ENVIRONMENTAL MANAGEMENT BUREAU MIMAROPA REGION CITIZEN’S CHARTER
MANDATE
The Environmental Management Bureau (EMB) is a line bureau of the Department of Environment and Natural Resources (DENR) established by virtue of Section 34 of the Philippine Clean Air Act of 1999 (RA 8749). It shall be the primary government agency to formulate, integrate, coordinate, supervise and implement all policies, programs, projects, and activities relative to the prevention and control of pollution as well as the management and enhancement of environment. The Bureau is mandated to implement on a nationwide scale the six (6) important environmental laws to wit:
• Environmental Impact Statement System (PD 1586)
• Philippine Clean Air Act (RA 8749)
• Philippine Clean Water Act (RA 9275)
• Toxic Substances and Hazardous Waste Management Act (RA 6969)
• Ecological Solid Waste Management Act (RA 9003)
• Environmental Awareness and Education Act (RA 9512)
Established by virtue of Executive Order No. 103 separating the Southern Tagalog region into its Mainland Provinces (CALABARZON) and Island Provinces (MIMAROPA), EMB Region IVB (MIMAROPA) is tasked to implement its mandate in the provinces of Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon and Palawan.

A nation empowered to protect our natural resources, attuned to the pursuit a sustainable development, for a clean and a healthy environment the enhances the Filipino Quality of life to present and future generation.
MISSION
EMB’s mission is “to restore, protect and enhance environmental quality towards good public health, environmental integrity and economic viability”. The Bureau will continue to pursue a strong agenda of environmental reform to improve air and water quality, manage wastes and contribute to the enhancement of the development process thru strong new laws and policy frameworks.

FUNCTIONS
a. Advise the Secretary on matters relating to environmental management.
b. Formulate plans and policies and set appropriate environmental quality standards (water, air and noise) for the prevention, control of pollution and protection of the environment.
c. Exercises direct supervision over its regional offices in the implementation of plans and programs. The Central and Regional Offices of the Bureau discharge both staff and regulatory functions.
- Permits, clearances under RA 8749, RA 9003, RA 9275, RA 6969 and PD 1586 and monitor compliance to said laws
d. Provides Secretariat support to the Pollution Adjudication Board (PAB) per EO 192.
e. Provides Secretariat support to the National Solid Waste Management Commission as provided for in Section 4 of RA 9003.
f. Develop and implement a research and development program in support of the following:
- environmental criteria and standards formulation; - environmental and compliance monitoring; and - study of existing and potential environmental problems and issues.
g. Implement a system for the recognition of environmental laboratories.
h. Promote public information and education to Encourage participation of an informed citizenry in environmental quality planning and monitoring.
i. Serve as focal point agency for international agreements/commitments.

The Three-Level Scoping Activity is a Proponent-driven activity, preferably done one-time on site or in the region of project location: a) Project Briefing with Review Team (RT) composed of EIARC, Resource Persons and Case Handler during which Proponent presents a project overview, key issues and proposed TOR of EIA Study. Based on the pre-filled out SPSC, the RT may initially raise key issues on the scope of EIA Study, subject to Public/Technical Scoping. b) Public Scoping with project Stakeholders, during which community sectors raise their issues to be addressed in the EIA Study. Scoping Program/Guidelines is presented in Annex 2-9 of the RPM to guide Proponent in preparations and proper conduct of scoping. A Pro-forma Listing of Community Issues is provided in Annex 2-7c of the RPM for sign-off by key scoping participants as an input to the Technical Scoping. (NOTE: Public Scoping not required for PEPRMP, EPRMP and for projects in national waters outside of any LGU jurisdiction, thus, only Two-Level Scoping is required at the EMB Office for these projects). c) Technical Scoping with RT, during which the EIA SPSC presented by the Proponent during Project Briefing is reviewed, finalized and signed by the RT and the Proponent. The RT is also referred to Annexes
