The 2018 American crocodile nesting season was a success at Turkey Point. This year, nest numbers and hatchlings that were captured increased, compared to the previous three nesting seasons. Efforts made in 2018 to prepare the nesting locations, as well as the work done to improve the health of the Cooling Canal System, led to the nesting and hatching success. This strategy will continue in 2019 and future years to maintain Turkey Point as habitat for the American crocodile.

1.0 INTRODUCTION

The Turkey Point Power Plant is located on an approximately 11,000-acre coastal site in South Florida. The facility consists of two nuclear powered generating units (Units 3 and 4) and one natural gas-fired combined cycle generating unit (Unit 5). The Turkey Point Power Plant is bordered by FPL's 13,000-acre Everglades Mitigation Bank to the south and west, Biscayne National Park to the north, Biscayne Bay to the east and the Everglades to the west. It is located within Sections 27, 28, 29, 31, 32, 33 and 34, Township 57 South, Range 40 East in Miami-Dade County, Florida ..

In the early 1970s, FPL was required under a settlement with the Department of Justice to engineer and construct a closed loop cooling canal system (CCS) and to discontinue the use of Biscayne Bay for condenser cooling. FPL began operating this 5,900-acre system in 1972. The American crocodile was first discovered on site in 1976 and the first nest was observed in 1978. Thus, FPL has monitored crocodile nesting and the overall population at the Turkey Point site since the 1970s. In 1979, the majority of the Turkey Point Power Plant site was designated as critical habitat for the American crocodile by the U.S. Fish and Wildlife Service (FWS). The CCS offers optimum nesting, foraging, breeding and basking habitat for the crocodile. The CCS has constant water levels, appropriate nesting substrate, security from human disturbance, isolation from nest and hatchling predation, and access to lower salinity refugia on the berms. The crocodiles nesting in the cooling canals represent one of the three nesting populations in the United States.

In the 1980s, FPL initiated a management program at the Turkey Point Power Plant site to benefit the American crocodile. The management program includes: 1) preserving and creating habitat suitable for crocodile nesting and basking; 2) establishment of exclusion zones during the nesting season; 3) monitoring surveys to document population size, activity, growth and survival; 4) relocation of hatchlings to lower salinity areas to increase survival; 5) the construction of ponds for use as hatchling refugia; and 6) prohibiting automobile use, road maintenance and other construction activities within the CCS at night and during critical periods of the nesting season. The management activities conducted by FPL have resulted in an increase in the crocodile population. Because of FPL's

conservation efforts directed toward supporting this species, the American crocodile was down-listed from an endangered species to a threatened species in 2007.

This annual report provides a detailed summary of the crocodile monitoring activities conducted in 2018. FPL's monitoring plan consists of night nesting/hatchling surveys, day nesting surveys, interceptor ditch surveys, spatial distribution surveys, and capture surveys. Qualitative and quantitative data are included in the report for all surveys except for the spatial distribution survey and the capture survey. Since the spatial distribution and capture surveys were conducted under other state and federal permits, the data will be submitted in another report compiled by the University of Florida.

2.1 Night Surveys

2.1.1 Type of survey: An airboat survey of the nesting hot spots of the year. Conducted at night, starting at sundown.

2.1.2 Objective: To locate any hatched nests and capture the hatchlings_ in the surrounding areas. Observations of possible new nests, female activity, and potential hatching activity are documented. Night surveys are also used as a time to release marked hatchlings back into ponds within the CCS.

2.1.3 Equipment: Airboat, 200,000 candle power spot/flood beam, low-powered head beams (to spot hatchling eye shine), handheld flashlights, canvas hatchling bags, thermometer, salinity refractometer, GPS, and field notebook.

2.1.4 Specific Instructions: • Review the night's survey plan: areas that will be surveyed, recent nest

activity, and any other objectives. • · Contact security at phone extension 607 4 and inform them about the

survey activities and how long the survey is expected to last. • Gather equipment and inspect the airboat. • At the start of the survey (when in airboat), document weather conditions,

time, and persons conducting the survey in field notebook. • Salinity, air temperature, and water temperature are taken at the location

of the captures. • Proper field book documentation of activities throughout the survey is

required. Examples include location(s) of hatchlings captured, nest locations, areas surveyed. See Appendix 1.

