Energy Efficiency Obligations Scheme

Energy Efficiency Directive - (very) brief synopsis
• Art. 1 - promotion of energy efficiency to ensure the
achievement of the 20% headline target on energy efficiency
• Art. 3 - Each Member State shall set an indicative national
energy efficiency target, based on either primary or final
energy consumption, primary or final energy savings, or
energy intensity.
• Art. 7 - each Member State shall set up an energy efficiency
obligation scheme to ensure that energy distributors achieve
a cumulative end-use energy savings target by 31
December 2020.
The target shall be at least equivalent to achieving new
savings each year of 1.5% of the annual energy sales to
final customers (from 01 Jan 2014 to 31 Dec 2020 )
National Target under EED
• Ireland’s annual final target equates to 1,102GWh PEE
(after reduction per article 7.2).
• The 7 year cumulative target amounts to 30,844 GWH
(PEE).
• Ireland has chosen to adopt the alternative measures
approach including a supplier obligation.
• A proportion of the target is allocated to regulatory
measures and a further amount to other national
efficiency programmes
• The balance is then allocated as a target of 550GWh
PEE on obligated parties.
Transposition of EED
• Article 7 of EED transposed into Irish legislation (SI 131
2014)
• Minister responsible for issuing E.E. notices to Suppliers
• SEAI delegated by Minister to operate and administer
the scheme
• Guidance Document and other data on Scheme

• 550GWh overall supplier target per annum (60% year 1, 75% year 2)
• Eligibility threshold: Market Sales >600 GWh p/a
• Sub-Sectoral Targets:
• Non Residential 75%
• Residential 20%
• Energy Poverty 5%
Which Suppliers are Obligated…and at what level?
• Last complete year’s energy sales data available
- for setting 2015 target this is 2013 base data
• Input Data: EPSSU energy balance, CER reports, NORA returns
• Basis for calculating individual supplier obligation:
• Supplier Sales/Total Eligible Sales in Market
Example:
Total Sales 100,000 GWh,
Eligible Sales (those over 600GWh) 80,000GWh
Supplier Sales 10,000 GWh
Supplier Target (10,000/80,000 )*550 = 68.75GWh
How targets are calculated
• To meet target:
– Deliver (directly or through partners)
– Exchange
– Advance Agreement
– Buyout – up to 30% of annual target
• Penalty levied on portion of target not achieved
• Buyout and Penalty rates set by Minister and published

• Residential: Deemed Credits per measure based on
Building Ratings under EPBD
• Non-Residential: Scaled or Measured Savings based on
IPMVP or equivalent
• Project data uploaded to SEAI bespoke systems (PEP /
ECMS) and subject to Evaluation and Audit
