ENSURING VALUE FOR MONEY

PUTTING RESIDENTS FIRST BY CUTTING YOUR COUNCIL TAXThe Conservative-led government has enabled your council tax bill to be frozen for the last four years, helping Enfield residents in tough economic times. We will go further and cut your tax bill like other Conservative councils have done.

WE WILL CUT THE COST OF POLITICSWe will consult with residents on proposals to reduce the number of councillors by a third, from 63 to 42, saving taxpayers money.

WE WILL LOOK AFTER YOUR MONEYWe will be fairer on those residents who pay their bills by collecting the millions of pounds of uncollected Council Tax. We will ensure those who claim benefits are rightly entitled to them and crack down on fraudulent claims.

REFORM THE RESIDENTS’ PRIORITY FUNDWe will reduce the costs of running the council while preserving front-line services and retain and reform the Residents’ Priority Fund.

SAFER STREETS, SAFER NEIGHBOURHOODS

Residents have told us that crime is a key concern. Many people do not feel safe in their homes and neighbourhoods; their lives blighted by anti-social behaviour such as vandalism, graffiti or harassment. We will use new powers to work with the police and residents to reduce crime and anti-social behaviour.

INJUNCTION TO PREVENT NUISANCE & ANNOYANCE This will allow the police, Enfield Council and social landlords to prevent anti-social behaviour.

DISPERSAL POWERS This will enable us to require a person who has committed anti-social behaviour to leave a specified area and not return for up to 48 hours.

COMMUNITY PROTECTION NOTICE These notices, issued by police, council officers and social landlords, will combat anti-social behaviour.

PUBLIC SPACES PROTECTION ORDER We will put in place local restrictions to address anti-social behaviour in public places and prevent future problems in residential and commercial properties.

CLOSURE POWER We will use this new power to temporarily close properties, for up to 48 hours where there is, or is likely to be, a public nuisance. e.g. Warehouses used for raves.

COMMUNITY TRIGGER We will encourage communities to use their statutory right to demand action where repeated complaints about anti-social behaviour have been ignored.

CCTVWe will focus use of CCTV to combat crime and enhance public safety.

85 MORE POLICE OFFICERS FOR ENFIELDEnfield will have an extra 85 police officers by 2015 compared to 2010 levels. London Mayor Boris Johnson’s Police & Crime Plan will see Enfield’s number of police officers rise from 524 to 609 - the 4th largest rise in London.

MORE HOMES,FAIRER ALLOCATIONS

WE WILL BUILD OVER 6,000 NEW HOMES We need more homes and a better balance of private and rented accommodation. Simply changing allocation rules does not house more people.

New homes need to be located with appropriate community facilities and not squeezed into existing communities. We therefore pledge to build 5,000 new houses at Angel Road, Edmonton.

WE WILL PROVIDE DECENT HOMESWe will, using £107m of Government money, continue to install new windows and carry out repairs to over 125 housing blocks. We will upgrade kitchens and bathrooms in over 1400 homes. See http://tinyurl.com/decenthomes

WE WILL PROTECT TENANTS AND BE FAIR TO LANDLORDSWe will ensure safe lettings for tenants and to take action where landlords fail to invest in rented properties and undermine our communities.

WE WILL HOUSE LOCAL PEOPLE FIRSTOur limited housing stock should be allocated to Enfield residents first.

ALMA ESTATE REGENERATION SCHEMEWe will build 720-800 new homes by demolishing the tower blocks in Ponders End at Alma Road.

LADDERSWOOD ESTATE REGENERATION SCHEMEWe also pledge to build 517 new homes on the Ladderswood Estate, Southgate, available for both private and public rent.

A CLEANER, GREENER BOROUGH

REFUSE COLLECTIONSWe will guarantee a weekly refuse collection service. STREETS AND PAVEMENTSWe will use traditional suburban paving slabs rather than cheap tarmac where appropriate. Streets will be kept clean and fly-tipping will be removed promptly. Rather than waste money on road humps and unpopular traffic management schemes, we will improve your roads by resurfacing them and filling pot holes, while removing any unnecessary road humps.

PARKS AND OPEN SPACES We will enhance parks and open spaces, and improve safety and access by working in partnership with community groups.

PLANNING AND ENFORCEMENTWe will protect the Green Belt and Metropolitan Open Land, tackle unauthorised development, and boost planning enforcement. We will protect our conservation areas and listed buildings. We will support local communities where they wish to establish neighbourhood plans.

HELP FOR HIGH STREETS, BOOSTING JOBS

WE WILL MAKE LOCAL SHOPPING EASIERWe will provide 20 minutes free on-street parking, as well as making on-street car parking free on Sundays.

WE WILL HALT THE SPREAD OF BETTING SHOPS AND ENHANCE THE VITALITY OF OUR SHOPPING CENTRESWe will control the number of betting shops and pay-day lenders on our high streets and local shopping centres.

WE WILL SUPPORT BUSINESSES We will reduce business rates, and we will work with local small businesses to boost jobs and help provide opportunities for young people. Discretionary rate relief powers will also be used to boost businesses with greatest needs.

We will use local businesses to supply us with goods and services.Residents will be encouraged to shop locally and spend inside Enfield. In addition, we will ensure there is a police officer with a specific responsibility for business crime.

DELIVERING A GOOD EDUCATION

SCHOOL PLACESWe will offer a school place to every child by providing more school places. We will situate new schools in locations that reduce journey times and avoid traffic congestion. New schools will be provided as part of the Meridian Water development in Edmonton. New school places will be funded by a £33m grant from the Conservative-led Government. FREE SCHOOLS, ACADEMIES AND GRAMMAR SCHOOLSWe will encourage applications for free schools, faith schools and academies by removing the obstacles to open them which were put in place by he current Labour Council. We will also seek to increase Grammar school places in Enfield.

DRIVING UP STANDARDS AND NURTURING EXCELLENCE We will ensure that all Enfield’s children get a high standard of education. This is achieved by excellent schools, teachers, parents and governors supporting each other. Mayor of London, Boris Johnson, has launched a programme to help with this mutual support.

HEALTH SERVICES AND SOCIAL CARE

SOCIAL CARE AND OUR HOSPITALS We will support patients by ensuring better co-ordination of care between the NHS and Enfield Council. We will help people receive the care they need, where and when they want. The Conservative-led Government has provided Enfield Council with Better Care Funds to achieve this. GP SURGERIES AND YOUR FIRST CONTACT WITH HEALTH SERVICESWe will support the Primary Care Implementation Plan Campaign to expand and improve GP surgeries, dental and other primary care facilities. This is an investment of £11m over three years to improve healthcare services.

We will work closely with local GPs and healthcare providers to ensure all residents can access good quality services.

Benefits of healthy lifestyles will be promoted, and we will focus social services budgets on those with the greatest need.
