ABOUT THE ORGANIZERSUniversity POLITEHNICA of Bucharest

The University POLITEHNICA of Bucharest (UPB) is thelargest and most prolific technical university in Romania.Its traditions are connected to the founding of the firstRomanian technical school in 1818 by Gheorghe Lazar.However, the legacy of our institution, developed acrosstwo centuries through the effort of the nation's mostimportant schoolmasters and through generations ofstudents, is only a part of the complex community and

ethos our university.

At a time when the world urgently needs more people who understand science andengineering, we offer the power of practical problem-solving to companies and institutionsaround the globe, in the effort to explore a new model of university activity — enhancingcommunities through science. In order to face these complex challenges, our universityuses the power of our academic and student community in order to generate a soundeducational environment and to develop cutting-edge research. Our mission has always been thought over as a blend of education, research and innovation- which, in our vision, represented a key towards a knowledge-based society and economy.But as we enter in our 200th year of existence, our community is truly brimming with ideasand energy.

Initiatives across the university seem to converge towards an even greater sense ofcommunity and a large common purpose: servicing our nation and the world throughsolutions to the global challenges. From clean energy to better traffic, from smarter citiesand enterprises to the future of the internet, UPB aims at deploying the convergence of thelife, physical, and engineering sciences as a catalyst for new solutions.

With this vision in mind, we are entering the 8th edition of the International Conference onEnergy and Environment, with the mindset of finding solutions to one of the most ardentchallenges of our generation - energy.

As always, the conference aims to respond to some of the important questions in therapidly developing fields of power engineering and environmental engineering, and toinspire both research studies and practical applications through promoting interactionamong scientists from universities, research institutions, and industry.

Politehnica University of Timisoara

Established in 1920, shortly after theunion of Romanian territories, in aEuropean context marked by theredefinition of states and by theaftermath of World War I, thePolytechnic School in Timisoara - as wasoriginally called - was the answer to oneof the requirements of the Romaniansociety of the time, namely theformation of engineers.

Politehnica University Timisoara, a university of advanced research and education, is todayone of the traditional Romanian schools and is recognized nationally and internationallyboth through the work of generations of teachers and the outstanding work of prestigiousacademics.

According to tradition, the mission of Politehnica University Timisoara resides in meetingthe competence requirements of the societal environment by providing superior training atundergraduate, graduate, and postgraduate levels. Bearing fundamental values, theuniversity mission reflects at the same time concern for the future of society, by tracing itsdevelopment at local, regional, national, and international levels.

The structure of Politehnica University Timisoara includes faculties, departments, chairs,institutes and research centers, laboratories, libraries, hostels, canteens, sports facilities,technical and administrative services, a publishing house and a printing center, and astudent medical center. The 10 faculties of the university provide education programs toapproximately 13,500 students. Within the 25 departments of the university work nearly700 teachers and the auxiliary and administrative personnel amount to 500 staff.

Politehnica University Timisoara is recognized as an outstanding actor on the research stageboth nationally and internationally. The existence and operation of an important number ofresearch centers (25), in which research teams successfully put into practice the researchstrategy of the institution, offer the university its international prestige and at the sametime, provide funding sources for its development. The materialization of the researchresults in scientific papers, patents or products constitutes a guarantee of the institutionalcompetence, thoroughness and professionalism.

The didactic activity of Politehnica University Timisoara is organized in line with the Bolognaparadigm; the study programs correspond to three cycles, BACHELOR, MASTER andDOCTORAL STUDIES. Interested in responding to the labor market demands and to the need

for long-life training and development required by the complex challenges of the modernsociety, Politehnica University Timisoara organizes POSTGRADUATE PROGRAMS, whosemain objective is to update / develop / improve numerous academic qualifications. Theportfolio of specializations offered by the Politehnica University Timisoara meets the needsof contemporary society, reflecting the close relationship the university holds with thesocio-economic environment. The specializations are continually adapted to the latesttrends in the field, and thus meet the theoretical and practical training requirementsneeded by graduates on the labor market.

Politehnica University Timisoara has an infrastructure which ensures best conditions forteaching and research. The excellent spaces and equipment which the university offers area consequence of the last decade’s modernization and investing concerns.

Fully consistent with its mission with the desire to assert itself internationally, PolitehnicaUniversity Timisoara is currently developing fruitful collaboration with many universities inEurope, USA, Canada, South America and Asia, resulting in over 190 cooperationagreements concluded directly or under European Union programs.

The university`s campus includes 16 student hostels offering approximately 6500 beds, astudent cafeteria, a student medical center and two modern sports centers.

Academy of Romanian Scientists

The Academy of Romanian Scientists is anational forum of scientific consecration, whichbrings together leading representatives ofscience.

