Preface

The Inter-provincial Highway Project from A'rongqi toBeihai is one components of the eight projects ofmajor traffic corridors designed by the MOC with the intention to axis from North to South in the area ofWestern China. This project plays an important role in the blueprint of Western China Development in thecomprehensive and well-balanced way. The overall length of the project of An'kang-Maoba Expressway(AME in short in the following parts) is 86.902km, which links the Southern Shaanxi to Sichuan Province.The accomplishment of this proposed project will significantly improve the regional development of ShaanxiProvince and at the same time eliminate the poverty in An'kang area, as a component of the provincial roadnet work and that of the national road net work as well.

The Project will comply with the spirits of Environmental Protection Law of PRC, Environmental

Impact Assessment Law of the PRC, Rules of Environmental Protection Management for Construction

Projects, issued by the State Council of PRC, Measures Concerning Environmental Protection and

Management for Transportation Construction Projects, issued by MOC. The assessment team for AMEconsists of the experts from Chang'an University, the EA Report was accomplished in March, 2006.

With the intention to reach the objectives proposed in the EIA completely and limit or minimize thenegative environmental impacts by the project, the AME Environmental Management Plan has been workedout in accordance with the features of this project and the contents of relative designing documents.

1. Project Review

1.1 Significance of Project Construction!. To be Consistent with the national strategy to develop Western China, AME Project is one

of the components to be Inter-provincial Highway Project from A'rongqi toBeihai with the

intention to axis from North to South in the area of Western China, which functions to link the

Southern Shaanxi to Sichuan Province. With the accomplishment of this proposed project, it will

play a great role in eliminating the poverty in An'kang area in Southern Shaanxi and also greatly

to improve the local tourist industry.

Please refer to Fig. 1-1 for the route location.

2. This project mainly starts from Yinjiaying (K196+560)and leads to the terminal of Maoba

(K293+000), passing through Wulizhen town, Datong town, Hengkou town ,Liushui town of

Hanbin District in An'kang, Haoping town, Donghe town, Chengguan town, Xiangyang town,

Bajiao town, Gaotan town, Maoba town of Ziyang County in An'kang, with the total length of

86.906km altogether.

There are 3 connecting lines included in the project: Liushui connecting line, Haoping

connecting line and Ziyang connecting line.

3. The proposed project is submitted to the 4-driveway standard in computation of 80km/h,

with the roadbed width of 24.5m and in some hard section the standard will be lowered in a proper

way with the safety premise.

The connecting lines are submitted to Road Standard II and III.

Please refer to Table 1-1 for major technical standards.

5. The area of 5,956.Omu of land will be occupied for the whole project, in which 2655.45muare farming land, 34.7mu are orchard, 404.9mu are irrigated land, 1,688.03mu are forest land,

460.99mu are construction land, and other un-occupied land 1141.02mu (river beach and

wasteland).

The following items have been decided: bricks blending buildings 57763 m2, brick and

wooden buildings 17554 m', soil and wooden houses with stone 27493 m', 58 wells, 5 hanging

bridges and 3 enterprises or government organizations.

6. The main line construction of this project will start in 2006 and complete by the end of

2010 with the construction period lasting for 5 years.

7. The proposed budget for main line of this project is 7.227 billion RMB yuan, in average

73.414 million per kilometer. The funding source are: national special construction capital 3

billion, proposed world bank loan US$ 350 million ( about 2.9 billion RMB yuan), domestic

World Bank load I billion RMB yuan, and others are from Shaanxi Government.

1.2 Assessment Standards1. The assessment factors are equivalent acoustic level A, executed with the basis of

"Environment Noise Standards in Urban Area" (GB3096-93)

(1) Standard I is applied to common area for present assessment, and Standard 4 in the area

of 50 meters along the national road G316 and provincial road S310.

(2)The areas road passing through are mainly agricultural district, the Standard 4 will be

applied to common village and the area within 50 meters from red line of resident communities,

while the Standard 2 will be applied to the area beyond 50 meters; with the Standard 2 to schools,

hospitals, etc. Refer to Table 1-3.

(3) "Noise Limit in Construction Site" (GB 12523-90) will be applied during construction

phase.

2. Water Environment

(1) The main rivers in the area road passing through are Hanjiang River and its branches ---

Yuehe River, Haoping River and Renhe River. According to "Shaanxi Water Functional

Identification" and "An'kang Urban Drinking Water Resource Planning Section and Water

Functional Identification", the water quality objective of Hanjiang River from Ziyang to Donghe

bayou is Level III. The water quality of Renhe River, Yuehe River, and Haoping River is Level III

(2) Sewage from toll gate and management area into the water body of Level III, "Sewage

Comprehensive Discharging Standard" (GB8978-96) Standard I will be applied; (See Table 1-6)

and "Farming Land Irrigation Water Quality Standard" (GB5084-92) will be applied when

discharging into farming land irrigation channel.

3. Ambient Atmosphere

(1) "Ambient Atmosphere Quality Standard" (GB3095-1996) Standard II will be applied to

present situation assessment and environment assessment. See Table 1-8;

(2) "Atmosphere Pollutes Comprehensive Discharging Standard" GB16297-96 Standard II

will be applied as for asphalt smoke during construction is concerned. "Ambient Atmosphere

Quality Standard" GB 16297-96 will be applied to TSP.

4. Assessment Standard of Soil Erosion

The JTJO05-96 "The Regulation of Road Construction Project EIA (Temporary)" is applied

as reference for water erosion identification.

1.3 Conclusion made in the EIA1.3.1 Review of the Present Situation Environment Evaluation

(]) In terms of natural physiognomy, the road under planning can be divided into AnkangYuehe basin and Bashan Mountain area.

(2) The project area is full of fracture structures, and the route passes through 4 regionalfracture zones and a dozen of small fault crushed zones. These are likely to lead to landslips. Rooffall and water burst in tunnels may take place as well.

(3) There are mainly 11 rivers in the area, including Hanjiang and its tributaries such asRenhe River, Yuehe River, Haoping River, and Liushui River. Except for Hanjiang, the tributariesare of short runoffs.

(4) K196+560 (origin) -K211+600 section is situated in Yuehe basin of Ankang City.Agricultural planting is the production activity. K209 + 000 K293+000 (terminal) section,situated in Dabashan Mountain area, is covered with north sub-tropical evergreen broad-leavedwood and deciduous broad-leaved wood. The ecological environment along the route is good as awhole.

(5) Since the project is situated in valleys, where the altitude is low and human activities arefrequent, large wild animals are few, especially feline ones. However, there are a good many smallwild animals in river valleys, such as squirrel, field mouse, grass hare, wild boar, and badger etc.

(6) Three bridges of the road under planning (one on Yuehe River, one on Liushui River, andone on Yishui River) will pass by the experimental plot of Ankang Ying Lake wet land provincialnatural protection area, with the length being 15km, of which the length of bridges is 1.89km andthat of roadbeds 13.11km. Shaanxi Provincial Environmental Protection Bureau, with thedocument of Shanhuan Letter (2005) No. 30, approved the passing-by of AME from theexperimental plot of the natural protection area in March 2005. The project will pass LiushuiRiver at the west 50m to the Ying Lake Scenic and Historic Interest Area.

(7) The project will also passes by the agricultural area of Ankang Yuehe basin, massif soilerosion control areas at the banks of Hanjiang, and the protection area of water source cultivationand animals as well as plants of Daba Mountain.

(8) Land utilizations along the route vary in accordance with the changes of landforms. Thevalley of Yuehe River is mainly the plowing area, and banks of Hanjiang, Haoping, and Renhe aremainly mountains, dongas, and bottomlands. Areas along the route are forests, pastures, villages,mines, and water areas, where the soil erosion is moderate.

(9) The daytime noise level in villages along the route is 42.7-52.3dB, and the night noiselevel 36.3 - 41.3dB, reaching Grade I level of the evaluation standard (GB3096-93). Theenvironment is good.

(10) After monitoring, the profiles of Hanjiang, Renhe, and Yuehe conform to thecorrespondingly designated surface water standards.

(11) The contents of nitrogen dioxide and overall suspended particle in the air along the routedo not exceed the standard, and conform to the air quality evaluation standard (Grade I level ofGB3095-1996).

1.3.2 Review of the EIA1.3.2.1 In Design and Construction Phase

1. Ecological Environment(1) The road will permanently occupy arable land (paddy field, irrigation land, and dry land)

of 2,655.45 mu, woodland and grassland (holt, wasteland, and gardens) of 2,126.73 mu,

accounting for 80.3% of the total area occupied. Compared with lands at the two sides of the route

within the scope of 300m, it occupies arable land of 21.27% and woodland of 11.13%. With a

view to this, the project has really has impact on flow lands along the route, but the impact is

moderate. Since the areas along the route are still plow lands and forests, the land utilization

pattern is unchanged.

