SECTION 1

INTRODUCTION1

1.1 This document aims to clearly explain and identify the

membership application routes available to candidates

seeking to join Engineers Ireland. The guidelines are

divided into sections as follows:

Section 1 Introduction

Sections 2 – 9 Information and requirements for each

application route

1.2 All candidates must normally become a member of Engineers

Ireland prior to applying for a professional title. Membership

is normally based on the candidate’s primary qualification.

1.3 Candidates must be elected to membership by submitting

a full application in English for consideration by the

Membership and Qualifications Board. If successfully

elected to membership of Engineers Ireland, candidates

may use the relevant post nominal after their name, i.e.,

MIEI or Tech IEI.

1.4 Depending on the application route taken by the member

they may or may not have been assessed for their

eligibility to progress to a professional title at this time.

This is described in full within each section of these

guidelines.

1.5 There are a number of routes to membership available

depending on your qualification, and also on the

experience you have gained while working within an

engineering role.

1.6 Regardless of the membership route all candidates are

considered on an individual, case by case basis and the

final decision on all elections to membership is the

responsibility of Engineers Ireland. The Membership and

Qualifications Board is responsible for the consideration of

applications and the election of members to Engineers

Ireland.

1.7 As the Irish regulatory body for the engineering

profession, Engineers Ireland has the responsibility of

representing the profession as a whole in Ireland. This

includes professional engineers, engineering technologists

and engineering technicians.

1.8 The decision criteria and submission requirements for

applications for membership of Engineers Ireland are

different depending on the relevant application route. The

membership diagram lists the routes and, along with the

panel to the right, indicates which section of this

guidelines is relevant to each route.

Please note all documents must be submitted in English,

including qualifications. If the originals are not in English

please provide a certified translation in addition to the

original document.

2.2 How to apply

If you have graduated from an engineering programme

accredited by Engineers Ireland you must provide the

following information to apply for membership:

n Verification of qualification

We will require proof that you have been awarded the

relevant qualification. You can provide this in English

through any of the following methods:

– If you have original documents/transcripts/letters

verifying your qualification, you must post these

documents to Engineers Ireland and we will photocopy

and return them to you.

or

– You must fill out the qualification verification form on

page 9 and return it to Engineers Ireland and we will

receive confirmation from your college.

or

– You must fill out the qualification verification form on

page 9 and send it to your college for them to stamp

and fax/post back to Engineers Ireland.

or

– You must ask an Engineers Ireland employee/member

of An Garda Síochána/public notary/Chartered

Engineer to sign a copy of your parchment certifying

that they have viewed the original.

n Payment of membership subscription fees

You must pay your subscription fee through either the

online application form or by an Irish bank cheque, Irish

postal order or debit/credit card by calling the

membership hotline at 01 665 1334. We can also issue

you an invoice for your employer/company.

2.4 On submission of the completed application it will be

presented for assessment at the next Membership and

Qualifications Board meeting. These meetings take place

every month, with the exception of August. If candidates

are successfully elected to membership they will be

entitled to use the post-nominal relevant to their

qualification after their name. Candidates are normally

advised within one week of the Board meeting.

Those holding level 7, 8 or 9 qualifications accredited by

Engineers Ireland are entitled to use MIEI. Those holding

technician qualifications are entitled to use Tech IEI.

2.5 On election to membership candidates will also be advised

that they have been assessed as holding the educational

standard required for the relevant professional title. The

educational standards and titles are detailed in the table

below. This means the candidate may apply for the

relevant professional title with Engineers Ireland through

the standard application route.

HOW TO APPLY: Membership guidelines10

3.1 FEANI is a federation of professional engineers that unites

national engineering associations from 31 European

countries. Thus, FEANI represents the interests of over 3.5

million professional engineers in Europe. FEANI is striving

for a single voice for the engineering profession in Europe

and wants to affirm and develop the professional identity

of engineers.

