WHEREAS,povertyreduction,resourceconservationand protection,productivityenhancement,climatechangemitigationandadaptation,areamongthepriorityprogramsof thegovernment;WHEREAS,there is a needto consolidateand harmonizeall greeningeffortssuch as UplandDevelopmentProgram,LuntiangPilipinasand similarinitiativesof the government,civi lsocietyand privatesectorundera NationalGreeningProgram;WHEREAS,the Departmentof Environmentand NaturalResources(DENR)is the primaryagencyresponsiblefor the conservation,management,developmentand proper use of the country'senvironmentaland naturalresources;WHEREAS,the Departmentof Agriculture(DA) is the leadagencytoboostfarmers'incomeandreducepovertyintheruralsector;WHEREAS,the DepartmentofAgrarianRefornr(DAR)is theleadagencyin the implementationof agrarianreformand sustainableruraldevelopment

programs;WHEREAS,the DA,DENR,DARpursuantto JointMemorandumCircularNo. 1 series2O1Ohave adopteda ConvergenceInitiativeto integrateandstrengthendevelopmentframeworkbetweenand arnongnationalgovernment,localgovernmentagenciesand otherstakeholders,whereincomplementaryhuman,physicalandfinancialresourcesareefficientlyandeffectivelydeployed;WHEREAS,Execut iveOrderNo.23series2011hasmandatedtheDA-DAR-DENRConvergencelnitiativeto developa NationalGreeningProgramincooperat ionwiththJ Deparlmentof Educat ion(DepEd),Commissionon HigherEducation(CHED),Departmentof socialwelfareand Development(DSWD),Departmeniof guOgeiand Management(DBM),privatesectoranq otherconcernedagenciesandinstitutionsNOW,THEREFORE,I, BENIGNOS. All other greeningeffortsof the privatesectorand civil societyshall beharmonizedunderthe NGPSection 3. Strategies. In orderto ensurethe successfulimplementationof the NGP,the followingstrategiesshallbe adopted:3.1 Socral Mohilization

3.1.1Al l students,ident i f iedbythe DepEdandCHEDandal lgovernmentemployeesshallbe individuallyrequiredto planta minimum of ten (10) seedl ingsper year in areasdeterminedby the ConvergenceInitiative. Privatesectorsand civil societygroups shall l ikewisebe encouragedtoparticipatein the NGP.3.1.2With appropriateassistancefrom the governmentandthe privatesector,the Peoples'Organizations(POs)shallbegiventhe primaryresponsib i l i tyof mainta in ingandprotect ingthe establ ishedp[antat ions.

3.2 Harmonization of Initiatives3.2.1 Al l t ree plant ing in i t ia t ivessuch as the UplandDevetopmentProgram, Lunt iang Prlrp inasand simi laractivitiesof the government,privatesector,LGUs and theciv i lsocietvshal lbe harmonizedundertheNGP.3.2.2 Al l governmentinst i tut ions,especia l lyDA, DAR,DENR,CHEDand DepEdshal lproduceappropriatequal i t ,vseedl ingsannual lyfor the NGP. beprovidedby DA,DENR,andDARundertheConvergenceInit iat ive.3.3 Provisionof Incentives

3.3.1 All proceedsfrom agroforestryplantations,dulyaccountedby the DENR,shallaccrueto theNGPbeneficiarycommunitiesto addressfoodsecurityandpovertyreduction.3.3.2 NGP beneficiarycommunit iesshal lbe consideredpriorityinthe ConditionalCashTransfer(CCT)Program.3.3.3 Appropriateincentivesshall be developedby theConvergence Initiative to encourage rainforestation,particularlyin theprotectedarea.

3.4 Monitoringand Managementof Database3.4.1The DA, DAR, DENR,shall developa centralizeddatabaseand provideregularmonitoringand timelyreportontheprogressof theNGP.3.4.2The Convergencesector,civil societyandevaluationof the NGP.

5.16 All other governmentagencies,instrumental i t ies,includinggovernment-ownedand controlledcorporations(GOCCs),stateuniversitiesand colleges(SUCs),shallprovidefull supportandassistanceto theNGP.Sect ion6. lmplementingGuidel ines,Al l part icipat ingagencies/institutions,withinfifteen(15)daysfromthe dateof thisExecutiveOrder,shallissuetheirrespect iveguidel inesto implementtheNGP,copyfurnishedtheNGPOversightCommittee.Sect ion7. Funding Mechanisms. Funds needed for theimplementationof the NGPfor the currentyearshallbe providedby the DBMand fundingfor the succeedingyearsshallbe incorporatedin the regularappropriationof participatingagencies.Section 8. SeparabilityClause. Any portionor provisionof thisExecutiveOrderthatmaybedeclaredunconstitutionalshallnothavetheeffectofnullifyingotherprovisionshereof,as longas suchremainingportionscan stillsubsistandcanbegiveneffectintheirentirety.Section 9. RepealingClause. All rulesand regulationsand otherissuancesor partsthereof,whichare inconsistentwiththisExecutiveOrder,areherebyrepealedor modifiedaccordingly.Section 10. Effectivity. This ExecutiveOrder shall take effect
