EXECUTIVE SUMMERY
The Local Government Enhancement Sector Project (LGESP) was approved by ADB on 29
September 2011 with an amount of $ 59 million equivalent from ADB’s Special Fund Resources.
The loan became effective on 27 November 2011 and the loan closing date was 10 January 2018.
State Ministry of Provincial Councils and Local Government Affairs (SMPCLGA) (formerly Ministry
of Provincial Council and Local Government (MPCLG)) is the executing agency which
implemented the project through Project Management Unit (PMU), and subproject coordination
units (SPCU) have been established in each provincial council (total seven) to supervise and
coordinate and project implementation. LGESP has been supporting local infrastructure
improvement and basic service delivery in less-developed areas in seven provinces (excluding
the Northern and Eastern Provinces), based on a bottom-up, demand-driven approach. The
project was performing well under the original loan, therefore ADB approved an additional
financing loan in year 2016.
Impact of the project will be strengthening the financial and technical capacities of the local
authorities of these seven provinces. The outcome will be improved local infrastructure and
services delivered effectively by local authorities or NWSDB in less-developed areas of seven
provinces in Sri Lanka. The additional financing loan has three outputs.
Output 1: Water supply systems in CKD-affected areas improved. Output 2: Local infrastructure and basic service delivery improved. Output 3: Local government policy reform advanced and capacity strengthened.
Institutional mechanism for Environmental Safeguards is adequate with officials of safeguard
monitoring available at all tiers of project management like PMU, SPCU and supported by
consultants.
IEEs of all subprojects submitted to ADB are approved and disclosed in ADB and Puraneguma
websites. DDRs of all subprojects are also approved and disclosed in both web sites.
The required statutory clearances have been obtained for all sub-projects presently under
construction as detailed in the main report.
Loan Covenants related to Environmental Safeguards are being complied regularly.
Environmental Management Plan is being monitored regularly through SESMS (a software
developed by ADB) and regularly reported.
This semiannual report on Environment Safeguard discusses the overall physical progress with
environmental compliance status of Category “B” sub projects for which IEEs have been prepared
as per ADB SPS 2009 coming under Output 01. In addition, status of physical progress of
Category “C” sub projects, coming under Output 02 has also been annexed. Physical progress of
both Outputs is as on 30th June 2021.
Progress of sub-projects which are under construction are discussed in the report. There were
no environmental issues in the sub projects which are completed. Two sub project of output 01
namely NCP-AF-WS-CKD 22 and NCP-AF-WS-CKD 13 are under pre-construction phase and its
physical progress is not significant to report as it is still under bidding process. Overall summary
of physical progress of category “B” sub projects is given in table 01. Appendix 01 gives the status
of ADB approval of all IEE reports.

Appendices 03 and 04 give two examples of a selected sub project showing a completed Mitigation Compliance Report in the SESM system for the month of June 2021 and its related computer-generated report where compliance status of mitigatory measures and further actions on improvement of mitigation measures have been given. During this reporting period, it had been noticed that there has been reasonable compliance to Covid 19 guidelines and workers too seemed to be adopted to new normal situation. However, during the reporting period, two sites in Central Province, one site in NWP and two sites in North Central Province had been closed for about two weeks in the month of May 2021 following lockdown situation in the country. This situation has resulted in slow progress in those sites.
In conclusion, it can be mentioned that both environmental and health risks have been controlled in all subprojects, by taking the required preventive and mitigation measures, as and when required and as specified in the EMP.
The environmental safeguard compliance during the reporting period and cumulative basis could be said to be satisfactory.

