• Opportunities and challenges: – Making sure that local authorities and central agencies collaborate
• Sharing information not only across agencies but also between public sector levels (federal, regional, local)
– Using standardized models for LCM and EA will make the implementation of nation wide e-Gov solutions easier
• The project mgmt. effort should however not be underestimated.
– E-Gov result in changes in the business model and the way services are offered, enabling business to focus on the core business
– R & D and innovation go hand in hand. – E-Health: using technology creates huge opportunities but also demands handling
resources wisely and to consider privacy aspects. – Israel: low on-line business (e-Commerce) penetration in Israel (only 2% of the
business handle on-line payment). Huge potential. – Creating generic building blocks that form a “digital service infrastructure” (re e-SENS
within the EU) – Using standards and specifications to allow business to build and provide service

Objectives
• To establish a Government strategy that will foster digital collaboration within the public sector as well with the private sector
• Simplify interaction with citizens and
businesses – make everyday life easier!
• Open up administrations to support innovation and participation
• Improve efficiency and quality within administrative operations
Digital Collaboration requirements
• The exchange of information creates the conditions needed for simplifications and increased efficiency…for citizens, companies and agencies.
• Digital collaboration requires that different actors’ processes, information and services are tied together in digital collaborative solutions to achieve common goals.
• A common architecture for exchange of information is necessary to allow for information sharing
An European outlook
• EU level initiatives – CEF, STORCK, E-SENS etc.