(2) The road occupies arable land of 2,655.42 mu, including basic farmland of 2,100 mu, so

reasonable compensation measures should be adopted.

(3) There are some agricultural wild animals and wild birds such as aigrettes, which live in

paddy fields and the course of Yuehe River (shallow water area). Main structure of farmlands and

functions of Yuehe River will not be changed in road construction, so the impact is acceptability.

(4) In the light of estimation, the animal loss resulting from the land occupation of the project

is 78,358,160kg, so the vegetation disturbed should be resumed after the completion of the

project.

(5) The project passes through nature forest of K216+300-K223+200 and K247+800-

K258+520 sections in the way of tunnels (tunnel of Phoenix Mountain and tunnel of Mixiliang),

so nature forest is well protected.

(6) With impact analysis of land acquirement for highway construction, water environment,

vegetation, animal, obstruction ,causing wetland dwindling, the project has little impact on the

marsh natural protection area of Ying Lake.

(7) To reduce the damage to woodlands and mountains along the route, 33 tunnels are

designed, making the impact on the ecological environment along the route to the minimum.

(8) The digging of roadbeds and the disturbance of spoil sits will lead to the increase of the

soil erosion and water loss along the route. But this can be mitigated through environmental

protection measures such as reasonable route selection, afforestation, land rehabilitation, channel

construction, slope protection, and settling basin. It is worth special attention that soil erosion

modulus in the construction phase is relatively bigger, so mitigating measures put forward in the

environmental evaluation and soil and water conservation schemes should be carried out to ensure

that the modulus can be the same as or lower than the original level in two to three years after the

completion of the project.

2. Acoustic Environment

In the construction phase, the noise is mainly caused by the construction machinery. With the

proper arrangement of the working hours and the relative mitigating measures, it is for sure that

the influence to the sensitive spots like villages and schools along the road will be limited.

Therefore, the normal life ambient the line will not be deteriorated greatly.

So the noise is just the short-term influence and can be reduced to the minimum through

prevention measures such as environmental monitoring and supervision.

3. Water Environment

It can be avoided that the construction of the proposed project will have impact on the water

environment to some extent. The major pollution sources are the piles and transportation of the

construction materials, the discard of the construction wastes, bridge construction and the

construction camps. However, the real impact on the surface water quality is limited, for the

construction period is not long, the pollution sources are located far between each other and the

amount of the discard is small.

Household garbage is collected by special persons for compost during the construction period;dry toilets are built in construction camps for compost as well. Manure can be used for topdressing of trees or crops. Compost sites should be far away from water areas to protection waterresources of Hanjiang and its tributaries.

4. Air Environment

Main air pollutions during the construction period are dust nuisance and asphalt smoke. Buttheir influence on lives of residents along the route can be avoid through measures such as thereasonable selection of mixing sites and distance, periodic sprinkling, and canvas covering etc.

5. Social Environment(1) Before the construction of the project, cultural relic organs should carry out

investigations within the construction area and determine the construction scope. If undergroundcultural relics are discovered in the construction process, necessary protection measures should beadopted. After the report to cultural relic organs, they will be handled in the light of the statecultural relic protection act.

(2) The road construction will inevitably result in some unfavorable effect on the normaloperation of irrigation facilities and local roads along the route. So special attention should begiven to some small irrigation channels. If possible, the route should bypass these small channels.

(3) The masses and governments are in favor of alignment along the route, so landrequisition and removal before the road construction can be smoothly carried out as long asresidents are reasonably reimbursed.

(4) In terms of the road construction's influence on the environment, the recommendedscheme is superior to the compared one.

6. Soil and Water Conservation

The surface soil erosion and water loss resulting from the project construction is 2.0468million tons, and the new erosion is 1.9817 million tons.

Roadbed protection item and road surface as well as roadbed drainage item have already beendesigned. So as long as the construction is carried out in accordance with the water conservationscheme, soil erosion and water loss can be reduced efficiently.

1.3.2.2 Operation Phase1. Ecological EnvironmentThe proposed expressway will have little influence on the ecological environment of areas

along the route during the operation phase, but attention still has to be paid to the management andmaintenance of the road creature protective measures.

2. Acoustics Environment

(1) The project will have a little noise impact along the route during the running period.(2) In 2011, the daytime noise level of 31 villages along the route will reach the standard, and

the night noise level of 7 villages will exceed the standard, with the maximum exceeding volume3.1dB; in 2017, except I spot where the noise exceeds the standard by 5.7dB, the daytime noiselevel of the other sensitive spots conform to the evaluation standard. The 20 spots exceed thestandard at night, with the maximum value being 5.8dB; in 2025, 7 spots exceed the standard,with the value being 0. I dB to 8.3 dB, and almost all spots exceed the standard at night, with theexceeding value being 1.4 dB to 16.5 dB.

(3) With regard to the eight schools in the project evaluation scope, the noise value ofChangbai School exceeds 2.6 dB (A) at daytimq in the near future (2011), and the other sensitive

spots are all in line with the evaluation standard (Grade II). Four spots exceed the standard at night,

with the maximum exceeding value being 10.7 dB; two sensitive spots exceed the standard at

daytime in 2017, with the maximum exceeding value being 8.9 dB, and six schools exceed the

standard at night, with the maximum value being 13.7 dB; six schools exceed the standard at

daytime in 2025, with the exceeding value being 11.5 dB, and all of the sensitive spots exceed the

standard at night, with the exceeding value being 19.7 dB.

(4) In the noise prevention measures considered in the road design, the scheme of

heightening the fence can not meet the demand of reducing noise, and the setting position of

sound screen at the section of K223+865-K233+995 is unreasonable.

(5) It is suggested in the evaluation that four noise sensitive spots along the route should be

designed with sound screen and seven with concrete brick sunk fences.

(6) Farmers's should be built about 200m far away from the trunk line to avoid traffic noise.

3. Water Environment

(1) The project route mainly passes by Hanjiang and its tributaries Haoping River, Yuehe

River, and Renhe River. Since the proposed road is crossing over or accompanying these rivers,

the project will have big influences on the water areas during the construction and operation phase.

It is suggested to design rainwater collection system and evaporation tanks (6 in total) at Yishui

River Bridge, Liuhe River Bridge, and Hanjiang Super-large size Bridge and the two sides of

bridges separately. In addition, emergency measures should be adopted at bridgeheads to avoid

water pollution caused by traffic accidents, such as foundry flask, sand pile, and accident tanks.

(2) There are three service centers, five parking lots, and two maintenance departments along

the whole route. The domestic waste water volume of toll stations and maintenance departments is

small. But the organic pollutants in the sewage are high, so they have to undergo treatment in

septic tank before being used for irrigation. The sewage volume of service centers is big, so it is

suggested to build septic tank + biological contact oxidation pond (buried) system to treat. The

water after the treatment can be used as for greening in service centers and middle belts.

4. Air Environment

(I) From the put into operation to 2025, the concentration of N02 at the two sides of the road

will not exceed the Grade II standard of the national air quality, in line with the evaluation

requirement.(2) The concentration of pollutants at environmental sensitive spots at the two sides of the

road is expected to conform to the Grade II level of GB3096-1996 standard, in line with the

evaluation requirement.

5. Social Environment

(1) The project construction is of great significance to the improvement of the road network

of Shaanxi Province, the development of the economic and tourism industries of areas along the

route, and especially the economic prosperity of Shaanxi Province and Ankang City.

(2) The number of underpasses, pedestrian bridges, and flyovers can meet the demand of

vehicles and passengers on the route; flood discharge and irrigation are taken into consideration in

the design of bridges and culverts, and the project will have no impact on flood discharges and

irrigations in operation phase.

(3) The project construction will push forward the prosperity of the regional economy and

the development of the tourism industry.

(4) Environmental economic profit and loss analysis indicates that after the adoption of

certain environmental protection measures, the project's social benefit will be huge. With thedevelopment of the regional economy and the increase of traffics, traffic noises and vehicleexhaust gas will have increasingly bigger influence on the sound and air environment qualities ofareas along the existing roads if the road is not built. Therefore, the construction of the road, alongwith reasonable planning and environmental measures, will greatly enhance the environmentalquality of the region.

1.4 EP Actions Proposed in the DesignThe proposed AME is designed with EP concept, the works of both road line selection and

pollution prevention and control embody the EP content.1. EP Actions Proposed in Early Design and Assessment

EP actions considered in early design includes:(I) Road line selection is under principle of less fanning land and resettlement, to avoid

villages, towns, resident areas, and schools. For soil-filling work of slope, the retaining walls isadopted to save as much farming land as possible.

