Managing A School-Based MEWAPAISBOA Health Benefit Trust Background
Has existed since 1968 in various forms
Trust was created as a self-funded entity in 2016 and spun off from the PAISBOA Association in 2013. ACA rules required the formation of a separate organization
to offer insurance as a collective.
Trust is regulated by the Pennsylvania Department of Insurance and can offer throughout the state
138 member groups currently – all are independent non-profit entities
PAISBOA covers over 9,700 employees and 16,000 participants
Members range in size from 4 employees to over 600

Regulations vary dramatically throughout
the U.S., with some States prohibiting self-
funded MEWAs
Challenges of forming AHPs
100 different employers probably offer 200-300 different plan designs,
HMO, PPO, POS, HDHP’s, narrow-network
plans – AHP needs to reach consensus on 4-5
benefit offerings
Establishing necessary reserves if
self-insured & securing stop-loss if
it’s a mixed association can be