Through its activities and services, especially with the

attribution of the EUR ING professional title, FEANI aims to

facilitate the mutual recognition of engineering

qualifications in Europe and to strengthen the position,

role and responsibility of engineers in society. More

We will require proof that you have been awarded the

relevant qualification. You can provide this in English

through any of the following methods:

– If you have original documents/transcripts/letters

verifying your qualification, you must post these

documents to Engineers Ireland and we will photocopy

and return them to you.

or

– You must fill out the qualification verification form on

page 14 return it to Engineers Ireland and we will

receive confirmation from your college.

or

– You must fill out the qualification verification form on

page 14 and send it to your college for them to stamp

and fax/post back to Engineers Ireland.

or

– You must ask an Engineers Ireland employee/member

of An Garda Síochána/public notary/Chartered

Engineer to sign a copy of your parchment/transcript/

letter certifying that they have viewed the original.

n Payment of membership subscription fees

You must pay your subscription fee either through the

online application form or by an Irish bank cheque, Irish

postal order or debit/credit card by calling the membership

hotline at 01 665 1334. We can also issue you an invoice for

your employer/company.

3.4 On submission of the completed application it will be

presented for assessment at the next Membership and

Qualifications Board meeting. These meetings take place

every month, with the exception of August. If candidates

are successfully elected to membership they will be

entitled to use the post-nominal MIEI after their name.

Candidates are normally advised within one week of the

Board meeting.

3.5 On election to membership, candidates will also be

advised that they have been assessed as holding the

educational standard required for the relevant professional

title. Details of the educational standards, as they are

categorised in the FEANI Index, required for each of the

professional titles are detailed in the table below. This

means that the candidate may apply for the relevant

professional title through the standard application route.

The table below is valid for those graduating prior to

2013.

3.6 Only those qualification categories on the FEANI Index, as

listed in the table below, will be considered for

membership under this membership route.

4.1 Engineers Ireland is a signatory country to the

Washington, Sydney and Dublin Accords.

Washington Accord

The Washington Accord is an agreement between the

engineering accreditation bodies within each of the

signatory countries. The agreement recognises as

equivalent the undergraduate engineering courses of

study which are accredited and delivered within those

countries as meeting the educational standard required for

Chartered Engineer. For more details of the Accord and

Sydney Accord

The Sydney Accord is an agreement between the

engineering accreditation bodies within each of the

signatory countries. The agreement recognises as

equivalent the undergraduate engineering technologist

courses of study which are accredited and delivered within

Dublin Accord

The Dublin Accord is an agreement between the

engineering accreditation bodies within each of the

signatory countries. The agreement recognises as

equivalent the undergraduate engineering technician

courses of study which are accredited and delivered within

those countries as meeting the educational standard

required for Engineering Technician. For more details of

the Accord and the signatories please click here.

4.2 A full list of the signatories to the Accords is available at

On application, the candidate’s qualification will be

checked with the relevant engineering accreditation body.

recognised by one of the above accords you must provide

the following information to apply for membership:

page 19 and forward it to the address below. If so, please

complete all sections of the membership application form

and send it to:

n Verification of qualification

We will require proof that you have been awarded the

relevant qualification. You can provide this in English

through any of the following methods:

– If you have original documents/transcripts/letters

verifying your qualification, you must post these

documents to Engineers Ireland and we will photocopy

and return them to you.

or

– You must fill out the qualification verification form on

page 20 and return it to Engineers Ireland, and we will

receive confirmation from your college.

or

– You must fill out the qualification verification form on

page 20 and send it to your college for them to stamp

and fax/post back to Engineers Ireland.

or

– You must ask an Engineers Ireland employee/member

of An Garda Síochána/public notary/Chartered

Engineer to sign a copy of your

parchment/transcript/letter certifying they have

viewed the original.

n Payment of membership subscription fees

You must pay your subscription fee either through the

online application form or by an Irish bank cheque or Irish

postal order or debit/credit card by calling the

membership hotline at 01 665 1334. We can also issue

you an invoice for your employer/company.

4.4 On submission of the completed application it will be

presented for assessment at the next Membership and

Qualifications Board meeting. These meetings take place

every month, with the exception of August. If candidates

are successfully elected to membership they will be

entitled to use the relevant post-nominal to their

qualification after their name, i.e., Washington and Sydney

Accord qualification holders may use MIEI. Dublin Accord

qualification holders may use Tech IEI after their name.