(2) Coordinate relationship of road line, irrigation works and flood prevention to reduceimpact on the around environment. For natural rivers, we try to not change the water flowdirection and not compact riverbed with water discharging design to avoid pollution on watersource or crops around.

(3) The flat, vertical or horizontal design is submitted to landform to avoid and reduce muchfilling and excavation working, which may bring geological harm. When much filling working inhigh place or excavation working in low place cannot be avoided, the working must be strictlycontrolled.

(4) Make good comprehensive design for roadbed, road surface, water discharging and bridgesystems. To ensure normal road operation and prevent eroding to roadbed and slope, in designapron walls, arch slope with framework, sliced stone protection wall, retaining walls, and sodding,etc, are adopted. For roadbed and surface design, the side ditches, drainage ditches, intersectionditches are of a discharging system with bridges structure. When road goes along mountain foot orchine, water-stopping ditches are placed for the slope with large square. When road goes throughreservoir district, in both sides of roadbed, drainage ditches, side ditches are placed to reducepollution impact from sewage on crops and to prevent much water into the reservoir.

(5) To ensure existing irrigation and discharging system and people's travel for living andworking, enough channels and tunnels are proposed in the design.

(6) Make good design on roadbed borrow and spoil soil, which are prevented to do onfarming land as much as possible,

(7) Landscaping work is very important to keep roadbed steady, water and soil reserve andbeautiful sight view, which will be good arranged in design.

(8) To prevent and reduce impact on Hanjiang River and the water environment in An'ku,and also Yinghu Wetland Natural Reserve and cultural resorts by road construction and operation,the implementation scheme is changed from Hanjiang Scheme in feasibility study to HaopingScheme.

(9) More than 40 plants are used in landscape protection, all from Shaanxi or have beensuccessfully replanted.2. EP Actions Proposed in the Construction Phase

(1) With inevitable great filling and digging, the construction of highway subgrade will lead

to soil erosion and water loss as well as vegetation deterioration. In order to migitate the influence

for ecological environment in construction phase, the exposed land surface should promptly

carried on the reinforce protection. After roadbed earth and stone work had finished, the exposed

surface is supposed to plant trees immediately, in order to promote the vegetation to restore as

soon as possible, avoid soil erosion and water loss as well as guarantees the roadbed to be stable.

(2) In the construction, the location of spoil pits should be arranged properly. They should be

located in the branch valley or wasteland, and be treated by pressing or with the necessary

auxiliary protection measures like the surface being covered with vegetation. The spoil pits are

better to be re-cultivated if condition permits.

(3) The temporary occupied land should be located on the waste land and vegetation should

be restored after the completion of the project construction.

(4) Though the noise impact is temporary, the life of the residents will be influenced to some

extent, especially by the construction machinery. Therefore, the maintenance of the construction

machinery and transportation vehicles should be enhanced to reduce the noise influence to the

minimum. The construction time should be arranged properly, with the intention of avoiding the

nighttime construction and the noise mitigating measures should be taken if necessary. Meanwhile,

the measures should be adopted to reduce the pollution by the floating dust.

(5) In the road construction, it can be avoided that the temporary traffic short cut road will be

built to deliver the construction machinery and construction materials. The measures should be

taken to maintain and protect the original roads and the temporary roads to ensure the construction

of the whole project.

3. Environment Protection Actions Considered in Operation Phase

(1) Enhance the maintenance of the road surface to ensure that the roads will be kept even to

the best extent, therefore the traffic noise will be reduced to minimum. As the sensitive spots like

the residential areas and schools, the measures of sound barriers or intensified vegetation should

be taken to reduce the noise pollution.

(2) With the adoption of the non-lead petroleum and the improvement of the automobiles, the

air pollution by automobile emission can be reduced. In the operation phase, the plants which have

the better performance in absorbing C02 will be intensifiedly planted on both sides of the road to

purify the air to the most extent.

(3) The water drainage system should be kept in good condition with the security measures

taken in order to avoid severe accidents. The water sources should be under proper protection.

(4) In order to reduce the pollution to the ambient water environment by the expressway

facilities in the operation phase, the evaporating pools should be built in the proper places along

the road to avoid the waste water be discarded to Hanjiang River.

1.6 Environmental Management Institution and Its Duty1. Management Institution

The relevant institutions of the environment protection are classified as the management

institution and the monitoring institution.

It is SPTD that takes general responsibility for the management of the EP. The implement and

management of the EP plan is due to the FFO (the item office)of SPTD. The EPO is set up by the

item office and three special people are assigned to take charge of it .

The major duties of the management institution:

( I ) Carry out and perform each item of the environment protection principles, policies

and statutes of the state, the province and the city.

(2) Take charge to supervise the compilation of the environmental performance plan and the

carrying out of all the EP measures proclaimed by the environment protection report.

(3) Organize to set down the prepared plan of the pollution accident, and to tackle with it.

(4) Organize to compile the urgent prepared plan of the transportation of the dangers on

AME, and personnel must be arranged to take the urgent training in order to deal with the

various risky accidents.

(5) Take charge of the EP research, training work and enhance the EP skills of the

personnel.(6) Take charge of the relative environment protection paper compiling of construction

After the completion of this item, the item office will arrange full-time personnel to managethe environrment protection in its managing sections. The counties' administration regulate toconduct the fire fighters and the aid personnel.

2. Environmental Protection Action

2.1 Management Plan of EP for Project Feasibility Study Phase

The major EP task during the phase of engineering feasibility is the EIA of the project.

The EIA of AME is undertaken by Chang'an University. The EIA panel made the field

reconnaissance survey in detail. An EIA was compiled in March, 2006.

To implement the EP measures put forward in the EPA and prevent or mitigative the negative

impacts of the projects, the Environmental Action Plan has been worked out as a result of

consultation with designers and FFO of SPTD.

2.2 Environmental protection Actions for Design Phase

The route have basically been determined, and should be optimized as necessary in design

phase.

2.2.1 Route SelectionFor the location of project in mountain area, which is limited by geographic condition,

selectable corridors are instructed. Selecting route is fully considered the project's elements of

areal topography, geology condition, environment protection, dismantlement, occupancies,

cultural relics, mines and implementation condition, avoids and circles residential centers and

environment sensitive areas as school along the line. Meanwhile, reducing effects on

along-the-line water resource, electric power and communication equipments will be paid

attention. Lessening building dismantlement and restrictively occupying arable land, and

combining along-the-line major cities' whole layout will also be considered to harmoniously

coordinate local development. The further design should focus on as follows:

(1) Set plane line location, meanwhile, to select lengthways line location with combining

geology and hydrology situation. Balance filling and digging soil and reduce waste soil.

(2) Dispose line along riverbank to possibly avoid jamming and occupying river way. Line

location needs to satisfy flood water level demand.

2.2.2 Social Disruption18 passes (average every 4.5km) and 8 grade separator will be constructed to facilitate the

crossings of the expressway by local people, animal and vehicles.

2.2.3 Prevention of Soil Erosion and Water Loss and Protection of Soil Resource

2.2.3.1 Prevention of Soil Erosion and Water Loss

(1) Base on original form, and according principle of non breaking existent drainage system,

little bridge culverts across artificial ditch will be reasonably unite. Natural bridge culverts will be

set according to topography, synthesis drainage and catchment area. Both-side transit condition of

setting little bridge will be considered, to achieve one-bridge-all-purpose.

(2) At left-right separate roadbed, high-low separate roadbed, and along-river-bridge, the

design draft should possibly reduce digging natural slope land and occupying riverside land.

(3) Linking line should utilize existent road, reduce influence of digging new road. Linking

line will make the most of waste residue of main body of the project to fill roadbed, which would

decrease influence of project total waste residue occupancy.

(4) soil and water conservation design

AME Water and Soil Conservation Report is compiled by Shaanxi Province Water Maintainoffice. The report achieves special water and soil conservation design for every spot along the road,the major content will be see in relative chapters of Water and Soil Conservation Report.Organizations of road design and implementation should seriously perform special water and soilconservation design measures, and fulfill demands issued by water conservation department.

2.2.3.2 Soil Resource Protection

(]) The proposed road occupies more arable land, these land top layer's soil is more fertile.Therefore, at alteration and adjustment phase of construction drawing and construction perioddesign, main body of the project, casting soil spot and temporal occupying fertile arable land toplayer (0-20 cm) temporal peeling off, piling schemes and other water and soil conservationmeasures should be indicated, to guarantee utilizing these top layer loamy soil for land re-cultivatein the late period or landscaping making green project.

(2) Devised interconnection style interchange is limited by topography, its ramp is set undersatisfying using function demand, should flexibly master line guideline, possibly utilize advantagetopographic extensive line, and avoid causing loss of local land resource.

