PREAMBLE

The Bill of Quantities shall be read in conjunction with the Instructions to Bidders, Conditionsof Contract, Technical Specifications, and Drawings.

The quantities given in the Bill of Quantities are estimated and provisional, and are given toprovide a common basis for bidding. The basis of payment will be the actual quantities of workordered and carried out, as measured by the Contractor and the Employer’s Representativejointly and valued at the rates and prices tendered in the priced Bill of Quantities, whereapplicable, and otherwise at such rates and prices as the Engineer may fix within the terms of theContract.

The rates and prices tendered in the priced Bill of Quantities shall, except insofar as it isotherwise provided under the Contract, include all construction plant, labour, supervision,materials, erection, maintenance, insurance, profit, taxes and duties, together with all generalrisks, liabilities and obligations set out or implied in the Contract.

The rates and prices shall be quoted entirely in Ngultrum.

General directions and descriptions of work and materials are not necessarily repeated orsummarized in the Bill of Quantities. References to the relevant sections of the contractdocumentation shall be made before entering rates or prices against each item in the Bill ofQuantities.

The quantities shall be computed net using dimensions from the drawing, unless directed otherwise by the client. No allowance shall be made for bulking, shrinkage or waste. No other type, terms or regulation for computing the

4 1004 Site Installation (facilities, tools, plant, equipment and so forth):

For all items and descriptions, the relevant and enclosed drawings are an integral part of this bill of quantities. The contractor has to prepare a site installation plan and submit to the client for approval. The approved site installations plan has to be implemented. Any change to the installation plan and to the contract documents by the contractor and/or subcontractor has to be approved by the client. In addition all terms and condition of contract have to be fulfilled. It is understood, that the building site is an area within a range of 5 km around the bridge.

The contractor shall be deemed to have made himself fully acquainted with the full nature of the work, the location and character of the site and means of access to the site, including any traffic restrictions imposed.

All the necessary infrastructures at site required to support the successful completion of the bridge are a part of the site installation. The infrastructures shall include bridge site access roads, contractor's yard, site office, labor camps, stores, toilets, water and electricity supply facilities and so forth.

As a part of the site installation, the contractor has to fulfill the following to be eligible for the payment:-

a) SITE OFFICE: A site office with sufficient space for the engineers and work supervisors to work comfortably. The site office should also house a meeting room to accommodate more than six persons. The site office has to be furnished with required number of tables, chairs and other necessary amenities. The site office shall have at least bamboo mat wall, concrete/timber flooring and CGI roof.

b) LABOR CAMP; Sufficient number of labor camps shall be built and maintained by the contractor so that the laborers can live reasonably comfortably. The labour camps shall f y phave at least bamboo mat wall, concrete/timber floor and CGI Roof. The labor camps shall be supplied with adequate drinking water and electricity supply. So that there is proper sanitation and hygiene at site, appropriate type and number of toilets and other sanitary facilities such as drains etc. shall be built and maintained by the contractor throughout the project period .

c) WASTE MANAGEMENT: The contractor shall establish proper wastage management system at site for proper handling/disposal of the construction and other wastes produced as a result of the construction activities.

d) CONSTRUCTION SHED, STORES ETC.:- All the construction materials shall be stored well under properly built sheds to avoid quality drops and loss.

e) The contractor shall build no infrastructure without prior approval of the client. The client shall inspect the contractor's site infrastructure and give instructions. These instructions are binding and shall be strictly implemented by the contractor.

f) The contractor shall make his own connections for water and electric supply and energy, if any, and pay for it.

g) The Contractor cannot use the infrastructure like telephone, fax, photocopies, etc. of the Client. The contractor has to set up his own equipments.

h) After completion of the works, the contractor shall clear and remove from the site all tools and plants, surplus materials, rubbish, garbage, temporary constructions, and temporary work of every kind and leave the whole site clean and to satisfaction of the client. The site area of the camp, storage area, access road and so forth shall be rebuilt and brought into the same shape, state and condition as before starting the work. The contractor is not allowed to dispose anything into the river.

i) Clearance of the site shall be done as per the instructions of the client. Clearings may have to be done during construction period and at the end of the phased construction tasks. The final clearance shall be completed within the contract period.

