Dear Reader,We wish to present the Energy Institute Hrvoje Požar (Institute) and our work through projects and studies we have prepared and currently implement. It is the results of our work that best demonstrate the value and power of the Institute. The Institute has been built upon the long tradition of scientific research in the energy system, conducted for more than half a century now, directing

its development in accordance with the needs of the Republic of Croatia on its way toward becoming a modern state integrated into Europe. The Institute has always respected the tradition, developing at the same time new skills and scientific methods and acquiring new knowledge. It has provided for infrastructure for the accomplishment of today’s complex tasks and requirements. The Institute’s main professional and scientific challenge has been the transformation of the energy system into an open energy market, legally regulated and formally based on the EU acquis. Upon the accession of the Republic of Croatia into the European Union, the Institute’s scope of activity has shifted towards the visions of energy development in the EU and Croatia until 2050, which requires the improvement of methods of planning the

energy system, subsystems, networks and transport of all forms of energy as well as capacity building for legal, institutional and organizational changes in the energy system. Given the lack of energy sources, the planning within national borders does not provide reliable results and it is necessary to examine the demands and flows of energy in the wider region. Energy supply reliability has become more than ever a factor to be taken into consideration when choosing the structure, distribution paths and technologies for the purpose of meeting the needs of energy buyers. Climate protection is a key factor in planning energy development, which stimulates a more intense use of renewable energy sources and the increase of energy efficiency in all areas of human activity. Development of the energy system and relations within require the acquisition of new knowledge and competences by all the actors in the energy sector and state administration, as well as the education of citizens. Education and provision of information is becoming the Institute’s increasingly significant activity, which requires the continuous professional training of our experts and their active participation in educating others. The Institute implements its mission in cooperation with numerous scientists and institutions from Croatian and abroad, and is taking over a leading role in energy development in the wider region and beyond.

ENERGY INSTITUTE HRVOJE POŽAR

HISTORYThe idea of establishing the Energy Institute Hrvoje Požar grew towards the end of 1993, with the aim of providing professional support to state institutions and companies operating in the energy sector to implement reform processes. The Institute was founded in 1994 by the decision of the Supervisory Board of the Croatian Power Utility (HEP). Upon founding the Institute, the Government of the Republic of Croatia and INA d.d. joined as founders. In 2004, the Institute was transformed into a non profit scientific institution owned by the Republic of Croatia. The Institute’s first headquarters were situated at 37 Vukovarska Street, at HEP’s business premises, and since 2000 it is headquartered at 163 Savska Street, in a building that was specially renovated and equipped to enable the fulfilment of the Institute’s mission. Based on the evaluation conducted by the National Science Council, the Ministry of Science, Education and Sports acknowledged the Institute’s status of a scientific institute.

Today, the Institute has 74 employees, of which 67 with higher education qualifications, 17 PhD (in various fields) and 17 attending postgraduate programmes of study.

VISION AND MISSIONThe Institute’s strategic goal is to be recognized as the centre of excellence in the field of energy planning and analysis in the wider region. The Institute is ready to respond to the demands of the energy system of the Republic of Croatia, as a member of the European Union. It can provide such professional

The Institute already cooperates and will continue to cooperate with state, regional and local administrations, energy subjects, private entrepreneurs, scientific, educational and professional institutions in Croatia, in the region and the EU on the development of long-term sustainable energy. Cooperation on multinational energy projects enriches the employees’ knowledge and skills, increasing thus their capacity to conduct the most demanding tasks. The Institute is broadening its regional and international cooperation, in particular in markets where it has gained status as a responsible as well as professionally and scientifically competent institution. The set goals may only be achieved by providing a high-quality service, ensuring customer satisfaction and the employees’ continuous professional and scientific improvement. The Institute will continue to pay particular attention to the employees’ professional and scientific improvement in the future by encouraging their creativity and increasing job satisfaction. The Institute’s involvement in professional training has contributed considerably to producing high-quality experts in the field of energy efficiency and is to be expanded to other areas of energy planning as well.

DEPARTMENT’S PRIORITY PROJECTS

he traditional scope of activity of the Department for Energy System Planning includes energy statistics and the development of energy balances, including the elaboration of the annual energy report “Energy in Croatia” and the analysis of energy flows presented in energy balances for particular regions, counties or cities.

Energy system development planning is the activity based on the Anglo-Saxon method of master plan development, which is based on the application of methods and tools for integral planning of energy demand and the use of available energy resources and technologies, at minimum costs and with the reduction of environmental impact. In-house developed methods and programme packages as

well as internationally renowned models are used to elaborate the plans.

Those tools are used for planning at the state, regional and local levels, the most renowned being MAED, BALANCE, IMPACT, MARKAL, MESSAGE and others.

The Institute has developed an original methodology for energy development planning at regional and local levels, which has been used to develop energy plans for approximately ten regions in the recent years. The Department organizes and conducts all energy analyses in the gas and oil sectors, at the levels of production, transport, storage and distribution. Those analyses include energy planning, organizational aspect of particular activities and drafting legislation.

he Department for Energy Generation and Transformation specializes in planning the energy system operation and development, conducting analyses in the field of energy generation and transformation as well as business strategy and decision making analyses. It employs engineers, masters of science and doctors of philosophy in the fields of electrical engineering and mechanical engineering.

