— Development in the NT brings economic prosperity but also brings environmental risk

— NT’s regulatory regime for assessing significant environmental risks and impacts of proposed development is inadequate and requires a major overhaul

— Stage 1 of the environmental legislative reforms will streamline environmental approvals while safeguarding the environments

— NT EPA administrative processes and procedures as well as policy and technical guidance for proponents will also require reform

— Early engagement with the NT EPA; high quality proponent documentation; using competent, certified consultants and clarity of regulatory expectations and information requirements will assist in minimising delays in approvals

11:40 The disconnect between mine project planning and approvals processes

The approach to mine planning generally moves through PFS and DFS stages prior to a final investment decision. Due to the long lead times associated with environmental approvals, proponents start this process at the PFS stage, when project details are often very conceptual and fluid. The EIS process expects a level of detail that is often not available at the PFS stage and it is also the case that mine design changes as you move from PFS to DFS, which can be in the middle of an approvals process. The NT EPA and public view these changes as poor planning or dishonesty, when in fact it is what you might expect as a result of the planning processes design to improve potential financial returns from a project.