(3) During setting line at river valleys of HanJiang River, YueHe Rive, RenHe River, linelocation should be set along one side of mountain foot, do not occupy arable land amidst rivervalley.

Setting detailed taking and casting soilspots should adequately cooperate with local land, water resource and other departments,according to land utilizing and programming and water resource equipment layout.

* According to project design, some taking and casting soil spots of the project occupysizable arable land. On the basis of project final decided casting soil spots situation, assessmentsuggests to adjust several casting soil spots that occupy paddy field, avoid occupying over arableresource. Meantime, at construction drawing phase, road's earth and stone lengthwaysadministration should be enhanced, strive for earth and stone balance, decrease taking and castingearth and stone quantity, consequently decrease taking and casting soil spots quantity andoccupying land quantity.

* During design phase, construction spots, construction shortcut, material store spots,mixer station and other temporal project will be administrated of land occupancy, reduce temporaloccupied land quantity, especially arable land. Construction encampment selecting should mostlyutilize existent house and spot along two side of route. Otherwise, utilizing service area,intercommunication and other permanent equipment occupied land as construction temporaloccupancy, for decrease occupied land.

2.2.3.3 Protection Measures of Basic farmland

(I) In process of project construction, implementation organization should seriously carry

out Land Management Regulation of People's Republic of China and Protection Condition of

Basic farmland, pay land compensation fee, arrangement and subsidiary fee and vegetation

compensation on time and on quantity. If organization needs to pay arable land cultivation fee,

they have to do according to local land management department regulation to guarantee keeping

equivalent quantity of basic farmland. Special government departments of Ankang City and alone

the line should carry out principle of special fund special usage of basic farmland protection,

utilize land compensation for cultivating or reconstructing equivalent quantity new basic farmland

to occupied land.

(2) At next phase design, route design will conform to local land utilization program, fully

utilize local reserve area for communication, and avoid to occupy other arable land or adjust land

usage program. Otherwise, in the project design of roadbed and road surface, earth and stone,

taking and casting soil spot selection will avoid taking and casting soil within basic farmland

protection area, over limited requisition land scope is not allowed, and meantime, special project

and ecology protect measures will be taken toward taking and casting soil spots and side slope

surface, to avoid causing new water and soil washing away, and protect land resource.

(3) Administrate basic farmland adjustment and supplement work. After the project lawfully

getting approval of occupying basic farmland, Shaanxi Provincial Government and along the line

influenced local governments should revise Land Utilization Total Program according to

document from State Council, and supplement equivalent quantity and quality basic farmland.

(4) Less occupy arable land. On the base of fully consulting with suggestion from along the

line local governments, layout of taking and casting soil spot and re-cultivation will combine local

water resource and ecology construction, and improve local economic development and resolve

local practical difficulty.

(5) Road vegetation should be seriously carried out according to special demand of Notice

about Firmly Prohibit Occupancy Basic farmland Making Green from State Council. If along road

area is arable land, vegetation width should be strictly controlled. Vegetation should be within

road land scope. Under local government leading, to coordinate with local special departments to

build vegetation alley. For vegetation land of falling short of regulation, special department won't

give approval.

2.2.4 Noise

Under local condition and economic technology limitation, selection route combining local

topographic condition achieves optimizing design toward prevention noise measure along the line.

Fully utilizing sensitive spot's topographic condition to plant mix groves, for prevention noise.

Prevention noise measures as follows:

(1) As sensitive spots that noise exponent will exceed quota above 3dB at 2011 during

operation initial period, sound barrier would be built at 2010, objective of diminishing sound

exponent is set as long term until 2025.

(2) As sensitive spots that noise exponent exceeds quota above IdB below 3dB at 2011

2.2.5 Landscape Protection

(I) Through bridge and tunnel method, elaborately researching of selecting route decreases

cutting points, earth and stone, and square. At initial design phase, cutting points number is less

than feasibility report phase, decreasing more cutting quantity and cutting bare square, and further

reducing influence toward mountain landscape.

(2) Due to cutting slope grade of the whole line is soft, all cutting points have designed

measures of renew landscape, including renew vegetation.

(3) For coordinating with natural landscape of BaShan Mountain, vegetation design will

assume local plants.

(4) Adopt advantage operation technology, reduce construction bare surface at tunnel

entrance, and cover these with vertical vegetation.

(5) Natural water surface of AME, YingHu Lake Natural Reserve and YingHu Lake

landscape area are precious landscape resources within visible scope of the road. From utilizing

water surface, vegetation and physiognomy, passengers would enjoy natural atmosphere during

the traveling.

2.2.6 Ecology Protection

2.2.6.1 Vegetation Protection and Recovery Measures

(1) According to roadbed fonn alone the road, environment condition of segment, vegetation

function, road landscape and guidance sight, vegetation of main body will be designed in segment.

Prohibit randomly enlarge vegetation area. Area between slope foot and drainage will plant

shrubbery, space between drainage and road edge plant mix of arbor and shrubbery. That will

assort with local shelter belt. Selection of vegetation species should avoid kinds that would cause

local plant diseases and insect pests, or harm local ecology.

(2) Central separate belt should have function of prevention giddy at night, appropriately

(5) Adopt local species simulating natural vegetation cover up tunnel entrances.

(6) Select plant should suit to local soil, which guarantee vegetation survival rate. In design,usage of little coronal flower should be paid attention, for it is fast-growth advantage species.Prevent it accessing farm field and natural environment outside road boundary, especially remotenatural environment, for it would cause ecology intrusion problem.

Local arbor, as Ch. Pine, arborvitae, chestnut, acacia, white poplar, soapbark, cork,metasequoia, maple, galbanum, privet, Ch. Tallow tree etc., and local shrubbery, as orientalblueberry, azalea, spicebush, Ch. pistache etc., will be used for vegetation design, let roadvegetation melt in natural landscape.

2.2.6.2 YingHu Lack Marsh Land Natural Reserve Protection

(1) Borrow and spoil site can't be set in area of reservation.

(2) Service section, management section, Parking section and other facility can't be set inreservation.

2.2.7 Water Environment Protection

(1) Construction drawing phase should fully pay attention on protection surface water quality.In framnework design of under part of bridge, according to relative regulation, drilling residue andother waste can't directly cast into surface water. After necessarily treatment, drilling residue willbe used for paving road or set to designated spoil site, which avoid water environment pollutioncaused by soil erosion and water loss or other reason.

(2) Road toll station and management section have to set waster water processor. Cesspool issuggested to use, its water will be regularly used on section vegetation. Service section would setup cesspool plus biological contact oxidation pool (earth bury style) treatment system to processwastewater, its water would be used on farm irrigation, vegetation of service section and centralbell, to achieve standard draining. 2.2.9 Social Eoconomy Protection

2.2.9.1 Removal and Resettlement

(1) Project construction inescapably involve resident remove, route scheme formulated by

design organization should keep away from residential area, school and important infrastructure,

especially dense residential district and school. For instance according to sensitive points

distributing situation, segments near the proposed road as YangZuDian, ZhuJiaKeng, DaBa,

DaLanTan etc., should fix rational route scheme, maximum reduce removing and arrangement

population. As some inescapable sensitive point within road construction, such as school remove

(ChangBai School), should be rationally arranged under relative remote and arrangement

regulation. With local govemment jointly lay out rational remove and arrangement scheme, to

guarantee that the new address wo'n't be re-disturbed by road. Arrangement work should be

included in initial phase of road construction, to ensure completing new teaching facility before

remove, and resident normal living and school's regular teaching.

(2) New address of village arrangement should be apart from proposed AnKang to MaoBao

Road over 200 meters.

(3) ChangBai School only removes 2 rooms dormitory, belong partly remove. After remove,

school's front remain space will be storehouse or library, new classroom and dormitory will be

built at rear part space. The new address should be apart from MiXiLiang Channel entrance over

200 meters.

(4) Principle and Measure of Remove and Arrangement

* Arrangement and Recovery Objective

Total objective of arrangement and recovery: let living and production is recovered in short

term, and rapidly improve living standard and quality. Detailed target: house square and structure

of removed household at least touch ex-level before requisition; labor power is appropriately

arranged, and income improved by agriculture and third-estate development; compensation for

property owner can't be depreciated, and claimed any tax. School's regular teaching activity can't

be influenced.

Arrangement Scheme

Arrangement and recovery for influenced people or organization should be operated fromtwo sides of living and production. Living arrangement and recovery content and scope mainlyincluding: land assigning and house rebuilding, water, electric power and other facility recovery.

Production arrangement and recovery content and scope mainly including: agriculture andnon-agriculture arrangement for influenced farm population; facility related production recovery,as water system and road etc.