Candidates are normally advised within one week of the

Board meeting.

4.5 On election to membership, candidates will also be

advised that they have been assessed as holding the

educational standard required for the relevant professional

title. Details of the educational standards met by each of

the above accords for progression to the professional titles

are detailed in the table below. This means that the

candidate may apply for the relevant professional title

through the standard application route. The table below is

valid for those graduating prior to 2013.

5.1 This membership application route applies to candidates

who have graduated from an Irish engineering

qualification not accredited by Engineers Ireland.

5.2 Candidates applying within this route must provide proof

of equivalency of their qualification to either a Level 7 or

Level 8 qualification on the Irish National Framework of

Qualifications (NFQ).

The National Qualifications Authority of Ireland (NQAI)

may be contacted for information on acquiring proof of

equivalency for those qualifications not currently classified

by the Irish NFQ. Details on the service offered by the

NQAI may be seen here.

5.3 Candidates are required to provide Engineers Ireland with

a Diploma Supplement (DS) completed by the college or

programme provider that awarded their qualification. The

purpose of this document is to allow a preliminary

assessment of their qualification in comparison with the

expected educational standard required for membership

of Engineers Ireland. This assessment does not equate to a

full educational standard evaluation. Should a successful

candidate wish to progress to the relevant professional

title they will require further assessment at that time.

Within the EU the DS accompanies a higher education

diploma, providing a standardised description of the

nature, level, context, content and status of the studies

completed by its holder. More information on the Diploma

You are required to provide proof of your qualification’s

equivalence to Level 7 or Level 8 on the NFQ, as per

section 5.2.

n Diploma Supplement

You are required to provide a completed Diploma

Supplement (DS) in the format of the Irish National DS

Template, as per section 5.3. The DS should be completed

by the provider of your engineering qualification in the

English language. The DS will be verified by Engineers

Ireland on receipt of your application. The DS should clearly

indicate the European Credits Transfer System (ECTS)

credits per each module or subject listed within the form.

n Supporters

Your application must be supported by a Chartered

Member of Engineers Ireland.

The Chartered Engineer should be directly familiar with

your formation and experience to date as an engineer.

This supporter should make him/herself familiar with the

requirements for this application route.

This form confirms in the supporters considered view

that you (the applicant) are a candidate who merits

consideration for admission to MIEI (membership of

Engineers Ireland).

The form on page 27 should be printed, signed and

forwarded in hardcopy to the membership team. Only in

exceptional circumstances will Engineers Ireland consider

alternative arrangements, where because of the nature of a

candidate’s employment, he/she cannot provide a

supporter who is a Chartered Engineer.

n Payment of Subscription Fees

You must pay your subscription fee either through the

online application form or by cheque, postal order or

debit/credit card (call 01 665 1334). We can also issue you

an invoice for your employer/company.

n Payment of Assessment Fee

There is a fee charged for the assessment of your

application support documentation. Details of the

assessment fee may be found here.

You must pay your assessment fee by either Irish bank

cheque, Irish postal order or debit/credit card by calling

the membership hotline at 01 665 1334.

5.5 On submission of the completed application it will be

presented for assessment at the next Membership and

Qualifications Board meeting. These meetings take place

every month, with the exception of August. If candidates are

successfully elected to membership they will be entitled to

use the post nominals, MIEI, after their name. Candidates

are normally advised within one week of the Board meeting.

5.6 On election to membership candidates will be advised

that they have NOT been assessed for a route to any of

the Professional Titles.

All members are encouraged to progress to the

professional title, providing accredited status of and public

confidence in their ability to practise as a professional

Your application must be supported by a Chartered

Member of Engineers Ireland.

The Chartered Engineer should be directly familiar with

your formation and experience to date as an engineer.

This supporter should make him/herself familiar with the

requirements for this application route.

This form confirms in the supporters considered view

that you (the applicant) are a candidate who merits

consideration for admission to MIEI (membership of

Engineers Ireland).

The form on page 33 should be printed, signed and

forwarded in hardcopy to the membership team.