The Academy of Romanian Scientists is thesuccessor and only heir of the Academy ofSciences of Romania (1936-1948) and of theAssociation of Romanian Scientists, founded in1956, and which in 1996 changed its name in

Academy of Romanian Scientists.

The main goals of AOSR are to promote, develop, support, and protect science in all itsforms, through actions and methods, be they direct, indirect or adjacent. The mainobjectives of AOSR are:

• To promote at national level interdisciplinary research in natural, engineering, andapplied sciences, as well as medical disciplines, etc. The annual organisation of twonational interdisciplinary conferences.

• To initiate international contacts by creating links with academic bodies, research andhigher education institutions from abroad, and also with Romanian scientists fromabroad and foreign scholars.

• To develop an adequate framework where scientists from different fields might meet,thereby contributing, through information, to the creation of interdisciplinary teamswith a view to solving complex issues.

• To promote young researchers, by supporting their participation in scientific events inthe country and abroad, and by supporting them in obtaining scholarships, etc.

• To pen, on a contractual basis, through specialised structures, scientific researchpapers, to participate in governmental and nongovernmental scientific researchprogrammes, to prepare reviews, bibliographic references and summaries.

• To provide annual awards to the best books published in various fields of science andculture.

The structure of AOSR comprises 13 specialised scientific sections and eight branches

located in university towns or other cities with significant scientific potential: Bucharest –headquarters -, Braşov, Cluj-Napoca, Constanţa, Iaşi, Piatra-Neamţ, Târgovişte, Timişoara,and one branch in New York (USA).

AOSR has a Publishing House and a Library and under its aegis units of scientific researchand the Foundation „Scientia” are operating. AOSR is composed of 40 honorary members(2 of whom are members of the Romanian Academy), 133 full members (including 12members of the Romanian Academy), and 65 corresponding members, selected on thebasis of internationally recognised criteria of scientific and cultural visibility. It furtherincludes 35 Romanians from the Diaspora and 62 foreign members, outstandingpersonalities of the international scientific life.

WEC-Romanian National Committee

The World Energy Council is the principal impartialnetwork of leaders and practitioners promoting anaffordable, stable and environmentally sensitiveenergy system for the greatest benefit of all.

Formed in 1923, the Council is the UN-accreditedglobal energy body, representing the entire energyspectrum, with more than 3000 member

organisations located in over 90 countries and drawn from governments, private and statecorporations, academia, NGOs and energy-related stakeholders.

The World Energy Council informs global, regional and national energy strategies by hostinghigh-level events, publishing authoritative studies, and working through its extensivemember network to facilitate the world’s energy policy dialogue.

The World Energy Council is the world’s principal network of energy leaders andpractitioners. The organisation has a co-ordinating Secretariat based in London, UnitedKingdom, under the direction of the Secretary General who reports to the WEC’s board, theOfficers Council, under the leadership of an elected Chair.

The key functions of the WEC are guided by the Standing Committees, made up of electedmembers from across the world. The WEC gathers annually for an Executive Assembly toagree the strategic direction of the organisation.

WEC’s National Member Committee operates independently under a regionalised structure,with elected Regional Vice Chair’s to oversee activities and ensure coordination.

Since it was created in 1923, when visionary Daniel Dunlop brought together 40 countriesto discuss the problems facing the global energy industry, the WEC has been non-governmental and non-commercial. Founded in the aftermath of war, it has withstoodmany changes, from geopolitical and economic upheavals to a complete shift in the waypeople understand and use energy. It has had to adapt to a changing world without everstraying from the initial concept of an organisation that is impartial, objective and realisticin its analyses and in its agendas for action in order to promote sustainable energy for all.

Today, the WEC has almost 100 national member committees, and its member list includesgovernments, businesses and expert organisations. The World Energy Congress, held over20 times since the WEC’s founding, is recognised as the world’s premier energy gathering.As we move forward through the 21st century, the WEC continues to grow and expand,building on its long and stable history as one of the key players on the global energy scene.

VENUETIMISOARA - CITY HIGHLIGHTS

The first record of the city of Timisoara, built on the siteof an ancient Roman fortress called Castrum RegiumThemes, dates back to 1212.

Over the years, Timisoara, the largest city in westernRomania, has been influenced by many cultures. TheRomans used it as an important crossroads fortress untilthe Tatars destroyed it in the 13th century. Conquered byTurkish armies in 1552, Timisoara remained under theirprotection until 1718 when the region of Banat cameunder Austrian rule for two centuries. Timisoara laterbecame a vital commercial and manufacturing town.Turks, Austrians, Germans and Serbs all left their markand their influence can be seen in neighborhoodsthroughout the city even today.