1. INTRODUCTION
1.1. Background
The Local Government Enhancement Sector Project (LGESP) was approved by ADB on 29
September 2011 with an amount of $59 million equivalent from ADB’s Special Fund Resources.
This project was envisaged to improve the effective delivery of local infrastructure and services
in selected LAs in less-developed areas of Sri Lanka. Under the project, 108 Local Authorities
have been selected in seven provinces (excluding the Northern and Eastern provinces), whose
reform plans are reviewed and confirmed by the government, and implement subprojects such
as roads and bridges, water supply and sanitation, drainage, solid waste management, and other
basic facilities, including buildings or enhancing health-care centers and public markets. The loan
became effective on 27 November 2011. State Ministry of Provincial Councils and Local
Government Affairs (SMPCLGA) (formerly known as Ministry of Provincial Council and Local
Government (MPCLG)) is the executing agency and functioned through Project Management Unit
(PMU) established in Colombo and subproject coordination unit (SPCU) established in each
provincial council (total seven) to supervise and coordinate and project implementation. LGESP
has been supporting local infrastructure improvement and basic service delivery in less-
developed areas in seven provinces based on a bottom-up, demand-driven approach. The
original loan was closed on 10 January 2018. Based on the performance of the original project,
ADB agreed to provide an additional finance to the scale up the well performing project and to
include (i) improvement of water supply systems in areas affected by chronic kidney diseases
(CKD); (ii) improvement of local infrastructure and basic services delivery; and (iii) advancing
policy reform of PS and strengthening their capacity.
Impact and Outcome. Strengthened financial and technical capacity of the local authorities in
less-developed areas within the selected seven provinces is the expected impact of the project.
Improved local infrastructure and services delivered effectively by local authorities or National
Water Supply and Drainage Board (NWSDB) in less-developed areas in these seven provinces
will be the outcome of the project.
1.2. Description of the components:
The additional financing was designed to achieve three outputs as follows:1
Output 1: Water supply systems in CKD-affected areas improved. The additional financing
will finance development and expansion of water supply systems in CKD-affected areas in the
four provinces (Central, North Central, Northwestern, and Uva) to provide safe drinking water.
The schemes include development of new water supply systems and expansion of existing
systems, mostly run by NWSDB. Facilities such as raw water intakes, water treatment plants,
overhead tanks, and transmission and distribution networks are eligible for financing. About 30
water supply schemes will be developed or expanded in CKD affected areas and will be
implemented by respective provincial councils with technical inputs and supervision support from

NWSDB. Considering the nature and complexity of the schemes, the piped network will be
operated by NWSDB, except in local authorities which have adequate operational capacity. If
local authorities are identified to be the appropriate entity to implement the subprojects, such local
authorities will first have to submit a reform plan, as practiced in the original project, prior to the
subproject implementation. PMU, through design and supervision consultants (DSCs), will
provide capacity augmentation for construction supervision, when the resources available from
NWSDB are insufficient.
Output 2: Local infrastructure and basic service delivery improved. Social and economic
infrastructure will be improved by newly participating local authorities. The approach will remain
the same: 29 new Pradeshiya Sabhas from five provinces (Central, Northwestern, Southern, Uva,
and Western) which have not been supported under the LGIIP and LGESP will first have to submit
a reform plan approved through a council resolution, which will be reviewed and confirmed by the
Ministerial Committee of SMPCLGA to ensure that the minimum reform requirements are met.
Then they will be qualified for the provision of a capital grant for infrastructure improvement.
Eligible subprojects include (i) environmental infrastructure, (ii) economic infrastructure, (iii) public
health infrastructure, and (iv) other local authority facilities. PMU, through DSCs, will support
preparation of design and ensure the quality of the work. For both outputs 1 and 2, only the
subprojects that meet the subproject selection criteria will be implemented.
Output 3: Local government policy reform advanced and capacity strengthened. The
additional financing will support establishment of IT solutions, which were developed under the
original project and installed in the original 108 PradeshiyaSabhas, in 29 new PradeshiyaSabhas,
and further advance business process reengineering in both original and new PradeshiyaSabhas.
The activities will include (i) implementation support of the guidelines developed under the
Capacity Development TA (CDTA), (ii) development and installation of additional software to
simplify and increase efficiency of local administration, and (iii) capacity building programs to
strengthen technical, financial, and administrative capacity of the original and new
PradeshiyaSabhas, provincial councils, and SMPCLG.
1.3. Screening and categorization of the sub-projects.
The sector project is classified as environmental category B project where the impacts are
manageable through implementation of a well-developed environment management and
monitoring plan. The subproject does not fall within the “prescribed list” of projects that needs to
undergo the environmental impact assessment process under the national environmental act and
ADB’s SPS 2009.
1.4. Details of site personnel and/or consultants responsible for environmental monitoring.
The project has an “Environment and Social Safeguard Manager ” at central level i.e., the
Project Management Unit (PMU) and at the provincial level, each province Subproject
Coordination Unit (SPCU), a Reform & Safeguard Manager (Social, Environmental and
Gender) will look after the Environmental Safeguard issues. These officers in the project are
supported by the “Environment Safeguard Expert” of the Project Management Consultants at
National level and “Safeguard Expert (Environment)” of the Design and Supervision
Consultants at Provincial Level who are hired during the design period.