Only in exceptional circumstances will Engineers Ireland

consider alternative arrangements, where because of the

nature of a candidate’s employment, he/she cannot

provide a supporter who is a Chartered Engineer.

n Payment of Subscription Fees

You must pay your subscription fee either through the

online application form or by Irish bank cheque, Irish

postal order or debit/credit card (call 01 665 1334). We

6.5 On submission of the completed application it will be

presented for assessment at the next Membership and

Qualifications Board meeting. These meetings take place

every month, with the exception of August. If candidates

are successfully elected to membership they will be

entitled to use the post nominals, MIEI, after their name.

Candidates are normally advised within one week of the

Board meeting.

6.6 On election to membership candidates will be advised

that they have NOT been assessed for a route to any of

the Professional Titles.

All members are encouraged to progress to the

professional title, providing accredited status of and public

confidence in their ability to practise as a professional

APPLICATION ROUTE FOR GRADUATES OF NON EU ENGINEERING QUALIFICATIONS NOTRECOGNISED BY THE WASHINGTON OR SYDNEY ACCORDS7

7.1 This application route applies to candidates that hold an

engineering qualification awarded outside the EU and

which is not recognised by the Washington or Sydney

Accords.

7.2 Candidates applying within this route must provide proof

of equivalency of their qualification to a Level 7 or Level 8

qualification on the Irish National Framework of

Qualifications (NFQ). Click here.

The National Qualifications Authority of Ireland (NQAI)

may be contacted for information on acquiring proof of

equivalency for those qualifications not currently classified

by the Irish NFQ. Details on the service offered by the

NQAI may be seen here.

7.3 Candidates will be required to provide Engineers Ireland

with a form completed by the college or programme

provider that awarded their qualification. The purpose of

this form is to allow a preliminary assessment of their

qualification in comparison with the expected educational

standard required for membership of Engineers Ireland.

This assessment does not result in a full educational

standard evaluation and should a successful candidate wish

to progress to the relevant professional title they will

require further assessment at that time.

Please note all documents must be submitted in English,

including qualifications. If the originals are not in English

please provide a certified translation in addition to the

original document.

7.4 How to apply

If you are a graduate of an engineering programme

awarded outside of the EU and not recognised by the

Washington or Sydney Accord you must provide the

There is a fee charged for the assessment of your

application support documentation. Details of the

assessment fee may be found here.

You must pay your assessment fee by Irish bank cheque,

Irish postal order or debit/credit card by calling the

membership hotline at 01 665 1334.

7.5 On submission of the completed application it will be

presented for assessment at the next Membership and

Qualifications Board meeting. These meetings take place

every month, with the exception of August. If candidates

are successfully elected to membership they will be

entitled to use the post nominals, MIEI, after their name.

Candidates are normally advised within one week of the

Board meeting.

7.6 On election to membership candidates will be advised

that they have NOT been assessed for a route to any of

the Professional Titles.

All members are encouraged to progress to the

professional title, providing accredited status of and public

confidence in their ability to practise as a professional

engineering but cognate qualifications seeking

membership with Engineers Ireland. Candidates must hold

a Level 8 qualification within the following cognate list:

8.2 Candidates applying within this route must provide proof

8.3 Members of Engineers Ireland are normally graduates of

engineering programmes, or of cognate subjects to

engineering, and they generally:

n Have the ability to derive and apply solutions from a

knowledge of sciences, engineering sciences,

technology and maths.

n Have the ability to identify, formulate, analyse and solve

engineering problems.

n Have the ability to understand the design of a system,

component or process to meet specified needs.

n Have the ability to design and conduct experiments

and to analyse and interpret data.

n Have an understanding of the need for high ethical

standards in the practise of engineering, including the

responsibilities of the engineering profession towards

society and the environment.

n Have the ability to work effectively as an individual, in

teams and in multi disciplinary settings together with

the capacity to undertake continuing professional

development and life long learning.

n Have the ability to communicate effectively with both

the engineering community and society at large.

