Dear Educator:

This manual contains the instructions for administering the ACT QualityCore®

End-of-Course Assessments, and it includes information applicable to the user roles

of School Test Coordinator and Teacher. The School Test Coordinator is

the main ACT contact at your school for the End-of-Course Assessments and is

responsible for the distribution and collection of test materials. You, the teacher,

will actually administer the tests to examinees according to the procedures in this

manual.

If you have any questions, please discuss them with your school’s School Test

Coordinator, who can determine whether it is necessary to contact ACT for

resolution.

If you have any concerns about testing irregularities and/or prohibited behaviors,

please complete your ACT QualityCore Testing Irregularity Report and return it to

your School Test Coordinator. In exceptional situations, testing staff may wish to

file an anonymous report about concerns that the ACT QualityCore tests may have

been compromised. If you wish to report such concerns anonymously, you may do

so at act.ethicspoint.com or by calling 855.382.2645.

Test Administration Policies

General Information

A secure, uniform administration of the ACT QualityCore® End-of-Course Assessments is

essential for successful measurement of students’ academic skills. It is critical that the

procedures you employ at your school be identical to those at other schools.

This manual provides detailed directions about:

• Ensuring test security

• Administering tests in a standardized manner

All testing personnel are required to read the materials provided by ACT. You can help create

a fair testing environment by strictly adhering to ACT policies and procedures.

If you have any questions, please discuss them with your school’s School Test Coordinator,

who can determine whether it is necessary to contact ACT for resolution.

Equal Treatment

All staff are required to administer and supervise the ACT QualityCore End-of-Course

Assessments in a nondiscriminatory manner and in accordance with all applicable laws,

including the Americans with Disabilities Act.

Fair Testing Practices

ACT endorses the Code of Fair Testing Practices in Education and the Code of Professional

Responsibilities in Educational Measurement, which are guides to the conduct of those

involved in educational testing. ACT is committed to ensuring that each of its testing programs

upholds the guidelines in each Code.

Investigations

All staff are obligated to report suspected or documented irregularities to ACT, cooperate fully

with ACT in subsequent investigations, and respond to ACT’s requests for information in a

timely manner.

Specific ACT QualityCore Policies

Test Format

The ACT QualityCore End-of-Course Assessments consist of either two

multiple-choice parts or a multiple-choice part and a constructed-response

part. When the multiple-choice and constructed-response parts are used,

the multiple-choice part should be administered first, followed by the

constructed-response part.

You may select any day or days during your testing window to administer

the test. You must administer all tests in a given course on the same day(s)

within the testing window. Each section of the End-of-Course Assessments

requires 45 minutes of testing time. You may choose to administer the

sections of the test in one session or in separate sessions.

No. 2 Pencils

Examinees must use No. 2 pencils when completing all information

sections and gridding/writing answers. Responses gridded/written in ink,

mechanical pencil, or colored pencil will not be scored.

Guessing on Multiple-Choice Items

Specific instructions about guessing on multiple-choice items are printed on

the outside back cover of the multiple-choice test booklet. If examinees ask

you about guessing, refer them to these instructions. Do not comment on or

add to the printed directions or items in any way.

Examinee Questions about Test Items/Tasks

Do not answer questions regarding individual test items. All staff in the

room during an administration should respond to questions with “Do the

best you can.” You should not assist examinees with test item responses or

alter, or attempt to alter, examinee responses.

If examinees note typographical errors or ambiguities in particular test

items, you should instruct the examinees to do the best they can, and then

include a description of the question or comment and the test form

number(s) on a copy of the ACT QualityCore Testing Irregularity Report in

this manual.

End-of-Course Assessments

Test Materials

General Information

Your School Test Coordinator will provide you with the following materials:

• ACT QualityCore Teacher Manual—this manual (one for the teacher and one for

each proctor who will be assisting in the testing room)

• Personalized ACT QualityCore shrink-wrapped kits or multiple-choice test

booklets with embedded answer document, reference sheet (for Chemistry,

Physics, and any mathematics test), and periodic table (for Chemistry test)

• ACT QualityCore Group Header(s) (one for each Class Roster)

Testing Aids, Test Security, and Reporting Irregularities

Use of Calculators on the ACT QualityCore End-of-Course Assessments

Unless a calculator is provided by the school, each examinee is responsible for bringing

his/her calculator to the test and making sure it works properly. Examinees may bring a

backup calculator and extra batteries, but they may not have more than one calculator on

the desk or in operation at a time.

