INITIAL PACKAGE OF MEASURES: WHAT IS NEW IN GENERAL?
National interest (Energy act Art. 12) Use of renewables energy is of national interest Permitting procedures (Energy act Art. 14) Cantons have to assure fast permitting procedures Federal council may decide without building permit of Cantons Bench marks: electricity and energy consumption per capita compared to 2000 (Energy act Art. 3) Energy consumption: –16% until 2020 and –43% until 2035 Electricity consumption: –3% until 2020 and –13% until 2035 Targets for domestic production of renewable energy, excluding hydropower (Energy act Art. 2) 2020 4.4 TWh 2035 11.4 TWh 2050 24.2 TWh (vision)
IEA TCP ETSAP 2017 ▪ ROLF SCHMITZ 16
INITIAL PACKAGE OF MEASURES: WHAT IS NEW FOR BIOMASS?
Certificates of origin for bio gas are possible (Energy act Art. 12)
Obligation for network operators to pay remuneration: electricity and bio gas (Energy act Art. 15)
Feed- in tariffs for biomass (electricity) bud NOT possible for (EnG Art. 19) waste-to-energy plants / waste incineration plants waste water treatment plants plants using (partly) fossil fuels
Investment subsidies for new biomass plants and considerable expansion (Energy act Art. 24, 26) waste-to-energy plants, waste water treatment plants, wood-fired plants of regional importance up to a max. of 20% of the eligible investment cost
Cantons may regulate the use of renewables and waste heat in buildings (Energy act Art. 45)
IEA TCP ETSAP 2017 ▪ ROLF SCHMITZ 17
FINANCING COMES FROM THE NETWORK SURCHARGE
Timeframe: feed-in tariff until 2022, investments until 2030 Electricity consumption 2016: 62.6 TWh ► 1.44 billion CHF 0.03 ct/kWh for investments = 18.8 million CHF 1.3 ct/kWh for feed-in-tariff = 813.9 million CHF
Total max. 2.3 cents/kWh