5 1005 Material + protection

The contractor shall build sufficient shelter buildings, that all material can be stored without being exposed to the rain and hot sun. The materials have to be protected. The contactor has to secure the site installation place with an adequate fence and security system.

6 1006 Tools and plants

The contractor shall supply and provide all materials, plants, equipment, spare parts whatsoever to execute the works in accordance with the contract and all descriptions in the bill of quantities.

The contractor has to provide sufficient spare parts and equipment, that the work can be executed without delay. The tools and plants to erect all temporary building and scaffolding have to be on site. Tools, equipment and plant have to be provided in sufficient numbers and in good working condition. The contractor is responsible for the maintenance. The client reserves the right to stop on-going work in case tools and plats are not meeting the requirement and/or are in unsafe condition.

The concrete must be made by preferably using concrete batching plant. But use of concrete mixer machine would also be permitted provided the desired quality of the mix is can be produced. The contractor shall provide a concrete mixer machine in sufficient nos at the bridge construction site, which can cover a concreting up to 70 m 3 in a day.

The concrete must be compacted using mechanical concrete vibrators. Spare immersion needles of different diameters have to be available at site at all times.

It may be necessary to pump the water for construction works from the river. The necessary capacity has to be obtained by the pumps. Spare pumps and hoses have to be at site. The required water tanks have to be built up.

As the natural coarse aggregate/coarse gravel has to be washed after crushing. Sufficient water has to be available. The water pumps have to be designed accordingly.

It is understood that in the cost of the site installation, all costs for facilities, tools, plant, equipment have to be included. In addition to these costs, it should also include the salary for Contractor’s engineers, cost of all risk insurance of works and so forth. All risk insurance of the works (ongoing and completed), plants & materials shall also cover the labor and personnel working at the project site against injury and death. The modalities for the insurance shall be as per the stipulations under "Insurance" in the General Conditions of Contract (GCC). By signing the contract, the Contractor confirms that all efforts and costs to fulfill the task are included in his

9 1009 VariousAll the above scope of work have to be included in the site installation and the contractor is not eligible for payment for site installation unless all the scopes of works under it are completed in full. While 80% of the site installation cost can be paid upon successful completion of the site installation works, the remaining 20% shall be released only after the final clearance works towards the end of the project period.

10 2001

The contractor shall be deemed to have made himself fully acquainted with the full nature & complexity of the work, the location and character of the site and means of access to the site.

11 2002

The rates and work descriptions have to include all activities and all costs necessary to complete the work. The erecting, use and dismantling of necessary working platforms, scaffolding and related structures have to be included in the rates. Construction of coffer dams, guide bunds, sheet piles etc. if required for diversion of the river in order to get the working space or to control seepage during excavation shall also be included in the rates. The

relevant drawings are an integral part of these tender documents. The contractor has to study all drawings in detail. By submitting the tender, the contractor is declaring that he/she has understood the drawings and all the works involved and is prepared to complete all construction work in a competent manner. Only the highest degree of accuracy and quality will be accepted.

The Contractor confirms also to be fully aware of the soil condition. He/she agrees not to ask for additional payments due to changed soil conditions.

The word "soil" in this context refers to all types of soil, earth, rock, stone, sand, boulders, gneiss, clay, gravels, mica schist and so on. In other words, the rate quoted for the soil excavation shall apply for all the excavation materials; soil, earth, rock - hard and/or soft, requiring or not requiring blasting.

Irrespective of the type of excavation material, the contractor shall be paid at the same rate - the rate quoted by the contractor for 'soil' excavation. Therefore, while submitting the rates, the contractor has to estimate the proportion of various materials (soil, ordinary rock, hard rock) in the excavation depending on the site condition and quote accordingly. The fact that some of the excavation works will be at the river side, in the river and below the water level will also not justify any increase in the costs. It is important that the contractor does careful study of the site condition prior to submitting the tender.