For school, new address should be prior selected jointly with special local department, tomake sure that new school is built and available before remove, and guarantee school's regularteaching.

Building and land's belongings will be torn down and built by self, arrangement departmentwill appropriate fund on time before remove. For weak community, remove department wouldauthorize local government to give special labor help and subsidy.

Fully respect labors working willingness. For superfluous labor power caused by requisition,its arrangement principle should insist willingly selection style, base on state and local regulation.

Arrangement mostly be located in same community, and provide multi scheme forinfluenced household selecting, let them easily adapt new situation.

New arrangement less occupy farm field and cultivation land. Rebuilding land should bestutilize spare space. Procedure of building house will be transacted at land management departmentand programming department by community committee.

2.2.9.2 Cultural Relics Protection

According to Cultural Relics Law of People's Republic Of China chapter 3 term 18, asconstructing large size infrastructure, construction organization with provincial, autonomousregion and municipal administration department jointly investigate or survey cultural relics atpotential place within construction area. Construction organization relegates cultural relics surveyto Shaanxi Province Archaeology Research Institute, which issued cultural relics report.According to recommendation and suggestion from local cultural protection department, in thenext ascertaining detailed route phase, construction organization with local cultural relicsdepartment jointly survey cultural relics resource along the road, to make sure that roadconstruction won't cause any influence on them.

For there isn't cultural relics site survey at GaoPing segment, in the further design phase,cultural relics survey will be prior, to make clear that whether there has cultural relics along theroad, cultural relics protection rank and scheme, then to operate project design andimplementation.

2.2.9.3 Reduce Disturbance Impact on StudentSpot of K245+450 in proposed road is very near ChangBai School, which needs to remove 2

rooms of dormitory. For considering great disturbance effects on the school during constructionperiod, assessment suggests, at next phase design, this issue will be paid attention, this segmentoptimization and adjustment needs will be emphasized, and far from school.

protection, and approved by supervision organization.

c) Project environment supervision is the most important step in control process of

environment protection of construction organization. Therefore, spot environment supervision

should be strengthened, and environment problem will be detected and handled on time.

d) Supervision organization should enhance supervising power toward earthwork project,

which would influence ecology environment, including fertility earth layer peeling and temporary

store, earthwork transport and piling, treatment and prevention for waste residue of building

bridge etc., avoiding waste of soil resource and erosion.

e) Final inspection, assessment and acceptance of environment protection operation will be

run, which is based on construction organization self-inspection, to ensure normal and regular

project operation.

2.3.1.4 Optimization of Design alteration

For diminishing environment problem caused by design flow on time, construction

organization should strengthen subsequent service management of road design.

( The design agencies should be sent to the construction sites in the relative construction

stage, with the capacity of which go along with the requirements of the construction procedures.

(© The responsibilities of the design agencies and the procedures of the design changes

(®) The supervision of the environment impact should be enhanced with the cooperation of

2.3.2 Ecology Environment protection

2.3.2.1 Measure of Vegetation of Along the Road Protection

(1) According to Forest Protection Law of People's Public of China term 19, prohibit mining

stone, sand and soil. Passing forest, project need to demarcate limited construction area, and

confine lopping wood at minimal level. Construction in forest, especially natural forest, should

pay attention on fireproofing.

(2) According to local geology situation, exploding method, using dynamite quantity, and

distance should be seriously considered, to define explosion maximum swing, for avoiding heavy

explosion swing effects stability of mountain body, and further around vegetation growth.

(3) Temporary construction occupancy land should be set in scope of road requisition, as

interchange section, toll station etc., building encampment rent existent house and ground. All

bare land caused by construction destroyed vegetation, including inside and outside of road

boundary, should be quickly repaired after completion project, renew vegetation and arable land.

(4) In construction, negotiate with local land management department to integrate casting soil

land with agriculture development program and farmland basic construction. Renew arable land

and vegetation after completion project.

(5) For casting-soil-piling-slope, different materials' stability element should be considered.

Rejuvenation measure should operate residue tamping and stabilizing, and covering with loamy

soil for renew arable or planting pioneer spices.

(6) Prohibit planting vegetation with plant diseases and insect pests.

(7) Suggestion for channel implementation as follows: firstly, forecast underground water

situation of channel, to ensure knowing frontage hydrology situation during implementation, and

adopt rational measures, as leading drilling, geology radar, infrared, TSP etc, to avoid needless

loss. Secondly, according to re-checking underground water's erosion degree and sort, adjust

design style on time, and meanwhile, adopt relative anti-erosion measure. Thirdly, make

underground water blocking work, carry out priority measure of blocking, pre-blocking, to avoid

underground water dry that cause environment destruction. Fourthly, make survey work toward

water and spring point around channel. Emerging any abnormal situation should submit special

department to assume relative measure. Finally, suggest to set up special department for treating

issue underground water, such as leaking water, flowing mud and sand or earth surface collapsing.

(8) Pay attention on ventilation tilt well at MiXi Bridge channel:

* Building tilt well shortcut strictly follow design, hardly dig mountain.

* Waste residue-piling need to be shielded and drained on time, to prevent water and soil

washing away and forming mudflow.

2.3.2.2 Protection Measure for Land Resources along the Road

(1) Temporary sites, as Bridge component prefabrication site, mortar and soil mixer station,bitumen mill station and building material piling site, mostly set in scope of road requisition. Afterproject completion, these sites should be turned up and renew as arable field. 20 cm surface layerof occupied basic farm field need to be piled separately, which will be used on new cultivationland, shabby land, or other cultivation land amendment.

(2) Building casting soil spot should conform to demand to avoid new produced water andsoil washing away.

AnKang City is programming to build YueHe North Road, length is 28 km, width ofroadbed is 6.5 meters, as roadbed filling height is 1.5 meter, it needs to take soil 294,000 m3. Ifcasting waste residue of Phoenix Mountain Channel would be organically integrated with this road

building, the residue issue will be will solved.

(6) Building of project link-line and shortcut mostly adopt main body project's casting wasteresidue to fill roadbed, therefore reduce influence of total residue occupied land of project

2.3.2.3 Protection of YingHu Lake Natural Reserve

(1) Prohibit setting residue site and material site within reservation.

(2) After implementation finished, must renew temporary occupied land in reservation as

pre-function.

(3) Protect every facility within reservation.

(4) Standardize implementation team, prohibit building worker prey wild animal in

reservation.(5) Pay attention on safely using fire at construction site.(6) Prohibit casting or piling living wastewater and rubbish of project site in YingHu Lake

Marsh Natural reservation.

2.3.2.4 Promulgate Wild Animal Protection Law, and atrack preying wild animal behavior(1) Improve building workers' protection awareness, and prohibit preying wild animal.

Building workers must obey Wild Animal Protection Law of People's Public of China, prohibitpreying wild animal in construction area and around, especially state grade protected animal.

(1) Living rubbish and wastewater of encampment can't be randomly drained to local waterarea. Living rubbish collectedly piling is sent to municipals' rubbish station by implement vehicle.

Living wastewater must be treated through cesspool, oil separator and other equipment, then to

drain.

(2) Pile of material should be put far from water head and other water area, and place that

hardly be scoured by storm water stream. If part material piled near bridge location, should dig

open ditch, sinking sand well, and block fence, to avoid storm water flowing into water and effect

water quality. All kinds of material should be equipped rainproof and flashing. Site of casting soil

and residue of construction should be protected according environment protection demand.

(3) If construct bridge in water, prohibit casting wastewater, rubbish, and waste oil from ship

and other construction equipment into water body. All pollutant should be collected and treated

together. Digging silt, residue of bridge construction can't be put into river and reservoir.

2.3.2.6 Enhance Propagation and Education Work of Ecology Protection

From beginning to end of construction, propagation and education work of ecology

environment protection along the road should be enhanced. Set up scientific propagation board

about environment protection, including scientific knowledge of ecology protection, related

regulation, adopting ecology protection measure of the proposed project and its meaning, atconstruction site and around, especially sensitive environment, as across, accompanying segment

and channel entrance. Otherwise, for strengthen ecology environment protection and

administration power along the road, suggesting construction and implementation organization to

negotiate and jointly formulate related awards and punishment system of environment protection,

to define environment protect responsibility.

2.3.2.8 Recovery Measure for Temporary Occupied Land

Principle of renew measure for temporary occupied land:

(I) Casting residue site occupied wild land along the road must immediately be tumed up andvegetated, using mix of shrubbery and grass, after project completion.

(2) Casting residue site occupied wild land along the road must be covered with loamy soiland renew cultivation.

(3) Temporary occupied land of other implementation site and shortcut must be tumed upimmediately after project completion, and renew as original land usage function.

