5. The proposal was considered by the Expert Apprsis'al Committee·1 (Industry)in its meeting held on 17th _18th May.2010, and recommended the prcpcsa' forenvironmental clearance. Public hearing I Public consultation meeting was held on30.11,2009.

6. Based on the Information submitted by you. presentatlen made by you andc.or'\&ultant. Environ India • Kolkata. the Mlnletry of Environment and Forests herebyaccords environmental clearance to the above project under the provisions of EIANotlfioallon dated 14"' September 2006 subject to strlet compliance of the foliowlngSpecific and General conditions;

A. epeclflc conditions

1. ContinuOU6 monitoring facilities for all the stacks Bnd sufficient air pollutioncontrol equipments vlz. fume extraction system with bag fillers, I 0 fan and

9. Efforts shall be made to make use of rain water harvested. If needed. capacityof the reservoir shall be enhanced to meet the maximum water requirement.Only balance water requirement shall be met from other sources.

10. Regular monitoring of Infl\.lent and effluent surface, sub-surface and gioundwater should be ensured and treated wastewater shall meet the normspreSCribed by the State pollution Control Board or descriped under the E(P)Act whichever are more stringenl leachate study for the effluent gGneratedand analysis shall also be regularly carrled out and report submitted to theMInistrY's Regional Office at Bhubaneswar, W8PCB and CPCS.

11. Slag produced In Ferro Manganese (Fe-Mn) production shau be used inmanufacture or Sill co Manganese (SI·Mn).

12. All th$ terre slloy slag shall be used for land 1I111nginside the plant or used asbuilding material only after passing through Toxic Chemical l.eachabilityPotential (TCLP) test. Otherwise, hatsrdou& aubstences should be recoveredfrom the IIlas and output wallte and be disposed In secured landfill as percpee guidelines.

14. 16. Risk and Disaster Management Plan alongwith the mWgatJon measures shallbe prepared and a copy submitted to the Ministry's Regional Office atBhubaneswar, WBPCB and cpce within 3 months of issue of environmentclearance letter.

17. Recommendations made In the cnerter on Corporate Responsibility forEnvironment Protection (CRE?) for the Ferro Alloy Units shall be strictlyimplemented.

1S.AlI the commitments made to the public during the Public Hearir.g I PublicConsultation meeting held on 30th November, 2009 shall be satisfactorilyImplemented and a separate budget for Implementing the same shall beallocated and Information submitted to the Ministry's Reglonai Office atBhubaneswar. .

19.At least 5 % of the total cost of the project shall be earmarked towards thecorporate SOCial responsibility and ltem-wlse details alongwlth time boundact/on plan should be prepared and submitted to the Ministry's RegionalOffice at Shubaneswar. Implementatlon of such program should be ensuredaccordingly in a time bound manner.

20.The company shell provide housing for construction labour within the site withall neceJssafY infrastNcture and facilities such as fuel for cooking. mobiletoilets, mobile STP. safe drinking water. medical health care. creche etc. Thehousing may be In the form ot temporary structures to be removed after thecompleUon of the project.

S. GENERAL CONDITIONS:

x. A separate environmental management cell to carry out various managementand monitoring functions shall be set up under the control of Senior Executive.

The project proponent ehall upload the statue of compliance of the stipulatedenvironment clearance conditions, including results of monitored cata on theirwebsite and shall update the same periodically. It Shall simultaneously besent to the Regional Office ot the MOEF, the respective Zonal Office of c=caand the WBPCB. The criteria pollutant levels namely; SPM, RSPM, 502. NOx(ambient revers as well as stack emissions) or critical seetcral parameters.indicated for the projects shall be monitored and displayed at 3 convenientlocation near the maIn gate of the company in the public domain.

xv. The project proponent shall alao submit six monthly reports on the status ofthe compliance of the atipulated environmental conditions Inc!uding results ofmonItored data (both In herd copies ae well ae by a-mall) 10 the respectiveRegional Office of MOEF, the reapectlve Zonal Office of CPCB and thOWBPCB. The Regional Office of this Mlnletry at Bhubaneswar/CPCBIVVBPCashall monitor the stipulated conditions.

xvl. The environmental statement for each financial year ending 31.1 March inFcrm-V as Is mandated to be submitted by the project proponent to theconcerned State Pollution Control Board as prescribed under the Environment(Protection) Rules, 1986, as emMded subsequently. shall 81s0 be put on thewebsite at the company alon9VJ1th the etatus of compliance of environmentalconditions and snau also be sent to the respective Regional Offices of theMCEF bye-mail.

xvii. The Project Proponent shall Inform the public that the project has beenaccorded environmental crearance by the Ministry and copies of the ctearanceletter are available with the W. a. Pollution Control Board and may also beseen at the Website of the Ministry of Environment and Forests athttp:/envfor.nlc.ln. This should be advertised within seven days from the dateof Issue at the clearance letter at least In two local newspapers that are widelycirculated in the region of which one shall be In the vernacular language of thelocality concerned and a copy ot the same shell be forwarded to the Regionaloffice at Bhubaneewar.

7.0. The Ministry may revoke or suspend the clearance, If Implementation of anyof the above conditions Is not satisfactory.

8.0. The Ministry reserves the rlghl to stipulate addltlonal condltloM if foundnecessary. The Company In a time bound manner shell implement these condltlona.