Examinees are allowed, but not required, to use an approved calculator on the

following End-of-Course Assessments:

• Algebra I • Precalculus • Geometry

• Algebra II • Chemistry • Physics

Permitted Calculators

Examinees may use any four-function, scientific, or graphing calculator, unless it has

features described in the Prohibited Calculators list. Models on the Calculators

Permitted with Modification list may be used only if you modify them as indicated.

A minimum of a scientific calculator is recommended, as examinees may not be able

to solve some problems without one.

Prohibited Calculators

The following types of calculators are prohibited:

• Calculators with built-in or downloaded computer algebra system

functionality—prohibited calculators in this category include:

– Texas Instruments®: All model numbers that begin with TI-89 or TI-92 and the

TI-Nspire CAS—Note: The TI-Nspire (non-CAS) is permitted.

– Hewlett-Packard®: HP Prime, HP 48GII, and all model numbers that begin with

HP 40G, HP 49G, or HP 50G.

– Casio®: Algebra fx 2.0, ClassPad 300, ClassPad 330, fx-CP400

(ClassPad 400), and all model numbers that begin with CFX-9970G.

• Handheld, tablet, or laptop computers, including PDAs

• Electronic writing pads or pen-input devices—Note: The Sharp® EL 9600 is permitted.

• Calculators built into cell phones or any other electronic communication devices.

• Calculators with a typewriter keypad (letter keys in QWERTY format)—

Note: Letter keys not in QWERTY format are permitted.

Calculators Permitted with Modification

The following types of calculators are permitted, but only after they are modified as noted:

• Calculators that can hold programs or documents—Remove all documents and

remove all programs that have computer algebra system functionality.

• Calculators with paper tape—Remove the tape.

• Calculators that make noise—Turn off the sound.

• Calculators with an infrared data port—Completely cover the infrared data port

with heavy opaque material such as duct tape or electrician’s tape.

• Calculators that have power cords—Remove all power/electrical cords.

Unauthorized Testing Aids

Using scratch paper, notes, any foreign-language or English dictionary, a cell phone, or

an alarm on a wristwatch or cell phone is not permitted. Scratch work is to be done in the

test booklet. The use of any electronic device during testing is not permitted. Use of any

of these unauthorized testing aids should be noted in the ACT QualityCore Testing

Irregularity Report in this manual.

Prohibited Behaviors by Examinees

The following examinee behaviors are prohibited. These behaviors should be

documented using the ACT QualityCore Testing Irregularity Report in this manual.

These behaviors may lead to an examinee’s test not being scored or to a reported score

being cancelled.

• Filling in or altering circles on a test or continuing to write the essay after time has

been called

• Looking back at a test on which time has already been called

• Opening and looking in a test booklet before being instructed to do so

• Looking at another examinee’s test booklet or answer document

• Giving or receiving assistance

• Using a prohibited calculator

• Using a calculator on any test other than a Chemistry test, a Physics test, or a

mathematics test

• Sharing a calculator with another examinee

• Using any device to share or exchange information at any time during testing or

during the break (All electronic devices, including cell phones, must be turned off

from the time testing begins until the examinees are dismissed after testing

concludes.)

• Attempting to remove test materials, including questions or answers, from the

testing room by any means

• Using unauthorized testing aids

• Exhibiting confrontational, threatening, or unruly behavior

• Creating a disturbance or allowing an alarm or phone to sound in the testing room

You should confiscate and retain indefinitely any electronic device, including a cell

phone, used in violation of this list of prohibited behaviors, and then contact ACT

immediately for further instruction.

If you suspect, but are not certain, that an examinee is engaged in prohibited behavior,

discreetly caution the examinee that these activities are prohibited and continue to

observe the examinee closely. To discourage an examinee from looking at another

examinee’s answer document or from giving or receiving assistance, move the

suspected examinee to another seat. If you suspect an examinee is filling in or altering

circles after time is called, warn the examinee immediately. Document your suspicions

and subsequent actions on the ACT QualityCore Testing Irregularity Report.

If you observe an examinee engaging in any prohibited behaviors, collect that

examinee’s answer document and test booklet. Advise the examinee that the answer

document will not be scored. Write “VOID” clearly on the front of the examinee’s

answer document and then attach both the answer document and the test booklet to

a copy of the ACT QualityCore Testing Irregularity Report. Give these materials to

the School Test Coordinator.

Prohibited Behaviors by Staff

The following staff behaviors are prohibited. These behaviors may lead to an examinee’s

test not being scored or to a reported score being cancelled. They may also result in

consequences for testing staff, including reporting of test security concerns to

appropriate school or legal authorities.