(4) Other casting residue site and taking soil site adjusted further, renew vegetation accordingto its original land usage function.

(5) Enhance protection toward beside river side-ditch block wall of No2 WaFangDian castingsoil spot. Wall body use starching slicing-stone, its height could endure flood, which occur oncetime within 50 years.

(6) Rationally perfect and adjust casting residue sites, as K221+100, K235+700, K236+40,K263+600, K267+600 and K275+400, according local topography and transportation condition.Adjustment scheme should be firstly selected as its maximum saving land, and protectingcultivation land, to fully utilize wild mountain and slope, casting residue site, and bare land. Ifland is not suitably adjusted, should adopt efficient measure, as classifying block, flatting earthsurface, setting backwater layer, to renew cultivation land.

Selecting address of other 27 spots of casting soil is reasonable. In further stage, shouldenhance protection, and adopt efficient measure, as classifying block, flatting earth surface, settingbackwater layer, to renew cultivation land.

2.3.3 Noise Prevention Measure

(1) Noise in construction phase is mainly caused by automatic machine and transportationvehicle. Implementation organization must choose construction equipment and vehicleconforming to state standard, try to select low noise making machine and techniques. Heavyshaking fixed machine should add damping base, and meantime enhance all kinds of equipments'maintenance and protection, to keep its perfectly running. Try to reduce intension of noiseresource.

arrange shifts to operate heavy noise machine, consequently reduce time of workers touching

intensive noise. Meanwhile, pay attention on machine maintenance, to let building road

equipments keep noise in lowest level. For staff near high radiant intensity and heavy noise

resource, not only adopt labor protection measure as blocking sound earplug, but also

appropriately decrease working time.

(3) Noise of building road machine running has some character as bursting-out, irregularity,

incontinuity, and heavy intension etc. According to investigation, noise of implementation

sometime is over 4 kinds of standard, normally assume changing implementation method to

mitigate. For instance, could set working time of heavy noise resource at day-time, or suitably

change operation time of all kinds of machine. For reducing sound resource of material

transportation and knocking in working time, sub-contractors need to enhance efficient

management to mitigate noise by civilized operation.

(4) For segments near centralized village or town residential area, implementation of machine

with intensive noise should stop running at nighttime (22:00 - 6:00). Working spots that must

continually construct, according to practical situation, implementation organization should contact

with local environment protection department on time, apply night construction card by regulation,

(5) Working shortcut should be far from sensitive spots as residential area or school. If near

shortcut range within 50 meters located cluster residential area, prohibit transport construction

material by shortcut at night. For shortcut that must transport in the night, should set banned

ringing and limited speed signal. Miles per hour of vehicle passing should be limited below

30km/h.

(6) Distance sensitive-point of mixing site and bitumen milling station should be above or

equal 200 meters.

(7) Making heavy shaking implement near village, such as bridge pier tamping, vibrating

type road roller operation, etc.), or exploding operation, should survey civil house near temporary

operation site, to avoid accident. For civil house heavily influenced by implementation vibrating,

should assume necessarily repair measure.

2.3.4 Ambient Atmosphere Protection(1) Mortar and soil mixing along the road is the biggest mobile pollution resource in

operation. If ground wind speed is over 4th grade, its operation needs to be terminated, and

meantime, loading and unloading of lime and other bulk material must adopt falling dust measure.

(2) Concrete mixing station is the biggest fixed pollution resource in road construction.

Therefore, mixer should be perfectly sealed, and add II grade dust abatement equipment. Enhance

labor protection for operators. Selection address of Bitumen factory and milling station should be

far from residential area, or leeward side of sensitive point beyond over 200 meters.

(3) Transportation and temporary store of bulk material, as earthwork, cement, lime and

(4) Building organization must choose construction machine and transportation toolconforming to state hygiene protection standard, to ensure its exhaust emission conforming tostate standard. Strengthen maintenance for equipment, and reduce unnecessarily racing time, tocontrol exhaust emission.

(5) Operators and building workers are the heaviest effected by environment air pollution inconstruction period. Organization needs to emphasis on labor protection measure for operators andbuilding workers, such as decrease working time and provide block dust respirator.

2.3.5 Water Environment Protection

(1) For along rive segment that both side of step and ground undulate largely, should settemporary sediment bowel at potentially rain water passed segment, during digging roadbedperiod, for blocking silt and sand, and avoiding river way stagnation, to reduce water and soilwashing away. Deep of sediment bowel normally is I meter, its size is based upon catchmentsquare, location on physiognomy and topography. Sediment bowel water outlet side should beencircled with canvas fabric at necessary time. After construction completion, roll out sedimentbowel and renew vegetation and cultivation land.

(2) Bridge building's operation, such as digging silt in river or washing construction materialas sand and stone, would muddle water and effect river water quality. Improving constructiontechniques, as cofferdam or sinking well, would prevent river pollution caused by bridgeconstruction. For perennial large flux river, using sinking well method reduce pollution of riverwater quality. As small flux river, for its riverbed is wider than river surface, cofferdamn methodcould effectively prevent water quality muddle caused by construction, and construction rubbishcasting river to pollute water quality. Othetwise, building bridge pier need to use sediment circletechniques, to diminish silt and sand dropping into river.

(3) In construction area, domestic sewage, rubbish need to be collectively treated, can't bedirectly discharged into water body. Domestic sewage adopts cesspool treatment, throughwaterlogged, sediment, disinfection, and then use on cultivated land irrigation or compost.Prohibit randomly discharge without treatment.

(4) Oil leakage from machine or construction ship or waste oil dumpage into water wouldmake water pollution. So that, should enhance environment management, launch environmenteducation, to nip in the bud.

(5) Construction materials, as bitumen, oil plant, chemical, can't pile near river water body,rather far from rive, and equip temporary covering canvas, to avoid storm rain brushing andflowing into water body.

(6) Timely tamp roadbed in implementation period, to avoid washing erosion. At buildingroad surface period, firstly can't operate in raining season that would cause bitumen residue, andthen timely crush down and pave to avoid washing. Prohibit casting bitumen residue into river

prefabrication factory and mixing station need to be treated in sediment bowel firstly, then

discharge. Discharged water SS & COD and oil density should satisfy GB8978-996 Wastewater

Integrated Discharge Standard I degree demand.

(8) In tunnel construction, construction wastewater caused by padding material selection and

treatment procedure, and living wastewater by building encampment, should be handled according

to treatment of wastewater from mixing station and encampment.

2.3.6 Social Environment Protection

(I) Less occupy cultivated land. To be based upon along the road local government special

department's suggestion, try best to integrate with local hydrology and ecology construction to

settle taking and casting soil spot address selection and renew cultivation. Provide convenience for

local economic development and practical difficulty solution.

(2) Depend on local government to smoothly fulfill land requisition. According to related

regulation and compensation standard, timely pay all kinds of compensation. Protect local

people's decent advantage, to control loss of remove household at minimal level, to guarantee

their living standard at least isn't lower than level before the project construction.

(3) Before construction, local road that transportation vehicle pass need to be operated

technique survey and consolidation, and pay attention on maintenance and protection. Building

transportation vehicle should shun local road communication peak tide, to avoid traffic jam and

accident. When construction complete, destroyed village road and ditch in project implementation

should be repaired, or pay some compensation to local government for reparation cost.

(4) In construction period, set safety sentry at interchange exit, population centralized area

and school segment, and transportation passing village, to maintain security.

(5) At explosion time, formulate timetable, strictly control people go in and out, prohibit

vehicle and walker transit. For un-remove household far from explosion point, at explosion time,

(6) There are 11 sites of cultural relics near proposed road route, so that should launch

propagation of culture relics protection in construction organization, and strictly define

construction area. If detect underground cultural relics in construction period, implementation

should be immediately terminated and timely submit to local cultural relics protection department,

and adopt appropriate protection measure.

(7) Selecting address for construction encampment, bitumen milling station and

prefabrication factory, should aware around mountain's stability, and don't choose at underside of

slope or collapse place.

2.3.7 Prevention Measure for the Soil and Water Conservation

2.3.7.1 Construction Specification

(1) In construction, try best to fulfill digging and filling balance, which should be

continuously digging, filling, and adopt slope protection measure.

casting residue. Protection project for digging and filling side slope should quickly operate

protection after achieving design stabilization. Meantime, make drainage system of slope surface

and foot, building one segment and protecting one segment.

(4) When cross HanJiang River and other water body, should settle drainage and block

measure. Timely renew drainage facility after project completion, and try to operate at dry season.

2.3.7.2 Water and Land Protection of the Project Main Body

(1) Dig temporary drainage ditch at both side of roadbed, ditch wall should be tamped.

