establish a freestanding emergency depa1tment and outpatient imaging facility in Morristown.
Morristown-Hamblen Healthcare System has a long history of providing high quality care to the
community but the current emergency room at Morristown-Hamblen is under-sized for a growing county
with over 66,000 residents . Lower acuity patients frequently have to wait too long for care. The proposed
facility will enable low acuity emergency patients to receive timely and convenient care. This will
improve accessibility to health care and will enhance the quality of life in our community.
I appreciate this oppo1tunity to suppott this project and I request approval of the ce1tificate of need

Morristown-Hamblen County Healthcare System has a long history of providing high quality care to our community, including patients without resources. Its current emergency room is well under-sized for the residents and we're continuing to grow in population. Because of this, low acuity patients most often have to wait for care, but the proposed facility will allow them to receive timely and convenient care in a modem facility. This will improve accessibility to health care and enhance the quality of life for our community.
I'm very proud of the level of care Morristown-Hamblen County Healthcare System provides to our community, and I look forward to a future with an enhanced facility.

I am submitting this letter in support of the proposal by Morristown-Hamblen Healthcare System to establish a freestanding emergency department and outpatient imaging facility in Morristown.
In my position as Chamber of Commerce president, I am offered the opportunity to work with new residents, existing residents as well as commercial and industrial customers relocating or expanding in our community. High quality healthcare is not just an amenity but an exception for these individuals. Healthcare in a community is like a spoke in an economic wheel and without high quality, efficient healthcare, the wheel can easily collapse.
Morristown-Hamblen Healthcare System has a long history of providing high quality care to the community, including patients without resources. This chosen location of the new facility sits very near (2 miles) to one of Morristown's 3 industrial parks. Industrial operations bring a unique set of needs in healthcare and sadly much of the need occurs in emergency situations. This new facility would be much closer and provide a much greater service to our industrial customers of this park as well as the portion of our community where residential and commercial growth is occurring. The current emergency room at Morristown-Hamblen is under-sized for a county with over 66,000 residents and growing. The wait time currently for our emergency operations in the community is longer than expected for a community of our size. The proposed facility will enable low acuity emergency patients to receive timely and convenient care in a modern setting. This will improve accessibility to health care and enhance quality of life in our community.

Today, there are 600 new housing permits pulled in our county. With an average of25-50 new permits per average year, you can quickly ascertain how this exponential growth will quickly overwhelm our emergency department at Morristown-Hamblen as it sits today. In 2020 alone, Morristown added 350 industrial jobs, down from a 700-1,000 per year average, and with this job growth comes additional need and expectations for healthcare in our community.
I appreciate this opportunity to provide comments, and I urge the Agency to approve the certificate of need application submitted by Morristown-Hamblen Healthcare System. I'm pleased to provide additional comments or documentation on community growth that highlights the need for this new facility.

We, the Medical Executive Committee and Directors, are submitting this letter in suppmt of the proposal by Morristown-Hamblen Healthcare System to establish a freestanding emergency depmtment and outpatient imaging facility in Morristown.
Since December of 2018, Morristown-Hamblen has been the sole hospital in Hamblen County. While the Hospital is committed to quality and timely care, the emergency department is simply too small for the volume of patients who seek care there. Our own patients have experienced dissatisfaction with wait times in the emergency department. In addition, Morristown-Hamblen hospital is located in a residential neighborhood, making it inconvenient for many residents who do not live within the immediate vicinity of the hospital. The proposed freestanding emergency depmtment and imaging center will be beneficial to our patients and the community at large.
We appreciate this opportunity to provide comments, and we urge the Agency to approve the certificate of need application submitted by Morristown-Hamblen Healthcare System.

• Speaking as the Publisher of the Citizen Tribune newspaper and a life-long community resident, I am truly excited about Covenant moving forward with construction on the West property purchased a number of years ago. The cmTent hospital was constructed in 1955_ Morristown and Hamblen County serve as a regional economic hub for many, if not all, of our adjoining counties. As such, our community is growing and there is a need for a facility to accommodate less emergent patient care, so our hospital has additional capacity to care for emergent patients. The current emergency room at Morristown Hamblen is undersized for a county of over 66,000 residents and growing. Many patients have to wait too long for care. Especially those with less critical care needs. The proposed facility would help with this problem. The proposed facility would meet a very needed service for our community. It would improve access to healthcare for our residents and improve the overall quality of life in our community.

Dear Mr. Grant:
I'm writing to supp01t Morristown-Hamblen Healthcare System's proposal to establish a freestanding emergency department/outpatient imaging facility here in my hometown. I must admit up front that I'm partial to our only hospital having served there as an Orderly, Respiratory Therapy Technician, Emergency Medical Technician, and Security Officer many years ago while attending college. I credit this service with molding me both personally and professionally before I began a 38 year career in state and local government.
In 2018, a second medical facility closed here in Morristown which quickly led to oversized admissions to our emergency department at Morristown-Hamblen. We've done our best working with corporate leadership and our staff to mitigate this surge; however, we must have some other relief to ensure that our regional status as a receiving facility isn't compromised. Thus, our request is before you which will allow lower acuity patients to receive timely care in a modern setting located near a central crossroads for the county.
During my time serving as Governor Bill Haslam's Homeland Security Advisor, Director of the Tennessee Emergency Management Agency (TEMA), Assistant Commissioner for Homeland Security, and finally Commissioner of Safety and Homeland Security, I experienced emergency services needs all across the state. I'm convinced that this application is vital to mitigate what has become a difficult treatment situation.
Your agency's attention to our request is most appreciated and we hope that you'll agree that granting this certificate of need will help us save precious lives during difficult emergency situations.

Morristown-Hamblen Healthcare System, a member of Covenant Health's network of healthcare facilities, has a long history of serving patients from Hamblen and surrounding counties. Quite frankly, the Lakeway area, with Morristown as its economic hub, has outgrown the current MHHS emergency department leaving lower acuity patients waiting for treatment longer than they should. The proposed state-of-the-art facility will ensure that patients needing emergency services will receive quality care in a timely manner. From an economic perspective, this facility will help our community grow. The availability of quality healthcare is attractive to companies who are wanting to locate, stay and grow in our community.

Our growth projections from recent successful industrial expansion and recruiting ensures the population will soon Increase accordingly.
Lower acuity patients frequently have to wait too long for care on occasion. The proposed facility will enable low acuity emergency patients to receive timely and convenient care In a modern setting. The location is also convenient to recently completed highway connectors improving accessibility to quality healthcare available to a wider region of neighboring counties.

Dear Mr. Grant:
I am submitting this letter in support of the proposal by Morristown-Hamblen Healthcare System to establish a freestanding emergency depa1tment and outpatient imaging facility in Morristown.
Since December of 2018, Morristown-Hamblen Health System has been the sole hospital in Hamblen County, with a population of over 66,000. The Hospital also is used by residents of Grainger County, which adjoins Hamblen County, and which does not have a hospital. We primarily transpo1t patients to Monistown-Hamblen for emergency care. Patients with high-acuity emergencies are always treated at Mon-istown-Hamblen without delay. However, lower-acuity emergency patients can experience undue wait times at Morristown Hamblen because of lack of capacity. It is not likely that we would transport patients to the proposed freestanding emergency department, but we believe redirection of low-acuity emergency patients to the proposed facility will enhance the capacity and efficiency of the emergency deprutrnent at the main hospital. We support the proposed freestanding facility because it will contribute to the efficiency of EMS and decrease off load times allowing EMS to respond to other calls for service.