The Department’s main activity is the production of energy system development studies (Master Plans). In the process of long-term planning, the internationally renowned models such as WASP, LOGOS, ENPEP and MESSAGE are used for simulations as well as in-house developed programme packages SIPRA and GEB. medium-term and short-term planning and optimization, PLEXOS for Power Systems, GTMax and SDDP models are used. The Department’s experts have not only been trained to use these programme models, but are also lecturers at expert courses. The Department’s other activities include the participation in the development of state energy development strategies, projects in the field of hydroelectric power plant and thermal power plant management, which include the power generation analysis and calculation of costs, market analyses, allocation of income sources and expenditure items, business operation optimization as well as the analyses of business performance indicators and participation in projects dealing with the processes of liberalization and deragulation of the energy market.

POWER TRANSMISSION AND DISTRIBUTION

he Department for Power Transmission and Distribution researches different technical aspects of planning and operation of the Croatian transmission and distribution network and its regional surroundings.

Among the activities conducted by the Department special emphasis is given to regional planning of transmission networks in the Southeast Europe and countries surrounding the Black Sea; planning the distribution network as part of the regional integral energy planning, analyses of connections of new network users, static and dynamic analysis of the transmission system; identification and management of technical and operating limitations in the transmission as well as regulation, planning, operation and management of electric power networks with a high level of integration of renewable distributed energy sources such as wind power plants.

The following areas of the Department’s activity are also very important: planning and development of medium-voltage and low-voltage distribution networks based on technical and

economic analyses conducted using in-house developed and commercial software; estimation of power supply quality based on the simulation of distribution network model, statistical analysis of power supply interruption and measurements in the medium-voltage and low voltage networks; integration of RES into power supply system as well as drafting regulations regarding the electricity market and technical and economic analysis of the impact of installation of various equipment in distribution networks.

When planning the development of power supply networks, the Department uses internationally renowned and recognized tools PSS/E and PRAO for simulations as well as in-house developed programme packages. Department’s other activities include: participation in the development of national energy development strategies, projects in the area of planning the power supply system development, restructuring the energy sector and opening the electricity market in Croatia and in Southeast Europe; participation in projects dealing with the liberalization and deregulation of the energy market

DEPARTMENT’S PRIORITY PROJECTS

he Department specializes in renewable energy sources and energy efficiency as well as in the im-pact of the energy sector on the environment. The Department’s scope of activity includes research-ing the potential for the utilization of renewable energy sources and energy efficiency (building de-sign and construction, non-commercial services, small and medium entrepreneurship and other), quantifying the impact of power plants on the environment, economic and financial analyses, development of a stimulating legislative environ-ment and organization and implementation of programmes and pilot projects. Since the Depart-ment’s projects are implemented at local level, special consideration is given to the promotion and education, organization of expert, scientific and promotional conferences, and public opinion research.

A significant number of activities of the Depart-ment are conducted in cooperation with mu-nicipalities, cities, counties, ministries and other institutions. Special consideration is given to in-ternational cooperation, where the participation in the work of the International Energy Agency (IEA) and the European Network of Energy Agen-cies (EnR) bears special relevance. The Depart-ment cooperates actively with different bodies and organizations of the UN, the World Bank and EBRD, and in the recent years it has intensified cooperation with the EU through CARDS and IPA projects, FP6, FP7 as well as IEE and MED programmes.

The Department closely cooperates with the Croatian Academic and Research Network (CARNet), University Computing Centre (SRCE), the Croatian Power Utility Company (HEP), Faculty of Electrical Engineering and Computing (FER), National and University Library (NSK), the Ministry of Science, Education and Sports (MZOŠ) and other institutions, companies and associations relevant for the Department’s successful operation.

DEPARTMENT’S PRIORITY PROJECTS

he Department’s mission is to meet the constant need for the implementation of advanced technological solutions in using information, computing and communication technologies for the purpose of continuous and reliable work and better efficiency of all employees conducting the Institute’s various activities.

The Department’s main tasks include planning, development, implementation and maintenance of the Institute’s IT, communication, archival and library systems; development, programming and maintenance of computer programmes for end users; administration of computer networks and user applications; hardware maintenance and software support (user and system); continuous support to end users in the application of advanced information technologies; education of end users; ensuring the safety of information resources and the application of highest standards in that area. Aiming at developing and improving the work organization of the Institute, through the application of ISO 9001:2008 setting out the requirements of a quality management system, electronic management of projects, documentatation and mutual communication of actors working on projects is being introduced by means of eProjekt application.

The Department actively plans, develops, builds and maintains the Institute’s voice, video and data transfer communication systems (wired and wireless) through the use of different media and

technologies (through the operator’s fixed and mobile networks, VoIP, the Internet and mobile applications). The Department’s important activities also include the management and cooperation in implementing development projects of complex information systems, databases, web applications and document management systems with data stored locally or in the cloud, whereas the controlled and protected access is enabled through the Internet from any location from which the Internet can be accessed through a fixed or mobile network. Special attention is paid to programming, design and maintenance of databases and documentation systems by using modern programming tools and advanced programming languages. The maintenance of the Institute’s building and its functional units (automatized heating and cooling systems, etc.) as well as work safety and fire protection also figure prominently among the Department’s activities.

The Institute’s library also performs editing as well as information and documentation services, and, in addition to applying the traditional bibliographic classification systems, it digitalizes the Institute’s publications, so that the entire library collection produced by the Institute and important for the Institute and its employees (studies, books and other electronic publications) may also be available in electronic form through intranet. The Department collects, makes record of, selects and identifies and secures from damage the archival and registry materials which are of interest to the Republic of Croatia and enjoy its protection.