1.5. Locations of Sub-projects
The following map shows the locations of sub projects coming under category B and C. Table
01 below gives the status of overall physical progress of category B sub projects. Appendix
05 give list of and C sub projects.

1.6. Construction activities during reporting period.
This section highlights the main construction activities undertaken during the reporting period.
1.6.1 Central Province.
Renovation of Existing Treatment Plant at Dambulla. (CP-AF-WS- CKD-11) Construction completed. The facility was handed over to the NWS&DB in October 2018 and is operational. Water Supply Extension to Dambulla and Kandalama. (CP -AF- WS-CKD-10A). A total length of 101.0 km of pipelines have been laid out of 132.631kmand back filled by end June 2021.Presure testing of completed section was also carried out during the reporting period. Excavation of trenches are still being done in some sections and picture below shows excavated trech near a house.

Water Supply Extension to Inamaluwa and Kithulhitiyawa. (CP -AF- WS-CKD-10B) A total length of 119.58km of pipelines have been laid out of 110.547km and back filled by end June 2021. Construction work of valve chambers and excavation of trenches were also carried out during this reporting period. The picture below illustrates valve chamber being constructed. Due to community request, total length pipe length laid has become more than the initial designed paln.

Water Supply Extension to Sigiriya and Habarana. (CP -AF- WS-CKD-10C) A total length of 104.79km of pipelines have been laid out of 89.699 km and back filled by end June 2021.The picture below illustrates a backfilled trench that has been cut saving two well grown trees. Capacity Improvement of Kalawewa Water Treatment Plant, Ihalagama.(NCP-AF-WS-CKD-06) Structural works of different components of the water treatment plant such as construction of chamber works, installation of chloring gas scrubber, and rapid sand filter and pipe main laying work continued during the reporting period. Improvement to Existing Kebithigollawa Treatment Plant (NCP-AF-WS-CKD-09A)
A total length of 14 .81 km of pipelines have been laid out and completed by end June 2021. Three intakes have been constructed and works completed during this reporting period. Distribution network have also been completed. The photographs below illustrate renovated Rane type well and handing over of distribution network to NWSDB.
Capacity Improvement to Minneriya Water Treatment Plant. (NCP-AF-WS-CKD-20&20A) Initial contract terminated due to poor performance of the contractor. Another contractor

Project-based Document
As per the ADB’s Safeguards Policy Statement (SPS - 2009), Environmental Assessment and
Review Framework (EARF) has been prepared and approved by ADB. The same is disclosed in
ADB and Project’s website.
Subproject-based Documents
As per ADB approved EARF, Initial Environmental Examination (IEE) reports for “Category B” and Due Diligence Reports – Environment (DDR – Env) for “Category C” subprojects are prepared as required for each of the sub projects. All approved IEEs and DDRs are disclosed in the ADB / Project websites.

