for the Konrad Adenauer Foundation.

Allan JANIK, Professor, University of Insbrück

Allan Janik, citizen of both Austrian and the United States, is a philosopher and historian of ideas. He is senior research, fellow of the Brenner Archives at the University of Innsbruck and honorary professor of philosophy at the university of Vienna. His many books include Wittgenstein’s Vienna (with S. Toulmin), The Concept of Knowledge in Practical Philosophy (in Swedish), Style, Politics and the Future of Philosophy as well as the study Towards a New Philosophy for the EU (Foundation for Political Innovation 2008). He is especially interested in problems surrounding the European Union’s “democracy deficit”, the nature of participatory democracy and the role of conflict in democratic society.

Jacob Funk KIRKEGAARD, Senior fellow, The Peterson Institute for International Economics

Jacob Funk Kirkegaard, senior fellow, has been associated with the Institute since 2002. Before joining the Institute, he worked with the Danish Ministry of Defense, the United Nations in Iraq, and in the private financial sector. He is a graduate of the Danish Army’s Special School of Intelligence and Linguistics with the rank of first lieutenant; the University of Aarhus in Aarhus, Denmark; the Columbia University in New York; and received his PhD from Johns Hopkins University, School of Advanced International Studies. He is coeditor of Transatlantic Economic Challenges in an Era of Growing Multipolarity (2012), author of The Accelerating Decline in America’s High-Skilled Workforce: Implications for Immigration Policy (2007), coauthor of US

Pension Reform: Lessons from Other Countries (2009) and Transforming the European Economy (2004), and assisted with Accelerating the Globalization of America: The Role for Information Technology (2006). His current research focuses on European economies and reform, foreign direct investment trends and estimations, pension systems, demographics, offshoring, high-skilled immigration, and the impact of information technology.

He also served as Burson Marsteller’s Head of Government Relations in Bonn and Berlin, and worked for Deutsche Telekom. Ms Joannin is a graduate in International Relations and now Director General of the Robert Schuman Foundation. She is also a lecturer at the National School for Administration. Jim KOLBE, Vice Chairman of the International Republican Institute (IRI) Board, former Congressman

Jim Kolbe currently serves as a senior transatlantic fellow for the German Marshall Fund of the United States. He advises on trade matters as well as issues of effectiveness of U.S. assistance to foreign countries, on U.S.-EU relationships, and on migration and its relationship to development. From 2008 to 2010 he co-chaired the Transatlantic Taskforce on Development with Gunilla Carls-son, the Swedish minister for international development cooperation. The Taskforce consisted of experts from both sides of the Atlantic from governments, NGOs, foundations and corporations and made strategic recommendations on development for the U.S. administration as well as to European audiences. In 2011-12, he co-chaired another task force with the Swedish minister for

trade. This task force developed a strategic plan for the launching of U.S.-EU trade negotiations, now known as the Transat-lantic Trade and Investment Partnership talks. He currently chairs a third task force funded by the Finnish Foreign Ministry looking at private sector investment to assure food sustainability in sub-Saharan Africa.In addition to his work with the German Marshall Fund, Kolbe serves as a senior advisor and strategic consultant to McLarty Associates and is president of JTKConsulting, which represents the interests of Arizona clients to the United States Congress. Kolbe serves as vice chairman of the Board of Directors of the International Republican Institute, and is a member of the boards of directors for Freedom House, the Institute for Science and Global Policy, the Project on Middle East Democracy. In Arizona, he serves on the boards of directors for the Community Food Bank and Critical Path Institute. He is also co-chair of the Governor’s Transportation and Trade Task Force, and is a member of the Council on Foreign Relations.For 22 years, Kolbe served in the United States House of Representatives, elected for 11 consecutive terms, from 1985 to 2007. He represented the Eighth (previously designated the Fifth) congressional district, comprising the southeastern part of Arizona with Tucson as the main center of population. Prior to coming to Congress, he served for six years in the Arizona State Senate. While in Congress, Kolbe served for six years on the House Budget Committee and for 20 years on the Appropriations Com-mittee. In that capacity he was responsible for deciding the allocation of the budget and the terms for spending appropriated funds. Walid Phares was born in Lebanon, where he studied at the Lebanese and St Joseph Universities. After earning degrees in law, political science and sociology, he practiced law in Beirut. He then earned a Masters degree in International Law from the Université de Lyon in France and a Ph.D. in international relations and strategic studies from the University of Miami. He emigrated to the United States in 1990.As of 2008, Phares teaches Global Strategies at the National Defense University in Washington, D.C. He is a Senior Fellow and the Director of the Future Terrorism Project at the Foundation for

Defense of Democracies in Washington, D.C., and a Visiting Fellow at the European Foundation for Democracy in Brussels. In 2008 he also became the Coordinator of the Trans-Atlantic Parliamentary Group on Counter Jihadi-Terrorism. Phares taught at the Department of Political Science at Florida Atlantic University between 1993 and 2005. He has been a senior lecturer at the Lifelong Learning Society since 1994. Javier RUPÉREZ, Former Executive Director at the United Nations security council, former Ambassador in Washington

Javier Rupérez, a Spanish politician, diplomat and writer, was born in Madrid on April 24, 1941. He holds degrees in Law (1962) and Journalism (1975) from the Complutense University of Madrid. Since 2006 he has held the rank of full Ambassador within the Spanish Diplomatic Service, which he joined in 1967 and from which he retired in 2011.Already active in politics in his university years as a member of the clandestine Christian Democratic opposition to General Franco, he was one of the founders, in 1962, of the monthly magazine

“Cuadernos para el Dialogo”, edited by Joaquín Ruiz-Giménez, where he wrote regularly about foreign policy, cinema and theatre. After Franco’s death in 1975 he joined the centrist party Unión de Centro Democrático (UCD) led by Prime Minister Adolfo Suarez, of which Rupérez was Secretary for Foreign Relations and member of the Executive Committee. In 1982 he joined the Partido Demócrata Popular (PDP), later called Democracia Cristiana (DC), of which he was elected Vice President and later (1988) President. He was instrumental in facilitating the merging of the PDP/DC party with other center right parties-in particular Alianza Popular led by Manuel Fraga Iribarne- to form the new Partido Popular(PP), led by the future Prime Minister (1996–2004) José María Aznar.
