1. Manufacturers / Sole Agents / Authorized Dealers interested to get themselves registered with the Water & Sanitation Agency (WASA) Lahore should obtain printed application form on payment of Rs. 5000/- by submission of written application from the office of Director Procurement and Stores WASA, Lahore during office hour on any working days.

2. The contractor approved for enlistment shall have to deposit the

enlistment fee for the year 2018-19 within fifteen (15) days receipt of approval letter failing which it would be consider that you are not willing to be enlisted on WASA panel.

3. The applicant shall be enlisted/ registered after evaluation and on approval of application from the committee constituted by Managing Director, WASA for evaluation of enlistment applications.

4. Enlistment fee shall be Rs 50,000.00 (Pak Rupees Fifty Thousand only).

5. The enlistment / renewal/ registration of the firm shall be valid for

one (01) fiscal year.

6. The application for renewal of next fiscal year on submission of application along with all necessary documents on or before 30th June of every year for processing viz approval of renewal.

7. After approval of renewal by the committee payment of

Rs 25,000.00 (Pak Rupees Twenty Five Thousand Only) shall be made through challan form issued by WASA, Lahore

8. Registration Certificate / Letter shall be issued containing terms

and conditions along with approved make and models of water meters (Appendix-L)

9. Certificate for renewal of registration shall be issued on payment of

fee as described above. (Appendix-M)

10. If application for the renewal after due date you will be penalized for 25% of renewal fee per-quarter.

11. All valid / renewed documents / literature / broucher/ technical

specifications / certifications shall be provided with renewal request.

12. All the enlisted Manufacturers / Sole Agents / Authorized Dealers shall have to provide water meters as per notified specifications..

13. The Manufacturers / Sole Agents / Authorized Dealers once approved / enlisted on WASA panel would have to provide water meters in accordance with notified specifications on reasonable market rate.

14. The approved / enlisted Manufacturers / Sole Agents / Authorized

Dealers shall have well established website with product verification / confirmation portal to verify water meter regarding following aspects. Date of Manufacturing Site of Manufacturing / Country of Origin Details of Water Meter concerning type, discharge, class ,dia and

all other relevant information.

15. In case of foreign Manufacturer approved / enlisted on WASA panel, shall have to establish a franchise with equipment / accessories / parts of water meter that would be required for repair of water meter.

16. Inspection of water meters will be carried out at ware house of the firm through the committee constituted by Managing Director, WASA.

17. The approved enlisted / registered firm shall provide all necessary fittings i.e couplings, nuts, bushes, etc. required for installation of Water Meter.

18. The approved enlisted / registered firm shall have a well-established outlet in WASA Lahore jurisdiction easily accessible to WASA Consumers / Customers. A committee shall inspect the outlets regarding services provided by the firm.

19. The approved enlisted / registered firm must maintain a stock of minimum 1000 (One Thousand) water meter at their outlet.

20. The approved enlisted / registered firm shall be bound to provide warranty and after sale services to the consumer / customer. In case of any complaint received from consumer / customer regarding performance, services, availability of water meters, accessories / parts and after sale services WASA Lahore reserves the right to delist the firm from its panel of approved Water Meter Manufacturer / Sole Agents / Authorized Dealers.

21. The approved enlisted / registered firm shall be responsible for third party inspections in respect of following aspects and submit the same to WASA Lahore.

Technical staff of third party shall visit the factory premises of

manufacturing company / supplier in its country.

Examine / technically evaluate water meters keeping in view

notified specifications.

Checking for appropriate handling of water meters.

Validation of quality through visual inspection and testing with

respect to notified specification and identify deviation in any.

Post-shipment inspections in Pakistan at the port of delivery to

certify and validate the items passed during pre-shipment have

been received securely.

Mandatory Requirements from serial # 1 to serial # 10 provided in the table below and in all Technical Forms are compulsory. Failure to comply with any of these parameters will result in disqualification of applicant, being ineligible for enlistment.

B. Eligibility Criteria

The firm is required to obtain minimum 60 marks for being eligible concerning / registration / enlistment on WASA panel. In case of Authorized Dealer / Sole Agents following criteria shall be evaluated on documentary proof of OEM.
