EN 1090 Execution of steel structures and aluminium structures compulsory from July 01, 2014 Motivation and benefits The applicable version of EN 1090-1 entered into force in Austria on March 1, 2012. Like all the preceding editions, it obliges the metal working companies concerned to prepare declarations of conformity for their products and to guaran- tee their CE marking. The original end of the transition period for nationwide marking - July 1, 2012, - has been postponed by two years, i.e. to July 1, 2014. This postponement is to give the companies sufficient time to consistently implement the required actions. After this date, structural components made of steel or aluminium may only be put into circulation with CE marks. This obligation applies to all the companies manufacturing such products. In this respect, the standard prescribes a compulsory certification of “internal production control”, i.e. a certain quality management system within the company. According to ONORM EN 1090, it is necessary to demonst- rate that all the structural components are produced in con- formity to the respective requirements and the relevant clas- ses of execution. This covers the most important business fields in steel and aluminium construction: n purchasing n production in the workshop n subcontracting n instructions for assembly If design and dimensioning also are among the business areas, they will be incorporated into certification. The stipu- lations of ONORM EN 1090 also refer to all the supporting composite structures made of steel and concrete. The qualityaustria certificates are adjusted to the requi- rements placed on the components produced and will thus be issued in a manner that is tailored to the needs of the respective companies. Target group Notwithstanding the company size, the type of the compo- nents produced and regional alignment of the business acti- vities within the European Economic Area, all the companies dealing in steel and aluminium construction are subject to the rules for supporting structures, which are defined by EN 1090. These structures can be complete buildings and edifices or single parts integrated in higher-ranking supporting structu- res. The way after the CertificateAccording to EN 1090, Surveillance Audits will have to be con-ducted by the Certification Body after the Certificate has been obtained. The intervals of these audits are graduated and de-pend on the requirements placed on the products manufactu-red in the company. The qualityaustria Surveillance Audits follow the basic conditions underlying certification.

Identification of the actual state

Pre-Audit

Certification Audit (initial inspection)

The qualityaustria stocktaking basically consists in iden-tifying the company’s qualification level relating to conformity to the requirements placed by EN 1090, at the site. In the course of stocktaking, the company will be given hints as to where adaptations may be necessary.

The qualityaustria Pre-Audit consists in reviewing in detail at the site to what extent the company’s processes comply with the rules of EN 1090.The audit particularly covers:n review of internal production controln identifying effectiveness of the overall system in order to

prepare the employees of all areas and locations for the Certification Audit

n selective on-site assessment of individual system as-pects and deployments

n identifying nonconformitiesn process planning for the Certification Audit (initial inspec-

tion)Upon successful completion of the Pre-Audit, the company will be admitted to the qualityaustria Certification Audit (in-itial inspection).

The qualityaustria Certification Audit will be conducted at the site according to an audit plan prepared together. All the business areas, i.e.n purchasingn production in the workshopn subcontractingn instructions for assemblyn possibly design and dimensioningwill be inspected while particularly considering internal pro-duction control and handling of the classes of execution that are applied for.

In the course of a Certification Audit, the auditors will go right to the respective place where everything is going on. Selec-ted samples will be used to conduct initial inspection while involving the employees respectively responsible. The goal consists in identifying conformity of the business processes to the specifications of the relevant parts of the Series of Standards ONORM EN 1090. After conformity has been sta-ted, the company will be entitled to place the CE mark on the products manufactured.