Integrated with topography, set sinking sand pool at drainage ditch exit. Water flow drains to near

natural channel through sediment by sinking sand pool. In raining season, cover road embankment

and slope with waterproof cloth.

(2) Set temporary blocking residue wall at joint point of bridge, channel and roadbed.

Blocking residue wall would be built with bag gravel or lump stone. Based upon topography, its

height is 0.5 to 1.0 meter, width 1.0 meter.

(3) As across HanJiang River Bridge, earth and stone of digging bridge pier foundation

should pile at riverside higher place; for digging underwater foundation, earth and stone should be

delivered and put together at bank that flood can't strike or high land. Adopting temporary

protection measure, as covering with waterproof cloth. After pier foundation constructed, these

cubic earth and stone should be re-filled for main route.

(4) Operation at Ren river channel, firstly build construction shortcut and temporary bridge,

for delivering casting residue timely.

(5) In the process of the resettlement, the rules should be carried out strictly according to the

local regulation on the housing area. The partition wall are suggested to be built in order to avoid

the constructions beyond the limit. Measures should be taken to avoid the soil damage. The waster

materials should be transported to the decided spoil sites. For those which can be reused, the

materials should be stored within the confine and the necessary measures should be taken if the

temporary land occupation existing. Recovery measures should be considered after the

construction and if the borrow needs, relative regulations must be carried out strictly. The

consequent wastes must be piled to the place decided by the local authorities and the protection

measures must be taken if necessary.

2.3.7.3 The soil and water conservation at Casting Soil Spot

(1) Rationally organize earth and stone digging style, which can't be randomly cast at near,

choose suitable location for piling or re-filling.

(2) Before casting soil and residue, fix blocking residue measure and drainage project.

Dig drainage ditch at edge ofevery implementation site, and set sinking sand pool at exit, which precipitate flowing water thatdischarge to near natural channel.

(2) After construction finished, clear hardened layer caused by prefabrication factory, whichwill be used on re-filling roadbed or near building shortcut, or pile in suitable valley and makeprotection and waterproof work. Rejuvenate land inside construction site.

(3) During projection construction, temporary occupied land should return to farmer forcultivation after usage completion. Construction organization should ensure that rejuvenate land asarable condition.

(4) Project required sand and stone materials is bought from existent material site. Water and

soil washing away caused by mining won't treat as part of the project water and soil washing awayprevention. Construction organization should buy material from material site with legalqualification.

2. Construction shortcut

(1) At main body project design, fully utilize and extend existent communication road forsatisfy construction demand. For past segment, building new construction shortcut mostly

integrates with local topography and physiognomy, to keep filling and digging balance.

(2) For preventing shortcut destroy caused by earth surface runoff, and relieving water andsoil washing away by digging shortcut, build drainage ditch at high side slope of shortcut, drainwater to near natural channel. Construction of gutter and shortcut operate simultaneously.

(3) Be based upon construction of shortcut roadbed protection and drainage project, andintegrate with topography, geology condition and implementation character to settle plant protect

measure. Based upon principle of 'plant tree at suitable land, and grow grass at suitable ground',giving attention to demand of protection and vegetation, integrating with land condition andvegetation character, and according to comprehensive analysis of survival rate and adaptability, to

select local anti-barren and rapid growing excellent seed of tree and grass, for road side vegetation,to fulfill objective of preventing water and soil washing away and improving environment.

2.3.8 Construction Organization SchemeIn construction period, there is intensive relationship between environment protection

measure fulfilling and environment protection organizing and managing. Suggest clarifyingdetailed demand of environment protection content in bid document, and fixing special experts toexamine environment protection content of construction organization scheme from each bidding

organization in inviting bid period, and survey construction period. Main content as follows:

(1) Strictly control earth and stone longitudinal allocation and transportationNot only include earth and stone longitudinal allocation and transportation within one

segment, but also about between different segments. In design and bid document, earth and stonefar from route scope or between different segments should be vertically allocated and delivered.

and transportation, and design demand for different segments working time and schedule,vertically allocating and transporting earth and stone should ensure to be linked up on time, tosave cost.

In construction design document, should avoid to arrange earth and stone project in mountainrainstorm period. For across water segment, wholly examine and clear before flood preventionperiod, to avoid flood detention.

(3) Environment protection for construction shortcutThere are existent local or provincial road along the route to ensure transportation. Due to

vehicle still need to transit existent provincial and local road in construction period, andtransportation vehicle increase for construction, heavy vehicle would damage road surface andincrease communication noise and raising dust effect. So that, construction transportation shortcutneed special maintenance, monitoring and management, including:

(D Maintain construction shortcut, protect its flat, reduce damage caused by vehicle, andensure road's traveling condition.

(2) Equip special vehicle, sprinkle water on shortcut, volume of sprinkling is controlled asvillage road no raising dust.

& At YingHu Lake segment set speed limitation (15 km/h) and forbidding whistle signal,and educate driver. Strictly demand, and adopt punishment on violator.

(i) Check transporting vehicle, prohibit over loading, to reduce damage on road.(4) Plant protectionIn construction process, inevitably meet plant needed protection, including all kinds of

shaped wood and root after lopped, would re-plant those at both sides of road or insideinterchange, to increase road landscape. These need to be protected by roadbed constructingorganization during construction period who will be paid protection cost.

(5) Water resource protectionSite living wastewater and rubbish should be collectively treated and settled, to avoid along

the route river pollution.

2.3.9 Vibration MonitoringWhen vibration producing construction(compaction of piers or operation of vibrating

rollers)is carried out ,the impact on neighboring adobe houses will be supervised. Reparativemeasures will be taken if they are exposed to severe vibration or blasting and likely to suffer fromdamage.

2.4 Environment Protection Measure in Operation Period2.4.1 Ecology Protection

1. Before construction, organize special headquarter, set special department, fix special staffwith responsibility for along the route ecology environment protection, especially towardfireproofing, anti-poaching and preventing over intensity explosion, and so on.

2.4.2 Vegetation Management

During road operation period, should enhance vegetation management along the road,

complement, pruning and maintenance for vegetation.

2.4.3 Noise Management(1) Set forbidding whistle signal at school segment.

(2) Operate vehicle noise survey, prohibit vehicle on road, which making noise is seriously

over standard.(3) About building program along the road, can't build resident house, school, hospital and

other sensitive building within distance of road central line 200 meters.

(4) Mobilizing along the road public and local government, and integrating local ecology

construction program and green passage project, plant trees in between village and road based

upon program, to protect environment.

(5) Noise prevention measure in operation long-term.

According to noise forecasting result, in some villages along the road, noise seriously exceed

quota in operate long-term period. At that time, according to vehicle flow accumulation, adopt

related prevention measure through practical survey. Road operation organization will afford

administration cost.

2.4.4 Prevention Measure for Air Pollution in Operation Period

(I) Plant tree at roadside.

The area along the road is very suitable for tree growth. Therefore, suggest planting several

kinds of arbor and shrubbery near both sides of road, especially in sensitive section, according to

local climate and earth character. In this way not only purify and absorb pollution from vehicle

exhausting air, to decrease total suspending mote in air, but also perfect environment and improve

landscape along the road.

(2) Enhance channel ventilation, to ensure environment air quality at channel entrance.

2.4.5 Water Pollution and Potential Risk in Operation period

(I) Road's management section and toll station drain a few wastewater, but its quality is

inferior, which cesspool treat then use irrigation inside road area. Treatment of wastewater from

service section should adopt biology touching oxidate-pool, and make sure its normal operation.

Waste water after treatment can be used for irrigation.

(2) Prohibit all kinds of vehicle with leakage and overloading issue on the road, to prevent

goods dissipation on road causing water body pollution.

(3) Administrate declaration system toward transporting dangerous goods vehicle. After

getting approval, escort vehicle with dangerous goods in whole transportation, police car clear the

way. Vehicle with dangerous goods must be strictly examine and control. In case occurring

horrible accident, rapidly disperse vehicle current through link shortcut, and administrate emergent

salvation, for controlling loss and environment effect at minimal level. Other wise, prohibit

vehicle with dangerous goods on road in rainstorm and fog day, and standby at related segments'

service section or management station.

(4) For guarantee water quality safety from HanJiang River and its branch, reinforce

preventing collision fence at both sides of bridge and bridge segment across YueHe River, RenHe

River and HanJiang River, add waming signal. In operation period, project should make risk and

accident prevention.

(5) 4.9 km length segment at K206+300 - K211+200, height degree is from 274 meters to

2.4.6 Prevention Measure for Transportation Accident and Pollution

1. Perfect prevention design for transportation accident

(I) Perfect design for drainage system bring stream of bridge surface into roadbed gutter, to

avoid HanJiang River is polluted by casting dangerous goods.

