Fisheries management and harvesting for optimum yield are inextricably linked to quality of habitat, and consideration of habitat is now explicitly incorporated into NMFS policy. The draft Law of the Sea Convention governing seabed mineral development deals almost exclusively with mining for manganese nodules. This emphasis on a single resource has in effect placed a mora- torium on the exploitation of other minerals and, unless addressed, may preclude investment in all but nodule mining. If science is the new religion 'taking over the job of explaining the world and our place in it,' then it has a High Church and a Low Church. The High Church is the church of reductionism ('the actual machinery of the world is hidden under the bonnet'); the scientific priesthood so many mechanics who can understand and interpret. The Low Church 'sees the world as a web of autonomous living things' in which scientists are a fallible part; a kind of Protestantism or Quakerism, distrustful of the 'technical fix'; a radical challenge to dogma.