8.4 Candidates are required to demonstrate that they are

currently working in, and that they have a minimum of

three years technical experience within, an engineering

role. It is expected that such an applicant will have worked

under the supervision of a Chartered Engineer or with a

Chartered Engineer who is familiar with the candidate’s

formation in engineering and is prepared to provide an

evaluation and opinion of the candidate’s expertise and

contribution to the engineering profession.

including qualifications. If the originals are not in English

please provide a certified translation in addition to the

original document.

You are required to provide a 2,500 word report in support

of your application. An electronic copy of the report should

be submitted.

i) Content:

The report should concentrate on your own personal

responsibility and contribution to the engineering role you

are working in. It should focus on the engineering

principles and expertise you apply in your role, detailing

the discipline of engineering involved. It should provide

the basis for a critical evaluation of your knowledge and

competence to function as a professional engineer in that

engineering discipline. The report should include details

of one or more engineering projects to which you made a

significant contribution. It should clearly illustrate the role

you have played, explaining your actual involvement and

the work required. It should also demonstrate how this

experience has contributed to your formation as an

engineer. Please refer to Section 8.3 of these guidelines

for information on the formation of an engineer.

If the report is partially based on work you have

undertaken as a member of a team then the level of

supervision and the specific contributions you have made

should be clearly indicated.

The report should clearly demonstrate that you are

currently working in an engineering role and that you

have a minimum of three years engineering experience.

ii) Format:

The report should be submitted in soft copy. It should

have the following:

– Front page detailing the title of the report; the

candidate’s name; and the date of submission.

– A table illustrating your career summary details in

chronological order from graduation. The table should

be in the format indicated on page 48.

– Footnotes and indented quotations should be single

line spaced. A list of references may be included at the

end of the main body of the text. References should be

provided in the following format: Surname and initials

of author, title of paper, book or publication, name

and city of publisher, volume number, and page

number.

– The report should be presented in a classic font, font

size 12.

– Page numbers should be indicated.

– Photographs or diagrams must be included within the

text of the report.

– Appendices should be named alphabetically.

iii) Statement of Authenticity:

You are required to provide a statement of authenticity

with the above report. The following statement should be

located on the page preceding the abstract and it must be

signed and dated.

n Supporters

Your application, including in particular your report, must

be supported by two Chartered Members of Engineers

Ireland.

The two Chartered Engineers should be directly familiar

with your formation and experience to date as an engineer.

Each supporter should make themselves familiar with the

requirements for this application route. They should also

be prepared to support your application report by reading

it and completing the required supporters form.

This form confirms in the supporters considered view

that you (the applicant) are a candidate who merits

consideration for admission to MIEI (membership of

Engineers Ireland).

Payment of Membership Subscription Fees

online application form or by Irish bank cheque, Irish

postal order or debit/credit card by calling the

membership hotline at 01 665 1334. We can also issue

you an invoice for your employer/company.

There is a fee charged for the assessment of your

application support documentation. Details of the

8.6 On submission of the completed application it will be

presented for assessment at the next Membership and

Qualifications Board meeting. These meetings take place

every month, with the exception of August. If candidates

are successfully elected to membership they will be

entitled to use the post nominals, MIEI, after their name.

Candidates are normally advised within one week of the

Board meeting.

8.7 On election to membership candidates will be advised

that they have NOT been assessed for a route to any of

the Professional Titles.

All members are encouraged to progress to the

professional title, providing accredited status of and public

confidence in their ability to practise as a professional

APPLICATION ROUTE FOR CANDIDATES WITH NO FORMAL ENGINEERING OR COGNATE

QUALIFICATION AND +15 YEARS EXPERIENCE IN AN ENGINEERING ROLE99.1 Engineers Ireland recognises that there are candidates

seeking membership who, although they do not hold an

accredited or recognised engineering or cognate

qualification, may have been carrying out the functions of

an engineer for an extensive period. Engineers Ireland also

recognises that the formation and development of an

engineer can take place in a wide range of settings.

Candidates applying under this route may have informally

studied engineering and attended various training courses

throughout their career, enabling them to function as

professional engineers in the workplace.