The excavation shall be paid as Solid Volume. Solid volume is the volume of excavation calculated directly from the foundation dimensions of the structure without allowance for bulking, shrinkage, wastage, working space, slope cutting etc. But the contractor has to be aware of the fact that the soil cannot be dug vertically and that additional excavations would be required for getting the working space around the foundations, slope cutting etc. and the contractor has to account for these additional quantities while setting rates for the excavation works.

However, the top layer of the soil containing decomposable materials have to be disposed off to necessary leads. The excavation may be below or above water level, which the contractor has to ascertain after studying the site condition and understanding the design drawings. The construction of cofferdam, guide

The quantity shall be paid as solid volume and as a soil excavation irrespective of the nature and type of soil - sand , gravel, boulder or any type of rock requiring or not requiring blasting.

Breaking of hard rocks using controlled blasting and disposal of unusable materials within necessary lead. The blasting operation has to be carried out by skilled blaster and it has to be so controlled that it shouldn't disturb the portion of the bed rock that has to support the abutment. The contractor will be allowed to use the useful materials (if any) from the blasting for the bridge project and therefore the consideration for the same has to be made while setting the rates. The cost for operator of compressor, drill rod and all other efforts required to complete the task has to be included in the rate . The rock excavation shall be paid as solid volume.

Rock anchoring works below abutments. The work involves drilling of minimum 36mm diameter drill holes, placing of the reinforcement (as per design) in the hole and packing it with rich cement mortar 1:1. The reinforcement has to be placed centrally in the hole so that the cement mortar fill the gap uniformly around the reinforcement bar. The depth of the drill holes are shown in the drawing. The reinforcement shall be paid separately. All other efforts and expenses required for completing the task shall be included in the rates.

The Client's site engineer will strictly supervise this to make sure that full compaction is achieved. While the backfilling for the approach roads to the bridge shall be paid as per actual quantity, the backfilling in and around the abutments and the RRM walls shall be paid as solid volume.

The formwork shall include all temporary or permanent forms required for forming the concrete of the shape, dimensions and surface finish as shown in the relevant drawings. The cost of the form work shall include effort and expenses for design and providing all props, staging, centering, scaffolding and other temporary constructions required to support the formwork. The removal of the form work after the time specified in the specifications or as directed by the Engineer/Client shall also be included in the rates. The formwork shall be of timber, plywood (only waterproof marine plywood and not ordinary commercial ply) or steel plates. In any case the shuttering has to

The lean concrete area can be inclined up to 15 degrees and therefore formwork may not be necessary. The rate has to include all works and materials to fulfill the task including curing.

be followed by preparation and testing of the trial mixes. It may be necessary to use concrete admixtures to achieve the desired strength of the concrete. The particular mix proportion to be used for the concrete of particular grade shall be approved by the client only after the contractor is able to produce the trial mix results of the proposed mix proportion. The contractor shall not be paid for material testing, mix design, preparation and testing of trial mixes and so forth. The expenses for these efforts have to be included under the relevant items of work. The Grades of concrete mentioned in the BoQ are as per IS:456 - 2000. The cost for use of concrete admixtures and other necessary efforts required to achieve the desired concrete strength has to be included in the rates and shall not be paid separately. The admixture type, brand etc. has to however be approved by the Client.

The formwork has to impact a smooth surface on the resultant concrete. The design of the false work (staging) and the formwork have to be approved by the Client.

The contractor has to submit the mix design and trial mix test reports of the mix proportion and get them approved before the concrete goes into the bridge. The contractor is reminded here that it is generally not possible to achieve high grade concrete like M35 without use of concrete admixtures. Therefore, necessary considerations have to be made while setting the rates. The reinforcement and formwork shall be paid separately.
