Ya no podemos confiar en las fuerzas ciegas y en la mano invisible del mercado. El crecimiento en equidadexige algo más que el crecimiento económico, aunque lo supone, requiere decisiones, programas, mecanismosy procesos específicamente orientados a una mejor distribución del ingreso, a una creación de fuentes de trabajo,a una promoción integral de los pobres que supere el mero asistencialismo. Estoy lejos de proponer un populi-smo irresponsable, pero la economía ya no puede recurrir a remedios que son un nuevo veneno, como cuandose pretende aumentar la rentabilidad reduciendo el mercado laboral y creando así nuevos excluidos.

We can no longer trust in the unseen forces and the invisible hand of the market. Growth in justice requires morethan economic growth, while presupposing such growth: it requires decisions, programmes, mechanisms and processesspecifically geared to a better distribution of income, the creation of sources of employment and an integral promotionof the poor which goes beyond a simple welfare mentality. I am far from proposing an irresponsible populism, but theeconomy can no longer turn to remedies that are a new poison, such as attempting to increase profits by reducing thework force and thereby adding to the ranks of the excluded.

Ante el conflicto, algunos simplemente lo miran y siguen adelante como si nada pasara, se lavan lasmanos para poder continuar con su vida. Otros entran de tal manera en el conflicto que quedan prisioneros,pierden horizontes, proyectan en las instituciones las propias confusiones e insatisfacciones y así la unidadse vuelve imposible. Pero hay una tercera manera, la más adecuada, de situarse ante el conflicto. Es aceptarsufrir el conflicto, resolverlo y transformarlo en el eslabón de un nuevo proceso. “¡Felices los que trabajanpor la paz! (Mt 5,9)”.

When conflict arises, some people simply look at it and go their way as if nothing happened; they wash theirhands of it and get on with their lives. Others embrace it in such a way that they become its prisoners; they lose theirbearings, project onto institutions their own confusion and dissatisfaction and thus make unity impossible. But thereis also a third way, and it is the best way to deal with conflict. It is the willingness to face conflict head on, to resolveit and to make it a link in the chain of a new process. “Blessed are the peacemakers!” (Mt 5:9).

La cultura del encuentro al servicio de lospobres y los pueblos pobres

“Mientras no se resuelvan radicalmente losproblemas de los pobres, renunciando a laautonomía absoluta de los mercados y de laespeculación financiera y atacando las causasestructurales de la inequidad, no se resolveránlos problemas del mundo y en definitiva nin-gún problema. La inequidad es raíz de losmales sociales”1

Inspirados por el pensamiento del Papa Fran-cisco, su acompañamiento permanente a losexcluidos, a sus luchas y a sus experiencias or-ganizativas, hemos impulsado la realizaciónde este Encuentro Mundial de Movimientos Po-pulares. Queremos traer frente a Dios, frente ala Iglesia, frente al mundo, la voz de los queno tienen voz no porque no griten sino porqueson silenciados por quienes detentan el podereconómico. Queremos practicar la cultura delencuentro al servicio de los pobres, los pueblospobres y de esta Iglesia pobre para los pobresque, junto al Santo Padre, todos anhelamos.Queremos escucharnos, juzgar y actuar a partirde las vivencias de los sectores más golpeadosen su dignidad por la injusticia social, por unaeconomía de exclusión, por un sistema idolátricodel dinero. Queremos debatir juntos cuales sonlas causas estructurales de tanta inequidad quenos roba el trabajo, el techo y la tierra, que ge-nera violencia y destruye la naturaleza. Quere-mos también enfrentar con coraje e inteligenciael desafío que el propio Francisco nos plantea:buscar propuestas para resolver radicalmentelos problemas de los pobres.

Este Encuentro Mundial de Movimientos Po-pulares reúne a dirigentes sociales de los cincocontinentes que representan organizaciones debase construidas por quienes ven vulnerado,amenazado o directamente cercenado su in-alienable derecho al trabajo decente, al techodigno, a la tierra fértil. Se trata principalmentede movimientos representativos de tres sectoressociales cada vez más excluidos: (a) los traba-jadores precarizados, migrantes, temporales, ylos que participan en el sector popular, informaly/o autogestivo, sin protección legal, reconoci-miento sindical ni derechos laborales; (b) loscampesinos, los sin tierra, los pueblos originariosy las personas en riesgo de ser expulsadas delcampo a causa de la especulación agrícola y la

violencia; (c) las personas, muchas de ellas mi-grantes y desplazados, que viven en los subur-bios y asentamientos informales, marginados,olvidados, sin infraestructura urbana adecuada.También participarán organizaciones sindicales,sociales y de derechos humanos que se hanmostrado cercanas a estos movimientos y quehan sido sugeridas por ellos mismos para acom-pañar el Encuentro. Finalmente, contaremoscon la participación de agentes pastorales, au-toridades del Pontificio Consejo de Justicia yPaz, y científicos de la Pontificia Academia deCiencias.

