Dear Friend

ECC has been effectively banned under the State of Emergency. Along with all important oppositional political groupings, it is forbidden to issue 'subversive' statements. It is directly under attack through the clause which forbids the calling for an end to conscription. Brigadier Swart's ban on our public activity in the Western Cape has been lifted at the time of writing this letter, but it may yet return in a different form. All branches of ECC have been subjected to unprecedented harassment, including detentions and the petrol-bombing, of members' houses.

Such harassment makes the lives of individual activists difficult and branches suffer serious problems in performing their public work.

Nevertheless the issue on which our cause is based remains. All that we do is express the grievances arising from the system of military conscription. These grievances will continue however much government repression intensifies. As conscripts are forced to help carry out many of these repressive activities to a greater extent, these grievances only seem to increase.

We shall continue our campaign as long as the system of military conscription remains in force. ECC is one of the strongest extra-parliamentary organisations in the white community. Its widespread support shows the intense opposition to military service that exists among so many South Africans.

The function of the State of Emergency is to suppress all political activity by taking away our right to speak and our right to know. All South Africans suffer from the silence which has descended. The government, through the Bureau of Information, is seeking to cut white South Africans off from the reality of the situation. Ignorance can be fatal in such a time of upheaval. Now we are prevented from even knowing the harm that the government is doing to our country.

With this in mind, ECC is launching a national Right to Speak campaign. This is ECC's contribution to the broad-based resistance to the State of Emergency which has appeared throughout the spectrum of progressive politics in South Africa.These initiatives seek to keep the government from making us accomplices in it its programme of repression. We urge you to support the ECC in its Right to Speak Campaign.

The enclosed postcards call for ECC's right to speak and are addressed to Colin Eglin, leader of the PFP and State President P.W Botha. We encourage you to sign and send them along with the thousands of other ECC supporters around the country.

If you have only recently submitted your Membership Application Form, then please accept our w arm est W ELC O M E as a member of the End Conscription Cam paign. W e apologise if w e have seemed ta rdv in dispatching news to you. W e also regret th a t this, our first newsletter* should carry news of the restrictions imposed on the ECC.

As you are no doubt aw are , the M inister of L aw and Order, Adriaan Vlok, issued an order in terms of Emergency Regulations on M onday 22 August, whereby ECC is restricted from engaging in any acts or activities whatsoever. The only exception to this is tha t we m ay continue to tend to our assets, adm inister our books and records, take legal advice and comply w ith any legal obligations we m ay incur. W e are precluded from commenting on the restriction, or even discussing w h a t should now happen to the End Conscription Cam paign other than adm inistratively .

It should be clear to you tha t the restriction order severely curtails ECC, in effect banning it as an organisation. The restriction however, does not preclude a member of the public from becoming a member of the ECC. The only effect it has on membership is to prohibit members from engaging in activities as members of the ECC.

CHALLENGING THE RESTRICTION ?

W e have taken legal advice and are in the process of evaluating a possible legal challenge to the Restriction order. S im ilar proceedings are being brought by other restricted organisations, and we w ill aw a it the outcome before proceeding w ith our ow n application to court.

INTERDICT AGAINST THE SADFEarlier this year, fo llow ing admissions made by the SADF as to the existence of a cam paign to discredit and undermine, the ECC by members of the W estern Province Command, w e launched an application for an interdict restraining the SADF from such interference w ith the ECC. W re did this on the basis th a t m any of our members had in fact experienced incidents of harrasm ent and intim idation, and tha t ECC’s nam e had been discreditted through such a cam paign. ECC w on an interim interdict against the SADF, and the return date w as set for the end of August. The SADF argued that the m atter should be heard in cam era because of the sensitive nature of the issue. The Court however rejected this argum ent and consequently the case w as fu lly reported in the national press. W e hope that you have followed these proceedings. W e expect that judgement w ill be handed down shortly. Do w atch the press for inform ation.

THE FUTURE OF ECC

It is d ifficult to answ er this question fu lly given the restriction order itself. It can be safely noted, however, tha t the restriction applies only to ECC as an organisation and campaign, it does not prohibit support for the issues that ECC addressed, nor does it restrict individuals from raising those issues. It is apparent also tha t in recent months numerous organisations and individuals, quite independently of ECC, have begun to focus attention on the issue of conscription and alternatives to m ilita ry service.