• Once the survey is completed and biologists have returned to the dock, document the time and add any last comments.

• Place all hatchlings in the proper aquariums inside the Land Utilization Bldg.; make sure all documentation for hatchling aquariums are complete.

• Place all equipment in proper storage areas.

2.2 Potential Nest Survey

2.2.1 Type of Survey: Daytime airboat survey in the cooling canals to locate potential nests and monitor adult female visitation of nest sites, usually conducted during early morning hours.

2.2.2 Objective: To locate potential nest sites for the year, locate hatched nests, and document activity that will indicate a nest is about to hatch. The nest surveys gather the information needed to indicate where the night surveys need to focus. Historic crocodile sanctuaries are marked with 4-5 signs. This allows us to keep those areas completely undisturbed from anyone besides the biologist.

2.2.3 Equipment: Airboat, GPS, thermometer, salinity refractometer, canvas hatchling bags, plenty of drinking water, flagging tape, and field notebook.

2.2.4 Specific Instructions • Gather equipment and inspect the airboat. • Document start time of survey and weather conditions and persons

conducting the survey in field notebook. • Survey crocodile hot spots for potential nests. Look for drags and slides

on the side of berms.

• Upon finding a potential nest site, document location in the field notebook and flag the area.

• Upon finding areas of activity, such as tail drags, slides, digging, and test holes, document activity in the field notebook.

• Upon finding a hatched nest, document locations, GPS coordinates, and assign a nest number. Dig out the nest and document the number of hatched eggs, number of infertile eggs, and number of crocodiles to match up with total number of eggs.

• Survey surrounding area for hatchlings, if possible make captures. Document exact location of hatchlings to allow for ease of capture during the night survey.

• Throughout nest surveys, document any crocodiles 2.0 m and over found around any potential nest site.

• Document time back to lab. Document any recent hatched nests on a cooling canal map.

2.3 Interceptor Ditch Survey (ID canal)

2.3.1 Type of Survey: Truck survey is usually conducted during morning hours . . Biologist surveys the entire Interceptor Ditch Canal.

2.3.2 Objective: To document any crocodile observed while driving from the south end to the north end of the ID. Write down a size estimate in meters, position in canal, and location in miles (either calculated by the vehicle's odometer, or by using a GPS). During non-nesting/hatchling season, the survey is conducted approximately once per week. Due to the heavy workload experienced during the nesting and hatchling seasons, the ID surveys are conducted when personnel are available.

2.3.3 Equipment: Truck, field notebook, GPS, binoculars, and if at night, a spotlight.

2.3.4 Specific Instructions • Drive to the southwest end of the cooling canals. • Begin survey at the south end of the ID canal. Write down starting time

and weather conditions. Set odometer to zero on the vehicle or record the GPS location.

• Begin survey by driving north and observing the center and east bank of the ID canal. For approximately the first mile, observe crocodile activity in the C-107 canal, which is adjacent to the ID canal.

• Once an animal is observed, document the size, position in canal, and the location in miles or GPS coordinates.

• Continue survey until the north end of the canal is reached at about 5 miles.

• Throughout the survey, document any interesting observations or other animals seen.

2.4 Survey Conditions of Certification. Turkey Point Units 3 & 4 Conditions of Certification licensee. Activity monitoring of entire CCS.

"Data collected shall include animal size, GPS location, salinity, and air/water temperatures (XVI.B.)"

Surveys shall be conducted both pre and post Unit 3 & 4 Uprate Project to determine any effects of temperature and salinity changes on crocodiles in the ccs.

2.4.1 Spatial distribution survey

2.4.1.1 Type of Survey: Airboat survey of the entire CCS, conducted by an FPL crocodile biologist and two University of Florida (UF) biologists. The entire CCS is covered in a 2-3 night period. A truck survey of the ID canal is conducted as part of the requirements, as well.

Throughout the cooling canals, data loggers have been set at specific locations to gather temperature. During the survey, periodic stops at the data loggers allow the UF biologists to download the data.