The charm of this city, settled on the northern bank of the Bega River, lies in its distinct architecturalcharacter and vibrant cultural life. Frequently referred to as "Little Vienna," Timisoara is home toyear-round musical and theatrical performances, art galleries, museums and a buzzing nightlife. Aprogressive, cosmopolitan place, Timisoara was the first city in Europe and second in the world afterNew York, to use electricity to illuminate its public streets.

Timisoara was the first European city to introduce horse-drawn trams (in 1869) and electricalstreet lighting (in 1889);

Timisoara was built on a swamp; the Metropolitan Cathedral has 5000 oaks supports underneath it;

Johnny Weissmuller, Hollywood's original Tarzan, was born here.

Thanks to its mild climate, Timisoara has lots of public squares and lush green retreats. The city iseasy to explore on foot. If you get tired, a tram will be along in a moment; the system is fast,frequent and efficient.

Timisoara abounds with churches of several denominations, a Jewish quarter, an elegant baroquesquare and a pedestrian-only downtown area. Some of the monuments in the heart of the city affordpanoramic views, while the many parks in this "city of flowers" provide an idyllic spot to take a breakfrom sightseeing.

LANDMARKS

In many respects, it is the abundance of Secessionist architecture that has provided Timisoara withits rather appropriate moniker, "Little Vienna." Secessionism developed in two distinct architecturalphases here. Sinuous lines and floral decorations characterized the first phase which lasted until1908. The second phase, which continued until the First World War, saw simpler, larger buildingswith geometrical designs. Secessionism in Romania was an important link between the Byzantinestyle and later modernist architecture.

Victory Square (Piata Victoriei)

Some of the city's most interesting sites are its elegant baroque buildings, spread around town andparticularly along the main square, Piata Victoriei, which stretches from Opera Square (Piata Operei)to Loga Boulevard.

The focal point is the towering Romanian Orthodox Metropolitan Cathedral (Catedrala OrtodoxaMitropolitana) at the south side of the square. Built between 1936 and 1946, its green and red rooftiles are arranged in a mosaic design. In front of the Cathedral is a memorial to those who lost theirlives during the 1989 Revolution which overthrew Communist rule. The Memorial Museum of the1989 Revolution (Muzeul Revolutiei) offers a full insight into the revolution in Timisoara.

Union Square (Piata Unirii)

TimisoaraAcross the town centre is thepicturesque Habsburg-era Piata Unirii, so-named for the imposing sight of the Romano-Catholic and Serbian Orthodox Cathedralsfacing each other. Historic pastel-huedbuildings line the square. During the 18thcentury, this was the city's commercial centreand the venue for numerous militaryprocessions and religious ceremonies.

Nicolas Lenau College (Liceul Nicolas Lenau)

Located on the north side of the square, was built in 1761 and was home to the earliest theatre inTimisoara.

The baroque Serbian Orthodox Cathedral (Biserica Orthodoxa Sarba), built in 1745-48, and the mintgreen and white Serbian Bishop's Residence (Vicariatul Ortodox Sarb) with its extravagantdecorations are located on the west side of the square. The Cathedral can be visited daily between7am and 6pm.

The Roman Catholic Cathedral (Catedrala Episcopala Romano-Catolica)

TimisoaraOn the east side of the squarewas built between 1736 and 1754 to thedesign of Fisher von Erlach and representsa fine example of Viennese baroque style.The main altar painting was completed byMichael Angelo Unterberger, director ofthe Fine Arts Academy in Vienna.

The impressive 18th century BaroquePalace (Palatul Vechii Prefecturi)dominates the square's south side.Formerly the governor's residence, it nowhouses the Museum of Fine Arts withworks by German, Flemish and Italianartists.

At the northwest corner of Piata Unirii stands the spectacular Scont Bank (Banca de Scont). Thistypical Hungarian-style art nouveau structure, built in the early 20th century, features an organicshape comprising curved walls studded with turquoise tiles forming patterns drawn from folklore,and extravagant iron gutters and window grills.

From Piata Unirii, walk east along Str. Palanca to the oldest building in Timisoara, now housing theBanat Etnographic Museum within the city's remaining 18th century bastion.

Freedom Square (Piata Libertatii) to Victory Square (Piata Victoriei)

Another remarkable open space in the city is Piata Libertatii which offers a great display ofSecessionist architecture. The Banat region was under Turkish rule from 1552 until 1716 when theAustrian-Habsburg Prince Eugene de Savoy took over Timisoara. At this time, a seven-star- shapedbastion and gate-towers were constructed and the marshes surrounding the town were drained bythe new Habsburg governor, General Mercy.

Continue along Str. Lucian Blaga to the 14th century Huniade Castle (Castelul Huniade). Built duringthe rule of Carol Robert, Prince de Anjou, it was completed by Iancu of Hundeoara and redesigned bythe Habsburgs in the 18th century.