There are several clearances prescribed by certain legislations such as Municipal Councils
Ordinance No. 29 of 1947, the Urban Councils Ordinance No. 61 of 1939 and the Pradeshiya
Sabha Act No. 15 of 1987 as amended Pradesiya Sabha, National Environment Act and
related Regulations and Acts related to road reservations, archeological sites and felling of
trees etc., where applicable need to be met before commencing activities of these sub

4. COMPLIANCE STATUS WITH THE ENVIRONMENTAL MANAGEMENT AND MONITORING PLAN
All the contracts of output 02 which have commenced to date / completed are simple small
value buildings (costs ranging from 0.1 to 0.4 Mn USD) with no adverse environmental
impacts and water supply contracts as in output 01 which include mainly pipe laying have no
significant adverse environmental impacts. However, Environmental Management Plans are
prepared for each subproject and are monitored by the PMU and SPCU safeguard Managers
with the support of consultants (PMC and DSCs) on a regular basis as explained in earlier
sections. The completed mitigation compliance format for a particular site is given at
Appendix 3 and its related computer generated report is given at Appendix 4.

6. APPROACH AND METHODOLOGY FOR ENVIRONMENTAL MONITORING OF THE PROJECT.
Following is the Methodology adopted:
At design stage, all statutory clearances and procedures required for environmental
safeguards are identified and obtained. At construction stage, a regular inspection is carried
out by the PMU and SPCU safeguard Managers and project consultants to ensure that the
environmental safeguard measures in general and the activities / measures mentioned in the
EMP of the contracts in particular are implemented / complied. Corrective measures where
necessary are being advised and remedial actions ensured regularly.
Environment Safeguard Managers of SPCU would monitor the progress of safeguard activities
monthly using the computer-based Site-Specific Environmental Safeguards Monitoring
System. (SESMS) introduced by ADB to monitor Category B sub projects. SESMS has been

developed to assess the significance of sorted environmental issues screening through a risk
matrix. SESMS will generate the Mitigation Compliance Report (MCR) for each month, when
the current complied status of mitigation measures together with related scores are inserted.
Monthly report so generated will give outstanding issues on priority basis to be attended.
Appendix 03 shows a sample Mitigation Compliance Report generated in the SESM System
to record compliance status for a particular month by the Envt Safeguard Manager.
Environmental Safeguard Manager of PMU will oversee the monitoring process in all
provinces under the advice and guidance of PMC’s safeguard expert. The Envt Safeguard
Mangers of SPCUs were given necessary training on SESMS.
7. COMPLIANCE WITH ENVIRONMENTAL MANAGEMENT AND MONITORING PLAN.
7.1. Monitoring of Environmental Impacts on project surroundings. The sub projects classified under environment category B (as per ADB SPS 2009) are not
large-scale projects. The environmental impact is therefore not spread over a wider extent
around the project area. However, by taking mitigation and preventive measures, as specified
in the EMPs, causes for environmental risks are minimized.
Operations of soil compactors, excavators and earth moving machines which create noise
were limited to being operated only during the daytime to minimize the disturbance to the
neighboring community. Heavy machineries such as excavators used, were limited to
maximum of two numbers at every project site and all machineries were found to have been
undergone emission testing and therefore impact on the surrounding air quality was
insignificant. Rocks encountered during excavation of trenches were blasted under extreme
care with due permissions from relevant authorities and controlled blasting by undertaking
every safety precaution to avoid any damage to nearby structures, workers and public.
Disposal of debris generated in construction sites were safely removed and disposed of to
sites authorized by the relevant local authority.
In many project sites, pipeline alignment was changed to save big trees. In some project sites,
where it was not possible to shift the lines, a few trees have to be removed to cut trenches for
pipe laying. In all such cases, planting of suitable tree species at 1:4 ratio were undertaken
to compensate for the trees removed. In addition, contractors have also been encouraged to
plant suitable trees even if no trees uprooted due to construction activities. Following table 5
gives the summary of trees removed and replanted.