2.4.1.2 Objective: To thoroughly survey the entire CCS documenting the size and location of any crocodile found. The three (3) to four (4) night surveying event is conducted by an FPL qualified person (crocodile biologist) and two biologists from UF.

2.4.1.3 Equipment: Airboat, 200,000 candle power Q-beam, GPS.

2.4.1.4 Specific Instructions • Biologist will contact security at 607 4 and inform them about the activities

of the night. • Biologist will meet with UF biologists at a designated time (usually before

sundown). • The survey is broken into 4 parts. Part 1 is Cooling Canal Sections 1, 2,

and 3 on the west side; Part 2 is section 4 on the west side; Part 3 is section 5 on the west side; and, Part 4 is the erJ_tire east side along with the ID truck survey.

• Document start of survey and names of the biologist doing the survey. • Go to designated starting area for that night's section. • Biologist or air boat operator will drive the boat while one person spots the

animals and the other writes down the data. • When an animal is spotted, the driver will approach the animal at a

reasonable speed, ease off the accelerator, and allow for the spotter to get a look at the animal. The biologist will then estimate the size, a way point

is taken, and the information is documented. This will occur throughout the survey.

• Data loggers are positioned at certain locations. Once a data logger is located, the driver will approach slowly. The data logger's information is downloaded and the data logger is returned to the water.

• Salinities are also taken at specific locations. • Proper general housekeeping is performed after each survey. • Information gathered by the biologists is kept in the FPL crocodile

database.

2.4.2 Capture Survey

Permit Requirement: Additional data shall be collected to determine changes to growth and survival of crocodiles within the CCS. The entire CCS shall be monitored at least three times a year for three days and three nights per event. Data collected shall include biometric data for each crocodile that is hand captured or trapped.

2.4.2.1 Type of Survey: This survey utilizes a truck and airboats during both the day and night. It covers the cooling canals, C-107, and Sea Dade canals. The survey is conducted with FPL crocodile program staff and the UF biologists.

2.4.2.2 Objective: Over the designated time period for the survey, biologists attempt to capture any crocodile encountered. The biologists will gather various measurements and biometric data. Once the data are collected, the crocodile is then released.

2.4.2.3 Specific Instructions: • Teams of at least 3 biologists per airboat, and a total of 2 airboats will be

assigned specific sections of the CCS. • In addition, a team of 2 biologists will conduct a truck survey of the

Interceptor Ditch Canal. • Each team and airboat will conduct surveys for animals within the pre­

determined sections. • Once an animal is spotted, the attempt for capture begins utilizing the

snare technique. For animals less than one (1) meter in length, hand capture is preferred.

• Biometric data are recorded and later analyzed for growth and population status.

• All animals are micro-chipped and scutes are clipped for ID purposes and DNA testing.

• Proper general housekeeping is performed after each survey. • Information gathered by the biologists is kept in the FPL crocodile

database.

3.0 RESULTS

In 2018, all of the surveys included in the monitoring plan were conducted and data were collected. The data from the spatial distribution .and capture surveys will be submitted in another report compiled by the University of Florida (UF), since all work was completed under the UF permits.

This year, there was an increase in nesting and.hatching success throughout the site. There was a total of 15 nests, 14 of which were successful and 225 hatchlings captured and released. Of the 225 hatchlings captured and released, 223 were tagged; the additional two were released without tagging.

The first successful nest was discovered on June 28, 2018, with the last successful nest located on July 31, 2018.

4.0 DISCUSSION

Nesting and hatchling capture success increased in 2018 compared to the previous three nesting seasons. This year, hatchlings captured within the CCS were released back into the CCS for the first time in many seasons, which is a result of the health of the CCS improving. This section will discuss the 2018 nesting locations, hatchling data, CCS status, 2019 nesting season preparations and outreach.

Crocodile Nests

During the 2018 American crocodile nesting season, a total of 14 successful nests were found. There were nine in the CCS, three in the test canal berms north of the CCS, one in the mitigation crocodile sanctuary (MCS) in the Everglades Mitigation Bank, and one along the interceptor ditch road, and 225 hatchlings were captured and released at Turkey Point. This is compared to the eight nests (five in the CCS and three along the interceptor ditch road) and 46 hatchlings captured in 2017.