• Allowing examinees to engage in any prohibited behaviors

• Allowing third parties, including but not limited to staff, to access, open, copy,

reproduce, or review test materials

• Developing and/or sharing answer keys or responses to test items

• Giving assistance to examinees in responding to test items

• Tampering with examinee responses

• Removing or attempting to remove test items from the test room without approval,

or allowing others to remove test materials from the room

Reporting Irregularities or Prohibited Behaviors

You will document any testing irregularities on an ACT QualityCore Testing

Irregularity Report in order to maintain test integrity and test security, as previously

noted. The irregularity report appears in this manual and in the ACT QualityCore

Administration Manual. Copies should be made as needed.

You will submit the testing irregularity report and relevant testing materials to the

School Test Coordinator. Any test booklets and/or answer documents affected by

irregularities must be attached to the ACT QualityCore Testing Irregularity

Report and returned to ACT at the address noted on the report.

The School Test Coordinator will document any irregularities occurring outside the

testing room or affecting the entire test administration.

The ACT QualityCore Testing Irregularity Reports should include prohibited

behaviors previously listed as well as any unusual events that occurred during the test

administration, including, but not limited to, the following:

• Disturbance or distraction that could affect examinee scores

• Examinee becoming ill and discontinuing testing

• Examinee challenging a test item

• Staff member suspected of compromising the integrity of test results

All completed ACT QualityCore Testing Irregularity Reports must be returned to ACT.

In exceptional situations, testing staff may wish to file an anonymous report about

concerns that the ACT QualityCore tests may have been compromised. If you wish to

report such concerns anonymously, you may do so at act.ethicspoint.com or by calling

855.382.2645.

Verbal Instructions

Before the Test

Study and read through the highlighted sections before the test day so you will know which

text to read when you administer the test. Read aloud all instructions in the highlighted

sections; do not depart from this text. Where a series of dots appears, pause to let examinees

follow the instructions.

Part 1: Initial Instructions

After all examinees have been admitted and seated and everyone has a No. 2 pencil, greet

the examinees and say:

You are about to take the ACT QualityCore [name of course] End-of-Course

Assessment.

If you will be administering the two

parts of the test in one session, say:

If you will be administering the two

parts of the test on separate days, say:

There are two 45-minute parts in this test.

You will take Part 1 first. At the end of

Part 1, you will be allowed a [specify 10-

or 15-minute] break before you take the

second part.

There are two 45-minute parts in this test.

You will take Part 1 now. After you

complete Part 1, I (we) will collect your test

booklets and answer documents. They will

be redistributed before you take the second

part.

If you are handing out a single test

booklet, say:

If you are handing out a test kit, say:

I (we) will now distribute test booklets.

Do not open them until I tell you to do so.

These booklets are the property of ACT

and must be returned upon completion of

the test.

I (we) will now distribute test kits. Open the

shrink-wrap by pulling the plastic apart,

beginning at the top of the kit. Place the

contents face up on your desk and set the

plastic and cardboard aside. I (we) will

collect the packing material. Do not open

the test booklets until I tell you to do so.

These booklets are the property of ACT

and must be returned upon completion of

the test. Please raise your hand if you need

assistance. . . .

Distribute one test booklet or test kit to each examinee. Be sure to hand each test

booklet or test kit to the examinee whose name appears on the cover. Individually

distribute a blank test booklet or test kit to any examinee who does not have

personalized test materials.

Please clear your desk of everything except your No. 2 pencil. You may use a calculator

if you are taking a Chemistry test, a Physics test, or a mathematics test.

If your name does not appear on the covers

of both test booklets, please print your

name at the top of the front cover of each

booklet. I will now collect your

constructed-response test booklet.

Collect a constructed-response test booklet

from each examinee. Then say:

Review any discrepancies to determine if the correct examinee name is printed on the

cover of the test booklet. Then say:

Read the directions on the back cover of

your multiple-choice test booklet. Raise

your hand if you need more time to read

the directions. . . .

The following examinee behaviors are prohibited and may lead to your test not being

scored or to your reported score being cancelled.

• Filling in or altering circles on a test or continuing to write the essay after time has

been called

• Looking back at a test on which time has already been called

• Opening and looking in a test booklet or answer document before being

instructed to do so

• Looking at another examinee’s test booklet or answer document

• Giving or receiving assistance

Give everyone time to read the Examinee Statement and ACT Privacy Policy. It is

important that you allow sufficient time for examinees to read the ACT Privacy Policy

enclosed within the test booklet.

