    EmergingProfessionalsDesignCompetition

    INTRODUCTION

    AIAMilwaukeeisproudtoannounceits2013Designcompetition:Kilbourn Town Entertainment Complex,

    asinglestagelocalideascompetitiondedicatedtoexaminingandndingsolutionstosomeofthelargeurban

    designchallengesfacingtheCityofMilwaukee.

    Thisyearscompetitionfocusesuponthecontinueddemandandevolutionofthefacilitieswedesignby

    developinganadjacententertainmentcomplexforMilwaukeesmainarena,theBMOHarrisBradleyCenter1,

    capableofprovidingauxiliarysourcesofincomeanddelayingtheneedtodemolishtheexistingfacilitytomake

    roomforanewonetoprovidethesesourcesofincome.

    TheresultsofthecompetitionwillbeannouncedinAprilatapubliceventheldbyAIAMilwaukee.Ajury

    ofprofessionalsandpeerswillcritiqueallentriesandselectaFirst,Second,andThirdprize.Honorable

    mentionsmaybeawardedbythejudgesattheirdiscretion.AllentrieswillbepublishedontheAIAMilwaukee

    website,publiclydisplayedatlocalvenuesaswellasincludethepossibilityofotherpressopportunitiesinlocal

    andregionalpresssources.AIAMilwaukeealsointendsonpublishingallentriesinahardboundbookwhich

    willbeavailableforpurchaseinsummerof2013.

    Allentriesmaybetheworkofanindividualorofateamconsistingofuptothree(3)members.

    AsofOctober1st,2010NCARBallowsinternstoearnupto40core

    hoursinanIDPtrainingareaforthecompletionandsubmissionofa

    designcompetitionoutsideofarecognizedworksettingoracademic

    requirement.Thisdesigncompetitionisdesignedtoalignwiththe

    SiteandBuildingAnalysisorSchematicDesignTrainingareaandStudentsandinternswhocompletethiscompetitionareencouragedto

    lloutandsubmittheDesignCompetitionVericationFormincluded

    withthesupplementalmaterialstoNCARBtoreceivetheirIDPcredit.

    BACKGROUND

    TheBMOHarrisBradleyCenterishometothreesportsteams,theNBABucks,theAHLMilwaukeeAdmirals,

    andtheMarquetteUniversityGoldenEaglesNCAAMensBasketballteamandhostscloseto2millionpeopleannuallyforawiderangeofconcerts,sportingeventsandotherspecialevents.Abletoholdupto20,000

    peopleforasingleevent,theBMOHarrisBradleyCenterisWisconsinslargestandbusiestmultipurpose

    publicassemblyvenue.

    TheCenterisactivecloseto300daysayearwithsportingevents,specialeventsandotherpublicand

    privateevents.The20+yearoldfacilitieswereadequateatthetimeoftheircompletionin1988,butwiththe

    demandsoftodaysconcertsandprofessionalsportsteams,thearenaislookingforothersourcesofincometo

    supplementitsnancialneeds.

    OthercitiessuchasGlendale,AZandLosAngeleshavesuccessfullydevelopedentertainmentcomplexes

    centeredaroundarenasandsportingfacilities.Thesecomplexesfeatureshopping,restaurants,bars,and

    entertainmentoftheirownattractingthoseattendinganeventatanearbyfacility,aswellasotherswhoare

    justlookingforagoodtimeoragoodplacetoeat.

    TheproximityofunderutilizedandvacantadjacentlandneartheexistingarenainMilwaukeeaswellasthe

    adjacentWisconsinCenterDistrictincludingWisconsinslargesttheater,theMilwaukeeTheater,theU.S.

    CellularArenaaswellastheDeltaCenter,MilwaukeesConventionCenter,makesthisanideallocationto

    provideanentertainmentcomplexcapableofhandlingthecrowdsintothetensofthousandwhodescenduponthisareaofdowntownyearround.

    SITE DEFINITION

    CompetitorsarelimitedtotheareaboundedbyStateStreetontheSouth,6thStreetontheWest,Juneau

    AvenueontheNorthandtheexistingBMOHarrisBradleyCenterand5thStreetontheEast.PleaseseetheincludedSitePlanAfordetails.Perthisplan,thesiteincludestheexistingBMOHarrisBradleyCenterparking

    structuretotheimmediateWestofthearenaaswellasthesurfacelotatthecornerofJuneauand6thstreets.

    Competitorsmayproposesolutionsthatoccupyanyreasonablepercentageofthetotalsitearea.Competitors

    areencouragedtopushthesiteboundarieswhereappropriateforconnectivityorfortheoverallintent.