The 2018 season began with the first hatched nest discovered ori June 28, 2018 in the cooling canals on 812SXN4(N). The remaining successful nests hatched in July with the last hatched nest discovered in the test canals on July 31, 2018. The timing of the hatching is similar to when the nests have hatched in the past years.

Several female crocodiles utilized the existing ponds that were designed and built on the berms to attract the females. Once the female collects the hatchlings from their nest, she then transports them to these ponds, which are lower salinity nurseries, essential to hatchling survival. Several camera traps were placed at

potential nest sites to monitor for invasive species. These cameras were able to capture the female crocodiles exhibiting these behaviors, which reinforces the importance and success of having these refugia throughout the nesting habitat at Turkey Point.

In addition to crocodiles using the canals within the CCS, three nests were located on the berms at the test cooling canals, north of the CCS. The water in this area has lower salinity than the adjacent CCS and the mangrove roots provide an ideal nursery for hatchling crocodiles. The mangroves also work as a barrier from the surrounding roadway. The biologist must use a kayak to access the areas where the crocodiles are laying the nest and to capture the hatchlings.

In 2018, an unsuccessful nest was found on B2ESXN2(N). The nest site was monitored throughout the season until it was determined that the nest was unsuccessful. The eggs in the nest were discovered to be infertile and the cause is unknown.

Hatch lings

During the 2018 season, 223 hatchlings were captured, tagged, and released. Two hatchlings that were captured were released without being marked. The average weights of hatchlings were 59. 7 grams and the average total lengths 25.9 centimeters, fitting usual patterns from previous years. The number of hatchlings captured in 2018 was much higher than 2017. This could be attributed, in part, to the work that was done prior to the season to prepare the nesting habitat and also to the increased effort by the biologists on site conducting surveys. Prior to the 2018 nesting season, the berms with previous known nests were prepped and cleared of overgrown and exotic vegetation. This work facilitated the biologist's ability to observe any nesting behavior and activity around the potential nest sites.

This year, 54 hatchlings were released within the CCS (to an existing freshwater pond on a berm) for the first time in several years due significant improvements made on the health of the CCS by FPL. The hatchlings that were released in the CCS were ones that were captured later in the season and seemed to be already thriving in that environment. The majority of these hatchlings were captured in the cooling canals and not on a berm or within a freshwater pond. Information regarding release locations is included in Table 3.

CCS Status

FPL continues to make progress in implementing the multi-phased strategy to improve long-term health of the CCS. This strategy includes measures that focus on CCS freshening and managing nutrient levels within the CCS. As a result of these activities, an increase in overall water quality facilitated an increase in

forage fish and the early stages of re-establishing seagrass (Rupia maratima) within the CCS.

2019 Preparations

To prepare for the 2019 nesting season, crocodile nesting hot spots are being evaluated in order to determine if maintenance is needed at each of the sites. Two ponds will be dug on berms B10SXN2 and B11SXN2. Historically, the nests on these berms do not have a good collection rate on hatchlings. The hatchlings from these nests are most likely taken to the CCS by the female and therefore the capture rate of the hatchlings is reduced. By digging additional ponds on these berms, the females have the option of taking the hatchlings to the ponds instead of the CCS. In 2018, the only hatchlings recovered from these berm locations were hatchlings still trapped in the nests. In addition to digging more ponds, efforts will be made to remove any excessive ground vegetation, remove exotic species, and till the nesting areas to free the substrate of grasses and roots making it easier and. attractive for the females to nest there. We will also continue to prepare the MCS in the Everglades Mitigation Bank, simtlar to past years.

Outreach

In addition to monitoring the crocodile population at Turkey Point, FPL biologists continue to educate the public on this threatened species. FPL works with media outlets and schools to showcase the efforts of the crocodile program. The FPL crocodile team showcased the crocodile program by participating in multiple career days at schools in Miami-Dade County in 2018 as well as local community events, including the Homestead Seafood Festival and Homestead Airshow.