After examinees complete these steps, say:

Read the examinee statement on the front cover of your test booklet. Sign and date on the

specified line. Print your name on the line below. . . .

Break the seal and open your test booklet.

If there is a perforated answer document and/or reference sheet near the front of the test

booklet, carefully run your finger along the inside edge and then tear out the documents

one at a time by pulling them away from the booklet, from the top down. Leave only the

front cover of the test booklet open and do not move on to the test until I instruct you to

do so. If your name is not preprinted on the reference sheet, print your name at the top of

the first page.

Turn to the inside cover of your test booklet. Read the ACT Privacy Policy. Once you are

finished, look up to indicate you are finished.

Use only a No. 2 pencil to mark your answer documents. Do not use ink, a mechanical

pencil, or a colored pencil. Your test may not be scored if you use anything other than a

No. 2 pencil. Fill in the appropriate circles completely, but do not extend your pencil

marks outside the circles. Make all marks heavy and dark. Do not make stray marks or

smudges. Erase all errors carefully and completely.

Now, turn your answer document so that Side 1 faces you.

In Block C, enter your state-assigned

student ID number.

In Block D, enter your QualityCore ID.

Block D must be gridded by the School

Test Coordinator. See After the Test for

details.

When it appears that all examinees have

finished, say:

Part 1: Test Administration

You will have 45 minutes to complete Part 1. If you finish Part 1 before time is called,

recheck your work.

Do not go on to Part 2.

Set your stopwatch or interval timer to 45 minutes.

Begin timing. When your watch or timer indicates exactly 40 minutes have passed, say:

Turn to page 2 of your answer document. Part 1 of your answer document has spaces for

responding to 40 questions, although you may not have 40 questions in your test booklet.

Use only the spaces needed to respond to the number of questions in your test booklet.

Be sure the number of the response on your answer document matches the number of the

question you are answering. Mark only one answer to each question.

You are now ready to begin the test. Open your test booklet to Part 1, read the

directions, and begin work. . . .

You have 5 minutes remaining.

Stop. Put down your pencil.

If you will administer Part 2 in the same

test session, announce the duration of

the break (10 or 15 minutes):

like to use the restroom, you may do so,

but testing materials must not leave this

When the specified break time has

passed, continue to the initial

instructions for Part 2.

Collect the test booklets, answer

documents, reference sheets, and periodic

table (if applicable). Do not allow the

materials to be passed to the front, side,

or back of the row. Do not dismiss the

examinees until you have counted the test

booklets and answer documents to verify

that the number collected matches the

number distributed.

Once you have confirmed that all testing

materials are present, you may dismiss the

examinees. Be sure that examinees do not

have access to the test materials as they

leave the room. Under no circumstances

should anyone be allowed to examine the

test booklets or answer documents after

they have been collected.

Store the answer documents and test

booklets in a secure, locked location until

you administer Part 2 of the test.

Part 2: Initial Instructions

At the time you administer Part 2 of the test, when everyone is seated, say:

returned upon completion of the test.

Distribute the constructed-response test

booklets to each examinee. Be sure to

hand each test booklet to the examinee

whose name is printed on the front cover.

You may use a calculator if you are taking a Chemistry test, a Physics test, or a

mathematics test. Do not open the test booklets or mark on the answer documents

until I give you further instructions. The use of scratch paper, notes, a foreign-

language or English dictionary, a cell phone, or an alarm on a wristwatch or cell

phone is not permitted. Scratch work should be done in your test booklet.

Use only a No. 2 pencil to mark your answer documents. Do not use ink, a

mechanical pencil, or a colored pencil. Your test may not be scored if you use

anything other than a No. 2 pencil. Fill in the appropriate circles completely, but do

not extend your pencil marks outside the circles. Make all marks heavy and dark.

Do not make stray marks or smudges. Erase all errors carefully and completely.

Read the examinee statement on the front

cover of your test booklet. Sign and date on

Part 2: Test Administration

Set your stopwatch or interval timer to 45 minutes.

Part 2: Final Instructions

Collect the test booklets, answer documents, and reference sheets (if applicable). Do not

allow the materials to be passed to the front, side, or back of the row. Do not dismiss the

examinees until you have counted the test booklets and answer documents to verify that

the number collected matches the number distributed.

Once you have confirmed that all testing materials are present, you may dismiss the

examinees. Be sure that examinees do not have access to the test materials as they leave

the room. Under no circumstances should anyone be allowed to examine the test

booklets or answer documents after they have been collected.

