I n t r o d u c t i o n

The following report was developed within the project ENERFUND ndash An ENErgy Retrofit

FUNDing tool supported by the European Commission under the Horizon 2020

programme

ENERFUND poses itself the ambitious objective to enhance funding investments for deep

renovation of buildings working on three components public awareness and trust

funding schemes and incentives and trustworthy retrofitting opportunities

ENERFUND is aiming to develop and promote a tool for stakeholders to make intel ligent

decisions regarding energy renovation strategies and financing deep renovation of

buildings

In addition the ENERFUND online tool will be developed to illustrate the energy

performance of buildings at a country or region level and to evaluate the investment

opportunities regarding the energy upgrading of buildings The energy classification of

buildings based on the Energy Performance Certificate energy consumption indices

savings margins economic indicators sponsorships and cost of energy upgrade

measures are some of the information the tool will provide to the stakeholders

The ENERFUND toolrsquos main beneficiaries are building owners (private and public) real

estate agents ESCOs qualified experts banking institutions local authorities and

government agencies

The ability of the tool to display all the above information on a map and being easy to

use requires a variety of data in an appropriate format The data collection was a quite

difficult task since it was available in different formats such as pdf excel api and most

of them were nor even publicly available

ENERFUND managed to create a database from the EU member states represented in

the project consortium More specifically the countries are Austria (AT) Bulgaria (BG)

Cyprus (CY) Denmark (DK) France (FR) Greece (GR) Ireland (IE) Romania (RO)

Slovakia (SK) Slovenia (SI) Spain (ES) and United Kingdom (UK)

All data has been collected with the contribution of all partners and were divided into

three main categories as follows

III Average energy prices Covenant of Mayor Signatories

The sources of all data collected andor linked to ENERFUND have been acknowledged

and prior consent of the data owner has been sought after For open-data sources great

care has been taken so that the data will not be misused or used for illegal purposes

For the majority of countries the Energy Performance Certificate (EPC) for buildings

was introduced in 2006 and 2007 In Denmark the EPC scheme was introduced much

earlier in 1997 but it was not obligatory until 2011 The latest introduction was in Greece

in 2011In all countries the EPC was intoduced for both residential and non residential

buildings

In all countries there is a relevant registry for the EPCrsquos issued which is kept by the

competent organisationsauthorities However the database is not available to public in

many countries and it was necessary to request an authorization access for the purposes

of Enerfund project

The table below lists the links leading to the open data sources of each country The

reason why some countries do not have any link is because the data was not in editable

form so they could not be used by the ENERFUND tool or because they are not open to

the public

The qualifications and the requirements for the experts to be licensed for issuing EPC are vary from country to country In some countries

the experts are entitled by specific professional licence in some others it is obligatory to attend training and pass exams but also to

prove experience or combination of the above In general could be said that the number of the qualified experts is sufficient to respond

to the marketsrsquo demand and provides a sufficient geographical coverage

Energy service companies (ESCOs) develop design build and fund projects that save

energy reduce energy costs and decrease operations and maintenance costs at their

customers facilities In general ESCOs act as project developers for a comprehensive

range of energy conservation measures