5.0 CONCLUSION

The American crocodile population continues to remain in a much stronger position than before the Turkey Point CCS was established. Today, crocodiles continue to migrate in and out of the system and call the system home.

With the environmental improvements taking place within the Turkey Point CCS, the American crocodiles had 14 successful nests and 225 hatchlings were released at Turkey Point in and around the CCS. The number of hatchlings in 2018 has doubled since FPL began efforts to improve the health of the canal system.

FPL will continue to monitor the Turkey Point population in order to better understand the trends for this threatened species and expects continued success.

Checked complete E side. B3ESXNS(S)-fresh drags.

Checked along canal 32. Marked 5 different potential nesting sites with orange flagging. Halfway down B31SXN4 there were fresh slides but no ideal nesting substrate. Had to cancel boat work due to lightning. Went to MCS via truck. No new activity. Shined ID and CCS. Saw S crocs at SID but no signs of nesting

Was able to get close to crocs on BSE5XN3, BSESXN2, and B2ESXN3(S). All were large enough to be potential nesting females.

BlOSXN2{N) 2.25m animal under buttonwood. Obvious croc activity on land. B12SXN4(N) pulled 25 hatch lings out of N pond. Went to B12SXN4(N) and found nest 01-18. No new nesting activity at MCS, E ID road or test canals Checked BlOSXN2. Found hatched nest but no babies. B11SXN2 obvious croc activity. Checked all E side sanctuaries and found no croc activity Fresh drags on B1ESXN2, B2ESXN2, B4ESXN2, B12SXN4, B11SXN2 B10SXN2(N) Hatched nest with 4 infertile eggs. No babies collected. B12SXN4(N) pulled 2 hatch lings. B13SXN4(N) found single hatch ling on E side of berm in CCS. Drove along the ID and collected 11 babies from area 10m south of land bridge. No new nesting activity at peninsula sanctuary. Found nest 03-18 from which the babies were in the ID and collected on 7 /3/18. Found 9 infertile eggs, and 1 piped baby that had died in the egg.

Hatched nest B12SXN4(S) pond. 15 hatched eggs, 1 infertile and one hatchling still in the nest.

Collected 22 live hatch lings and 1 DOA from B12SXN4(S) pond. Thought there could possibly be another nest. B11SXN2(N) ready to hatch any day. No new nesting at MCS

B12SXN4(N) nest 05-18 hatched. Found egg shells in B12SXN4(N). B11SXN2(N) obvious

croc activity

B11SXN2 fresh activity. Found one baby from 05-18 in CCS right by nest. Retrieved 10 hatchlings from N pond. Total of 11 hatchlings pulled. Also found single hatchling croc on road by Land U gate.

Checked all sanctuaries. Found fresh drags at B3ESXN5(S) and B12SXN4(S) Big rain washed away all signs of new activity. Checked B10SXN2, B11SXN2, B12SXN4(S), B12SXN4(N) but no new activity.

No new activity at MCS, ID or test canals. Caught 1 straggler hatchling at B12SXN4(N). No new activity at B11SXN2, B12SXN4(S) pond,B1ESXN2,B2ESXN2 Surveyed all potential nests and ponds on E side and found no new activity.

Found nest on B11SXN2 (nest 06-18) hatched. 2 babies still in eggs but rest hatched. Nest on B1ESXN5 (N) (nest 07-18) hatched. Pulled 13 babies. Nest 08-18 found on B2ESXN2 (N). No new croc activity at MCS, ID or test canals. B11ESXN2(N) found 9 live babies and 2 dead ones floating on surface. Believe these to be from nest 08-18. Pulled 15 live babies and 2 dead at B1ESXN5 (N). Went to all ponds on E side and found no other new activity. ' MCS nest survey. New activity at mound 4W. Rest of mmmds show no new activity. Visited all ponds and possible nests. B2ESXN2(N) has a nest that has not hatched yet. B4ESXN2(N) heavy croc activity. B1ESXN5(S), and B3ESXN5(S) both had fresh drags. Went to MCS and nest 09-18 on mound 4W had hatched. 1 DOA hatchling on top of nest. 6 unhatched eggs. 1 infertile. Brought 6 eggs/hatchlings back to the lab. Test canal nest had fresh activity. Caught 19 more crocs in large central pond at MCS. I was in kayak. KS was on land. Visited all possible nesting sights on E side. B1ESXN2(N) may have croc activity. B4ESXN2(N} fresh activity. No new activity at MCS.