Store the test booklets and answer documents in a secure, locked location until they are

returned to ACT.

NOTE: If anyone other than the School Test Coordinator will be responsible for

returning materials to ACT, please consult the ACT QualityCore Administration

Manual for instructions about shipping materials.

You are now ready to begin the test. Open your test booklet to Part 2, read the

directions, and begin work. . . .

After the Test

Completing the QualityCore ID Number Block

If examinee information is not printed on the answer documents, the QualityCore ID

number (Block D) must be gridded by a member of the school staff after testing so

examinees will receive their scores in a timely manner. Failure to grid Block D may

delay scores. Check with your School Test Coordinator if you are unsure about who

will complete this step.

NOTE: The QualityCore ID is not a state or local student ID number. The

QualityCore ID is a unique 10-digit number that is generated for each examinee

taking an ACT QualityCore End-of-Course Assessment.

To find the examinees’ QualityCore ID numbers, the Teacher must log in to the

ACT QualityCore system and access the Student Roster for the class being tested.

Accessing the QualityCore ID Numbers from a Student Roster

To access the QualityCore ID number:

1. Go to www.qualitycore.act.org and log in using your e-mail and password.

2. Click on the Student Management tab.

3. Select View/Print Student Roster(s).

4. Check the “Check to View” box for the class whose roster you wish to view.

5. Click on Retrieve Roster(s).

6. Click on Print Roster to view the roster.

NOTE: The QualityCore ID is located in the second column of the table.

If the roster does not include all examinees who are to be tested, tell your School Test

Coordinator. The School Test Coordinator will need to add the student(s) to the Class

Roster.

NOTE: ACT cannot score an answer document unless the examinee has a valid

QualityCore ID and is registered in a valid roster.

Completing the ACT QualityCore Group Header

Group headers are used to separate answer documents for reporting. Returning answer

documents with the wrong Group Header will cause delays in scoring. The information

needed to complete the Group Header can be found on the Student Roster (see page 20).

If the Group Header is preprinted:

• Verify that the Teacher’s Name gridded in Group Header Block B matches the

name assigned to the roster in the system.

• Verify that the COURSE gridded in Block C is correct.

• Enter the Class Period in Block D.

If using a Group Header that is not preprinted:

a. In Block B on the Group Header (TEACHER NAME), grid the Teacher Name

exactly as it appears on the Student Roster screen. If the name is too long to fit in

this section, grid as much of it as possible.

b. In Block C on the Group Header (COURSE), fill in the circle next to the course name.

c. In Block D on the Group Header, grid the Class Period.

d. Complete the rest of the Group Header according to the printed directions.

Returning Materials Checklist

To ensure that each examinee’s answer document can be processed quickly and

accurately, you must assemble and check the test booklets and answer documents

carefully.

Turn all answer documents in the same direction with the same side up;

do not alphabetize them.

Make sure there is one answer document for each examinee who took a test.

Confirm that each answer document has either:

a. Preprinted registration information

b. A QualityCore ID gridded in Block D

Use a Group Header for each group of examinees tested. Place each Group

Header on top of the completed answer documents for that group.

Turn all used test booklets in the same direction with the front cover facing up;

do not alphabetize them.

Keep unused test booklets separate from used test booklets.

Use the ACT QualityCore Testing Irregularity Report to describe any

deviations from the testing procedures described in this manual. Attach

appropriate supporting materials.

Return all materials to your School Test Coordinator.

ACT Test Security Principles

1. Ensure that ACT business processes, distribution models, tests, test scores, and the

information and insights we provide are “secure by design.”

2. Protect the integrity of our testing assets and the information and insights ACT

provides throughout the entire life cycle of a test (from test concept to development,

delivery, reporting, investigation, and remediation).

3. Promote conduct that enhances test security. Deter and detect conduct that will

materially and negatively affect the reputation and integrity of our testing assets, test

scores, the information and insights ACT provides, and the ACT brand.

4. Ensure that a reported test score and associated information are accurate and valid

indicators of the test taker’s own achievements, behaviors, and/or goals.

5. Foster effective communication that enables prompt reporting and resolution of test

security concerns.

6. Ensure that everyone in the testing process is aware of, competent for, and supported in

their roles. Avoid placing individuals or organizations in situations that may pose or

appear to pose a conflict of interest or a safety concern.

7. Build a sense of community, collaboration, and trust that engages and empowers

people to act upon these principles.