Durante tres días de intenso trabajo, debati-remos en base a tres ejes fundamentales: tierra,techo y trabajo. Se trata de derechos que deberíanestar al alcance de todas las personas y pueblospero que, sin embargo, se encuentran cada vezmás lejos de las grandes mayorías y, muy espe-cialmente, de las nuevas generaciones. El PapaFrancisco ha denunciado en incontables oca-siones esta situación y reivindicado constante-mente la centralidad del trabajo decente parala prosperidad de las familias y los pueblos (“enel trabajo libre, creativo, participativo y solidario,el ser humano expresa y acrecienta la dignidad desu vida”2), la inviolabilidad del derecho a unavivienda digna (“Hay tantas familias sin vivienda,o bien porque nunca han tenido o porque la hanperdido por diferentes motivos. ¡Familia y viviendavan de la mano! Es muy difícil llevar adelante unafamilia sin habitar una casa (…)invito a todos, alas personas, a las entidades sociales, a las autori-dades, a hacer todo lo posible para que cada familiapueda tener una casa”3) y la importancia delcampesinado (“es necesario reconocer cada vezmás el papel de la familia rural y desarrollar todassus potencialidades...La familia, de hecho, favoreceel diálogo entre diversas generaciones y pone lasbases para una verdadera integración social, ademásde representar esa deseada sinergia entre trabajoagrícola y sostenibilidad: ¿quién se preocupa másque la familia rural por preservar la naturaleza paralas próximas generaciones? ¿y a quién le interesamás que a ella la cohesión entre las personas y losgrupos sociales?’’4)

En el marco del Encuentro se abordarán tam-bién dos problemas que afectan principalmentea los excluidos: la violencia fratricida y la des-trucción del ambiente. El Papa Francisco nos in-dica la íntima relación entre las guerras y el sis-

falta de tierra, el techo y el trabajo, para erradicarla violencia y proteger la naturaleza, buscanpotenciar su imprescindible aporte en la edifi-cación de una sociedad más justa y fraternaporque “la tierra es nuestra casa común y todossomos hermanos”9. Los pobres queremos ser pro-tagonistas de nuestro propio destino y la Iglesiaquiere acompañar este proceso. Entendemosque la diversidad de experiencias, pensamientosy contextos no es un obstáculo sino que enri-quecerá nuestro debate y practicar la culturadel Encuentro. Damos gracias a Dios por per-mitirnos celebrar esta reunión que esperamossea un aporte para la comprensión de los gravesproblemas sociales que nos aqueja y para lacoordinación de las acciones necesarias parasuperarlos.

tema económico idolátrico (“un sistema que parasobrevivir debe hacer la guerra (…) se venden armas,y con esto los balances de las economías idolátricas,las grandes economías mundiales que sacrifican alhombre a los pies del ídolo del dinero, obviamentese sanean”5) y entre la violencia y la desigualdadsocial (“Se acusa de la violencia a los pobres y a lospueblos pobres pero, sin igualdad de oportunidades,las diversas formas de agresión y de guerra encon-trarán un caldo de cultivo que tarde o tempranoprovocará su explosión”6). Asimismo, advierte quela naturaleza queda a merced del poder econó-mico (“En este sistema, que tiende a fagocitarlotodo en orden a acrecentar beneficios, cualquiercosa que sea frágil, como el medio ambiente, quedaindefensa ante los intereses del mercado divinizado,convertidos en regla absoluta”7) y es constantementeagredida por la cultura del descarte (“Dios, nuestroPadre, no ha dado el cometido de cuidar la tierra aldinero, sino a nosotros: a los hombres y las mujeres.¡Somos nosotros los que tenemos este encargo! Sinembargo, los hombres y las mujeres son sacrificadosa los ídolos de la explotación y del consumo: es lacultura del descarte”8)

Los movimientos populares que desde lossectores más empobrecidos de la sociedad se le-vantan en todo el mundo para enfrentar la

“As long as the problems of the poor arenot radically resolved by rejecting the ab-solute autonomy of markets and financialspeculation and by attacking the structuralcauses of inequality, no solution will befound for the world’s problems or, for thatmatter, to any problems. Inequality (in-equidad) is the root of social ills.”1