Outstanding issues related to environment safeguards were prioritized using SESMS monthly
progress reports and more attention was given to resolve them. Prioritized issues were
discussed thoroughly with the project manager or site supervisor and necessary advice was
given to them with a time target to correct immediately. Instructions related to safeguard issues
were recorded in log books maintained in the site too, so that site supervisor could easily
attend to the same.
As an example, June 2021 report of CP-AF-WS-CKD-10D generated by SESM System is
given in the Appendix 4. This report gives overall performance of mitigation measures against
monitoring parameters, status of corrective action and further action to be taken with deadlines
etc. Due to Covid 19 pandemic related lockdown countrywide, two sites in Central Province ,
one site in NWP and two sites in North Central Province had been closed for about two weeks
in the month of May 2021 following lockdown situation in the country. This situation has
resulted in slow progress in those sites. After May 2021, work in all construction sites
commenced with limited labour, keeping in compliance to the Covid 19 related advices /
guidelines issued from Government from time to time. During this reporting period, it had been
noticed that every site had been complied with Covid 19 guidelines and workers were too
seemed to be adopted to new normal situation.
7.2 Public Complaints. / Grievance Redressal
An effective ADB approved project-specific three tier Grievance Redress Mechanism (GRM)
is in place for timely hearings and facilitate solutions. The Grievance Redress Mechanism of
the project is also disclosed on project website www.puraneguma.lk. The list of grievances
recorded and attended is provided regularly in the quarterly progress reports. The Grievances
Redressal Status Summary Report for the reporting period is attached to this report as
Appendix 02.
Complaints received or anomalies noticed were attended without long delays and corrective
measures were taken. No grievance was recorded from sub projects of component 01 and
only one grievance of package no CP-AF-NCB-UDU 01 (Construction of public market and
car park at Gelioya for Udunuwara Pradeshiya Sabah of component 02 in Central province)
was recorded during this reporting period. The issue was that vendors have raised their
objection to pay the rent as fixed by Valuation Dept. and the key-money asked by the PS.

Considering the vendors’ grievance, steps were taken to request Dept of Valuation to re-
assess the rental value and a council resolution were too passed to revise the key money .
Hence, issue was resolved with the complainers to their satisfaction. No Grievances reported
during the reporting period in the other provinces.
7.3 Examples of good practices, non-compliance notices and corrective plans. Mitigation measures listed in EMP are implemented by the contractor. There were a few
noncompliance issues that needed special attention and issuing of notices to the contractor.
This section illustrates some of the good practices and major noncompliance issues that
occurred during the reporting period. Examples of corrective plans/ instructions given by Envt.
Safeguard Manger and measures taken by contractor are also discussed in this section. The
issues are presented subproject wise photographs etc.

8. MITIGATION MEASURES FOR PREVENTION OF COVID 19
With the outbreak of COVID 19 Pandemic (second wave) construction activities of the LGESP
(AF) were considerably reduced during the reporting period with compliance to guidelines
and precautionary measures applied by the Ministry of Health and the same guidelines
circulated by the PMU. Appendix 06 and 07 give status report on mitigation measures against
COVID 19 and guidelines circulated by the PMU to resume office work and construction
activities after lifting lockdown (curfew) imposed because of COVID-19 respectively. The
following actions have been brought by the construction sites of LGESP (AF) that resumed
constructions.
Reduce access to the site (Only essential visitors (workers, supervisors, and managers) were allowed on site))
Plan the work and activities to reduce close contact
Increase the overall level of hygiene of the site (hand washing) - all staff will sanitize themselves at the entrance, frequently during work and while going.
Prioritize health and safety of staff, workers, and their surrounding communities
Increase awareness of the workforce on COVID 19 guidelines.

9. SUMMARY OF KEY OUTSTANDING ISSUES.
Outstanding issues in the 1st half of the current year mainly consisted of issues related to occupational safety such as improper use of safety barriers specially at excavating trenches in ROWs and inadequate use of PPEs. When these issues were revealed by the safeguard managers, prompt actions were taken to correct those and ensured safety of workers and public. Key outstanding issues of the reporting period in respect of each sub project that are under construction are given in table 6 below. Appendix 4 is only an example of a particular sub project generated in the SESMS where outstanding issues have been prioritized.