(2) Separately set warning board and speed limitation signal toward vehicle with dangerous

goods, at big bridgehead, for warning driver to pay attention on safety drive and control driving

speed.2. Management measure toward dangerous goods transportation

(1) Design road surface or bridge surface rainwater collection and drainage system at route's

water environment sensitive segment, as Yihe River Bridge, LiuHe River Bridge, and HanJiang

River Special Large Bridge.(2) Reinforce preventing collision fence at both sides of bridge segment.

(3) For avoid chemical accident risk, design perfect road surface rainwater collection system,

lead rainwater through side gutter into evaporating pool for sediment. When occur accident, utilize

the rainwater collection system to collectively treat.

(4) Set declaration point for chemical dangerous goods transportation at high speed road

entrance, check these vehicles' navicert, driver license, escort license, and dangerous goods

traveling list, if necessary, administrate safety examine toward these vehicles. Prohibit those

vehicles without whole license traveling on road, and add dangerous goods transportation standard

on the vehicle.

(5) Administrate examine and control of whole traveling toward transporting dangerous

goods vehicle, to prevent those vehicles high speed driving, overtaking. If transportation quantity

is over large, should be operated communication control for reducing accident rate.

(6) Fully function supervision, examine and management role of toll station, road

administration and road cruise police, to check tank car without declaration and dangerous goods

transportation signal. Prohibit vehicle, which didn't transact procedure according to regulation,

entering into high speed road.

(7) Prohibit vehicle with dangerous goods traveling on the road in storm and fog time, which

standby at related segment's service section or management station.

3. Emergency Response to the Accident of Dangerous goods Transportation

(1) The management personnel should have fully understanding of the names, the conditions,

the transportation ways and the attributes of the accidents in order to react, manage and guide

properly in case of the accidents.

(2) In the case of the accident, reports should be made to the authorities by any means of

communication facilities.

(3) The Expressway Management Institution should respond immediately after the report and

send the traffic petrels or fire fighters to the accident spots for security.

(4) The dangerous goods can be discarded if in solid form, while the report about the case

should be kept.(5) If the dangerous goods are in gas form and toxic, the fire fighters should be equipped with

masks and the information of the accident should be sent to the EP Bureau and Public Security

Bureau to evacuate the residents nearby in the case that the toxic goods are not avoid emitted.

(6) Since the Project involves many programs crossing the Hanjiang River, if the dangerous

goods in liquid form are emitted into the river, report must be sent to the EP Bureau and the

containers must be salvaged immediately. The EP Bureau should inform the local residents and

those in the down river areas not to take water from the river; with EP experts being sent for

monitoring at the same time.

( I ) In accordance with the working content, the trainees can be classified into 3 categories:Advanced environmental administrative personnel -aiming to train 9 advanced and

middle-level personnel (among which 3 from project administrative office, 3 fromCommunication Bureau, 2 from Design Institute and Scientific Research Institute, and I fromabroad monitoring unit) on environment protection and emergency measures.

(2) Environmental supervisor-aiming to train 12 monitoring engineers of each section onenvironment protection knowledge, control of environmental quality, management of environment

protection expenses, and engineering technology of environment protection to ensure that project

one contractor. All should be trained in china.

(3) Stuff from regional and environment-3 from each county, and 3 from region and city.

The purpose is to understand the content and construction program can be carried out smoothly.

The training of environtnental administrative personnel is consisted of training at home and

training abroad. The duty of training abroad is to understand the new methods, technology and

management of road environment protection in developed countries, so that publicize them to

environment protection personnel of the whole program. The training of management personnel

and stuff in Nan'ning which is hosted by project administrative office, invites officers from World

Bank, officers from other departments and experts to give lectures.

In accordance with trainees and training content, the training time is divided into three

batches:

@ Training time for environmental supervisors: May, 2006, lasting for 7 days.

(® Training abroad time for advanced environmental administrative personnel: May, 2006,

lasting for 21 days.

& Training at home time for ordinary stuff: June, 2006, lasting for 7days

The training fee for training abroad (advanced administrative personnel) is 450000RMB in total,

50000 for each person.

The training fee for twelve stuffs is 180000RMB in total, 15000 for each person.

The training fee for enviromnental supervisor is 240000RMB in total, 20000RMB for each

person.

The total training fee amounts to 870000RMB.

4 The environmental Monitor plan

4.1 Aims and Principles of the Monitor

The effects on the environment in the construction phase mainly display as the life pollution

caused by the gathering constructors, water pollution in the rivers by the construction of the bridge

pier and noise by the operation of the constructional organization and blasting mountains. What's

more, they also contain the soil erosion and water loss, raising dust, asphalt smokes and other

pollutions caused in the construction of stone cutting and pavement of the road. When this project

is put into operation after being finished, the driving vehicles at a high speed will bring about

waste steams, raising dust, noise and so on, which cause the pollution of the surrounding

environment. Furthermore, the serious pollution on some areas of sudden accidents should also be

taken into consideration. Therefore we should keep abreast of the pollution trends along the route

line comprehensively and timely; find out the quality change of the environment in nearby areas;

serve for the environmental supervision along the route line and practice environment monitor

there. The formulated principles are according to the forecast of the main environmental effect in

every phase and the possible extra-target sections and the extra-target index, with the sensitizing

range of the environment as the important point.

4.2 The Monitor OrganizationsThe environmental monitor in the period of the expressway construction and operation is

entrusted to the EMS in Ankang city. In order to ensure the practice of the monitor plan, the

constructional units should sign the environmental monitor contract for the construction phase

with the monitor unit before the construction and sign one more for the operation phase before the

project is handed over and put into service.

4.3 The Monitor PlanThe focuses are the monitor of noise, water and the atmosphere. The environment monitor

plan during the period of construction and operation is as Table 10-810-10. The monitor units

carry out the monitor plan in accordance with the requirements in the monitor contract, in a way of

a combination with fixed spots and mobile monitor, time and interval check according to the

requirements of the environmental monitor

The engineering environmental protection supervision is setup for the environment during theoperation phase and construction phase. The items under this project includes:

5.2 The Plan of Environmental Supervision

The working period of Environmental Supervision of Ankang-Shaanchuan Expresswayincludes these three terms:

The Environmental Supervision in the constructional managing design and preparing period;The Environmental Supervision in the constructional phase;

The Environmental Supervision in the project guarantee period (the handling over anddefection responsibility period);

The main work and requirements of the supervision in every period stipulates as in Table 5-2.

5.3 The Station of Environmental Supervision PersonnelThe Environmental Supervision organization of AME is adapted to its project constructional

managing system, including two levels of Chief Supervision Office and the Site Supervision

Group.The expressway environmental supervision adopts a supervision model of blending

environmental supervision into the project supervision system. The Chief Supervision Office sets

up the vice supervisor of environment protection, with the chief supervisor and his or her

representative presiding the work of environment supervision and the Department of Environment

protection which guides and supervise the routine duties of the environmental supervision. The

Project Supervision Division is responsible for the leading responsibility of the Environmental

Supervision Group. The Department of Environment protection guides the business and supervises

environmental supervision engineers' work. It enjoys the right of making decisions on common

environment protection problems, but it should refer to the chief supervisor on environmental

protection when facing major problems on environmental protection.

The constitution of the environmental provision personnel is as follows:

1. The vice supervisor of environment protection I (serves by the chief supervisor or the

representative)

2. Department of the Environment protection 2

The one with a senior title of professional post, engaged in the major of environment

protection and familiar with the road environmental supervision; the other is with a senior title of

professional post, engaged in the major of road and bridge, and familiar with the expressway

provision.

3. Every director of the site supervision group is responsible for the environmental

supervision in his group

4. Every supervision engineer is responsible for the environmental supervision in his business

5.4 Estimation Expenses of the Environmental SupervisionThe estimation expenses of the environmental provision is RMB 2 million yuan per year in

the construction phase which lasts for 5 years. The total expenses of environmental supervision isRMB 10 million altogether.

other chemicals should not be piled under the shelters to reduce the

pollution by the rain drain.

In bridge constructions, oil-borne materials or chemical products

should be avoided dropping into the water body nearby and the related

wastes can not be discarded into the water body either but be

transported or stored in the places permitted.

Bridge, culvert and pile construction should be preferably

arranged in the dry season.

Dump and waste materials should be taken away regularly but can

not be discarded on the construction site when the project finished, nor

discarded to the river nearby.

Transportation vehicles should be checked regularly and avoid

oil-borne waster water being discharged to the river nearby.

Strict treatment of the domestic sewage and wastes in the

construction camps

To prevent sewage from discharging directly into rivers or canals,

all necessary measures will be taken ,e.g. settlement tanks

the former applying to the construction in the river with smaller flow

and wider surface and the latter applying to the river larger folw.
