However, this final rule standsto directly affect end-use sectorsserved by the metal finishing industry-businesses that generate certainwastes from the manufacturing ofmotor vehicles and light trucks, forexample. These include at least sevencurrent F019 generators withinthese two sectors (four auto andthree light truck/utility vehicleplants) and up to 42 other facilitiesthat may begin applying aluminumparts and could potentially generateregulated F019 waste without thisfinal rule.
Finishing industry analysts arehopeful that this latest amendmentmight clear the way for future exemptions that could eventually impact joband captive shops more directly. Iknow The Policy Group is currentlyhard at work in securing exemptionsthat would ease both regulatory andfinancial burdens on finishers as itrelates to certain waste classifications. Specifically, this relates to aproposed EPA rule concerning a newdefinition of solid waste. In short,The Policy Group is hoping the EPAwill enact regulatory changes thatwould encourage recycling of "hazardous" wastes while lowering materials handling costs for finishers.

Earlier this month theEnvironmental Protection Agency
(EPA) announced its plans to amendthe list of hazardous wastes fromnon-specific sources (called F-wastes)by modifYing the scope of the EPAHazardous Waste No. F019.Specifically, the agency plans toexempt wastewater treatment sludgefrom zinc phosphating, "when suchphosphating is used in the motorvehicle manufacturing process." Ofcourse, this is provided that thewastes are not placed outside on theland prior to shipment to a landfillfor disposal, and the wastes are placedin landfill units that are subject to, ormeet, the specified landfill design criteria, the amendment states.
Furthermore, this rule amendsthe Comprehensive EnvironmentalResponse, Compensation, andLiability Act (CERCLA) list ofHazardous Substances andReportable Quantities so that theF019 listing description is consistent with the amendment to F019under regulations for hazardouswastes from non-specific sources.(Note: This final action on the F019listing does not affect any otherwastewater treatment sludges eitherfrom the chemical conversion coating of aluminum or from otherindustrial sources.)
One of my trusted sources at ThePolicy Group-which has not beendirectly involved in any advocacyeffort connected with this particularamendment-informed me that theruling will not affect finishers. Thisis because most finishing operationson the job shop front handle sludgethat is classified as F006 rather than