Whenever outstanding issues are observed in the site, safeguard managers give necessary
advice to the contractor to rectify them. Issues noticed and advice given are also recorded in
the log book maintained in the site office. The outstanding issues will be followed up
continuously for rectification.
10. CONCLUSION
Compliance status of proposed mitigation measures in the EMP were monitored during every
site visit and corrective actions were taken to remedy outstanding issues.
Compliance status of taking preventive measures recommended in the EMPs such as
ensuring employees to be equipped with PPEs during construction works and placing safety
sign boards and providing barricades in vulnerable locations to establish safety of workers
and the community and mitigations for disposal of wastes generated were below the expected
level in some contracting sites. Environment Safeguard Managers have coordinated corrective
measures by providing necessary guidance and advices to the Project Managers and Site
Supervisors to ensure the environmental safeguard including occupational and public safety.
For every outstanding issue, time target was given to resolve the issue which was later closely
monitored to ensure the issues was properly attended or not. It has been noticed that
contractors have taken measures to resolve them. There were no public grievance against
sub projects coming under output 1 during this reporting period.
Environment Safeguard Managers also discussed outstanding issues at every monthly
progress review meeting by highlighting importance of taking migratory measures and
preventive measures through the action plan adopted by the contractors.

Appendix 7: Guideline circulated by the PMU to resume office work and construction activities after lifting lockdown (curfew) imposed because of COVID-19.
To resume off ice work and construct ion act ivit ies in all s i tes, after COVID 19 outbreak normalize, attention needs to be focused on adhering following:
While all guidelines of Government are to be followed, some of the key points are as follows:
A. General Measures to be taken by Employer / Site In-charge:
1) The head of the office / site in-charge should collect the details of all the staff – (i) Travel details
in past one month before joining back office / site work; (ii) details of any fever, cough,
cold / running nose, (and all Covid-19 symptoms) in the last month; (iii) Details of coming into contact with any Covid-19 patient in the last one month (A suggested format is given vide
Attachment 1);
2) The head office / site in-charge should arrange the awareness session on Covid- 19 disease
which include, details of the disease, its mode of spreading, precautions to be taken and reporting requirements. This should be organized to each and every staff / worker and acknowledgement taken from the respective staff;
3) The employer should provide necessary personnel protective equipment (PPE) like masks,
gloves sanitizers, etc. as required to personnel and office and train the staff on use and
disposal of these equipment in the awareness programs mentioned above. Adequate washing facilities to be made available in the project site / office;
4) If any worker or his / her neighbor or community reports symptoms, it is the duty of the employer
or site / officer in-charge to report to concerned health authorities immediately without fail.
5) The employer / site in-charge to organize regular health checks (Periodically) once in 3 / 4 days (twice a week) to assess the condition of the staff and document them properly. If a staff shows any symptoms of Covid -19 he / she should be sent for quarantine and the staff
and his associates to offered for testing by reporting to appropriate authorities
6) The Employer’s should refrain from / be cautious and doubly sure on health conditions on
employing persons from high-risk areas.
7) A brief report / check list should be prepared fortnightly on each project site before 5 days after
completion of the fortnight for first two months and monthly reports thereafter by 5th of next month and submitted to the PMU. (Sample of Covid -19 briefing report is attached vide Attachment 2).
8) The officials in-charge of the site should be in close contact with provincial / national health
officials for the required support.
9) Key guidelines on prevention of Covid -19 should be displayed in office / project office as appropriate at all prominent places.

