Based on regulatory frameworks, we calculated the tariffs
for the Virtual Test for each country for each year
Shippers need three hub to hub tariffs (G-NL NL-B B-F) for
each of the six dimensions of the investment

Calculating tariffs for shipper bidding process
Method to transform national tariffs into hub-to-hub tariffs:
1. Calculate NPV for first 10 years per country
2. ½ G tariff + ½ NL tariff = Hub G-to-hub NL tariff
3. Calculate hub-to-hub tariffs for each of the six
dimensions of investment
