ARTIST BRIEF

1.0 INTRODUCTION

The City of Swan is seeking Expressions of Interest from experienced artists who can undertake the conception and execution of a large community mural. The purpose of Public Art in the City of Swan is to “add to the visual amenity, promote cultural diversity and celebrate Place” (POL-C-142). A vision of the City’s Strategic Community Plan is to create unique and attractive places, recognizing that public art can strengthen local identity and enrich the visual environment. The City wishes to engage a suitably qualified artist/artist team to work with the Midland community to design and paint a mural for the Weeip Park Youth Space within the New Junction development. The New Junction is an urban development within the City of Swan that will connect the original Midland Junction with the Midland Gate Shopping Centre precinct and complement Midland’s thriving commercial and residential centre and nearby regional centres. The New Junction will feature a series of high quality parks, open spaces and community facilities as well as new living and business opportunities. The canvases for the mural are the two walls of the Youth Zone which will be located in Weeip Park. 1.1 PROJECT BACKGROUND

The City of Swan is transforming the Midland Oval precinct into a lively town centre and civic precinct with shops, offices, restaurants, new dwellings and a series of connected Public Open Spaces and streetscapes. Overall, redevelopment of the Precinct is expected to deliver up to 1,000 new dwellings, 20,000 square metres of new retail floor space, 6,000 square metres of restaurants and almost 90,000 square metres of new office floor space. This major project is known as the New Junction Development which comprises approximately 11 hectares of land bounded by Morrison Road, Keane Street, The Crescent and Sayer Street in Midland. Stage One of the development is the construction of Weeip Park, the primary open space for the New Junction. Weeip Park will include a civic zone nestled amongst a large grove of wandoo trees; adjacent to this space is a grassed oval with perimeter path and terraced seating. A youth space and playground make up the eastern side of Weeip Park. The Community Art Mural will be located on two of the Youth Spaces walls. As chosen by local Whadjuk elders, the park is named after the significant Whadjuk Noongar leader, Weeip. The Public Art Strategy for the precinct has three primary themes that support the creation of a place that will become the ‘Midland’s Local’. The three themes are:

1. Connections and Crossroads • Bringing the best of the region together in one place; • Creating a gateway to an urban or regional experience; • Unifying all parts of the Midland town centre; and • Connecting locals and visitors through meeting places, celebration spaces,

attractions and facilities. 2. Big Backyard

• Creating comfortable, familiar and inclusive spaces that reflect the region’s lifestyle;

• Providing recreation and play, activities that are fun and social, not passive or ornamental;

• Creating a place to tell stories and catch up with friends; and • Celebrating regional produce, by nourishing delight

3. Built by Hand • Building an urban form and landscape that is reflective of the town’s urban

fabric. blending of old and new; • Creating a warm, engaging, and tactile material and colour palette; • Celebrating the people, families and partnerships that have built the town; and

• Honouring the ‘Midland-way’ – mateship, cultural mix and “can do” attitude. 2.0 PROJECT BRIEF AND LOCATION The Weeip Park Community Art Mural is intended to increase community identity as well as to engage the youth of Midland as community stakeholders. Specifically the project goals are:

1. To create a vibrant landmark that will facilitate a sense of place and identity for the Weeip Park Youth Space.

2. To meaningfully engage the local community in identifying key themes of place and belonging, particularly as they relate to the Place Making themes outlined above.

3. To translate the results of the community engagement in to a professional mural image of high quality.

4. To foster an energetic and creative atmosphere for the youth of Midland. 5. To show, by example, to the young people of Midland, the significance of the creative

arts in creating community and as a profession. The canvases for the mural are two perimeter walls of the Youth Zone. The longer wall runs north to south and makes up part of a gantry structure. This structure allows access to a second level of play and viewing. The second wall runs east to west and forms part of the basketball court yard (see illustration below). Together the walls of the mural should read as a considered set. The image/images/graphics may vary but should be linked thematically and aesthetically. Notwithstanding the desire for narratives of place, there is no requirement for the murals to be a collage of images but could encompass singular elements. The City is looking for designs which are positive, forward thinking and will contribute to the overall discourse of the City’s public art collection. 3.0 PROJECT BUDGET

The project budget is $ 40,000, inclusive of design and installation/painting of the mural.

4.0 ARTIST SELECTION

As is reflective of the inhabitants of the City of Swan, multi-cultural and multi-disciplinary teams are encouraged to apply. Each artist/artist team is asked to provide evidence of past works relevant to this project as well as briefly outline methodologies and examples of community engagement. A brief description of materials and painting process is also requested. EOI’s will be assessed by the panel for:

1. Quality of previous works 2. Demonstrated ability to work with the community 3. Clearly articulated methodology for meaningful community engagement that addresses

both potential users of the Youth Zone as well as the wider community. 4. Demonstrated ability to complete works with time, budget and quality 5. A brief response to the project indicating approach to the outlined public art themes,

potential concepts, and materials. (Please note that short-listed artists will be asked to develop these design proposals to a more detailed level).

From these submissions, four artists will be short-listed. The short-listed artists/artist teams will be paid $ 500 to complete a more detailed design proposal and attend an interview with the selection panel. It is recognised that these detailed designs will then necessarily evolve through community consultation undertaken by the selected artist. Selection panels for artwork generally consist of a member of the City’s Project Management team, the City’s Landscape Architect, a public art professional and community representatives. The selection panel will make a recommendation for an Executive decision.

5.0 EXPRESSION OF INTERESTS SUBMISSION REQUIREMENTS

EOI submissions must be formatted into a single pdf file and submitted electronically or in hard copy to the City. Submission materials must include:

1. A letter indicating interest and capacity to undertake the project within the timeframe and budget. If a team submission, please indicate a team leader.

2. A brief but clearly articulated methodology outlining the artist’s approach to community engagement.

3. Ten images of previous relevant work, both individual and team if applicable. 4. List of images including title, location, materials, dimensions, budget 5. Current CV’s of each of the team member. 6. Two references from clients of previous work. 7. Confirmation that the artist/artist team is able to meet the schedule provided.

Submissions that do not include the listed materials will not be considered.

6.0 SHORTLISTED ARTISTS

The short-listed artists/artist teams will be invited to make a submission via an RFQ process. Each will be paid $ 500 to complete a more detailed design proposal and attend an informal interview and site visit with the selection panel. The RFQ will outline the submission materials as well as the assessment criteria. These are likely to include:

1. Initial concepts and ideas for the artwork (we understand that these are likely to evolve with input from the community).

2. A brief reflection on how the wall and building will be engaged as a single canvas. 3. Proposed methodology and format for engaging the community. 4. List of any queries, concerns and considerations. 5. Schedule of works to fit within the project schedule.

7.0 COVID 19 AND COMMUNITY CONSULTATION

The COVID19 pandemic has fundamentally changed how we can and will meaningfully engage with the community on future public projects. In this, artists should consider and elaborate on novel engagement methodologies that are appropriate to this project. 8.0 SCHEDULE:

9.0 CONDITION OF CONTRACT
