HISTORY

As a direct result of the civil rights activities and social unrest during the 1960s, the late Senator Al Alquist, in 1969, authored Assembly Bill 164, which allocated state funds to create EOPS in the California Community College system. This program was developed so that any person who wanted a higher education would be able to obtain one. AB 164 was signed into law by Governor Reagan in 1969.

MISSION STATEMENT

To provide “over and above” support services to eligible students challenged by language, social, economic, and educational barriers. EOPS is committed to assisting students with successfully completing their educational goals and objectives.

STUDENT RESPONSIBILITIES

To remain eligible for services, students must:

Have an EOPS Application and Mutual Responsibility Agreement on file

Attend an EOPS Orientation

Have an Educational Plan on file

Complete 3 appointments with an EOPS Counselors each semester

(1 appointment during the summer) Deadline Date to Complete for

STUDENT RESPONSIBILITIES

To remain eligible for services, students must:

Complete the Progress Report

Attend at least one workshop per semester

Maintain full-time status

Make Academic Progress maintain at least a 2.0 GPA, “C” or better

EDUCATIONAL PLAN

Serves as a roadmap for accomplishing your educational goals

Provides semester-by-semester listing of courses

Indicates estimated graduation date

Is one of the requirements to receive priority enrollment

Assists in maintaining correct path to reaching academic goal, without

taking unnecessary classes

CARE

The CARE program was established by the State of California to help welfare recipients and their children break the welfare dependency cycle through education and job training. The program was created for the community college system in 1982, as a result of Assembly Bill 3103.

CARE is a supplemental component of EOPS that specifically assists EOPS students, who are single, head of a welfare household with young children, by offering supportive services so they are able to acquire the education, training and marketable skills needed to transition from welfare-dependency to employment and eventual self-sufficiency for their families.

CARE is the first state-funded and only statewide program of its kind in the nation.