Visited all E side sanctuaries and ponds. No new nests or hatchlings found. Checked ID but no activity. Test canal nest 10-18 was hatching. Pulled 15 hatchlings/eggs. 1 hatch ling seemed weak and perhaps underdeveloped. There were 6 infertile eggs. No new activity at W or E side. Found older hatched nest (11-18} at B5ESXN4(N). Nest had 4 hatched egg shells and 5 infertile eggs. No new activity at MCS and test canals. No new activity in system or at MCS. No new activity in system or at MCS.

Went in all 5 test canals in kayaks. Found nest 12-18. Nest had 9 hatched eggs and 1 DOA that had pipped. Collected a total of 12 live hatch lings out of test canal pond. There was one we were unable to capture. There were crocs in all of the test canals as well as plenty of food and refugia. Ideal nursery for baby crocs. Also found an alligator. No new activity at B2ESXN2, B4ESXN2, MCS or test canals. Found hatched nest 13-18 on B1ESXN5(S). 6 infertile eggs and 3 hatched eggs shells were found. No new activity recorded at MCS, B30SXN4, B29SXN4, B12SXN4(N and S pond) or

B27SXN3(N).

Caught total of 15 hatchlings on mangroves along B2ESXN5(N) on the W side. Caught 2 stragglers at B5ESXN4(N) in CCS. Checked ponds on B1SXN5(S}, B2ESXNS(S), and B3ESEN5(S) and found no new activity.

Found hatched nest 14-18 at test canals on Test canal bank3. There were 13 hatched eggs, 4 infertile and 3 DOA in egg. Pulled 6 hatch lings from nest 14-18 which were in the test canal to the W of the nest. Hatch lings were tangled in the mangroves making it extremely difficult to capture them. No new activity at MCS or turtle point. Fresh drags present at B2ESXN2 and B4ESXN2 No new activity at B2ESXN2, B1ESXN2, B4ESXN2, test canals, MCS or ID.

Proper note taking for the crocodile hatchling season

Note taking is one of the most important aspects of conducting any survey. It helps to keep the information organized and valid. The information that will be gathered during the hatchling surveys is required and will be documented in a crocodile database for permit purposes. Remember, these animals are a threatened species and the information we gather is needed to assess their health and status.

Key Terms:

• Canal number and section, Example: C13SXN4. Berm: B13SXN4. Keep in mind if you are in the north end or south end , 813SXN4 south.

• Temperatures read will be recorded in Celsius. • Salinity will be recorded in Parts Per Thousand (ppt).

Heading

• Date, left hand corner • Title of survey, example: Night Survey • Initials of people conducting the survey, right hand corner • Right hand corner, first line: Weather conditions, moon phase,

mosquito severity

Crocodiles observed {non-captures)

• Location of animal observed will either be recorded in water (canal) or land (berm). Example: in a canal , C12SXN4, on a berm, B12SXN4.

• Estimate of size in meters. 1 meter = 3.28 feet. Example: 6ft animal is about 2 meters. Think first in feet then convert to meters.

• In the area of observation, record air temperature, water temperature , and salinity. Example: T air- 21 °C, T water - 25°C, Salinity - 67ppt

Hatchlings Captured

• Location of captures (same format, B29SXN4 or C5ESXN2); if in a pond , B12SXN4 pond.

• Number captured • If captured in a pond, take salinity and water temperature.

• Document details, Example: captured under tree , found in and out of water.

• If animals are captured in different locations, PLACE IN SEPARATE BAGS. Record specific location of captured animals on canvas bags.

Lab work

• Hatchlings will be placed in aquariums with clean water. • A note will be place on the aquarium with capture location and the number

of hatchlings. If th is information is not present, then the capture was useless and valuable information is lost.

• The return time will be documented and a review of notes shall be conducted to ensure accuracy.

• All equipment will be placed back into the proper place.

The information stated above must be followed and no deviations taken.
