Based on the EU EEBC the League of Arab States has developed EEBCs which are comprehensively covering the issues which needs to be considered. How effective a EEBC can be, does however not only depend only on its design and the regulation it encompasses, but also its enforcement and compliance as well as behavioural responses of the inhabitants have a got a huge influence on the success of the code.

This project is funded by the European Union Lack of mandatory EE measures in building code. Lack of enforcement of the legal framework. This goes

together with lack of implementation instruments and the non enforceable institutional and legal framework

Lack of institutional set up for implementation

enforcement of EEBC and /or absence of a clear mandate and adequate means (budget and personnel).

Lack of technical expertise and knowledge of building

science.

Implementation barriers of EE Building Code in ME-PCs


The benefits of EE buildings are not communicated

clearly: There is a lack of information related to the potential financial and economic gains for the national economy, when an EEBC is implemented and enforced at the institutional level.

In some cases the technical standards are complicated, as they refer to different foreign standards, which are difficult to apply into the national context.

Lack of Incentive measures and adequate financial mechanism to support EE Building Code development and implementation .

Implementation barriers of EE Building Code in ME-PCs

This project is funded by the European Union Enforcement strategy policy and effective

implementation process are crucial to ensure a sustainable Market Transformation.

Important to involve all stakeholders, particularly

professional representation through each stage of program development.

Support for demonstration projects is needed to

mature the market development of energy efficient buildings in the region.

How to deliver an Effective EE Building Code in ME-PCs

This project is funded by the European Union Supportive Measures and New innovative financial

mechanisms are needed to accelerate the adoption of EE measures in buildings and Foster the Market transformation and to ensure that efficiency can be cost effective.

Awareness and information Campaigns targeting all

stakeholders about the benefits of EEBC are essential to widespread understanding and increase public acceptance.

The initiative was started by ME early in 2011 with a study on the situation of the different MENA countries Following by presenting the results (Sept 2011 regional WS at Beirut) A workshop in Tunis (4/2013) to develop the road map for EE BCs in MENA A regional WS in Beirut Sept 2013: to discuss the steps for enforcement of EE BCs – with representatives from several MENA countries – beside Prof.Omima and Dr. H Finally: a WS at LAS to closer coordinate with the building department of LAS

In MENA countries, also Egypt approx 40 %(or more) of end energy is consumed in Buildings Building Codes are existing, but there is a lack of implementation and enforcement The core of our road map focues on Target setting Definition of a strategy The steps of implementation and of Enforcement And finally Evaluation of the results and Re-ajustments of targets EE BCs will continously be adopted and strengthened with the target to continiously reduce the consumption of energy in buildings (by increasing the EE) The results are indicated in one of MED-ENECs booklets on EE issues, available on our website.