The thinking of Pope Francis, and how hehas constantly accompanied the excluded intheir struggles and their efforts to organize,have inspired and motivated us to hold thisWorld Meeting of Popular Movements. We wishto bring to God, to the Church and to the worldthe voice of the voiceless. Not so that they raisetheir voice no more, but because they aresilenced by those who hold economic power.We wish to practice the culture of encounter inthe service of poor persons, of poor peoplesand of this poor Church for the poor which, to-gether with the Holy Father, we all long for. Wewant to listen to one other, to judge and to acton the basis of the lived experience of thosesectors most seriously assaulted in their dignityby social injustice, by an economy of exclusionand by an idolatrous system of money. Togetherwe want to discuss the structural causes of somuch inequality (inequidad) which robs us ofwork (labor), housing (domus) and land (terra),which generates violence and destroys nature.We also want to face the challenge Francishimself sets puts to us with courage and intelli-gence: to seek radical proposals to resolve theproblems of the poor.

This World Meeting of Popular Movementsgathers social leaders from the five continentswho represent grassroots organizations estab-lished by those whose inalienable rights todecent work, decent housing and fertile landare undermined, threatened or denied outright.In the main, these movements represent threeincreasingly excluded social sectors: (a) workerswho are at risk or lack job security, in the infor-mal sector or self-employed, migrants, day-labourers and all those unprotected by labourrights or trade unions; (b) landless farmers,family farmers, indigenous people and thoseat risk of being driven out of the countrysideby agro-speculation and violence; (c) the mar-

ginalized and forgotten, including squattersand inhabitants of peripheral neighbourhoodsor informal settlements, without adequate urbaninfrastructure.

Also taking part in the meeting will be tradeunions and social and human rights organisa-tions which are close to these movements andwhich they have nominated to participate. Fi-nally, we will have the participation of bishopsand church workers coming from differentcountries, officials of the Pontifical Council forJustice and Peace, and researchers of the Pon-tifical Academy of Social Sciences.

During three days of intensive work, thediscussion will unfold around three key topics:land, housing and work. These rights shouldbe accessible to every person and every people.However, they are increasingly out of reach forthe great majority, especially of the new gener-ations. Pope Francis has denounced this situationon countless occasions and has constantly ar-gued for • the centrality of decent work for the pros-

perity of families and peoples: “It is throughfree, creative, participatory and mutually sup-portive labour, that human beings express andenhance the dignity of their lives.”2

• the undeniable right to decent housing:There are so “many families who do not havea home, either because they never had one orbecause they lost it for any number of reasons.Family and home go together. It is very difficultto bring up a family without a home to live in...I invite everyone — persons, social institutions,authorities — to do everything possible so thatevery family might have a home.”3

• the importance of farming families: “It ismore and more necessary to acknowledge therole of rural families and develop their full po-tential... In fact, families encourage dialogueamong different generations and lay the foun-dation for real social integration. They also rep-resent the required synergy between agriculturalwork and sustainability. And who better thanrural families can preserve nature for the cominggenerations? And who, more than rural families,is interested in cohesion between individualsand social groups?”4

Within the framework of the meeting, twoproblems mainly affecting the excluded willalso be addressed: fratricidal violence, and the

destruction of environment. Pope Francis pointsout the close relationship • between war and the idolatrous economic

system: “A system that to survive has to makewar (...) weapons are sold and, with this, thebalance sheets of the idolatrous economies —the big global economies that sacrifice man atthe feet of the idol of money — are obviouslyrendered healthy.”5

• between violence and social inequality: “Thepoor and the poorer peoples are accused of vio-lence yet, without equal opportunities, the differ-ent forms of aggression and conflict, finding fertileterrain for growth, will eventually blow up.”6

Likewise, the Holy Father warns that • nature is at the mercy of economic power:

“In this system, which tends to devour every-thing which stands in the way of increased prof-its, whatever is fragile, like the environment, isdefenceless before the interests of a deified mar-ket, which becomes the only rule.”7

• nature is constantly under attack by thethrow-away culture: “God, our Father, has notentrusted the task of caring the land to moneybut to us, men and women. This is our task!However, men and women are sacrificed to theidols of exploitation and consumption: this is thethrow-away culture.”8

From the poorest sectors of society all aroundthe world, the popular movements raise their

voice in order to take on the lack of land,housing and work, in order to do away with vi-olence and protect nature. They seek to enhancetheir indispensable contribution to the buildingof a more just and fraternal society, since “theearth is our common home and all of us arebrothers and sisters.”9

We, the poor, want to take hold of our owndestiny, and the Church wants to accompanythis process. We understand that the diversityof experiences, thinking and contexts is no ob-stacle but rather enriches our discussion withinthe culture of encounter. We thank God for al-lowing us to hold this meeting, and we hope itwill enhance both our understanding of the se-rious social problems afflicting us and the nec-essary coordination of actions to overcomethem.