    TheexistingHighlandAvenueRightofWayshallbepreservedbutdoesnotneedtobefullyaoperatingstreet

    inproposedsolutions.Aclearspaceof30shallbeprovidedforaboveeachright-of-waywithintheproject

    boundaries.Right-of-waysaredenedasoutsideedgetooutsideedgeofexistingsidewalks.Existingstreet

    mustretaintheircurrentcapacity,butmaybeexpandedforconnectionsintothesiteoraspartoftheteams

    scheme(ie:largermedians).

    Allsolutionsshallincludeintheirproposaltherelocationofallexistingparkingplaces,thisincludesthe776

    spaceparkingstructureaswellasthe72spacesurfacelotcurrentlyoccupyingthesesites.Theseparking

    requirementsmustbemetwithinthesiteboundariesbutmaybeintegratedinsurface,above,orbelowground

    asdesiredbytheteam.

    PROGRAM

    Alimitedprogramisprovidedwiththecompetitiontogivesomedirectiontothedevelopmentofthesite.

    Teamsareencouragedtodeveloptheirownprogramaspartoftheirentry,meetingtheprovidedcompetitoin

    objectives.

    Parking:Amininumof848parkingspacesshallbeprovidedforinthenewfacilitytoreplacethosecurrently

    occupyingthesite.Locationofaccesspointstotheparkingshallbeaconsiderationoftheteamandbe

    plannedassuchtominimizebackupsonadjacentstreetswhileenteringandexitingwhichhappenswiththe

    currentlayout.

    ExistingROWs:TheexistingHighlandBlvdRight-of-Wayasitgoesthroughthesiteshallbepreserved,but

    neednotremainactivevehicularstreets.Aclearspaceof30shallbeprovidedforaboveeachright-of-way

    withintheprojectboundaries.Theright-of-wayshallbedenedasoutsideedgetooutsideedgeofexisting

    sidewalks.Otherexistingstreetsmustretaintheircurrentcapacity,butmaybeexpandedforconnectionsinto

    thesiteoraspartoftheteamsscheme(ie:largermedian).

    Connections:ThefaclitiyshallmaintainaskywalkconnectiontoMATCacross6thstreet.Theskywalkshall

    beaccessiblefromparking.TheteammayalsochoosetoaddoneacrossStateStreettoconnecttothe

    MilwaukeeTheater.TeamsmaychooseaphysicalconnectiontotheBMOHarrisBradleyCenter,howeveritis

    notrequired.TheWestentrancetotheBradleyCenterfacilityshallbeintegratedandutilizedinthesiteplan.

    MixedUse:Theproposedfacilityshallprovideamixeduseforthesite.Projectteamsarelefttodetermine

    whattheseuseswillbe.Afullydevelopedprogramneednotbedeveloped,howeverproposedspaceusage

    shallbeindicatedonthebuildingplans.

    CRITERIA FOR EVALUATION

    1.Manyscalesofactivityoccuronoradjacenttothesite.Carsaswellaspedestrianswillbesharingthis

    space.Theproposedsolutionshalltintotheurbancontextinwhichitislocated.

    2.Thesiteshallcontinuetosupportitscurrentuses(parking)whileprovidingnewandexpandedrevenue

    generatingopportunitiestobothpatronsoftheadjacentarenasandtheatersvisitorsonbotheventandnon-

    eventnights.Revenuegeneratingopportunitiesshallinclude,butnotbelimitedtoProShops,Restaurants,

    Bars,Lounges,Entertainmentspacesandotheradvertisingvehicles.Entrieswillbejudgedbasedonhow

    manyandhowwelltheyintegratenewrevenuegeneratingopportunities.

    3.Manyaccesspointsexistonthesite.Beforeduringandafterevents,thesitewillcontainseveralthousand

    peopleatagiventimeeitherutilizingitormovingthroughit.Proposalsshallefcientlymovepeopleandcarsthroughthesite.Entrieswillbejudgedbasedonhowwelltrafcowatallscalesisaccommodatedand

    mitigated.

    4.Astheworldcontinuestourbanize,undevelopedlandisbecomingmoreandmorescarceanddesign

    professionalsareincreasinglyaskedtodesignaroundagivensetofboundariesandconstraintsthaturban

    sitesfrequentlyhaveleadingtodenserdevelopmentsonincreasinglyalreadydevelopedsites.Allproposals

    shallremainwithintheconstraintsoutlinedwithinthisbriefexceptforthoseexceptionsspecicallynoted

    within.Entrieswillbejudgedbasedonhowwelltheavailablelandisutilizedandrespondstoitsplaceinthe

    cityanditsnewuses.

    orthoseinvolvedinanycapacitywiththe

    participate.

    available.

    Alldrawingsandarchitecturalscalesshouldbe

    presentationboardin12-pointhorizontallyorientedtypeinthebottomrighthandcorner.

    Allmaterialreceivedbytheorganizersbecomestheirproperty,includingreproductionrightsandwillnotbe

    returned.
