    ENERPOMA IN ENERGY POLITICS IN EURASIA

    The huge energy resources in Siberia, Central Asia, the CaspianBasin, and other regions of Eurasia will shape world politics, securityand international relations well into the 21st century. Eurasian energypolitics is a big issue in global affairs. Cooperation and conflicts overownership, control, transportation and consumption of energy createmultiple challenges for policy makers and analysts.

    The one year MA in Energy Politics in Eurasia (ENERPO) is designedto meet these challenges. The program covers key energy projects

    in Eurasia as well as major contentious issues in the development ofthe energy sphere as seen from the Russian perspective. The curriculum combines the perspectives of political science, anthropology, security studies, political economy with first hand expertise ofthe energy sector. ENERPO provides skills that are highly needed inpublic policy making, policy analysis, business, political consultancyand public affairs.

    ADMISSION

    AND DEGREE REQUIREMENTS

    Applicants must hold minimum a BA degree and be fluent inEnglish, the ENERPO language of instruction. We welcomestudents with various backgrounds: one need not hold a degreein Eurasian Studies or Energy Studies. The major requirement ishigh motivation and ability to study rigorously. Letters of recomNFOEBUJPO(1"BOEUSBOTDSJQUTPGQSFWJPVTTUVEZTUBUFNFOUTPGQVSQPTFQSPGFTTJPOBMFYQFSJFODFBOEQFSTPOBMBDIJFWFNFOUTsall this is taken into account for admission.

    Degree Requirements.*OBEEJUJPOUPSFHJTUFSJOHGPSUXPSFTJdence units (one for each semester) students must take at least sixcourses during the year (48 ECTS credits). To complete the degree, one should submit an MA thesis (another 12 ECTS credits).

    Masters Thesis. Each thesis must be supervised by a facultymember and be an original piece of research, interpretation oranalysis based, at least in part, on primary source materials. A

    thesis should be between 15,000 to 20,000 words in length,GVMMZGPPUOPUFEBOENVTUJODMVEFBCJCMJPHSBQIZ*UNVTUCFXJUIJOthe students major area of interest and must be submitted by thedesignated deadline.

    Study Load and Transfer of Credits'PSUIFGJYFEGFFUIFTUVEFOUcan take between 3 to 5 courses for credit during one semester.Every semester the student may take not more than one subjectcourse from outside ENERPO for credit transfer.

    NB: The language of instruction in the EUSP outside the international MA programs is Russian with a few courses taught in&OHMJTI'PSDSFEJUUSBOTGFSDPVSTFTTUVEFOUTXJMMIBWFUPQSPEVDFan acceptable course paper (essay) of relevance to Eurasianand/or Energy Studies.     STUDENT LIFE AT EUSP

    Through the many special programs and events it sponsors, thedistinguished visiting scholars and guest speakers it hosts, its special facilities and location in the cultural capital of Russia, EUSP

    offers a multifaceted environment which can enrich a studentsgraduate experience far beyond what the classroom alonecan provide. EUSP strongly encourages interaction between itsstudents and faculty. Traditional forms of rich Russian social lifeNJYXJUI8FTUFSOBDBEFNJDIBCJUTUIFGBNPVT*OUFSEJTDJQMJOBSZSeminars, diverse discussion groups, happy hours, holiday parties and other social gatherings provide a congenial atmosphereGPSJOGPSNBMBOEMJWFMZDPOUBDU*OUFSOBUJPOBMTUVEFOUTQSPGJUHSFBUMZfrom daily interaction with their Russian counterparts.

    ACCOMMODATIONA few places are provided at the EUSP dormitory in the center of the city, but morecommonly arrangements are made for those who wish to rent a room from Russianfamilies or share an apartment with other students. The cost of living in St. Petersburgis still substantially lower than in Moscow. Prices for an average separate bedroomin a centrally located apartment start at US $350 per month. Rent for a non sharedapartment at a semi periphery location of the city starts from US $450. Overall estimated living expenses for 10 months, including lodging, food, local transportation,books and study materials range from US $6,500 to $8,000 on a moderate budget.

    Time Constraints.*UJTFYQFDUFEUIBU&/&310TUVEFOUTDPNplete all the degree requirements during one academic year.However, certain exceptions can be made for those who wishto improve their command of Russian and opt to complete therequirements in three or four semesters. Such students will have

    to register for two full residence units in the first year and forone or two extended residences in the following year.

    CERTIFICATE OF STUDY. Students not intending to get an MAdegree program may choose to apply for the certificate programin Energy Politics in Eurasia for one or two semesters. Those enrolled in the certificate program will be expected to register for afull residence unit and take at least three classes.

    FEES, EXPENSES

    AND FINANCIAL AID

    The tuition fee for the entire two semester MA program is 17,000US dollars (8,500 US dollars per semester). The fees are payable during the first four weeks of each semester. Paying for oneresidence unit (one semester study on campus) allows the studentto take up to five courses during the semester of registration plusattend language courses.

    Extended residence, which can be granted after two semestersof full residence, involves the payment of 50% of the standardsemester fee. Single course registration is also available at approximately $3,000 depending on the course.

    Energy politics links energy and international relations focusingprimarily on oil and natural gas since more than any other energysources their production, transportation, and supply are entwinedin international politics. This course is intended to answer a number of questions. How energy trends and international politicsare interconnected? How energy use affects the structure of theinternational system? What impact energy has on the domesticBOEGPSFJHOQPMJDJFTPGTUBUFT*TJUQPTTJCMFUPTFQBSBUFFOFSHZfrom foreign relations of energy exporting states? What is theimpact of the use of fossil fuels on climate change and how itaffects energy security models?

    This course is a set of lectures and master classes by representatives

    of major energy companies operating in Russia.     established states by examining the impact of the legacy of the past,the role of domestic political elites and international political andeconomic actors. Special attention is paid to patterns of politicalcontinuity and changes under the new authoritarianism and afterthe wave of so called color revolutions in post Soviet Eurasia.