I hus whilst ECC m ay no longer exist as a public cam paign, for as long as the State of Emergency is in force, there is every indication that the concerns voiced by the ECC, rem ain concerns of a very broad cross section of our society. On this basis w e are confident th a t these concerns w ill be voiced notw ithstand ing the restrictions imposed on the ECC. Indeed the mere fact tha t conscription continues w ithout adequate alternatives being provided, suggests tha t the issue can not be said to have been resolved.

ECC's response to the restriction order has been to suspend all of our activities in the interests of legality, and to in form our members of the scope and im plication of the restriction. No decisions have yet been taken regarding the longer term future of ECC. In the short term we have decided that we no longer need to m a in ta in an office, and our office w ill be closing down at the end of September. Our postal address (P.O.Box 208 Woodstock) w ill rem ain the same. W e are a t present tak ing legal advice on whether it m ay be possible to convene an Annual General Meeting a t which formal discussion can occur about the future of ECC.

Dear ECC

I started working for Cape Town ECC in April this year and during the last seven months my work has consisted of typing, mailing, answering the telephone, press clips, -filing and other administrative work.

Other aspects of the job have been dealing with harrassing phone calls and other general harrassment such as graffitti and a petrol bomb. The phone calls have been coming in two or three times a day and have now stopped being nasty and are just irritating. Perhaps the most serious bit of harrassment was a petrol bomb (which didn't explode) but which got us evicted from the building.

I am now working -from UCT until the end of November when I will be leaving ECC.

□n the whole the work has been fairly enjoyable although I did not enjoy working on my own in the office and I feel, had I been actively involved in ECC I could have done much more with the job. Therefore my suggestion to ECC is that they employ someone who is active in the organisation although not centrally so.

Dear Friend

ECC has been effectively banned under the State of Emergency. Along with all important oppositional political groupings, it is forbidden to issue 'subversive' statements. It is directly under attack through the clause which forbids the calling for an end to conscription. Brigadier Swart's ban on our public activity in the Western Cape has been lifted at the time of writing this letter, but it may yet return in a different form. All branches of ECC have been subjected to unprecedented harassment, including detentions and the petrol-bombing, of members' houses.


Nevertheless the issue on which our cause is based remains. All that we do is express the grievances arising from the system of military conscription. These grievances will continue however much government repression intensifies. As conscripts are forced to help carry out many of these repressive activities to a greater extent, these grievances only seem to increase.







Dear ECC

1) This suggestion incorporates the earlier ideas of a) collection of

demands and b) the VIP’s forum. The difference we are suggesting that we

canvas support for demands we formulate ourselves.

2) Regions should approach VIP's for endorsement

3) These demands should form the skeleton of the churches document tbat

will be taken to church VIP's.

4) That a Saturday during March he set aside for a collection of signature

( CT wants to do it on the 15-3-86)

5 ) That we continue to collect signatures throughout the campaign. That

recruits and volunteers are encouraged to collect as added involvement

in the campaign.

6) That collection of sigs. form an important aspect of the follow up

in May.

7) That the end of Ma y be fixed as the end of the process

8) That the demands be presented to the government, hopefully to coincide

with the Geldenhuys report.

9) Here are a proposed set of demands that have already been approved

by the Cape Town churches group.(Further explanation:it is important

that the WJP demands and the churches more detailed proposal complement -

each other, because for WJP we will want endorsement from church VIP's.

Those church VIP's are already being approached with the more detailed

proposal and if the demands are a summary, or a skeleton of that proposal

it will make things smoother and easier.)

THE DEMANDS

1) Our.country is sinking into a deepening civil conflict.

2) The presence of troops in the townships further increases tension and

bitterness in our divided country. Many conscripts consequently face

a serious moral dilemma. They should be given the right to choose

whether to participate in the SADF or not. This is why we call for an

end to conscription.

3) In the interim, our right to choose would be respected if the government

allowed for genuine alternative ways of serving our country.

Therefore we call on the government to:

a) Provide alternative service to all conscripts who in good conscience

object to service in the SADF.

b) Reduce.the length of community service from a punitive six year maximum

to a maximum of four years.

c) Make alternative service available in religious and welfare organisation