10) Partial Staffing on rotation with others working at home / staffing on shift basis to be
explored and decided upon by the head of office / site in-charge.
B. Key Measures to be taken in the office / Project Site:

The staff / worker should wash his / her hand and shoes before entering and exit from the office / project site (required Alcohol based solution / sanitizer, washing facility with soap solution to be provided in the site). After touching any doubtful surface, the staff should wash the hand thoroughly.
2 Marking Attendance Before thumb print or signing in a register the staff should wash his hand thoroughly in office or site.
3 Waste disposal All waste generated in office or sites dispose hygienically parallelly with the master plan provided by Local authority in the area. Masks and other related material should also be disposed of after proper disinfection and as per procedures. Open burning should not be practiced for disposal in the site.
4 Imported Material Disinfection Any imported material from other countries to be disinfected before bringing the same to the site or office as necessary
5 Disinfect Common Areas When and where necessary common areas to be disinfected as required in collaboration with the MOH office or Local Authority of the area. Special attention should be paid when the sites are opened for the first time. Cleaning/ disinfecting the sites should be done before they are opened for civil work activities (especially stores, yards and labor camps)
6 Personal Protective Equipment Use all required and appropriate Personal Protective equipment like mask, gloves and boots continuously during work.
7 Social Distancing in worksite Staff should keep a standard distance of more than 1 mt between each other while interacting / working in office and project site and should always keep their face covered with mask. There should be no physical contacts like shaking hands and sitting together etc. Do not enter the site / work place without a mask.
8 Group activities of workers Workers / Staff should refrain from close meetings and meet only on absolutely necessary issues with proper social distance maintained. Mobiles and applications to be used to max for

Contacts and correspondence. 9 Night stay in camps All safety facilities to be provided and the
social distancing requirements should be maintained.
10 Use of drugs and Alcohol Totally prohibited 11 Precaution while leaving home The staff / worker should wash hands and
shoes properly before leaving home. 12 Precautions on reaching home. The staff should wash all clothes / and
have a wash before touching any person or item in the house to ensure safety of oneself and family persons. All items like car keys, specs etc. should be disinfected / washed as the first thing before reaching home.
13. Sharing of food / Articles etc. Sharing of food / items with each other should be avoided for next few months until normalcy is back or if done, should be done with full care and required disinfection.
14 Maintenance of toilets and common facilities All toilets and common facilities to be disinfected periodically to control the incidence / spread.
15 Reporting responsibility of staff Staff should report immediately without fail for any symptoms for self and associates on Covid-19 for appropriate informed decision
16 Provisioning of a dedicated team for cleaning activities and safety of cleaning staff
A dedicated team shall be assigned for cleaning work at sites. These staff should be provided with all appropriate P P E a n d t h e y should b e wearing the PPE while on duty. Instructions should be given to wash or sanitize their hands thoroughly after each encounter (e.g. after cleaning each room, wash room, front desk, etc.)
17 Arrangements for transportation of staff to and from sites
Following special precautions are to be taken if staff is to be transported: Clean and disinfect all vehicles used for transportation. No front loaders or other construction machinery shall be used for transportation of staff. Vehicles used for transportation of staff should have adequate capacity to provide appropriate physical distancing. A designated officer must be present to open and close doors of the vehicle for passengers and no passenger shall be allowed to handle the door. All passengers shall wear face masks during travel.
18 Emergency response plan in case a worker at site is found or suspected to infected with COVID 19
An isolation room should be maintained at site. The suspected worker should continue to wear a mask and kept in isolation and all relevant precautions should be taken to

limit t h e s p r e a d o f t h e d i s e a s e , u n t i l transfer to hospital. Assistance should be taken from hotline 1390 and follow the instructions given or alternatively transfer the worker to the nearest government hospital, by ambulance. Or through “Suwasariya” ambulance service through 1990
Note: The above is indicative to cover key areas. The guidelines / annexures released by Government from time to time as required shall be followed in total. Important Note: All contractors shall develop a health and safety (HS) management plan or update the existing HS plan based on the guidelines presented in section B and submit to respective SPCU for approval before commencement of site ac Apart from this the project reports weekly status of covid 19 infections and cure to ADB in the format prescribed by them. The report on update is sent to ADB every Friday.