9.2 Candidates are required to demonstrate that they are

currently working in, and that they have a minimum of 15

years experience within, an engineering role. It is expected

that such an applicant will have worked under the

supervision of a Chartered Engineer or with a Chartered

Engineer who is familiar with the candidate’s formation in

engineering and is prepared to provide an evaluation of

the candidate’s expertise and contribution to the

engineering profession.

9.3 Members of Engineers Ireland are normally graduates of

engineering programmes, or of cognate subjects to

engineering, and they generally:

knowledge of sciences, engineering sciences,

technology and maths.

4 Have the ability to identify, formulate, analyse and

solve engineering problems.

4 Have the ability to understand the design of a system,

The Membership and Qualifications Board is bound by

Council to maintain complete confidentiality with regard

to proprietary or commercially sensitive information

relating to a candidate’s work or the activities of their

employing organizations. Applicants should seek the

permission of their employer to include information which

could be deemed to be commercially sensitive.

n Engineering Project Report

In addition to the Experience Report you are also required

to provide a 2,500 word Engineering Project report in

support of your application. A soft copy of the report

should be submitted.

i) Content:

The report should describe in detail an engineering project

which you have successfully undertaken. The report

should clearly demonstrate your understanding and

application of engineering design and analysis in relation

to the project. It should clearly illustrate the role you have

played in the delivery of the project, explaining your

actual involvement and the work required. This main

function of this report is to assist the Membership and

Qualifications Board in the assessment of your engineering

design experience.

ii) Format:

The report should be submitted in soft copy. It should

have the following:

– Front page detailing the title of the report; the

candidate’s name; and the date of submission.

– Footnotes and indented quotations should be single

line spaced. A list of references may be included at the

end of the main body of the text. References should be

provided in the following format: Surname and initials

of author, title of paper, book or publication, name

and city of publisher, volume number, and page

number.

– The report should be presented in a classic font, font

size 12.

– Page numbers should be indicated.

– Photographs or diagrams must be included within the

text of the report.

– Appendices should be avoided if possible.

iii) Statement of Authenticity:

You are required to provide a statement of authenticity

with the above report. The following statement should be

located on the page preceding the abstract and it must be

signed and dated.

I hereby certify that this report has been prepared in its

entirety by me and that all statements and claims made

therein are true and accurate.

The signed statement may be either scanned into the

submitted report or a hardcopy may be submitted to the

membership team.

Any candidate found to have engaged in plagiarism will

be disqualified.

iv) Confidentiality

n Supporters

Your application, including in particular your reports,

must be supported by two Chartered Members of

Engineers Ireland.

The two Chartered Engineers should be directly familiar

with your formation and experience to date as an engineer.

Each supporter should make themselves familiar with the

requirements for this application route. They should also

be prepared to support your application report by reading

it and completing the required supporters form. This form

confirms that, in the supporters considered view, you (the

applicant) are a candidate who merits consideration as

having achieved the experience required for admission to

MIEI (membership of Engineers Ireland). The form should

be printed and signed by your supporters and forwarded in

hardcopy to the membership team.

Only in exceptional circumstances will Engineers Ireland

consider alternative arrangements, where because of the

nature of a candidate’s employment, he/she cannot

provide two supporters who are Chartered Engineers.

n Payment of Subscription Fees

You must pay your subscription fee either through the

online application form or by Irish bank cheque, Irish

postal order or debit/credit card by calling the

membership hotline at 01 665 1334. We can also issue

you an invoice for your employer/company.

n Payment of Report Assessment Fee

There is a fee charged for the assessment of your

application support documentation. Details of the

assessment fee may be found here.

You must pay your assessment fee by Irish bank cheque,

Irish postal order or debit/credit card by calling the

membership hotline at 01 665 1334.

9.5 On submission of the completed application it will be

presented for assessment at the next Membership and

Qualifications Board meeting. These meetings take place

every month, with the exception of August. If candidates

are successfully elected to membership they will be

entitled to use the post nominals, MIEI, after their name.

Candidates are normally advised within one week of the

Board meeting.

9.6 On election to membership candidates will be advised

that they have NOT been assessed for a route to any of

the Professional Titles.

All members are encouraged to progress to the

professional title, providing accredited status of and public

confidence in their ability to practise as a professional
